福島第1原発事故:精神的賠償 浪江町和解案受け入れ方針 via 毎日新聞

東京電力福島第1原発事故に伴う精神的賠償の増額を求めている福島県浪江町は26日、1人当たりの賠償額を月5万円増やして15万円にするとの、国の原子力損害賠償紛争解決センターが示した和解案を受け入れる方針をセンターに伝えた。 申立人約1万5600人の98%が受け入れに同意した。これにより、対象の2年間で賠償額は200億円超増えるとみられる。 国の中間指針による精神的賠償は10万円で、東電広報部は「指針と和解案とを整理する必要があり、慎重に対応したい」としている。回答期限は30日。 町は代理人となり昨年5月、月35万円の精神的賠償を求め、センターの和解仲介手続き(原発ADR)を申し立てた。 続きは福島第1原発事故:精神的賠償 浪江町和解案受け入れ方針 関連記事:浪江町が和解案受け入れ 原発事故の慰謝料、月5万円増額 via 日本経済新聞 文部科学省の原子力損害賠償紛争審査会は2011年8月の中間指針で、慰謝料を1人当たり月10万円と定めていた。和解案は「避難生活の精神的苦痛 は、指針が作られた時点よりも深刻化している」として、少なくとも事故から1年後の12年3月11日から今年2月末まで、月5万円の増額を提示した。75 歳以上は、さらに月3万円増額する。町民側は月25万円の増額を求めていた。 申し立ては昨年5月で、町民の約7割に当たる1万5546人が参加した。今月24日時点で、1万5358人が和解案に同意している。

汚染水:凍土遮水壁 6月中にも建設着手 15年度完成へ via 毎日新聞

東京電力は26日、福島第1原発の原子炉建屋に地下水が流れ込むのを防ぐ「凍土遮水壁」の建設に、6月中にも着手することを明らかにした。同日、原子力規制委員会の検討会が着工を大筋で了承した。凍土遮水壁は、増え続ける汚染水を低減する3本柱の対策の一つで、2015年度中の完成を目指す。 この日開かれた規制委検討会では、安全性を懸念して東電などに回答を求めていた約30項目の質問のう ち、地盤沈下の問題を中心に審議した。東電は、凍土壁建設後の地盤沈下を最大1.4〜1.6センチと評価。建屋が傾いたとしても日本建築学会の指針を満た し、溶融燃料の冷却などに影響しないと説明した。 (略) 同原発では、地下水が建屋に流れ込んで溶融した核燃料に触れ、汚染水が1日約400トンずつ増えている。凍土遮水壁は、地中に埋設した配管にマイナス30度の冷却液を循環させ、地中に厚さ約2メートル、深さ約30メートル、全長約1.5キロの凍土の壁を作って1〜4号機を囲む。【斎藤有香、鳥井真平】 全文は汚染水:凍土遮水壁 6月中にも建設着手 15年度完成へ 関連記事:福島第1原発「凍土壁」着工容認へ、規制委 via 日本経済新聞
