除染区切りも揺らぐ信頼 福島、元作業員証言 via 中日新聞
東京電力福島第一原発事故に伴う除染事業に携わった複数の元作業員らが本紙の取材に、「(放射性物質を含んだ)汚染土を不法投棄した」「手抜き除染が横行していた」とずさんな作業の実態を証言した。除染事業は、立ち入りが制限されている帰還困難区域を除いて三月で完了。国は除染に区切りがついたとしているが、事業の信頼性自体に疑問が残る形となっている。 除染事業は、放射線量が高かった第一原発周辺の旧避難指示区域は国が、それ以外の地域は市町村が計画を立てて進めてきた。 環境省によると、福島県を中心に九十二市町村で実施した除染作業の進捗(しんちょく)率は三月で100%に達し、国が実施した旧避難指示区域の除染も完了した。 だが、福島県飯舘村で二〇一五年夏に除染作業をした元作業員の男性(38)は、除染で出た土を現場周辺の除染作業をしていない山林に「廃棄した」と本紙に明かした。一七年に同県富岡町などで除染作業を行った業者の元作業員三人は「汚染水をそのまま垂れ流し、屋根のほとんどを除染していなかった」と手抜き除染の実態を語った。いずれの経営者も本紙の取材に内容を否定している。 環境省は、不法投棄については事実なら刑事処分の対象になる可能性があるとした上で「具体的な情報があれば警察への通報を検討する」とコメントしている。 除染事業には、国直轄と市町村分を合わせて計二兆九千億円が投じられ、延べ三千百六十万人の作業員が従事。発生した汚染土壌や廃棄物は、ナゴヤドーム約九杯分の計千六百万立方メートルに上る。線量が特に高い帰還困難区域でも一部で除染が始まっている。 除染事業を巡っては、本紙の取材で汚染土を詰めた二重構造の除染袋(フレコンバッグ)で、防水機能のある内袋を閉めない手抜き作業が一部で横行していたことが判明している。 ◆国は再発防止策を 伴英幸・原子力資料情報室共同代表の話 汚染水垂れ流しや汚染土不法投棄は汚染を拡大させるもので、事実だとすれば到底許されない。 […] 全文
