[…] 帰還困難区域は、原発周辺と北西部の7市町村に広がる。安倍晋三首相が31日、原子力災害対策本部と復興推進会議を同時に開き、同区域の解除方針を初めて決めた。解除は一部で、しかも事故発生から約11年を要することになる。 方針では、事故から5年以上たち、除染をしていなくても「区域の線量は低下している」と説明。放置したままだと風評被害が続き、福島の復興が遅れる懸念も示した。 解除の対象は役場や駅、公民館の近くなど、もともと住宅が多く、帰還しやすい場所。法律で復興拠点として認定する。選定には地元の考えを優先する。復興住宅や仮設商店などの建設に必要な予算は、来年度から確保する。 政府の見通しでは、7市町村のうち拠点を複数置く町もあれば、過疎のため拠点の設定が難しい村もある。方針では、拠点以外の場所も「将来はすべて解除する」としたが、最終的に何年かかるかは示さず、区域の大半は「帰還不能」の状態が続く。 復興庁の調査では、原発周辺の住民で帰還する考えを持っている世帯は約1割。戻りたいわずかな人も拠点から外れれば、自宅に戻ることは難しい。(編集委員・大月規義) もっと読む。
