合格急ぐ? 柏崎刈羽審査で規制委“軟化” 田中俊一委員長マスコミ批判も via 産経ニュース

 東京電力が再稼働を目指す新潟県の柏崎刈羽原発6、7号機の審査をめぐり、原子力規制委員会が「合格」への判断を急ごうとしている。7月には東電幹部からの意見聴取で福島第1原発の汚染水処理などをめぐり「主体性がない」と厳しい批判を浴びせたが、8月下旬の2回目聴取では容認姿勢がにじみ、田中俊一委員長は近く合否判断を行う考えを示唆。9月18日で切れる自身の任期中に、合格の道筋をつけたいのではとする観測も出ている。(社会部編集委員 鵜野光博)

文書を「言質」に?

「風評被害の対策について誠意と決意を持って取り組む」「福島の廃炉と柏崎刈羽の安全性向上を両立する」「安全性をおそろかにして経済性を優先する考えは微塵(みじん)もない」…

8月25日、東電が規制委に提出した文書には、小早川智明社長名で東電の「覚悟」が記されていた。ただ、そこに具体策はほとんどなかった。

この文書は、7月10日の意見聴取で規制委が「廃炉に主体的に取り組み、やりきる覚悟と実績を示すことができない事業者に、柏崎刈羽原発の運転をする資格はない」などとする問題意識を提示したものに、東電側が答えたものだ。聴取では廃炉をめぐり、タンクにたまり続けるトリチウム水の海洋放出の問題などに小早川氏らが満足な答えを示せず、田中氏は文書による回答を求めていた。

「この回答は、規制委の判断材料として、(原子炉設置変更)許可申請書と同レベルの位置づけの文書と考えたいが、東電として意見はありますか」

8月30日の意見聴取の冒頭、田中氏は念を押すように小早川氏に問い、「異存ありません」との答えを得た。具体策が文書中にないことは、約1時間の聴取で言及されなかった。

記者に「もう少し深く考えて」

「トリチウム水の海洋放出などで、具体的な回答は求めないということか」

会見での質問に、田中氏はこう答えた。

「逆に言うと、明確な回答を出したら、世の中大騒ぎになっちゃうでしょう。漁民が排水(海洋放出)を認めないと言っているのに、東電が排水しますと言ったらどうなりますか」

東電は柏崎刈羽原発で重大事故時の対応拠点となる免震重要棟の耐震性不足を示すデータを3年以上公表していなかったことが今年2月に発覚し、規制委が申請書の総点検と再提出を求めた経緯がある。営業畑を歩んできた小早川氏が6月に社長就任し、文書で覚悟は示したものの、現時点で原子力事業の実績はない。委員長の現地視察にしても、2日間の限られた現地職員との対話で、東電の安全文化をどれだけ感じ取ることができたのか。

American Women Debate Safety of Nuclear Power via Voice of America

Kristin Zaitz believes that her nuclear power plant is safe.

Zaitz is an engineering manager at Diablo Canyon Power Plant, California’s only working nuclear power center. She believes it is so safe that she worked there during both of her pregnancies. She has also gone diving in waters off the California coast to inspect the plant.

Zaitz wears jewelry with a small piece of uranium inside, something that often leads to questions about nuclear power.

Together, Zaitz and her coworker Heather Matteson, a reactor operator, started a non-profit group called Mothers for Nuclear. The group hopes to prove to Americans that nuclear power is better for the environment than some alternative energysources.

Matteson says, when she took the job at Diablo Canyon, she was afraid of nuclear.

“And it took me six to seven years to really feel like, okay this is something good for the environment. I don’t want other people to take six years making that decision, and we don’t have that long.”

Like Zaitz, Matteson also wears uranium jewelry in hopes of speaking with others about nuclear energy. “Nuclear is fun,” she said. She said her jewelry produces less radiation than a banana.

Nuclear industry experts say that women in the industry can be powerful voices for nuclear. They say these women can help influence other women about the value of nuclear energy.

At the recent U.S. Women in Nuclear conference in San Francisco, women working in the industry talked about how to demonstrate the value of nuclear power.

But critics of nuclear energy say it doesn’t matter who is expressing support for it.

Kendra Klein is a scientist with Friends of the Earth, an environmental group.

“Using mothers’ voices to argue for a technology that is fundamentally dangerous and that has been demonstrated by disasters like Fukushima to be not safe for the communities that surround nuclear power plants or even cities that are hundreds of miles away is disingenuous.”

米山知事 就任後初めて福島第一原発視察 (新潟県)via 日テレニュース

 米山知事が4日、就任後初めて福島県を訪れた。福島県の内堀知事に新潟県が行う原発事故をめぐる3つの検証について協力を要請したほか、福島第一原発も初めて視察した。

就任後、初めて福島県庁を訪れた米山知事。福島県の内堀雅雄知事と面会し、原発事故からの復興状況や新潟県の避難者の受け入れ状況などについて意見交換した。
東京電力が再稼働を目指す柏崎刈羽原発6・7号機。原子力規制委員会は、適合性審査を行っている6・7号機について、早ければ今月中にも事実上の「合格」を出すとみられている。米山知事は「福島第一原発の事故の検証」「健康への影響などの検証」「住民の安全な避難方法の検証」という3つの検証が終わらない限り、「再稼働の議論はできない」という考えを示している。
4日の面会で、米山知事は、検証のための協力を福島県に求めた。具体的には、福島県が行っている県民健康調査のデータの活用などを考えているという。

Hibakusha, abductees’ kin, biz lobbies decry Pyongyang nuke test

Atomic bomb survivors and anti-nuclear campaigners on Monday held a sit-in at Hiroshima’s Peace Memorial Park to protest North Korea’s sixth nuclear test the previous day.

About 90 protesters sat in front of the cenotaph for victims of the 1945 atomic bombing and raised a banner that read: “We strongly condemn the nuclear test.”

An organizer called the detonation “an unforgivable action which tramples on Hiroshima’s wishes for the total abolition of nuclear weapons.”

A similar protest was staged in September last year after North Korea conducted its fifth nuclear test.

On Sunday, voices of condemnation and concern were voiced by A-bomb survivors, along with Japanese business leaders and relatives of Japanese abducted long ago by North Korean agents.

Shoso Kawamoto, 83, who lost six family members in the attack, expressed hope that North Korea and other nuclear-armed countries will recognize the dangers of the weapons and rethink their stance so the horrors of Hiroshima and Nagasaki will not be repeated.

He also criticized the United States for prioritizing sanctions over dialogue in dealing with Pyongyang — a policy that he thinks led to North Korea’s latest test on Sunday.

In Nagasaki, Mayor Tomihisa Taue condemned the detonation, saying in a statement that it was a “reckless act that increases the risk of the use of nuclear weapons.”

“The residents of this atomic-bombed city absolutely cannot tolerate such a foolish act,” he added.

The government officially lists 17 Japanese as abducted by North Korea in the 1970s and 1980s but suspects Pyongyang was involved in several more disappearances. The issue remains an obstacle to normalizing diplomatic ties with North Korea.

A senior official at a business lobby described the nuclear test as an “unforgivably reckless act.”

“If the situation develops into an armed conflict, its impact on the economy can’t be avoided, and such a risk is increasing,” the official said.

In the meantime, Korean residents in Tokyo’s Shin-Okubo district, known as Koreatown, appeared confused about the repercussions of the latest test.

“I don’t know what Mr. Kim (Jong Un) is thinking,” said a woman in her 60s who has been in Japan for more than 30 years. “In all honesty, (a nuclear test) should not be conducted.”

A 30-year-old Korean woman who has lived in Japan for nearly 10 years and runs a clothing store in the area said she was both apprehensive and confident.

“I don’t think it will lead to a war,” she said.

“When a missile was launched recently, there were not so many people on the streets but there was no impact today,” she said.

検察役指定弁護士が3被告を起訴

原発事故に伴い避難した大熊町の病院患者や介護老人保健施設入所者44人が死亡した事件で、業務上過失致死傷罪に問われた東京電力の事故当時の会長ら役員3被告の初公判が6月30日、東京地裁で開かれた。

検察官役の指定弁護士は、東電社内でやり取りされた200通をこえる内部メールや、津波対策を具体的に検討しながら見送られた原子炉建屋を囲う防潮堤建設の図(子会社作成)など、これまでに明らかにされなかった内部資料を提示。これらをもとに「被告が対策を講じていれば事故が防げた」として、有罪を主張した。

一方、被告の勝俣恒久・元会長、武黒一郎、武藤栄の両元副社長は、謝罪ののち「事故は予測できませんでした」と述べ、被告側弁護士も「津波の予見可能性も、事故の回避義務も認められない」などと無罪を主張した。

公判は今後、証拠調べや証人尋問などが行われる。このなかでは、津波被害を予見でき、対策を講じていれば防げた事故であったのか、どうか。そこでの3被告の関与をはじめ、東電や政府など関係機関の対応の経過と責任の所在がどれだけ明らかになるのかが注視される。

この日の初公判は、福島県民ら住民の刑事告訴を、検察庁が2度にわたって不起訴処分としたのち、検察審査会で「不起訴不当」の議決を受けて、検察官役指定弁護士により3被告が強制起訴(※)されて開廷された。

正義とは、真相とは、責任者は誰か-告訴人、告発人は1万人余

公判では検察官側に被害者参加制度で遺族が座ったほか、傍聴席には福島県民の姿が多数あった。事故前後の原発施設と、それを動かす東電や関係機関の安全管理の仕組みや役職員の役割がブラックボックス化されたままの中で、どれだけ真実が明らかにされるのか。国民の知る権利を実現する最後の砦としての公判に期待がかかる。

初公判後の集会で原発告訴団の共同代表の武藤類子さんは「ようやく刑事裁判が始まったが、昨年、一昨年にも多くの被害者が裁判での責任追及を見ずして、亡くなっている。その無念を胸に、最強の検察官指定弁護士たちを支援し、公正な裁判が守られるよう、注目してほしい」と語った。

7月17日にはいわき市内でも、原発告訴団主催による報告集会が開かれた。同じく原発告訴団の共同代表で、津波で叔母を亡くした佐藤和良さん(いわき市議)は、検察審査会による議決で強制起訴になった経緯に触れ、「国民、市民から選ばれた22人の方(検察審査員)が、法治国家として瀬戸際まで追い詰められた状態から、正義とは何か、真相とは何か、責任者は誰かを満天下に明らかにする土俵を切り開いた。この刑事裁判は、市民・国民自らの手で勝ち取った刑事裁判であることを確認したい」と意義を語った。

その上で「1万余の告訴人、告発人をはじめ国民が、甚大な犠牲を出し続けているこの事故の責任は、誰が負うべきなのか、注目している。被災者、避難者の救済はここから始まるのだと思う」。  海渡雄一弁護士が公判廷の流れや検察官指定弁護士が提出した証拠について説し、質疑応答や参加者によるアピールも行われた。

変えられぬ原発政策 効果疑問の福島第1凍土壁、責任不明のまま完成へ via 日本経済新聞

一度決めた原子力政策は変わらない。だれが方針を決め、だれがその帰結の責任をとるのかがみえない。象徴的なのが東京電力福島第1原子力発電所で建設が最終段階を迎えた「凍土壁」だ。

「ウソだもん、これ」。客観的に技術を評価する原子力規制委員会の会合には似つかわしくない発言が飛び出したのは、6月28日のこと。福島第1原発の現状を検討する会議で、更田豊志委員長代理が東京電力の説明に声を荒らげた。

この日の東電の説明資料は地下水位を制御する凍土壁の効果を強調していた。しかし更田氏はサブドレンのくみ上げ能力を強化した結果とみて納得せず「陸側遮水壁(凍土壁)とは何の関係もない」と切り捨てた。

最終的に、効果は期待できないが安全上問題はないとして「閉合」は了承されたものの、凍土壁の有効性に関し規制委と東電の見方の違いをあらわにする一幕となった。

8月30日、規制委と東電トップの意見交換の会合。更田委員長代理は「東電は主体性を取り戻すプロセスにある」と指摘した。東電に主体性がないと指摘したも同然だ。

廃炉などの責任を負いながらも国有化された東電には決められないことがあまりに多い。放射性セシウムなどを除去した処理済みの水(トリチウム水)の扱いもそうだ。

では決定権者はだれか。官邸や経済産業省など組織の名はあがっても責任者が表に出て話すことはかつてない。

再処理で生ずるプルトニウムの再利用が経済的に引き合わないのは原子力委員会などの検討結果から明らかだ。加えて高速増殖炉開発の後退でプルトニウムが余剰となる心配がある。情勢の変化にもかかわらず既定路線は不変のまま。合理的に考えれば使用済み核燃料を再処理せずにそのまま処分する選択肢が出てきてもおかしくないが、影すらみえない。

政策変更をすれば巨大な埋没費用(サンクコスト)が生ずる。その責任を問われる。変えたくない論理は役所にも企業にもある。原子力の世界でそれが著しいのは、体面を保つため余計なコストをかけても電力料金で回収する道があるからだ。

3.11後、原子力をめぐる政産官の力関係は変わった。しかし責任者不在の風土は今も変わっていないようにみえる。

坂本龍一、ベネチアで福島原発問題を懸念 via シネマトゥデイ

現地時間3日、第74回ベネチア国際映画祭にて坂本龍一を追ったドキュメンタリー映画『Ryuichi Sakamoto: CODA』の公式記者会見が行われ、坂本と監督のスティーブン・ノムラ・シブルが出席。

「地震、津波、そして原発は私にとても大きなインパクトを与えました」と切り出す坂本は、「それ以前から環境問題を心配してはいたんです。1992年頃から、CO2の排出量を減らそうとしたり、自分でできることは取り組んでいましたので、自然について考える時間はたくさんありました。アーティストにとって自然は偉大なるインスピレーション源なんです。でも地震や津波が起きて、気づいたのです。十分なほど、自然に耳を傾けていなかったのだと。それから、自然に耳を傾けることを思い出したのです。それは大きな影響でした。今年発売したアルバムも、自然を通して作りました。この映画にも通じる要素があると思います」とアーティストとしての気づきを振り返る。

続けざま、「2番目の問題は、福島での悲劇です。今でも福島の原発問題は続いています。これは全く別の問題です。私が恐れているのは、日本の人々が現実に目を向けようとせず、メディアは報じず、政府は隠そうとするということです。それこそが本当の問題だと思っていて、この問題はまるで津波の力のようにとてつもなく大きなものですから、無意識に人々は現実から目を背けることを選んだのだと思います」と日本における原発問題の現状を懸念した。

‘Ryuichi Sakamoto: Coda’: Film Review | Venice 2017 via The Hollywood Reporter

The Oscar-winning Japanese composer, synth-pop pioneer and electronica experimentalist reflects on his work and influences in this intimate portrait.

At the start of Stephen Nomura Schible’s documentary, Sakamoto is seen at a high school in Northeast Japan, tinkering with a Yamaha baby grand that survived the 2011 tsunami. “I felt as if I was playing the corpse of a piano that drowned,” he says.

While surveying the devastation in the area, he dons a hazmat suit and tours the restricted contamination zone of the Fukushima nuclear disaster, later joining a massive protest outside the Prime Minister’s residence in Tokyo when the plants are reopened. The film then cuts to Sakamoto visiting a shrine in memory of the earthquake and tsunami victims, and performing in a recital at a former evacuation site, playing an exquisite arrangement for piano, violin and cello of his melodious theme from Nagisa Oshima’s Merry Christmas, Mr. Lawrence.
