NORTH KOREA CLAIMS U.S. WAR AND NUCLEAR WEAPONS CAUSED CLIMATE CHANGE via Newsweek

North Korea has accused U.S. military and environmental policies of causing climate change and producing pollution around the world.

In a scathing report cited Friday by North Korea’s official Korean Central News Agency (KCNA), the state-run Institute for International Studies of the DPRK (an acronym for the country’s official title: the People’s Democratic Republic of Korea), asserted that the U.S.’s use of nuclear weapons, involvement in foreign conflicts and style of production had most harmed the environment since the Cold War. The study, attributed to researcher Kim Kum Hui and titled “The U.S. Is Chiefly to Blame for Global Environmental Pollution,” advised the U.S. to change course and safeguard the environment.

North Korea’s report claimed that since the Cold War, the U.S. has forced other nations to adopt its model of “American-style development” under the guise of economic globalization. It said the U.S. alone accounted for 22.1 percent of the world’s carbon emissions in 2004. The figure appears to relatively coincide with conclusions established the following year by Washington-based think tank the World Research Institute. Research by the same organization says the U.S. contributed 14.4 percent in 2012, second only to China’s 25.36 percent. That same year, North Korea, an underdeveloped nation of around 25 million, was listed at .17 percent.

The report also laid into the military practices of the U.S., with which North Korea fought a war in the 1950s. The piece condemned the U.S.’s dropping of atomic bombs on the Japanese cities of Hiroshima and Nagasaki at the end of World War Two in 1945, as well as the government’s nuclear tests, which numbered 1,054 between 1945 and 1992, according to the Department of Energy.

The institute concluded that the U.S.’s nuclear weapons policy, along with the alleged use of “bio-chemical warfare” during the Korean War and other conflicts since in Asia and the Middle East meant the Earth was in “danger of being reduced to a desert hit by radioactive pollution.” The U.S. maintains a stockpile of around 6,970 nuclear weapons, the second-largest after Russia’s approximately 7,300. North Korea, which abandoned the U.N.’s nuclear non-proliferation treaty in 2003, is believed to have produced up to 20 nuclear warheads. President Donald Trump has threatened to prevent Pyongyang from pursuing a sixth nuclear test by military force, contributing to heightened tensions in the Asia-Pacific region.

Dozens of new cracks discovered at Belgian nuclear reactors via RT

The latest ultrasonic inspections have detected a substantial number of new micro cracks in nuclear reactors at the Tihange and Doel power plants in Belgium since the last study conducted three years ago, Belgian and German media report.

At least 70 additional cracks were uncovered at the Tihange 2 nuclear reactor during an ultrasonic inspection in April of this year, Belga news agency reports. Some 300 new flaws have also allegedly been discovered at the Doel 3 reactor tank during a check last November, according to tagesschau.de.

The cracks do not pose any danger to operations at the nuclear plants, says operator Engie-Electrabel, which carried out the inspections under instructions from the Belgian Atomic Regulatory Authority (FANC).

The operator said the new flaws were discovered due to a “different positioning of the ultrasound device.” Engie-Electrabel maintains that as long as cracks do not expand, they do not pose a danger to the reactor’s operations.

Branding Engie-Electrabel “irresponsible,” environmentalist group, Nucléaire Stop, has criticized the operator for still running Tihange 2 reactor despite a 2.22 percent increase in faults.

In February 2015, FANC said 3,149 cracks had been found at Tihange, while 13,047 were discovered at Doel. The operator must now submit additional analyzes of the situation by September.

UN agencies explore nuclear applications to combat food fraud and contamination via UN News Centre

9 June 2017 – Through a joint project, the United Nations Food and Agriculture Organization (FAO) and the International Atomic Energy Agency (IAEA) are exploring mobile tools to combat food fraud and contamination, which result in global annual in the billions and pose a serious public health threat. 

Traditional, professional laboratories have the ability to detect different types of fraud and contamination in food relatively quickly but such capacity is often limited in many countries and by their nature not very portable. The FAO-IAEA initiative is trying to fill this gap. 

“The goal is to make available low-cost devices and methods for food authorities to use directly in the streets and markets, particularly in developing countries,” said Simon Kelly, a Food Safety Specialist at the Joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture, who leads the project. 

The project seeks to build on the opportunities created by advances in field-deployable analytical equipment, such as adapting ion mobility spectrometry – a nuclear-based technology used by border police agencies to detect illicit drugs and explosives – to perform point-of-use screening tests to check for adulterants, contaminants and mould in food.

The project will initially focus on devising methods to quickly analyse milk powder and vegetable oil, two commodities that are particularly vulnerable to adulteration. In many countries, gutter oil – the waste cooking vegetable oil recovered and recycled back into the food chain – has raised alarm. 

The FAO-IAEA project – part of the two organizations’ efforts to help their member states with nuclear and related techniques for science-based solutions to improve global food security and sustainable agricultural development – kicked with a meeting in the Austrian capital, Vienna, last month and the first results are expected with the next two years.

帰還率8割に 福島・川内、仮設と借り上げ住宅無償提供終了要因 via 福島民友

 原発事故による避難指示が昨年6月に、全て解除された川内村に帰還したのは6月1日現在で912世帯2181人となり、人口に占める割合(帰還率)が80.57%と8割に達した。

帰還率はこれまで約7割だった。仮設住宅と民間借り上げ住宅の無償提供が3月末で終わり、帰還が進んだ形だ。

遠藤雄幸村長が6月議会で帰還状況を報告した。住民基本台帳に基づく人口は、1日現在で1252世帯2707人。

一方で、仮設住宅からの退去を巡り、病気や生活再建が見通せないことなどを理由に3世帯が入居を続けており、入院中のため2世帯が荷物を残している。

東京電力福島第1原発事故による福島のリアルな実態を伝えようと10日、福島県二本松市でシンポジウム「原発事故から7年目 福島は今」が開かれました。日本共産党福島県委員会が主催、350人(主催者発表)が参加しました。

南相馬市小高区の吉田益雄さんや福島市の果樹農家・阿部哲也さん、同市で3人の子どもを育てる穂積順子さんら6人が発言。

二本松市でスーパーを営む服部浩幸さんは、事故の影響で売り上げが震災前より落ち込み、東電には賠償を打ち切られましたが、国・東電交渉で今年の5月に賠償を再開させたと報告しました。

いわき市から群馬県前橋市に避難した丹治杉江さんは当時を振り返りながら「福島を忘れたことはない」と発言。「(3月の前橋地裁判決は)国・東電に過失あり、損害賠償の責任ありと勝利した」と話すと拍手が湧きました。

共産党の岩渕友参院議員は、自主避難者の住宅無償提供打ち切りなど国会での安倍政権の福島切り捨ての動きを告発。「国、東電に責任を果たさせるまで頑張ります」と語りました。

Nuclear material doled out ‘like it was candy’ 50 years ago via Trib Live

Maybe the only way to know the whereabouts of 200 pounds of bomb-grade uranium allegedly missing from an Apollo processing plant since the 1960s is to dig up the skeletons in the backyard — a 50-year-old nuclear waste dump. 

The Nuclear Materials and Equipment Corp. (NUMEC) of Apollo came up short on highly enriched uranium in 1965, essentially bomb-grade nuclear material for a nuclear-fueled rocket intended to fly to Mars.

To really know what happened to the highly enriched uranium, a mass balance — a calculation of what went in and what went out of the plant — has to be done, said Robert Alvarez, a project director and associate fellow at the Institute for Policy Studies and a former senior policy adviser to the U.S. Department of Energy. 

And a mass balance can’t be done until the Army Corps of Engineers is done digging up, identifying and shipping out up to 100,000 tons of nuclear waste at NUMEC’s dump in Parks Township — a job that will take at least a decade.

As world leaders try to decrease the world’s stockpile of highly enriched uranium — atomic bomb material — NUMEC stands as the first major investigation into the possible trade of bomb material. 

It remains one of the most famous nuclear mysteries 50 years later. 

“Imagine sending out many tons of (highly enriched uranium) to countries around the world for 10 years,” Alvarez said. “We would never do that today.” 

But the United States did, sending tons of the stuff around the world during the 1960s and 1970s under a program started by President Dwight Eisenhower called “Atoms for Peace.” 

“There was a great effort by (the Atomic Energy Commission) to commercialize nuclear energy and they were doing everything to attract private business to get contracts. 

“They were doling out tons of fissile materials like it was candy,” he said. 

Private companies such as NUMEC fabricated and sold nuclear fuel for nuclear reactors and other applications.

Extension sought for storing Three Mile Island debris via Goskagit.com

BOISE, Idaho (AP) — Federal officials requested a 20-year extension involving the storage in Idaho of reactor core debris from the partial meltdown at the Three Mile Island nuclear power plant.

The U.S. Department of Energy in a document made public Friday asked the Nuclear Regulatory Commission to renew a license allowing storage until 2039 at an 890-square -mile site that includes the Idaho National Laboratory.

The debris from the 1979 nuclear accident was shipped from Pennsylvania to Idaho between 1986 and 1990. Research on the material was performed to improve nuclear fuel design and reactor safety.

The material also includes intact fuel assemblies.

The license to store the material in Idaho now expires in 2019. In a separate agreement with Idaho made in 1995, the agency is required to remove the waste from the state by 2035.

Federal officials currently have nowhere to send it.

反原発活動自粛要請は「憲法違反」 市民団体あらためて福井県に抗議 via 福井新聞

福井県庁前の交差点で反原発などを訴える活動について福井県から自粛要請された市民団体のメンバーらが8日、県庁を訪れ、県財産活用推進課の大川淳一郎課長と面談した。提出していた公開質問状に対する回答を受けたほか、「(表現の自由を保障した)憲法に反している」とあらためて県の姿勢に抗議した。

質問状に対し大川課長は「庁舎管理の一環として配慮を願った」と返答。「公文書を出したことに問題はない」と述べた。これに対し、メンバーらは「ことの重要性を分かっていない」と反発。公文書の文章表現にも疑問があるとして、再度話し合いの場を設けるよう要請した。

団体側は県に謝罪と公文書の撤回を求めて抗議を続ける考え。大川課長は、報道陣の取材に「県の立場を丁寧に説明していきたい」と話した。

Q どうして結果が違ったの?

 A 放医研に運ばれた時点で、5人のうち4人は体の表面に放射性物質が残っていたといいます。原子力機構は、体の表面にある放射性物質から出るガンマ線も一緒に測ってしまい、肺の中のプルトニウムの量を実際より多く見積もってしまった可能性があります。放医研は、体の表面の放射性物質を入念に取り除いてから測定したそうです。

 Q もっと正確な測り方はないの?

 A 放医研は、尿などで体外に出たプルトニウムのアルファ線を何日も測定し、体内の量を推定する方法も使っています。両方の結果を組み合わせることで、より実態に近い被ばく量を割り出すことができます。(科学環境部)
