200カイリ内で放出か 米空母 放射性物質 via 神奈川新聞

米海軍横須賀基地(横須賀市)に5月まで配備されていた原子力空母ジョージ・ワシントン(GW)が、2011年3〜4月に航海中の排他的経済水域(EEZ、沿岸から200カイリ)内で艦内から放射性物質を放出していた可能性があることが28日、分かった。同市の市民団体「原子力空母の横須賀母港問題を考える市民の会」が米情報公開制度を通じ入手した資料で明らかになった。 (略) 日誌を基に専門的な記載の解読などを行ったところ、同空母は同年4月8日、四国沖で原子炉起動時のオーバーフローでタンクにたまった放射性物質を含んだ原子炉の1次冷却水をポンプ排出作業で艦外の海に放出した、と判明した。放出位置は日本の陸地から225カイリなどと記されていたが、同会の呉東正彦弁護士は「本州からは225カイリだが、無人島の鳥島(東京都)からはかると189カイリ。つまり200カイリ以内になる」と指摘。排出作業は4回行われた。 米軍の原子力軍艦の安全性に関するファクトシートでは、原子力艦船からの液体廃棄物を日本の標準、国際標準に適合するよう厳格に管理している、としている。ただ、沖合12カイリ内においては1次冷却水を含む液体放射性物質を排出することを禁じている一報で、12カイリ以遠の外洋では否定していない。さらにロンドン条約などでは放射性廃棄物の海洋投棄を禁止しているが、米海軍軍艦で発生したものは同条約の対象外になっている。 また、航海中に2基の原子炉が稼働中に時間をずらして1基ずつ人為的な緊急停止を行い、直後に短時間で再起動、急速出力から臨界を経て通常稼働に戻すといった訓練を行っていたことも判明。呉東弁護士は「例えば商業用の原発の場合、臨界まで1〜2日かける。原子炉の出力の急上昇、急降下は原子炉にダメージを与え、危険だ。何のための訓練か」と首をかしげる。 全文は200カイリ内で放出か 米空母 放射性物質

もんじゅ:機器分類ミスで報告書提出を指示 規制委 via 毎日新聞
