「再稼働支持しない」 NRC元委員長、新潟知事と対談 via 朝日新聞
東京電力柏崎刈羽原発のある新潟県の泉田裕彦知事が、東日本大震災発生時に米原子力規制委員会(NRC)の委員長だったグレゴリー・ヤツコ氏と対談し、原発事故や地震の複合災害が起きた際の住民避難について「国の制度全般を見直さない限り、自治体が有効な避難計画を作るのは不可能だ」と明言した。柏崎刈羽原発を再稼働させるには有効な避難計画を前提とするとも受け取れる発言で、ヤツコも「問題点の対応をしないと再稼働を支持できない」と述べた。ヤツコ氏は、東日本大震災が発生して3年がたつのにあわせて東京大学で開かれたシンポジウムに出席するため、原発事故に関する「民間事故調」の母体となった財団法人日本再建イニシアティブの招きで来日。対談は3月12日夜、東京都内で行われた。主なやりとりは以下の通り。 ■ヤツコ「80キロの避難勧告はよい判断だった」 泉田 福島第一原発の事故の際、日本政府が半径20キロ圏に避難指示、20~30キロ圏に屋内退避指示を出したときに、米国は80キロ圏に避難勧告を出した。過剰だったか、適切だったか、今はどう考えるか。 ヤツコ あとから考えてみると、とても良い判断だったと思う。おおかた、私たちが当時予測していた通りに事故は進展した。いま思えば、若干小さくしたほうがより正確だったかもしれないが、事故で我々が見えていたことに基づけば、私としては正しい声明を出せたと思う。 (略) ■泉田「機能しない避難計画は作れる」 泉田 新潟県に、福島県から約5千人が避難してきている。 ヤツコ 新潟県には原発は何基あるのか? 泉田 柏崎刈羽原発に7基ある。 ――世界最大級だ。 ヤツコ そう、最大級だ。柏崎刈羽の地元の避難計画はできているのか? 泉田 作ろうと思えば、機能しない計画は作れる。指針はできている。が、実効性が伴わない。半径5キロ圏内に2万2千人、30キロ圏内に46万7千人が住む。米国基準では立地不適格に該当するエリアだ。 2007年の中越沖地震では、変圧器から漏れた油で原発敷地内で火災が起きた。当時、東京電力はこの消火に失敗した。地震で地面が1メートル50センチくらい沈没し、消火栓に水を運ぶ水道管が破壊され、消火活動ができなくなった。消防隊が避難してしまった。 新潟県庁と柏崎刈羽原発の ホットラインが地震のときに機能しなかった。原発側でホットラインのある部屋のドアが地震でゆがんで開かず、職員が入れないのが原因だった。地震でも対応 できるホットラインのある部屋をつくるよう東電に要求し、できたのが免震重要棟だ。同じ東電の施設なのに新潟にだけあるのはおかしいよねということで、福島第一原発に免震重要棟をつくったのが東日本大震災の8カ月前だった。新潟が「免震重要棟をつくってくれ」と言わなければ、福島第一に免震重要棟はなかった。今、東京に人が住めていたかどうか疑わしいと思っている。 全文は「再稼働支持しない」 NRC元委員長、新潟知事と対談
