「県民健康調査」の透明性を求め、福島県に要望書を提出しました via OurPlanet-TV

来る6月5日に開催される福島「県民健康調査」検討委員会をめぐり、スムーズな中継のための回線工事の許可と甲状腺検査・治療に対する説明責任を求めて、福島県に以下の要望書を送付いたしました。

貴県が主催している「県民健康調査」検討委員会に関し、以下を要望いたします。

1、 インターネット回線工事を許可してください。
次回6月5日の「県民健康調査」はコラッセふくしまにて開催されます。同会館の多目的ホールは無線電波が極めて微弱なため、過去の県民健康調査においては、県の許諾のもと、臨時光回線の工事を施行し、ライブ配信を実施してきました。今回も、一旦は同対応を了承いただきましたが、午後になって急に対応を変え、工事を禁じるとの連絡がありました。「県民健康調査」は、国及び東電から1000億円もの予算を拠出して実施している事業であり、同事業をレビューする検討委員会は、国内外から高い関心が寄せられています。従来通り、臨時工事を許可いただくようお願い致します。

2、 山下俊一副学長の委員会および記者会見への出席を求めます。
福島県立医大の山下俊一副学長は、現在、実施されている「甲状腺検査」の調査を主導した責任者であり、現在も調査の主要メンバーです。その一方、昨年12月、内堀知事に面会し、検査の縮小を提言しました。現在の状況を説明いただきたく、山下副学長の検討委員会への出席を求めます。

3、 鈴木眞一教授の委員会及び記者会見への出席を求めます。
鈴木眞一教授が、検討委員会に出席しなくなって以来、治療現場で一体何が起きているか、全く分からなくなりました。「経過観察」となった患者が甲状腺がんとなったケースも公開データに含まれていないことも明らかとなり、臨床現場の状況について説明が求められています。大津留教授の説明では不十分です。鈴木眞一教授の検討委員会への出席を求めます。

4、十分な記者会見時間の確保を求めます。

福井・高浜原発 4号機再稼働 技術者が語る、原発の問題 緊急講演会開く 大津 /滋賀 via 毎日新聞

 関西電力高浜原発4号機(福井県高浜町)の再稼働を受けた緊急講演会が5月18日、大津市で開かれた。東芝で原子炉格納容器設計を担当した後藤政志さん(67)と、千代田化工建設などでプラントの設計・建設に携わった筒井哲郎さん(76)が技術者の立場から原発の根源的な危険性を説明。東京電力福島第1原発の事故処理の問題も指摘され、約25人の参加者が技術者と市民が連携して声を上げることの必要性を共有した。【太田裕之】

 筒井さんは15年12月に超党派国会議員の福島第1原発視察に専門家として同行。政府の事故処理に向けた工程表「中長期ロードマップ」が「30~40年」で廃炉を完了するとしていることについて「無理を承知、できっこないと本当は思っているはずだ」と批判した。現時点では技術がなく、その時までに開発するという「判断ポイント」がいくつもあること、特に核燃料デブリの取り出しに必要なロボット開発が遅れ、取り出した場合も持って行き先がないことなどを指摘。事故のない原発でも廃炉には30年、日本原子力研究開発機構の使用済み燃料再処理工場「東海再処理施設」の廃止完了には70年かかるとされることに言及し、それらより放射線が激しい福島第1原発は「100年以上かかる」と述べた。

 一方、東電の下で働く元請けや協力会社の作業員約6000人について「かなりの数が放射線の高いところで働き、現場での作業は1日2時間くらい。前後は放射線防護や測定の手続きとか、テロ対策で身元確認のための行列とかに時間を要し、非常に非能率的」と指摘。「やっていることと言えば汚染水タンクをちょこちょこ交換しているくらいで、仕事が進んでいるとは見えない」「政府も東電も事故の残骸は再稼動の邪魔、早く片付けたいからカネに糸目をつけず人も無駄遣いしている」と述べた。

原発事故の問題と防護対策に詳しい京都市在住のフリーライターで講演をコーディネートした守田敏也さんは「営利企業ではなく、後藤さんや筒井さんのような技術者が参加する事故処理公社を設立して対処すべきだ。私たちもこれらの問題を積極的に訴え、東電も受け入れざるをえなくなる状況を作っていく。市民と技術者、科学者が連携していければいい」と語った。主催者で近江八幡市在住の西村静恵さんは「希望をもって私たちができることをやっていきたい」と話した。

Three Mile Island Nuke Plant Closure Strengthens Call for Renewable Energy Future via Eco Watch (Reader Supported News)

That future is rising in Buffalo, and comes in the form of Tesla’s massive job-producing solar shingle factory which will create hundreds of jobs and operate for decades to come.

Three Mile Island, by contrast, joins a wave of commercially dead reactors whose owners are begging state legislatures for huge bailouts. Exelon, the nation’s largest nuke owner, recently got nearly $2.5 billion from the Illinois legislature to keep three uncompetitive nukes there on line.

In Ohio, FirstEnergy is begging the legislature for $300 million per year for the money-losing Perry and Davis-Besse reactors, plagued with serious structural problems. That bailout faces an uphill battle in a surprisingly skeptical legislature. FirstEnergy is at the brink of bankruptcy, and says it will sell the reactors anyway.

To make matters worse, Ohio lawmakers have imposed unique spacing restrictions on the state’s wind industry, blocking at least $1.6 billion in investments poised to build eight wind farms now waiting in the wings. Those turbine developments would go far in providing jobs to those who will inevitably lose them at FirstEnergy’s uncompetitive nukes.

In New York, Gov. Andrew Cuomo wants a staggering $7.6 billion for four uncompetitive upstate reactors. That bailout is being challenged in court by environmental groups and by industrial players angry about unfair competition and soaring rates. Their owners concede these old nukes can’t compete with renewables or gas, and have wanted to shut most or all of them.

Now, Three Mile Island’s owners say without millions more in handouts from Pennsylvania rate payers, the reactor will close in 2019. A battle over the handout will be upcoming in the Pennsylvania legislature. Ironically, the Quad Cities plant in Illinois, which is in line for huge subsidies, could not compete with gas or renewables at a recent power auction, and may have to shut despite the handouts.

Meanwhile, coming on line this year, Tesla’s Buffalo Billion gigafactory has the power to transform our entire national economy.

It’s the core of a plan to fulfill America’s direst needs—a reliable supply of safe, cheap energy, and a base of good long-term employment for the nation’s battered working class.

Costing about $750 million, it will bang out solar roofing shingles by the end of this year. It will directly create at least 500 high-paying, clean, safe jobs that will last for decades and turn our energy economy green. Another 1,440 jobs are slated to come from spin-offs. Still more will be created by lowered electric rates and increased clean energy production.

The Buffalo factory joins Tesla’s new plant outside Sparks, Nevada—housed in the biggest building in the world—now producing a new generation of batteries. They will bridge the green energy gap when “the sun doesn’t shine and the wind doesn’t blow.”

If Gov. Cuomo’s $7.6 billion bailout ask went instead to build seven gigafactories like the Buffalo Billion, New York would gain thousands of jobs directly and thousands more through the industry powered by lower electric rates. They would be safe, secure, clean, good-paying jobs that could transform the state’s energy and employment situation.

Cuomo’s bailout plan, however, would raise rates on New Yorkers far outside their upstate service area. That even includes Long Island—hundreds of miles away—whose angry citizens rose up decades ago to kill the infamous failed $7 billion Shoreham reactor, which Cuomo’s father Mario helped bury when he was governor.

Ferocious opposition to this bailout has arisen throughout New York. A critical court case will open on June 5. Support for this litigation can be sent to Rockland Environmental Group, LLC 75 North Middletown Road, Nanuet, NY 10954.

New developments at Sempra and other major electric utilities now make it possible for renewables to sustain a central grid 100 percent of the time, without the fluctuations critics claim make a green-powered future difficult to achieve.

So we can bail out Three Mile Island, Perry, Davis-Besse and a rising tide of our 99 obsolete, dangerously decayed atomic dinosaurs at a cost of untold billions? Do we want to escalate the risk of reactor disasters, create tons more radioactive wastes and temporarily preserve a few thousand dead-end jobs?

Possible correlation shown between the partial meltdown at TMI and thyroid cancers via Penn State Health

Penn State College of Medicine researchers have shown, for the first time, a possible correlation between the partial meltdown of the Three Mile Island Nuclear Generating Station and thyroid cancers in the counties surrounding the plant.

Three Mile Island (TMI), located near Harrisburg, Pa., had a partial meltdown accident on March 28, 1979. During the accident, radiation was released into the environment, which the United States Nuclear Regulatory Commission said was in small amounts with no detectable health effects.

Looking at tumor samples from people verified to have lived in the areas around TMI at the time of the accident, remained in the area, and subsequently developed thyroid cancer, researchers observed a shift in cases to cancer mutations consistent with radiation exposure from those consistent with random causes.

In this retrospective cohort study – meaning the patients in the study already had thyroid cancer and were known to have been exposed to the TMI accident – lead researcher Dr. David Goldenberg, professor of surgery, and colleagues identified 44 patients who were treated at the Penn State Health Milton S. Hershey Medical Center for the most common type of thyroid cancer, papillary thyroid cancer, between 1974 and 2014.  The patients were then divided into two groups: at risk and control groups.

Patients in the at-risk group were those who developed cancer between 1984 and 1996, consistent with known latency periods of radiation-induced thyroid cancer, and who lived in at-risk geographical areas – based on reported weather patterns – at the time of the accident.

Researchers searched through all thyroid cancer tumor samples in the hospital’s possession from the study period for patients who lived in at-risk regions Dauphin, York, eastern Cumberland, Lancaster and western Lebanon counties. They used genealogical software to verify that the patient was in an at-risk area during the accident, remained until cancer developed and was treated at the Medical Center. The tumor samples of those patients who were positively linked to the TMI accident area were then processed through the Penn State Institute for Personalized Medicine to determine genetic makeup of the cancer.

While most thyroid cancers are sporadic, meaning they happen without clear reasons, exposure to radiation has been shown to change the molecular makeup of the cancer, according to the researchers.

The researchers observed an increase in the genetic mutation caused by exposure to low-dose radiation in the at-risk group and a decrease in the incidence of sporadic thyroid cancer, identified by a specific genetic mutation known as BRAF. The BRAF mutation is typically not present in the radiation-induced types of thyroid cancer.

A limitation of this study is the small sample size, limited to tumor samples from patients treated for thyroid cancer at Penn State Health Milton S. Hershey Medical Center. The next step in the research is a study with a larger number of patients from other regional hospitals to determine if the correlation continues in a larger sample.

勝俣恒久・元東電会長らの尋問申請 福島第1原発事故めぐる株主代表訴訟 via 産経ニュース

福島第1原発事故をめぐる東京電力の株主代表訴訟の第33回口頭弁論が1日、東京地裁であり、株主側は東電の勝俣恒久元会長(77)ら被告5人と、東電社内で津波対策を検討していた担当者2人の尋問を申請した。

株主側は、勝俣氏らが地震や津波の対策を怠ったため事故を防げず、東電に巨額の損失が発生したとして賠償を請求。1日の弁論では、廃炉作業などで東電の損失が拡大し続けているとして、賠償請求額を9兆円から22兆円に増やした。

廃炉になった東海原発解体作業 2年ぶりに公開 via NHK News Web

商業用の原子力発電所として国内で最初に廃炉になった茨城県東海村の東海原発で、解体作業の状況が2年ぶりに報道関係者に公開されました。

東海原発は、平成10年に営業運転を終え、平成13年から商業用原発として国内で初めてとなる解体作業が進められており、31日、2年ぶりに作業の状況が報道関係者に公開されました。

作業のうち、直径6メートル余り、長さおよそ25メートルの円筒状の熱交換器の解体は、遠隔操作で動く機械や作業員の手作業で進められていて、4機ある熱交換器のうち2機の撤去作業がほぼ終了したということです。また、解体に伴って出る低レベル放射性廃棄物のうち、放射性物質の濃度が極めて低い廃棄物の処分場の予定地も2年前に続いて公開されました。

計画では、平成31年度から原子炉本体の解体を始めることにしていますが、具体的な解体方法や解体に伴って発生する放射性廃棄物の最終処分先は決まっていません。

Next step on partially collapsed Hanford tunnel — fill it up via Tri-City Herald

On May 9, Hanford workers discovered a section of the tunnel roof about 20 feet long had collapsed, potentially exposing equipment with highly radioactive contamination stored in the tunnel. 

An emergency was declared and initial steps taken to stabilize the 360-foot-long tunnel, which holds eight flatbed rail cars loaded with contaminated equipment from the nearby PUREX processing plant.

The tunnel cannot be filled completely to the top with grout, but having it mostly full means that if another portion of the tunnel roof collapses, there would be far less risk, Smith said. 

There was a concern after the partial tunnel collapse in May that some airborne radioactive contamination might be released, but none was detected by federal and state air monitoring.

Filling the tunnel with grout could be done reasonably quickly without hindering the eventual permanent cleanup of the tunnel and its contents, Shoop said.

“All options are still in play by using this methodology,” he said.

Hanford officials continue to investigate the cause of the tunnel collapse, but have said that the exact reason may never be known.

The wooden tunnel has held waste for more than 50 years. Past reports have speculated about how quickly gamma radiation from the waste might weaken the wood.

The unusually cold and wet winter just past may have contributed to the tunnel collapse. The plastic placed over the tunnel is intended, in part, to keep precipitation from soaking into the eight feet of soil topping the tunnel and making it heavier.

Hanford officials continue to evaluate a second tunnel running parallel to the one that partially collapsed.

“There is nothing to indicate an immediate risk,” Blackford said.

The second tunnel was built in 1964 with more robust materials. It has internal steel I-beams attached to reinforced concrete arches and a steel liner.

It is much longer, at 1,700 feet, and has room for 40 rail cars, but was never filled to capacity. It was sealed up in the mid-1990s with 28 rail cars of contaminated equipment inside.

Yokohama mayor apologizes to schoolboy bullied for being nuclear evacuee via The Japan Times

In the Yokohama case, the bullying began after the second-grader transferred to a Yokohama elementary school in 2011. He was called “germ” as a reference to nuclear contamination by his teacher and forked over ¥1.5 million ($13,500) in apparent extortion fees to his classmates.

A board of education investigation concluded the boy had been bullied, and the board later acknowledged the payments resulted from the bullying.

In a 15-minute meeting with the mayor at City Hall, the boy said: “Unless bullying is recognized (by authorities), we feel as if no one will fight together with us. I don’t want anyone to suffer the way I did,” according to a lawyer representing the student.

The government released in April its first nationwide survey on the bullying of child evacuees from Fukushima and found 129 cases had transpired in the academic year ended in March and 70 more in previous years.

Among the 199 cases, 13 had obvious links to the man-made nuclear disaster or the mega-quake and tsunami that triggered it.

The survey showed that some of those who were bullied were told to go back to Fukushima or stay away under the false premise that they would contaminate others with radiation.

原発労働者が語る「劣悪な環境でも、再稼働希望」偏らぬ事実、衝撃の肉声!via excite. ニュース

『原発労働者』(著:寺尾紗穂

シンガー・ソングライターであり、ホームレス支援フェス「りんりんふぇす」の主催者として社会運動家としての顔も持つ寺尾紗穂さんが、その名のとおり「原発労働者」に取材して執筆したルポルタージュである。原発という労働環境がどういうものか、ナマの声を聞くことで構成されている。

予想はしていたが、やはりひどい。詳細は野中幸宏さんのブックレビューを見てもらいたいが、これほど劣悪な労働環境が普通にあるのだ。奴隷制や身分制がある国の話じゃないぜ。今、日本にあることなんだ。

とはいえ、こうも思った。ここにレポートされた労働環境の半分は、原発だけに見られる風景じゃないんじゃないか。

たとえば本書には、協力企業(下請け孫請け曾孫受けを耳ざわりよく言い換えたもの)の労災隠しが書かれている。

労災を申請すれば、親会社である東電に伝わることになる。そこで、協力企業では、労災に当たる事故を隠すために、労働者に通常どおりのギャラを支払う。労災を受ければ6割だが、申請しなければ満額支給される。

どっちがトクかは明らかだ。かくして、この労災事故はなかったことになる。

印象的だったのは、著者と取材相手である原発労働者が、今後の原発のありようについて会話をするくだりである。

著者は原発に否定的な考えを持っている。しかし労働者は必ずしもそうではない。原発の新規建設は反対だが、今ある原発は稼働してもらいたいというのである。すなわち、彼は再稼働賛成なのだ。

脱原発/反原発を推進するなら、不都合な真実だ。原発が経済活性化におおいに役立っていたなんて認めたくない。人を助けていたなんて認めたくない。そう考えるのは人情だ。

にもかかわらず、本書はこの側面にしっかり触れたうえで、原発労働の実態を淡々とレポートしている。取材相手が再稼働を希望していることもしっかり書いている。ふれなくたっていいんだよ、こんなの。書かなきゃいいだけだ。

だが「あえて」ふれている。脱原発/反原発を推進するなら、この側面を無視しちゃいけない。著者は暗にそう語っているのだ。

じつは、本書でもたびたびふれられる東電はじめ電力会社の横暴も、ここに起因している。他に産業がない貧しい土地だからこそ、労働者は原発から離れられないのだ。[]

柏崎刈羽原発 東電、安全審査申請書修正へ ベント、自治体関与削除 事故迅速対応、知事が理解示す /新潟 via 毎日新聞

修正するのは、水蒸気爆発などを防ぐ目的で緊急時に動かすフィルター付きベント設備について「立地自治体の了解の後に運用(を)開始するもの」などと記載した部分。ベント時に放出される蒸気には放射性物質が含まれるため、東電が2013年、2基の審査を申請する際、当時の泉田裕彦知事が申請容認の条件として記載させたものだった。

 しかし、この文言があると、一刻を争う事態でも県などの承認手続きが必要になり、対策が後手に回りかねないことから、規制委が「運用上、混乱を生じさせる」などと削除を求めていた。

 会談で広瀬社長は、「県との安全協定に基づく承認をいただいてから(フィルター付きベント設備を)供用することに変わりはない」と述べ、申請書の内容に関わらず、県の同意がなければ運用を始めないという従来方針を堅持する考えを強調した。米山知事も「重要なのは事前了解なく供用されない、避難計画との整合性を持たせて検証していくという中身だ」と応じた。
