県原爆死没者慰霊祭:「核の恐怖、語り継ぐ」--宇都宮 /栃木 via mainichi.jp
広島、長崎の原爆犠牲者を悼む「県原爆死没者慰霊祭」が20日、宇都宮市の県総合運動公園「憩の森」で開かれた。今年で21回目。県内在住の被爆者は、福島第1原発事故で避難した人にも思いをはせながら、改めて核廃絶を訴えた。県原爆被害者協議会(県被団協、中村明会長)が主催。今年は被爆者ら約90人が出席した。県被団協の佐藤幸枝副会長(81)は追悼の言葉で「原発の安全神話が崩れた今、新たなエネルギー利用を目指すべきだ」と述べた。 続きは県原爆死没者慰霊祭:「核の恐怖、語り継ぐ」--宇都宮 /栃木

◇「立地」静かに再始動 紀伊半島南東部にある三重県南伊勢町。昨年春、中部電力立地本部の名刺を持った担当者が同町を訪ね、「三重大の先生と一緒に防災対策を強化しませんか」と切り出した。住民向け防災教育などに協力、資金は同社が負担するという。 海岸線が約240キロに及ぶ同町にとって、津波への備えは重要課題の一つ。町は受け入れを決めたが、小山巧町長は「混乱を招かないか懸念があった」と振り返る。 旧南島町(現南伊勢町)と旧紀勢町(現大紀町)にまたがる芦浜地区で、同社初の原発建設計画が公表されたのは63年だった。漁業以外に目立った産業のない両町は、計画への賛否を巡り、地縁や血縁すら分断する骨肉の争いに巻き込まれていく。「親戚の子でも相手側の子なら、こけても助けない」。00年に当時の北川正恭知事が計画の「白紙撤回」を表明し、同社が同調するまで37年間続いた「芦浜闘争」だ。計画に翻弄(ほんろう)された家々の玄関には今も「原発反対の家」のステッカーが残る。県庁職員から09年の南伊勢町長選に出馬した小山町長にも、「闘争の余韻」は一目瞭然だった。 続きは この国と原発:第1部・翻弄される自治体/3 南伊勢、「白紙」まで町分断の37年 「この国と原発:第一部・翻弄される自治体」1&2
被災障害者の今 (上)見えぬ全容「どこに避難しているのだろうか」via msn.産経ニュース
日焼けしていた顔に疲れがにじんでいた。炎天下、仮設住宅を一軒一軒訪ねて回る男性たち。支援を待っている障害者を探しているのだ。 宮城県のほぼ中央の沿岸部にあり、東日本大震災で180人以上が犠牲になった多賀城市。大阪府からボランティアで現地入りしている宮内孝文さん(30)も 連日、足を棒のようにして歩き回っているにもかかわらず、誰にも出会えない。「どこに避難しているのだろうか」。力なくつぶやき、また別の仮設住宅に車を 走らせた。 宮内さんは、仙台市で4月、NPO法人など14団体が集まり発足した「被災地障がい者センターみやぎ」の活動に参加。センター では、障害の状態に合わせたきめ細やかな支援の必要性を自治体に訴え、どこにどのような障害者がいるのか情報提供を求めてきた。が、自治体の担当者は異口 同音に「個人情報保護法があるから」と言って情報提供を拒んだ。 だから、助けを求めながらも声に出せない障害者を探すことから始めなけれ ばならない。地元の授産施設などを訪ね、利用していた障害者が今、どこにいるのか、職員らから教えてもらうのだ。やっと自宅を探し出し、避難所や仮設住宅 を1カ所ずつ回りながら安否を確認し、必要な支援を把握する。その作業は震災から5カ月以上もたった今も続いている。 続きは被災障害者の今 (上)見えぬ全容「どこに避難しているのだろうか」 ◇ 被災障害者の今 (中)「動くだけで迷惑がかかる」と避難所去る ◇ (下)がアップされ次第、投稿します。
