 日本原燃は14日、ウラン濃縮工場(青森県六ケ所村)の排気ダクトで複数箇所の腐食が見つかったと発表した。放射性物質の漏れや外部への影響はないと説明している。

原燃によると腐食は最大で直径約2センチで、既にアルミテープで応急処置をした。今後補修する。

ダクトは鋼板でできており、亜鉛でメッキされている。遠心分離機を使ってウランを濃縮する建屋の天井裏にあり、フィルターで放射性物質を取り除いた後の空気を外部に排出する。

Helen Caldicott: The Fukushima Nuclear Meltdown Continues Unabated via Global Research

Dr Helen Caldicott, explains recent robot photos taken of Fukushima’s Daiichi nuclear reactors: radiation levels have not peaked, but have continued to spill toxic waste into the Pacific Ocean — but it’s only now the damage has been photographed. 

Recent reporting of a huge radiation measurement at Unit 2 in the Fukushima Daichi reactor complex does not signify that there is a peak in radiation in the reactor building. All that it indicates is that, for the first time, the Japanese have been able to measure the intense radiation given off by the molten fuel, as each previous attempt has led to failure because the radiation is so intense the robotic parts were functionally destroyed.

The radiation measurement was 530 sieverts, or 53,000 rems (Roentgen Equivalent for Man). The dose at which half an exposed population would die is 250 to 500 rems, so this is a massive measurement. It is quite likely had the robot been able to penetrate deeper into the inner cavern containing the molten corium, the measurement would have been much greater. These facts illustrate why it will be almost impossible to “decommission” units 1, 2 and 3 as no human could ever be exposed to such extreme radiation. This fact means that Fukushima Daichi will remain a diabolical blot upon Japan and the world for the rest of time, sitting as it does on active earthquake zones.

Every day since the accident began, 300 to 400 tons of water has poured into the Pacific where numerous isotopes – including cesium 137, 134, strontium 90, tritium, plutonium, americium and up to 100 more – enter the ocean and bio-concentrate by orders of magnitude at each step of the food chain — algae, crustaceans, little fish, big fish then us. Fish swim thousands of miles and tuna, salmon and other species found on the American west coast now contain some of these radioactive elements, which are tasteless, odourless and invisible. Entering the human body by ingestion they concentrate in various organs, irradiating adjacent cells for many years.

The cancer cycle is initiated by a single mutation in a single regulatory gene in a single cell and the incubation time for cancer is any time from 2 to 90 years. And no cancer defines its origin. We could be catching radioactive fish in Australia or the fish that are imported could contain radioactive isotopes, but unless they are consistently tested we will never know. As well as the mountain water reaching the Pacific Ocean, since the accident, TEPCO has daily pumped over 300 tons of sea water into the damaged reactors to keep them cool. It becomes intensely radioactive and is pumped out again and stored in over 1,200 huge storage tanks scattered over the Daichi site. These tanks could not withstand a large earthquake and could rupture releasing their contents into the ocean.

Because the molten cores are continuously generating hydrogen, which is explosive, TEPCO has been pumping nitrogen into the reactors to dilute the hydrogen dangers. Vast areas of Japan are now contaminated, including some areas of Tokyo, which are so radioactive that roadside soil measuring 7,000 becquerels (bc) per kilo would qualify to be buried in a radioactive waste facility in the U.S.. As previously explained, these radioactive elements concentrate in the food chain. The Fukushima Prefecture has always been a food bowl for Japan and, although much of the rice, vegetables and fruit now grown here is radioactive, there is a big push to sell this food both in the Japanese market and overseas. Taiwan has banned the sale of Japanese food, but Australia and the U.S. have not.

Prime Minister Abe recently passed a law that any reporter who told the truth about the situation could be gaoled for ten years. In addition, doctors who tell their patients their disease could be radiation related will not be paid, so there is an immense cover-up in Japan as well as the global media. The Prefectural Oversite Committee for Fukushima Health is only looking at thyroid cancer among the population and by June 2016, 172 people who were under the age of 18 at the time of the accident have developed, or have suspected, thyroid cancer; the normal incidence in this population is 1 to 2 per million. However, other cancers and leukemia that are caused by radiation are not being routinely documented, nor are congenital malformations, which were, and are, still rife among the exposed Chernobyl population. Bottom line, these reactors will never be cleaned up nor decommissioned because such a task is not humanly possible.

Hence, they will continue to pour water into the Pacific for the rest of time and threaten Japan and the northern hemisphere with massive releases of radiation should there be another large earthquake.

柏崎刈羽原発の免震棟、耐震性不足の可能性 東電が公表 via 朝日新聞

東京電力は14日、柏崎刈羽原発6、7号機(新潟県)の再稼働に向けた審査で、重大事故時の対策拠点の一つにする予定の免震重要棟が、想定される地震の揺れ(基準地震動)の半分の揺れにも耐えられない可能性があることを初めて明らかにした。

柏崎刈羽原発は07年の中越沖地震で大きな被害を受けた。東電は09年に免震重要棟を設置。建築基準法の1・5倍の地震動にも耐えられるとしていた。13年に新規制基準が導入されて地震の想定が厳しくなっても、「長周期の一部の揺れを除き、震度7でも耐えられる」と説明してきた。

しかし、14年に再評価したところ、基準地震動の半分の揺れでも横揺れが許容限度を超え、建屋が隣の壁にぶつかる可能性もあることが分かった。だが、審査を担当する部門に伝わっておらず、これまで審査に反映されてこなかった。姉川尚史常務は「隠したわけではないが、社内の連絡が不足していた」と陳謝した。

規制委は「社内で情報共有が図られておらず、福島第一原発事故の教訓が生かされていない」と批判。経緯や原因を改めて説明するよう求めた。審査は早ければ年度内にも主な議論が終わるとみられていたが、長引く可能性が出てきた。

Republicans Move to Strip Away Nuclear Test Ban Funding via The Daily Beast

Experts say a bill filed by Sen. Tom Cotton would trigger similar actions by other nuclear-weapon states—and undermine U.S. national security.

Two close congressional allies of President Donald Trump have proposed to defund the international organization that monitors and helps to prevent nuclear-weapons tests.

S. 332, the bill filed by Sen. Tom Cotton (R-AR), would “restrict funding for the preparatory commission for the comprehensive nuclear-test-ban treaty.” Rep. Joe Wilson of South Carolina, also a Republican, has proposed a companion resolution.

The effect of the bill, were it to become law, would be to strip away potentially all of the roughly $30 million the United States provides annually to the Vienna-based Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, which employs 260 people from 70 countries. The U.S. contribution accounts for around a quarter of the commission’s yearly budget.

 

The commission runs a global network of 337 nuclear monitoring stations to help enforce the treaty’s ban on atomic explosions. The ban “makes it very difficult for countries to develop nuclear bombs for the first time, or for countries that already have them, to make more powerful bombs,” the commission explains on its website. “It also prevents the huge damage caused by radioactivity from nuclear explosions to humans, animals and plants.”

“Any move by the United States toward reducing commitment to the CTBT or resuming nuclear testing would without doubt trigger similar actions in other nuclear weapon states,” Hans Kristensen, the director of the Nuclear Information Project at the Federation of American Scientists in New York City, told The Daily Beast. “Such a development would undermine U.S. national security and international efforts to restrain nuclear weapons development.”

In September 2016, the UN Security Council passed a resolution urging hold-out countries to ratify the test-ban treaty. The United States voted in favor of the resolution.

Wilson has portrayed his defunding measure as a common-sense reform. “Congress never ratified the Comprehensive Nuclear Test Ban Treaty, so it is only logical that we should no longer fund the preparatory commission for its implementation,” Wilson said in a statement.

The congressman’s lack of concern over nuclear proliferation is consistent with Trump’s own atomic nonchalance. Trump has urged Japan and South Korea to develop nuclear weapons and threatened to scrap the international deal with Iran that limited that country’s atomic bomb program. In a phone call with Russian president Vladimir Putin on Feb. 9, Trump derided New START, the 2011 treaty that limits the United States and Russia to 1,500 deployed nuclear warheads apiece.

Lewis said Cotton and Wilson’s bill is, in part, a thinly veiled attack on the pro-ban United Nations, another institution Trump has attacked. “Can you imagine hating the U.N. so much that you’re willing to kick yourself in your own nuts?” Lewis said. “This is madness.”

伊方原発1号機で水漏れ、四国電力は「環境に影響なし」via 産経WEST

愛媛県と四国電力は10日、廃炉とした伊方原発1号機(同県伊方町)の原子炉補助建屋で、放射性物質を含む水漏れトラブルがあったと発表した。漏洩(ろうえい)量は約300ccで、四国電は「検出値はごく微量で周囲の環境への影響はない」としている。

四国電によると、協力企業の社員から報告を受け、10日午前11時半ごろ、廃液蒸発装置の配管の弁から水漏れを確認した。同装置は、機器から出た水などを蒸発させて放射性物質を濃縮するためのもの。

伊方1号機をめぐっては四国電は平成28年12月、解体などの費用や工程をまとめた「廃止措置計画」を原子力規制委員会に認可申請している。

避難解除は安全なのか 原発避難者「帰れない」理由とは via MBS

福島第一原発の事故からまもなく6年ですが、原発に近い浪江町からは今も、関西を含めて避難を余儀なくされている人が大勢います。国は3月末に一部地域の避難指示解除を目指していますが、住民には「帰りたくても帰れない」理由があります。

「3月31日“強制解除”は、やめると決めてください」

怒号が飛び交う会場。先週金曜日(10日)、福島県浪江町から西日本に避難している住民を対象に懇談会が開かれました。国や浪江町は除染が進んだことなどを理由に、3月末の避難指示解除を目指していますが…

「除染がされて放射線量が下がったと確認することが大事。現実がある中で“避難指示解除”はどうなの?」(浪江町民)
「ホコリを吸い込んでも被曝線量は無視できるほど小さい」(政府の担当者)
「違います!違います!」

住民からは「安全が確保されていない」との批判が相次ぎました。紺野葉子さんは、事故直後に浪江町から大阪へと避難してきました。

「地震の直後、大阪に避難してきた。それは被曝することが怖いから。(全国平均と比べ)子どもたちの中に『甲状腺がん』の割合はどれくらいいるのか、テレビや新聞の報道で発表してください。聞いてますか?」(紺野葉子さん)

先週、浪江町の許可を得て帰還困難区域に入りました。車を走らせると…次第に放射線量が上昇していきます。

「だいぶ線量が上がってきましたね。(車内で)毎時3マイクロシーベルトを超え、3.5超えていますね」(三澤肇解説委員)

人が見当たらない中、国道の周辺には野生の動物が闊歩します。放置された子ども用のブランコ。多くの家はそのままの状態で、まるで時間が止まったようでした。

一方で、避難指示の解除を目指す地域では準備が進んでいました。住民の帰還に備え仮設の商店街もオープン。ご当地グルメ「浪江焼きそば」の店も営業を始めていますが、実に住民の半分以上が解除後も町には戻らないと答えています。

福島2号機、格納容器内の高線量確実 カメラ2時間で故障 via東京新聞

東京電力が九日、福島第一原発2号機の原子炉格納容器内に堆積物除去ロボットを投入して実施した調査で、空間放射線量が毎時六五〇シーベルトと推定された。一月下旬の前回調査の推計五三〇シーベルトを上回る過去最高値。

 政府内では前回調査を疑問視する意見が少なくなかった。画像の解析によるもので、線量計で測定しておらず、大きな誤差がある可能性があるためだ。また圧力容器の真下付近の線量が最も高くなるとみられるが、二〇シーベルトとされた。信頼性が揺らいでいるとして、数値の公表に慎重な意見もあった。

 しかし、今回の調査でも高い線量が推計されたことで、誤差を考慮しても格納容器内が数百シーベルトという高線量であることはほぼ確実となった。

堆積物の除去作業は九日午前に始まり、約二時間後、ロボットに搭載したカメラの映像が暗くなる不具合が発生して中断した。東電は「カメラは一〇〇〇シーベルトに耐えられるが二時間で壊れた。五〇〇~六〇〇シーベルトはおおむね正しいと思う」としている。

Fukushima: Still Getting Worse After Six Years of Meltdowns via Reader Supported News

fter a week of limited coverage of “unimaginable levels” of radiation inside the remains of collapsed Unit 2 at Fukushima (see below), Nuclear-News.net reported February 11 that radiation levels are actually significantly higher than “unimaginable.”

Continuous, intense radiation, at 530 sieverts an hour (4 sieverts is a lethal level), was widely reported in early February 2017 – as if this were a new phenomenon. It’s not. Three reactors at Fukushima melted down during the earthquake-tsunami disaster on March 3, 2011, and the meltdowns never stopped. Radiation levels have been out of control ever since. As Fairewinds Energy Education noted in an email February 10:

Although this robotic measurement just occurred, this high radiation reading was anticipated and has existed inside the damaged Unit 2 atomic reactor since the disaster began nearly 6 years ago…. As Fairewinds has said for 6 years, there are no easy solutions because groundwater is in direct contact with the nuclear corium (melted fuel) at Fukushima Daiichi.

What’s new (and not very new, at that) is the official acknowledgement of the highest radiation levels yet measured there, by a factor of seven (the previously measured high was 73 sieverts an hour in 2012). The highest radiation level measured at Chernobyl was 300 sieverts an hour. What this all means, as anyone paying attention well knows, is that the triple-meltdown Fukushima disaster is still out of control.

The ground water flowing into, through, and out of the reactor is contaminated by its passage and is having some impact on the Pacific Ocean. The US, like other governments, is ignoring whatever is happening, allowing it to happen as if it doesn’t matter and never will. In Carmel, California, local residents are finding that tide pools, once vibrant with life, are now dead. They blame Fukushima.

Whatever is actually going on at Fukushima is not good, and has horrifying possibilities. It is little comfort to have the perpetrator of the catastrophe, TEPCO, in charge of fixing it, especially when the Japanese government is more an enabler of cover-up and denial than any kind of seeker of truth or protector of its people. It took private researchers five years to figure out that Fukushima’s fallout of Cesium-137 on Tokyo took a more dangerous, glassy form that wasn’t cleaned up effectively.

The US and most of the rest of the world have chosen not to take Fukushima more seriously than a multi-car Interstate pile-up. The policy is one more roll of the dice, saving money now and gambling the future. But now we have Rick Perry heading up the US Department of Energy and Scott Pruitt slated to take over the Environmental Protection Agency – so we can expect big changes, right?

Actually there has been one big change already at the Energy Dept., which uses more contractors than any other US agency. The Government Accountability Office (GAO) found that the Energy Dept. failed to protect whistleblowers who raised legitimate nuclear safety and other concerns. In response, the Energy Dept. prepared a new rule protecting whistleblowers from contractor retaliation. That rule was blocked from going into effect by President Trump’s regulatory freeze on January 20.

中2女子が自殺、学校はいじめを認識 福島・南相馬 via 朝日新聞

福島県南相馬市の市立中学2年の女子生徒(14)が今月11日、自宅で自殺していたことが市教育委員会などへの取材でわかった。学校は昨年7月に行ったいじめについてのアンケートで、女子生徒が複数の同級生から「きたない」などの言葉でいじめられていることを確認していたという。

市教委などによると、女子生徒は11日夜、自宅で自殺を図り、病院で死亡が確認された。親は「いじめがあったためだ」と訴えているという。遺書は見つかっていない。

学校や市教委は昨年7月のアンケートの後、担任らによる指導でいじめは収まったと判断。しかし、今月のアンケートで、1月末に再び同じようにからかわれていたことがわかった。自殺はこのアンケートの後だった。女子生徒は登校しても教室に入れず、保健室で過ごす日もあったという。

すべて福島の食材 高校生考案のランチ提供 東京の社員食堂 via NHK News Web

福島の高校生が考案したランチが提供されたのは、東京・千代田区の大手IT企業「ヤフー」の社員食堂です。13日は、すべて福島県産の食材を使って調理されたほうれんそうとにんじんのキーマカレーとスープのセットのほか、豚のみそ煮込みハンバーグと豚汁のセットが食堂のメニューに加わりました。

メニューを考えた福島県鏡石町にある岩瀬農業高校の生徒12人も食堂を訪れ、メニューを説明したり、自分たちで栽培した米を社員にプレゼントしたりしていました。

岩瀬農業高校3年の渡邉乃樹さんは、「福島の食材のおいしさを本当に知ってほしくてメニューを考えたので、評判がよくてうれしいです」と話していました。高校生が考えたメニューの提供は14日も行われます。
