日本原子力研究開発機構大洗研究開発センター(茨城県)の被ばく事故で、原子力機構は9日、放射線医学総合研究所(放医研、千葉市)で被ばくした作業員5人の肺の放射性物質を再測定した結果、プルトニウムが検出されなかったと発表した。体の表面に付着した放射性物質を誤検出し、内部被ばく量を大幅に過大評価していた可能性があるという。

5人のうち3人は鼻の穴から放射性物質が検出されており、内部被ばくの恐れは依然として残るが、同機構は9日の記者会見で「最初のような大きな値の内部被ばくはないのではないか」と話した。

 放医研は今後、肺の再測定や排せつ物に含まれる放射性物質の調査などを基に、被ばく量を精査する。

Hanford nuclear reservation workers who were at the site’s Plutonium Finishing Plant Thursday morning are being offered tests for radiation exposure.

But rather than rely solely on the results of air and other samples collected, “we believe each employee should have their potential exposure evaluated so they have that peace of mind,” the memo said.

Because the detection of airborne contamination was brief and workers were told to take cover, the potential exposure to radioactive particles was minimized, the memo said. 

A bioassay test for internal contamination can check for radioactive exposure as low as one millirem, which is equivalent to about a tenth of the radiation received in a chest x-ray.

Some spots of radioactive contamination were found outside the demolition zone, including on sidewalks, near a respirator station and near a vehicle access gate. Fixative was applied to glue the spots of contamination in place and plans made to remove the contamination.

When the alarm sounded, work was underway to peel back the face of one of the four glove boxes that span the length of the Plutonium Reclamation Facility’s central area, called a canyon. The glove boxes are part of the building’s structure and could not be removed intact.

Prior to open-air demolition with shears on the end of an excavator arm, equipment had been removed from the glove boxes, as much contamination as possible removed and fixative applied.

During demolition, water was sprayed to control dust and bright blue fixative was sprayed to glue any contamination in place.

The Plutonium Finishing Plant was used during the Cold War for a final processing step for Hanford-produced plutonium before it was shipped to nuclear weapons production facilities.

[東京 9日 ロイター] – 世耕弘成経済産業相は9日、閣議後の会見で、経産省がエネルギー基本計画見直しで原発新増設の必要性の明記を検討するとの一部報道について、検討の仕方やスケジュールについては現在議論している段階であると述べ、報道を否定した。

9日付日経新聞は、経産省が月内にも省内に有識者会議を立ち上げ、基本計画の見直しに着手するなどと報じた。これに対し同相は、6月に有識者会議を立ち上げるということはありえないとし、「全く事実無根の記事。完全に否定する」と述べた。

原発の新増設に関する考えを聞かれ同相は「有識者にしっかり検討いただいたうえで、エネルギー情勢なども見て判断をしていく。現時点では、新増設、リプレイスということは全く考えていない」と答えた。

Finland Works, Quietly, to Bury Its Nuclear Reactor Waste via The New York Times

OLKILUOTO ISLAND, Finland — Beneath a forested patch of land on the Gulf of Bothnia, at the bottom of a steep tunnel that winds for three miles through granite bedrock, Finland is getting ready to entomb its nuclear waste.

If all goes well, sometime early in the next decade the first of what will be nearly 3,000 sealed copper canisters, each up to 17 feet long and containing about two tons of spent reactor fuel from Finland’s nuclear power industry, will be lowered into a vertical borehole in a side tunnel about 1,400 feet underground. As more canisters are buried, the holes and tunnels — up to 20 miles of them — will be packed with clay and eventually abandoned.

The fuel, which contains plutonium and other products of nuclear fission, will remain radioactive for tens of thousands of years — time enough for a new ice age and other epochal events. But between the two-inch-thick copper, the clay and the surrounding ancient granite, officials say, there should be no risk of contamination to future generations.

The repository, called Onkalo and estimated to cost about 3.5 billion euros (currently about $3.9 billion) over the century or so that it will take to fill it, will be the world’s first permanent disposal site for commercial reactor fuel. With the support of the local municipality and the national government, the project has progressed relatively smoothly for years.

The municipality also had experience with nuclear power: Two of the country’s four operating nuclear power reactors are on Olkiluoto, less than two miles from the repository, and a third plant is under construction nearby.

At the Onkalo site, workers drill into the bedrock down near the 1,400-foot level, taking cores to study the characteristics of the granite. Above ground, near the curving entrance to the tunnel, construction has begun on a building where the spent fuel, currently cooling in pools at the Olkiluoto reactors, will be readied for burial, handled by remote-controlled machinery since radiation levels will be high. Spent fuel will also eventually be shipped here from Fortum’s reactors, on the country’s southeastern coast.

Kimmo Kemppainen, research manager for the project, said that in characterizing and mapping the rock, it was important to locate, and avoid, fractures where water could flow, since the disposal site was below the water table. But even if water gets near a canister, he said, the clay should form a barrier and keep corrosion of the copper — which could result in a radiation leak — to a minimum, even over tens of thousands of years.

“You have a community that is familiar with nuclear issues,” said Dr. Ewing at Stanford.

Nevada, by contrast, has no nuclear power plants. What it does have is a history of government testing of atomic weapons, both in the air and underground, for four decades until the early 1990s.

The project at Yucca Mountain, in the Mojave Desert about 100 miles northwest of Las Vegas, has been studied for years at a cost of more than $13 billion. In 2008, the Energy Department began the process of obtaining a construction license from the Nuclear Regulatory Commission. But the Obama administration moved to withdraw the license application two years later.

With the election of President Trump, advocates for Yucca Mountain saw a chance to revive it.

Even without Mr. Reid, most members of Nevada’s congressional delegation are still vowing to fight the project, arguing that there are concerns about the long-term safety of drinking water supplies — unlike the Finnish repository, the Nevada site sits above the water table — and that above all, Nevadans do not want it.

福島・騎馬武者行列7年ぶり再開 7月末の相馬野馬追 via 中日新聞

 福島県相馬・双葉地方の伝統行事「相馬野馬追」の執行委員会が10日、同県南相馬市で開かれ、東京電力福島第1原発事故の影響で中断していた同市小高区の騎馬武者行列を来月、7年ぶりに再開することで一致した。

野馬追は、甲冑姿の騎馬武者たちが戦国絵巻さながらの光景を繰り広げる国の重要無形民俗文化財。今年は7月29~31日に開催

南相馬市の桜井市長は「一部の避難指示が解除されたとはいえ、厳しい状況の中での出陣になる。多くの人が勇気づけられると思う」と話した。

南相馬市は昨年7月、帰還困難区域を除き、避難指示が解除された。

SPOKANE, Wash. — The Latest on a radiation alarm at a former plutonium production site in Washington state. (all times local):

1:30 p.m.

A cleanup contractor says the release of radiation that triggered an alarm at a former plutonium production site in Washington state was so low that it did not pose a threat to human health.

Contractor CH2M Hill said radiation was detected Thursday at low levels outside a building being demolished at the Hanford Nuclear Reservation.

About 350 workers were ordered to take cover after the alarm sounded at the shuttered Plutonium Finishing Plant. The order was lifted less than four hours later.

<原発ADR>賠償額3530万円 石巻市受諾へ via 河北新報

宮城県石巻市は8日までに、東京電力福島第1原発事故に伴う損害賠償請求の和解仲介手続き(ADR)で、東電が市に3530万円を払うとする原子力損害賠償紛争解決センターの和解案を受け入れる方針を固めた。12日開会の市議会6月定例会に関連議案を提出する。
市は2011~14年度に実施した学校給食の放射性物質検査費用など原発事故対応の経費計約6000万円を東電に請求。東電が支払いに応じない約5000万円について昨年センターに申し立て、約800万円は賠償協議で合意した。

古里1号機、永久停止が確定…脱原発に“青信号” via the hankyoreh

韓国で最初に造られた原子力発電所の古里(コリ)1号機の永久停止が最終確定した。国内の原子力発電所のうち、初めて廃炉の手続きを踏む古里1号機の退役が、原子力発電所を中心とする既存のエネルギー政策に手を入れる「信号弾」となるかに関心が集まっている。特に「原発政策の全面見直し」を公約した文在寅(ムン・ジェイン)政府が、今後どれほど積極的に脱原発政策を進めていくのかが注目される。

 原子力安全委員会(原安委)は9日午前、会議を開き、韓国水力原子力(韓水原)が出した古里1号機の「永久停止運営変更許可案」について原案通り議決した。原安委は、「会議で使用済み核燃料貯蔵プール、非常電力、放射性廃棄物処理システムなど、永久停止の後に運営する設備の安全性について集中的に検討し、その結果、古里1号機が永久停止の後にも安全に維持・管理できるという点を確認した」と明らかにした。この日の原安委の決定は、古里1号機の永久停止に必要な原発規制機関の最終承認であり、韓水原は18日午前零時から原子炉の稼動を止めなければならない

米国のウェスティングハウスの技術で造った古里1号機は、韓国に初めて持ち込まれた原子力発電所で、1978年4月29日に商業運転を開始した。当時、設計寿命を30年に決めたが、2007年12月、教育科学技術部が韓水原が10年間運営を延ばしてほしいとして提出した継続運転申請を受け入れ、今まで運営を行ってきた。当時、釜山(プサン)を中心とした市民社会団体と住民たちは、古里1号機が安全性を確保できていないまま寿命の延長が行われたと批判しており、2011年の日本の福島原子力発電所事故が起きた後も、安全性に対する懸念が絶えず、「2回目の寿命の延長を阻止しなければならない」という声が続いた。

原発事故時の防災道なぜ工事中断 日本原電の寄付なく財源めど立たず via 福井新聞

原発事故時の防災道路などの位置付けで計画された福井県敦賀市の敦賀半島東側の「市道西浦1、2号線」の整備が中断してから約2年がたった。日本原電の全額寄付で工事が進められてきたが、厳しい経営環境の影響で寄付は止まったまま。敦賀市と県、原電は3者協議を行っているが、財源問題は解決の糸口が見えず、整備再開は五里霧中だ。

県と市、原電は昨年11月から、整備再開を探る事務レベルの3者協議を始めた。だが原電の原発や経営をめぐる状況は変わらず、財源問題に解決のめどは立っていないという。

西浦地区区長会の坂本勉会長は「現道は急勾配や急カーブ、狭い区間が多く、津波などの災害時も通行不能になる恐れがあり不安。県は原子力災害制圧道路を整備しているが、西浦1、2号線が完成しなければ道半ばで、住民の安心につながらない」と訴える。市に対しても早期の整備再開に向け県などに働き掛けるよう、求めている。

チェルノブイリ事故から31年 当時のお茶を検査しました【生活クラブ生協連合会】 via 生活クラブ生協連合会

1986年4月26日にチェルノブイリ原発事故が起きた当時、国は輸入食品に対する放射能の暫定基準値を370Bq/kg(ベクレル)としました。生活クラブは、国の基準のさらに10分の1である「37Bq/kg」を暫定自主基準値とし、自主基準値を超えた食品は供給をストップするという措置をとりました。この自主基準値により、イタリア産のスパゲティやトルコ産のローレルなど、供給ストップになった品目もありました。

そうしたヨーロッパ産ではない、1986年収穫の日本茶から、自主基準値を上回る放射能が検出されたのが翌年の1987年のこと。生活クラブにおける三重県のわたらい茶の検査で、最大で227Bq/kgのセシウムが検出されました。チェルノブイリの放射能汚染は日本にまで届き、特に、ちょうど一番茶の収穫時期にあたったお茶の葉が、大きく汚染の被害を受けた形です。227Bq/kgという数値は国の基準値以下ではあったものの、生活クラブの自主基準値は上回っていたため供給停止の措置がとられました。そのわたらい茶の量はなんと7.6トン。その時期の他の日本茶の多くにも同じように放射能が降り注いだはずですが、国の基準を超えてさえいなければ流通したと思われます。

放射能汚染のために、出荷できないお茶を7トン以上も抱えることになってしまったわたらい茶の生産者。この状況を受け、生産者と痛みを分かち合いながら問題を共に考えていこうという動きが生まれ、供給停止となったわたらい茶を生活クラブで引き取り、各地域の生活クラブに配布して原発や放射能について考える材料としていく、という活動になりました。お茶の取り扱いは各地域に委ねられ、配送センターでの展示や、催しで展示したりなど、さまざまな使い方がされました。

検査結果は
■セシウム134 不検出 (検出下限値 0.15Bq/kg)
■セシウム137 23.0Bq/kg

というものでした。セシウム134が不検出なのは予測通り。セシウム137は1kgあたり23ベクレルという量が残っていました。

この結果から、半減期30年のセシウム137は、30年前には現在の倍量の1kgあたり46ベクレルであったことがわかります。また、当時はそれと同量のセシウム134があったと推定できるので、この試料の場合、セシウム合計では1kgあたり92ベクレルの放射能汚染を受けていたと推計されます。1987年の放射能検査ではいくつかのわたらい茶の検体を測定したうちの最高値が227Bq/kgでしたが、茶畑の位置や斜面の向き、海抜高度などによっても汚染の具合は異なるため、当時92Bq/kgだったと推定される今回の茶葉の値はサンプルのばらつきの範囲と考えられます。

当時92Bq/kgだった茶葉の放射能は、30年経っても、23Bq/kgまでにしか減りません。ここからさらに30年経っても、セシウム137の量が半減するだけなので、11Bq/kgのセシウムが残ってしまうことになります。一度汚染されたものからセシウム137が検出できなくなるまでには、永い年月がかかることの証明ともなる検査結果でした。
