「汚染水」処理は原発事故処理への歯止めない国費投入の始まり via Newsweek
福島第一原発の「汚染水」問題が、連日メディアをにぎわせている。政府は汚染水の拡大を防ぐために、地下水が原発の構内に流れ込むのを防ぐ凍土壁をつくる予定だ。これは原発のまわりに総延長1.4kmの巨大な氷の壁をつくり、その配管の中にはずっと冷却材を循環させる「巨大な冷凍庫」だが、本当に必要なのだろうか。 福島県のモニタリングに よると、10月21日現在で取水口付近の海水の放射性セシウム濃度は1リットル当たり2.6ベクレル、トリチウムが最大2.4ベクレル、その他のベータ線 が0.42ベクレルで、飲料水の水質基準10ベクレルも下回っている。30km沖合では0.1ベクレル以下で、魚に蓄積して人体に影響を及ぼすことはあり えない。 この凍土壁の費用470億円は、安倍首相のオリンピック招致演説の直前に突然出てきたもので、そのうち205億円は国会審議も通さない予備費だ。事故処理は東京電力が行なうことになっているので、これは「研究開発の支援」という理由で支出された。このような不透明な国費投入が前例になると、これから「実験」や「研究」と称して事故処理に巨額の国費が投入されるおそれが強い。 汚染水は問題の始まりにすぎない。原子炉の中には燃え尽きた核燃料が固まりになって残っており、これを冷やすために大量の水を循環させ続ける必要 がある。さらに被災地の市町村がバラバラに進めている除染のコストも事後的に東電に請求されているが、1ミリシーベルトまでの除染には法的根拠がない。 茂木経産相は「除染費用の一部を国が負担できるかどうか検討したい」と表明し、麻生財務相も理解を示したが、事故の加害者である東電が上場したま ま、被害者である納税者が費用を負担するのは筋が通らない。今回の470億円についても財務省は難色を示し、予備費という「裏金」を使うことで妥協した (残りは補正予算で計上する予定)。 (略) 国が責任をもつ前提として、東電を整理して株主が100%減資し、他の債権者も応分の負担をする必要がある。ただ事故の直後に銀行団が東電に緊急融 資した2兆円は、経産省の事務次官が「暗黙の債務保証」をしたといわれる問題がネックになっている。これが事実なら、国家賠償するしかないだろう。 破綻処理すれば、こうした事実関係も裁判で明らかになる。破産管財人が裁判所に原子力損害賠償法の第3条但し書き(「巨大な天災地変」の場合の免 責規定)の適用を裁判所に申請した場合、それが適用されれば1200億円以上は国が無限責任を負い、国があらためて東電に損害賠償を請求する形になる。 東電を法的整理しないと、資金繰りは遠からず限界が来る。10月末に770億円の借り換え、年末には3000億円の新規融資があり、銀行団も追加融資には難色を示している。ボトルネックになっているのは債権の処理だから、安倍首相が決断すれば事故処理は一挙に進む。 全文は「汚染水」処理は原発事故処理への歯止めない国費投入の始まり
