(社説)核のごみ処分 原発推進とは切り離せ via 朝日新聞

 原発の使用済み燃料から出る高レベル放射性廃棄物(核のごみ)を、どこでどう最終処分するか。参加者の一部に金品の提供が持ちかけられていた問題で中断していた、経済産業省と原子力発電環境整備機構(NUMO)による説明会が再開され、5月から各地で開かれている。 すでに大量の廃棄物がある以上、処分場が必要なのは論をまたない。だが、候補となりうる地域を示した昨年夏のマップ公表以来、多くの知事が処分地を受け入れる考えはないことを、記者会見などで表明した。新たに拒否条例を制定した町村もある。国民の理解が深まっているとはいいがたく、最終処分をめぐる議論の進め方を、根本から見直すべきだ。 言うまでもなく、経産省は原発の再稼働を推し進め、使用済み核燃料を再処理する核燃料サイクルの旗振り役である。 各種世論調査では原発再稼働への反対が多数を占める。こうした原発に懐疑的な人たちを含めて国民的な合意をつくっていくには、原発推進路線とは切り離した中立性こそが、議論の推進役には求められる。 朝日新聞は社説で「いまの原子力政策の継続を前提とする議論しか認めないような姿勢では、不信感を強めるだけ」と指摘してきた。ところが説明会は、事実上破綻(はたん)している核燃料サイクルを前提とした内容になっている。 日本学術会議は15年に出した提言で「国民と原発関係者の信頼関係が崩壊した状態で、高レベル放射性廃棄物の処分の立地選定について国民の理解を得ることは困難」と指摘。国民の意見を反映した政策形成のため、独立性の高い第三者機関を設置すべきだと提案した。福島の原発事故を教訓に、原発の規制部門を経産省から切り離し、原子力規制委員会をつくったことを考えれば、検討に値する。 最終処分を定めた法律には、その目的について「原子力の適正な利用に資する」などとある。こうした原発推進に偏った条文も改めなくてはならない。 最終処分をめぐっては3年前、「国が前面に立って取り組み、調査への協力を自治体に申し入れる」とする基本方針が閣議決定され、今の流れがある。 […]       全文

福島原発刑事裁判 歴史地震とつなみvia 福島原発告訴団

第13、14回公判報告 歴史地震と津波の専門家である都司嘉宣証人は、推本の長期評価が当時の様々な専門分野の専門家による議論の積み重ねによってコンセンサスとしてまとめられたことを証言された。 海渡雄一(刑事訴訟支援団・被害者参加代理人) はじめに 都司嘉宣証人は歴史地震と津波の専門家である。三陸沖から房総沖までの日本海溝よりのどこでもM8クラスの津波地震が起きるという推本の長期評価がまとめられたときの、海溝型分科会の委員をしていた。 当時の様々な専門分野の専門家による議論の積み重ねによってコンセンサスとしてまとめられたこと、その際に残されている古文書の内容にさかのぼって、1611年の慶長三陸沖、1677年の延宝房総沖の二つの地震が、大きな津波被害をもたらしたにもかかわらず、地震被害の報告がないことを、分科会で報告し、様々な分野の専門家の意見が次第に一致し、長期評価がまとめられていく過程をビビッドに証言された。       報告を読む。
