はんげんぱつ新聞 縮刷版第Ⅴ集 発刊にあたって via 原子力資料情報室
反原発運動全国連絡会世話人 佐伯昌和 「事故が先か、止めるのが先かの競争の時代である」と、一九九一年十月、縮刷版第Ⅱ集(一〇一~一六〇号)発刊の辞に書きました。 残念ながら事故が先になってしまいました。二〇一一年福島第一原発事故は、いまだ収束しておらず、予断を許さない状況です。さらに、放射能汚染の拡がり は、危惧していたことがどんどん現実となり、「放射能汚染サイクル」とでも言うべき状況となっています。これまで各地で起こり、問題となった事柄が、時間 的には集中的に、しかも長期にわたって、地域的には広範囲に、しかし放射能汚染の度合いに応じて噴出するものと思われます。 『はんげんぱつ新聞縮刷版第Ⅴ集』は、二〇〇三年四月の三〇一号から二〇一一年七月の四〇〇号までを収録しています。 二〇〇二年八月の東京電力の事故隠し発覚により二〇〇三年四月、東京電力のすべての原発が運転を停止する事態となりました。停電キャンペーンが繰りひろげられましたが、夏場の停電はけっきょく起こりませんでした。 二 〇〇三年は、石川県の珠洲原発計画断念、つづいて新潟県の巻原発計画も白紙撤回が勝ち取られました。「原発のない住みよい巻町をつくる会」の桑原正史さん は、「夢を捨てることはありません。各地で闘っているみなさん。住民は、いつも息をひそめて、みんなが参加できる運動を待っています」と、二〇〇四年一月 号に書いておられます。 二〇〇五年には、京都府の久美浜原発計画も白紙撤回が確定します。終止符を打った旧通産省出身の中山京丹後市長は、「国の原子力政策は否定しないが、隣接する兵庫県の豊岡市から飛来したコウノトリが原発にとまっている光景も想像し難い」と述べています。 残る新規立地点となった山口県上関、青森県大間の記事も、数多く取り上げられています。二〇一〇年七月号は、上関原発計画反対特集を組みました。今回の福島事故を受け、新規立地攻防に終止符を打つまであと一歩です。 続きははんげんぱつ新聞 縮刷版第Ⅴ集 発刊にあたって
