八尾・桐谷の施設に招待

 東京電力福島第一原発事故を不安に思う福島の親子らの保養を受け入れる「桐谷のおうち」が夏休み期間中、富山市八尾町桐谷で開かれている。15日夜は運営者が夕食をふるまい、交流を深めた。参加者は「外遊びが少なくなった」「ラジオ体操がなくなった」などと福島の現状を話し、「自然でいっぱい遊ばせられる」と受け入れに感謝していた。

 桐谷のおうちは、交流施設「アサヒ・ツイン・ドームズ」などを宿泊場所として提供。復興支援をする「東北AID」(富山市)が窓口になり、NPO法人「アイ・フィール・ファイン」(同)とボランティア団体「ふっこうのおと」(同)が運営する。3回目の今回は、3~20日で13家族を受け入れている。参加者は2~5泊し、昼間は海水浴や里山で遊んでいる。15日夜は、4家族が滞在。八尾の農家から寄せられた野菜などを運営者が調理した。

Helping LANL Workers Access Free Medical Care via Los Alamos Daily Post

Working at a facility like Los Alamos National Laboratory (LANL) and Sandia National Laboratories brings a lot of benefits and career satisfaction.
These facilities support our regional economy and provide fulfilling career opportunities that would not be available in our region without them. Tens of thousands of northern New Mexicans benefit from these facilities every day.
Yet, these jobs are not without risk. Workers who spend years at certain jobs at these facilities may be exposed to hazardous chemicals or substances that can negatively affect their health later in life.
Several years ago, the Federal Government’s Department of Energy (DOE) and the Department of Labor realized that, although overall these jobs are safe, they could expose workers to risk. So they implemented a program to help workers and former workers who are facing health problems that may have been caused or aggravated by their work at these facilities.
Some workers or former employees at these facilities that are suffering from health conditions, ranging from cancer to hearing loss may be eligible for compensation and medical benefits under the Energy Employees Occupational Illness Compensation Program (EEOICPA program) passed by Congress in July 2001.
Locally, this includes not only direct LANL workers, but also contractors and subcontractors who were working on site for a specific period of time. In addition, family members or survivors of workers who became ill may also be eligible for benefits.
Since 2001, thousands of individuals have sought assistance nationwide. According to the United States Department of Labor, to date there are 5,615 unique individual workers from LANL alone who have applied for benefits. But there are thousands of other LANL workers who are eligible who have not applied.
Donna Casados, a Regional Outreach Coordinator with Professional Case Management (PCM), an organization based in Santa Fe working with more than 200 LANL employees receiving benefits explains, “A lot of individuals withhold from filing claims because they think it is a lawsuit or is a negative claim against the laboratory. In reality this program is an agreement between DOL and the DOE facilities to ensure that their employees are taken care of. They are acknowledging working at these facilities may be risky and that’s why this program exists.”
Workers who qualify are eligible for free lifetime health care for their conditions and may be eligible for financial benefits as well. Beneficiaries pay no deductible or co-pays and there is no cap on benefits.

規制庁、原発検査官の育成強化 20年度に抜き打ち検査導入 via 日本経済新聞

原子力規制庁は原子力発電所の運転を監視する検査官の育成強化に乗り出す。電力会社への事前通告なしに原発の保安作業を抜き打ちで検査する制度が2020年度から始まる。100人程度の検査官を含む庁内職員に10月から約2年間の研修や試験などを課し、一定水準の能力に達すれば新たな検査官として資格認定する。新制度の実効性を高める狙いだ。

抜き打ち検査は4月に成立した改正原子炉等規制法に盛り込まれ、20年度の施行を目指している。

検査官は、原発の施設が安全かどうかを点検する電力会社の取り組みについて、規定違反がないかを現地調査で確かめる。検査で不適切となれば、原発の運転が認められない場合もある。

これまでは、あらかじめ決められた期間に所定の項目を検査していた。国際原子力機関(IAEA)から実効性を疑問視する指摘などが出て、法改正につながった。

新制度では検査官の判断でいつでも現場に赴き、被曝(ひばく)を防ぐ仕組みや作業員の安全意識などに幅広く監視の目を光らせる。検査官は現場で問題を見抜く力や判断力が試される。作業員への聞き取り調査などでリスクを洗い出すには特に能力が問われる。

U.S. Department of Defense to Conduct Studies of Pluristem’s PLX-R18 in a New ARS Project for Use Before Radiation Exposure via Nasdaq

HAIFA, Israel, Aug. 16, 2017 (GLOBE NEWSWIRE) — Pluristem Therapeutics Inc. (NASDAQ:PSTI) (TASE:PSTI), a leading developer of placenta-based cell therapy products, today announced that a pilot study of the company’s PLX-R18 cell therapy will be initiated by the U.S. Department of Defense’s (DOD) Armed Forces Radiobiology Research Institute (AFRRI), part of the Uniformed Services University of Health Sciences (USU). The study will examine the effectiveness of PLX-R18 as a treatment for Acute Radiation Syndrome (ARS) prior to, and within the first 24 hours of exposure to radiation.

ARS results from exposure to high levels of radiation, such as in the case of a nuclear accident or attack, and can lead to severe health consequences including death. Pluristem recently reported positive data from studies of PLX-R18 cells as a treatment for ARS conducted by the National Institute of Allergy and Infectious Diseases (NIAID) at the National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS). Data demonstrated improvement in survival rates and enhancement of blood lineages recovery.

About PLX-R18

PLX-R18 is Pluristem’s second cell therapy product in development. It is designed to treat bone marrow that is unable to produce enough blood cells due to a variety of causes including ARS, certain cancers or cancer treatments, or immune-mediated bone marrow failure. Pluristem received FDA clearance to initiate a U.S. Phase I trial of PLX-R18 in incomplete bone marrow recovery following hematopoietic cell transplantation. Preclinical data from trials conducted by the NIH, Hadassah Medical Center, and other prominent research institutions have shown that PLX-R18 cells secrete a range of specific proteins that trigger the regeneration of bone marrow hematopoietic cells, thereby supporting the recovery of blood cell production. With its capabilities, PLX-R18 could potentially treat a broad range of hematologic indications, which together constitute a substantial global market.

Acute Radiation Syndrome occurs following acute exposure to very high levels of radiation, and involves severe, potentially lethal injury to the bone marrow as well as to other organs and systems within the body. High doses of radiation can destroy the bone marrow’s ability to produce white cells, red cells and platelets; without these cells patients are at high risk of death.

ユニクロ×原発 潜入ジャーナリスト対談#1「クビになるのも面白い」 – 「文春オンライン」編集部 via 文春オンライン

ユニクロの店舗で1年以上も働き、ルポを『週刊文春』に連載した横田増生氏(52)。ジャーナリストとして初めて福島第一原発の作業員となり、『ヤクザと原発』(文春文庫)を上梓した鈴木智彦氏(51)。初対面対談の第1回は、「我々はなぜ、潜入取材に挑むのか」。その意義と醍醐味を語る。

横田 ありがとうございます。1年2カ月は長かったけど、『週刊文春』が10週も連載させてくれたのと、電通の過労死や働き方改革が問題になったタイミングもよかったです。鈴木さんが福島第一原発で働いたのは、事故の直後でしたね。

原発はとにかくでかかった

鈴木 2011年の7月からひと月ちょっとでした。俺はもともと、暴力団ばかり書いているライターなんです。原発の潜入取材は、作業員の手配が暴力団の大きなシノギになっていると聞いたのと、暴力団と原発には誰もが嫌がる危険な取材先という共通点があるから。いろいろ伝手を頼って、取材を前提に5次請け業者に雇ってもらいました。仕事は主に、汚染水処理タンクの設置作業や掃除でした。

横田 実際に働いてみて、一番わかったことは何ですか?

鈴木 原発がでかいことです。建屋の下へ行って見上げてみないと、あのでかさはわからない。もう科学的な根拠なしに、「これが壊れたら、ちょっと無理だよな」って本能的に感じさせるでかさです。

放射線よりパワハラが怖かった

横田 『ヤクザと原発』を読ませてもらって、偉そうなことを言っている政治家や研究者は絶対20キロ圏内に入ってこないとか、放射線を浴びるより熱中症で倒れたり交通事故のほうが作業員にとって危険だとか、確かに外から取材しているだけではわからない。見た人間にしか書けない面白さがあります。放射線の話も数字を言われたってよくわからないけど、被ばくした場合に備えて造血幹細胞を事前に採取しておくといった話になると、怖さが伝わりますよね。一番ヤバいと思ったのは、やっぱり放射線ですか?

鈴木 あの当時は自分だけでなく、社会全体のテンションがおかしかったじゃないですか。だからもう、恐怖はなかったんです。造血幹細胞を取るのも、正直に言うとネタだと思ってるんですよ。おっかなくて取りに行ったんじゃないけど、そう言うと不謹慎だから。

横田 潜入ルポは結局、自分の体験だから強いですよね。原発内の作業が終わるまでトイレに行けない決まりだから、鈴木さんが初仕事の日に失禁してしまう話とか(笑)。

現場とトップの姿勢を問う

「経営陣の考えがどこまで現場に浸透して、現場の人はどんな風に思っているのか。柏崎刈羽の現地に赴いてお聞きしたい」

7月10日、規制委の田中俊一委員長は東電幹部との意見交換会で、柏崎刈羽原発の安全文化を自分の目で確認する意向を示した。27、28両日には審査中の原発を委員長として初めて視察。面会した職員一人一人に「福島第1原発事故のときにどこにいたか」「事故を起こした東電社員としてどうすべきか」などの質問をしたという。

チェルノブイリ事故で重要性認識

原子力分野の安全文化という概念は、国際原子力機関(IAEA)が1985(昭和60)年に設立した国際原子力安全諮問グループ(INSAG)が、86年のチェルノブイリ原発事故についての報告書で取り上げ、国際的に議論されるようになった。

勝田忠広・明治大准教授は「安全文化で最初に思い浮かぶのは(被曝事故を起こした)原子力機構。今から作ろうとするガイドがすでにあったら彼らはああいう問題を起こさなかったのか。一つの例として考えては」と提案した。

ガイドラインは30年度前半の制定を目指し、32年度から適用される予定。再稼働に向けた安全審査にとどまらず、合格後の保安検査など広く活用する方針で、原発以外の原子力施設も対象となる。

台湾の大規模停電、蔡総統が謝罪 原発再稼働には否定的 via 朝日新聞

15日夕方からの断続的な停電は、計668万世帯に影響をもたらし、同日深夜に復旧した。地元報道によると、各地の工業団地で生産ラインが止まり、台湾当局の初期段階の集計でも、数億円規模の被害が出ているという。中部の苗栗県では、停電中にロウソクをともした家屋から出火し、男性1人が死亡した。

停電は、作業員の操作ミスで、天然ガス発電所への燃料供給が2分間止まったことが引き金になった。発電が止まり、電力の需給バランスが崩れた結果、安全装置が働き、停電が広がった。猛暑によって元々、需給が逼迫しており、拍車を掛けたとみられる。

昨年5月に発足した蔡政権は、2025年の「原発ゼロ」を目指している。三つの原発の原子炉6基のうち、稼働は3基のみ。停電を受け、地元経済団体トップは「原発を使わずにいれば、電気が足りなくなるのは当然。笑い話だ」と批判し、再稼働を求めた。

蔡総統は談話で、「(停電対策は)送電網の安全強化や、分散型の自然エネルギー発電の推進が正しい道だ」と反論し、原発再稼働に否定的な見解を示した。(台北=西本秀)

エネルギー基本計画 “原発停止は国富流出”論拠崩壊 via 新聞あかはた

中長期のエネルギー政策の指針となる「エネルギー基本計画」の改定作業が9日に始まりました。原発を「重要なベースロード電源」と位置付ける現在の基本計画(2014年策定)。安倍政権がその根拠としたのが、原発停止で日本から巨額の富が流出しているという“国富流出”論でした。それから3年、同論は完全に破綻しています。(佐久間亮)


現基本計画は、11年の東京電力福島第1原発事故で全国の原発が停止したことで火力発電のたき増しが必要になり、化石燃料の輸入が急増したと主張。その額は、福島事故前の08~10年度の平均と比べ3・6兆円に上ると試算しました。

しかし、貿易統計によると、16年の化石燃料の輸入額は事故前3年間の平均と比べ、逆に大きく減少しています。石油及び同製品は6兆2千億円、石炭は7400億円、液化天然ガスも3700億円ほど事故前を下回っています。

最大の要因は、世界的な資源価格の低迷です。原発に固執する安倍政権は、福島事故後の一時的な資源価格高騰を“国富流出”論に悪用していたのです。

同時に、福島事故後に進んだ省エネルギーと再生可能エネルギーの普及・拡大も大きな役割を果たしています。16年度の電力需要実績は、事故前3年間の平均と比べ87%へと1割以上減少しました。一方、太陽光発電の導入量は10年度の390万キロワットから、17年2月には3790万キロワットへと10倍近くに増えています。

東京電力 半年ぶりCM 「原発の安全対策に理解を」 /新潟 via 毎日新聞

 東京電力は14日、東電柏崎刈羽原発の免震棟問題の発覚を受け2月から自粛していたテレビとラジオのコマーシャル(CM)放送を半年ぶりに再開した。

 放送圏域は、県内の民放テレビ4局とラジオ局。

電力消費地の首都圏で放送していないにもかかわらず、新潟で流す理由については「多くの県民に原発の安全対策を理解してもらうため」としている。

 CMは「電源対策編」「冷却対策編」「対応力編」の3種類。いずれも昨年12月から今年2月まで流していたものと同じ内容で、柏崎刈羽原発の原子炉は電源をすべて失っても冷やし続けられるとの見解を説明。「私たちは災害に強い発電所づくりに挑戦し続けます」と結んでいる。【内藤陽】
