脱原発世界会議 1月14・15日開催

「年20ミリシーベルト程度の被ばくによる健康影響は低い」。東京電力福島第1原発事故で飛散した放射性物質について、政府のワーキンググループ(WG、共同主査・長滝重信長崎大名誉教授、前川和彦東京大名誉教授)が昨年12月に公表した結論だ。だが私は今回、避難や帰宅にかかわる重要な数値が専門家の間だけで決まり、住民に質問などの機会がまったくなかったことに驚く。結論を出した専門家たちと住民との間には「不信」という深い溝がある。 ◇結論ありきでは不安解消されず WGは、警戒区域と計画的避難区域の再編をにらみ政府が設置。約1カ月間に8回の議論が行われた。だが、その結論には、住民にとって多くの疑問が残る。 第一に「年20ミリシーベルトでも健康影響は低い」という判断だ。環境省は昨年10月「被ばく総量年1ミリシーベルト」を目標に、除染に取り組む方針を明らかにした。この差は何なのか。一方、原子力関連施設では3カ月で1・3ミリシーベルト以上の被ばく線量がある場合、放射線管理区域に指定され、出入りが厳しく管理される。「年20ミリシーベルト」は、これより高い線量なのに「影響は低い」と言えるのか。住民にとって分からないことだらけだ。 続きは 記者の目:低線量被ばくの健康影響評価=久野華代
