TEPCO, the operator of the Fukushima nuclear plant, sent the remote-controlled device into the No. 2 reactor where radiation levels have recently hit record highs.

The “scorpion” robot, so-called because it can lift up its camera-mounted tail to achieve better viewing angles, is also designed to crawl over rubble inside the damaged facility.

But it could not reach its target destination beneath a pressure vessel through which nuclear fuel is believed to have melted because the robot had difficulty moving, a company spokeswoman said.

“It’s not immediately clear if that’s because of radiation or obstacles,” she said, adding that TEPCO is checking what data the robot was able to obtain, including images.

福島、サッカーで活気再び Jヴィレッジ来夏再開 via 日本経済新聞

東京電力福島第1原子力発電所事故で昨年まで事故収束の前線拠点として使われていたサッカー施設「Jヴィレッジ」(福島県楢葉町、広野町)が復興へ動き出した。日本代表の合宿地としても知られる施設は来年夏の一部再開を目指し復旧工事の真っ最中だ。住民の帰還が進まない中、かつての「サッカーの聖地」を核にした地域再生に期待がかかる。

1997年開業のJヴィレッジは日本代表や各世代の代表チームが合宿。多くのサッカー大会も開かれ、年50万人の利用者でにぎわったが、11年3月11日に一変した。福島第1原発から20キロ離れた施設はもともと東電が整備して県に譲渡した経緯もあり、原発事故対応の拠点として車や資材で埋め尽くされた。

広野、楢葉町の避難指示は15年9月までに全て解除。Jヴィレッジ内にあった東電の福島本社も富岡町に移り、昨年12月に復旧工事が始まった。

ただ、震災前のように子供たちが集まるのか、小野さんは「不安はある」と語る。楢葉町で帰還した住民は1割程度。放射線量は基準値を大きく下回っているが「再開して大丈夫なのか」との問い合わせも多いからだ。

日本サッカー協会は20年の東京五輪で日本代表の合宿地にJヴィレッジを使うことを決定。小野さんは「代表チームが戻れば理解を得やすくなる。施設に人を呼び込み、地域に復興の好循環を促したい」と前を向く。

いじめ自殺、福島・飯舘村が子どもにメッセージ「必ず味方になってくれる人がいます。必ずです」viaハフィントン・ポスト

福島県飯舘村教育委員会の中井田榮(なかいた・さかえ)教育長は、2月14日、村の公式サイトで、子供たちに向けて命の大切さを呼びかけるメッセージを掲載した。

福島県内では2017年に入って、須賀川市でいじめを苦に中学生が自殺する事件が発生、14日には南相馬市でも中学校の女子生徒が自殺していたことが報じられた。この女子生徒も、いじめを訴えていたという。

村内、村外の学校へ通っている飯舘村の子どもたちの皆さん、毎日元気に過ごしていますか。

みなさんも知っていると思いますが、今年に入り、福島県内で中学生が自死するという悲しい出来事が連続して起こってしまいました。みなさんは悩みを抱えていませんか。もし、悩んでいることがあったならば、すぐに家族や学校の先生、友達などに相談してください。遠慮したり、「無駄だ」などと思わずに、すぐに相談してください。

必ず味方になってくれる人がいます。必ずです。

もし、どうしても見つからなかったら、飯舘村教育委員会に連絡してください。みなさんを全力でサポートします。みなさんを全力で守ります。

ですから、絶対に自ら命を絶ったりしないでください! 絶対にです!

【保護者のみなさまへ】

県内での中学生の自死の報道を受けて、保護者のみなさまもさぞかし胸を痛めたことでしょう。そして、不安になったことでしょう。このようなことは、絶対になくさなければなりません。

そのためには、日頃からお子さんとコミュニケーションを密にし、何か変化や違和感を感じたときには、すぐに行動に起こすことが大切です。学校や同学年の保護者の方などに相談をしてみてください。

もし、避難先等で誰にも相談できなかったり、誰も手を差し伸べてくれなかったりした時には、遠慮なく飯舘村教育委員会にご連絡ください。お子さんのために、全力で取り組んで参ります。

みんなで力を合わせ、このような悲しい出来事をなくしましょう。

福島第1原発にて=須山勉 via毎日新聞

福島第1原発2号機の原子炉格納容器内で9日、過去最高となる毎時650シーベルト(推定)の放射線が観測された。

 たまたま私もこの日、日本記者クラブの視察団の一員として同原発にいた。東京電力の案内で、主に移動するバス内からメルトダウン(炉心溶融)した1~3号機などを見た。1号機まで約80メートルしか離れていない高台でバスを降り、遠隔操作で進む廃炉作業を10分余り直視する機会もあった。

視察後、被ばくした放射線量を測ってもらうと0・03ミリシーベルト。ちなみに、胸部X線の集団検診を1回受けると0・06ミリシーベルト程度とされる。帰ってから知人や家族にこの話をすると、一様に「えっ、そんな軽装で大丈夫だったの?」と驚かれた。

 どちらも同じ日の出来事だ。でも世間では「650シーベルト」の方が騒がれる。ただ考えてみれば、格納容器内の線量が高いのは当然だし、そこに人が立ち入るわけでもない。廃炉に向け日に約6000人が働く同原発の現状を理解するには、軽装化が進んだ実態ももっと知られていい、と感じた。

 福島の子どもが避難先でいじめられるなど、原発事故で生じた偏見は根強く残る。「例えば『福島のコメは危ないの?』と子どもに問われた時、多くの大人は『データ上はこうだ』と答えられない。そんな現状を変えない限り、偏見は残り続ける」。福島出身の社会学者、開沼博さんは指摘する。福島の「いま」に目を向け、古い認識を更新する姿勢を忘れないようにしたい。(社会部編集委員)

新潟知事「対話、根底から覆る」 柏崎原発免震棟の性能不足で via日本経済新聞

 東京電力が柏崎刈羽原子力発電所の免震重要棟の耐震性に問題があると原子力規制委員会に報告したことに関し、新潟県内の首長から東電の対応に批判が相次いだ。

米山隆一知事は15日、「基本的には(東電の)説明を信じるのが全てのベースになっている。その全てが疑わしくなってしまうと、対話をしていこうという話が根底から覆ってしまう」と指摘。「今後の議論の進め方に大きく影響する。よく反省した上できちんとした説明を頂きたい」と述べ、東電側に申し入れる考えを明らかにした。

柏崎市の桜井雅浩市長も「非常に遺憾だ。安心安全を求める立場からいくと、東電の体質という問題がまた出てしまった」と批判した。

<福島 学びやの明日>進まぬ帰還 転校続々 via 河北新報

東京電力福島第1原発事故の影響を受けた福島県内の自治体で、小中学校再開に向けた動きが加速している。避難指示の解除は相次ぐが、子どもを取り巻く環境は大きく変化したままだ。地域の学びやを取り戻す道のりは遠く、険しい。事故発生から間もなく6年。教育再生の現状を探った。(福島第1原発事故取材班)

◎原発被災地の行方(上)選択

「古里で学ぶか」「避難先に転校するか」。地元での学校再開が、親子に厳しい選択を迫る。
福島県楢葉町は今春、町内での義務教育を始める。原発事故後、いわき市内に置いた仮設校舎で授業をしていた。
卒業を控えた中学3年を除く小中学生108人のうち、本校舎に通うと予想されるのは7割程度。残りの多くはいわき市内の学校に転校するとみられている。

<遠い存在>
いわきの仮設住宅に暮らす40代男性は「転出組」だ。進級に合わせ、長男を仮設近くの小学校に通わせることを決めた。
長男の希望は楢葉の本校舎。昨年の意向調査にも勝手にそう答えたと聞き、驚いた。だが、現状や今後の生活を考えると、望みをかなえるのは難しかった。
自宅は東日本大震災の津波で流された。町の避難指示は2015年9月に解除されたものの、当面故郷に戻る予定はない。
男性は「子どもは体が弱い。小児科など医療機関が充実しているいわきの方が安心できる」と話す。
楢葉町に限らず、福島の被災自治体は住民の避難先に仮設校舎を構えてきた。帰還していない世帯には、本校舎は遠い存在だ。
南相馬市小高区の40代女性は今春、小学生の子どもを転校させる。小高区の避難指示は昨年7月に解除され、市は今春、本校舎での授業を再開する。
仮設住宅のある相馬市から学校までは直線で30キロ以上。幹線道路は作業車が行き交い、朝夕の混雑が常態化している。
「スクールバスに乗るなら毎朝5時起き。帰宅も遅くなる。とても子どもの体力がもたない」。女性が諦め顔を見せた。

The United States Used Depleted Uranium in Syria via Foreign Policy

fficials have confirmed that the U.S. military, despite vowing not to use depleted uranium weapons on the battlefield in Iraq and Syria, fired thousands of rounds of the munitions during two high-profile raids on oil trucks in Islamic State-controlled Syria in late 2015. The air assaults mark the first confirmed use of this armament since the 2003 Iraq invasion, when it was used hundreds of thousands of times, setting off outrage among local communities, which alleged that its toxic material caused cancer and birth defects.

U.S. Central Command (CENTCOM) spokesman Maj. Josh Jacques told Airwars and Foreign Policy that 5,265 armor-piercing 30 mm rounds containing depleted uranium (DU) were shot from Air Force A-10 fixed-wing aircraft on Nov. 16 and Nov. 22, 2015, destroying about 350 vehicles* in the country’s eastern desert.

It remains unclear if the November 2015 strikes occurred near populated areas. In 2003, hundreds of thousands of rounds were shot in densely settled areas during the American invasion, leading to deep resentment and fear among Iraqi civilians and anger at the highest levels of government in Baghdad. In 2014, in a U.N. report on DU, the Iraqi government expressed “its deep concern over the harmful effects” of the material.

DU weapons, it said, “constitute a danger to human beings and the environment” and urged the United Nations to conduct in-depth studies on their effects. Such studies of DU have not yet been completed, and scientists and doctors say as a result there is still very limited credible “direct epidemiological evidence” connecting DU to negative health effects.

The potential popular blowback from using DU, however, is very real. While the United States insists it has the right to use the weapon, experts call the decision to use the weapon in such quantities against targets it wasn’t designed for — such as tanks — peculiar at best.

Depleted uranium is left over from the enrichment of uranium 235. It is exceptionally hard, and has been employed by militaries both to penetrate armored targets and to reinforce their potential targets like tanks against enemy fire. Though less radioactive than the original uranium, DU is toxic and is considered by the U.S. Environmental Protection Agency to be a “radiation health hazard when inside the body.”

The most likely way for such intake to occur is through the inhalation of small particles near where a weapon is used. But doctors and anti-nuclear activists alike say there hasn’t been enough research done to prove the precise health effects and exposure thresholds for humans. Most important, the lack of comprehensive research on illnesses and health outcomes in post-conflict areas where DU was used has led to a proliferation of assumptions and theories about DU’s potential to cause birth defects and cancer. Firing rounds near civilian populations has a powerful psychological effect, causing distress and severe anxiety, as the International Atomic Energy Agency noted in 2014

Internationally, DU exists in a legal gray area. It is not explicitly banned by U.N. conventions like those that restrict land mines or chemical weapons. And although the United States applies restrictions on the weapon’s handling domestically, it does not regulate its use overseas in civilian areas with nearly the same caution.

福島第1原発80キロ圏、放射線量71%減 via 日本経済新聞

 原子力規制委員会は14日までに、東京電力福島第1原発事故発生から5年7カ月後の昨年10月時点の原発半径80キロ圏の放射線量分布マップを公表した。比較可能な2011年11月時点のデータと比べると、放射線量は71%減少した。

規制委によると、原発から北西方向に広がっていた年間追加被ばく線量で100ミリシーベルトに相当する「毎時19マイクロシーベルト超」の地域は事故直後から大きく減少。福島県北部から南西方向に延びていた0.5~1.9マイクロシーベルトの地域でも線量が下がっていた。

Exelon rivals sue to stop nuke bailout via Crain’s

When Gov. Bruce Rauner signed legislation bailing out two money-losing nuclear power plants, operators of Illinois coal- and natural gas-fired facilities promised to take the state to court.

A group of competitors of Chicago-based nuclear giant Exelon filed a lawsuit in federal court in Chicago today to stop the ratepayer-funded bailout from going forward.

They include Houston-based Dynegy, the second-largest generator in Illinois after Exelon and dominant player downstate, and Princeton, N.J.-based NRG Energy, which operates coal and gas plants in northern Illinois.

The suit is similar to a challenge some of the same generators brought to a similar program launched in New York State to save three Exelon-owned nukes there.

The law, the Future Energy Jobs Act, will ask business and residential power users statewide to pay a surcharge to funnel as much as $235 million annually to Exelon over the next decade. For the average household, the subsidy will cost about $2 per month.

In the lawsuit, the competitors allege the subsidies undermine wholesale power markets that are the exclusive jurisdiction of the federal government via the Federal Energy Regulatory Commission (FERC). They challenge the law on jurisdictional and constitutional grounds.

The competitors say the law unfairly tilts the playing field in Exelon’s favor, keeping open two plants that otherwise had announced they would close.

“It will profoundly disrupt the FERC-approved energy market auction structure and result in the transfer of hundreds of millions of dollars a year of ratepayer funds to Exelon at the expense of other generators that would have been economically viable without discriminatory subsidies,” the lawsuit stated.

The state set up the program to recognize the “environmental attributes” of nukes, which don’t emit carbon unlike coal- and to a lesser extent gas-fired plants. But the suit contended the real motivation was to save the high-paying union jobs at the two plants, in Clinton in central Illinois and Cordova on the Mississippi River.

The act “is not environmental legislation; it is just a mechanism to provide out-of-market funding to Clinton and Quad Cities,” the suit said.

In a statement, Exelon didn’t address the legal issues detailed in the lawsuit. But it said the law used similar mechanisms that have aided renewable energy development for years. “Exelon opposes misguided and parochial efforts to block state lawmakers from taking legitimate steps to protect the environment and promote sound economic policies for their citizens,” it said.
