Fukushima: the First Cancers Emerge via Counterpunch

The Japanese government has made its first admission that a worker at the Fukushima nuclear plant developed cancer as a following decontamination work after the 2011 disaster.

The man worked at the damaged plant for over a year, during which he was exposed to 19.8 millisieverts of radiation, four times the Japanese exposure limit. He is suffering from leukemia.

The former Fukushima manager Masao Yoshida also contracted cancer of the oesophagus after the disaster and died in 2013 – but the owner and operator of the nuclear plant, Tepco, refused to accept responsibility, insisting that the cancer developed too quickly.

Three other Fukushima workers have also contracted cancer but have yet to have their cases assessed.

But that single ‘official’ cancer case is just the beginning. New scientific researchIn a first screening for thyroid cancer among 298,577 young people four years after the disaster, thyroid cancer occurred 50 times more among those in the most heavily irradiated areas, than in the general population, at a rate of 605 per million examinees.

In a second screening round of 106,068 young people conducted in April 2014 in less irradiated parts of the prefecture, the cancer was 12 times more common than for the main population.

The paper’s authors note that the incidence of thyroid cancer is high by comparison with the Chernobyl nuclear disaster in 1986 at the same time following exposure – and warn that many more cases are likely to emerge:

“In conclusion, among those ages 18 years and younger in 2011 in Fukushima Prefecture, approximately 30-fold excesses in external comparisons and variability in internal comparisons on thyroid cancer detection were observed in Fukushima Prefecture within as few as 4 years after the Fukushima power plant accident. The result was unlikely to be fully explained by the screening effect.

“In Chernobyl, excesses of thyroid cancer became more remarkable 4 or 5 years after the accident in Belarus and Ukraine, so the observed excess alerts us to prepare for more potential cases within a few years.”

Scientific studies of Chernobyl victims have also found that the risk of developing thyroid cancer has a long, fat tail – in other words, there is no significant fall in risk over time among people exposed to iodine-131.

According the the US’s National Cancer Institute, summarising the findings in 2011,

“The researchers found no evidence, during the study time period, to indicate that the increased cancer risk to those who lived in the area at the time of the accident is decreasing over time.

“However, a separate, previous analysis of atomic bomb survivors and medically irradiated individuals found cancer risk began to decline about 30 years after exposure, but was still elevated 40 years later. The researchers believe that continued follow-up of the participants in the current study will be necessary to determine when an eventual decline in risk is likely to occur.”

The authors of the Fukushima study also suggest that the amount of radiation released may, in fact, have been more that the World Health Organisation’s and other official estimates:

“Furthermore, we could infer a possibility that exposure doses for residents were higher than the official report or the dose estimation by the World Health Organization, because the number of thyroid cancer cases grew faster than predicted in the World Health Organization’s health assessment report.”

Another consideration – which the authors do not enter into – is the effect of the other radioactive species emitted in the accident including 17.5% Caesium-137 and 38.5% Caesium 134. These longer-lived beta-emitters (30 years and two years respectively) present a major long term hazard as the element is closely related to potassium and readily absorbed into biomass and food crops.

Yet another radiation hazard arises from long lived alpha emitters like plutonium 239 (half life 24,100 years) which is hard to detect. Even tiny nano-scale specks of inhaled plutonium entering the lungs and lymphatic system can cause cancer decades after the event by continuously ‘burning’ surrounding tissues and cells.

 桜井市長は同市小高区など避難指示区域の避難指示を解除する要件の一つとして政府が年間積算放射線量を20ミリシーベルト以下としていることについて、「規制庁として安全と判断する放射線量の数値を明確に示してほしい」と求めた。だが、田中委員長は「どこまで下がれば安全ということは断言できない。住民それぞれが判断するしかない」と述べ、議論はかみ合わなかった。【大塚卓也】

米軍の原子力艦事故の際の避難基準見直しへvia NHK

東京電力福島第一原発の事故のあと、原発事故の際の住民の避難の基準は大幅に引き下げられましたが、アメリカ軍の原子力艦で事故が起きた場合の基準は従来のままとなっているため、政府は、来月、有識者による作業委員会を設け、原発事故にそろえる方向で見直すことになりました。
福島第一原発の事故のあと、原子力事故対策の指針は大幅に見直され、敷地の境界で1時間あたり5マイクロシーベルト以上の放射線量が検出された場合、半径5キロ圏内の住民を避難や屋内待避させることになっています。
ところが、この指針は国内の基地に寄港するアメリカ軍の原子力空母や原子力潜水艦は対象外で、現在の国のマニュアルは事故前のまま、基地内で1時間あたり100マイクロシーベルト以上の放射線量が検出された場合、半径3キロメートル圏内で避難や屋内待避と大幅に緩くなっています。

23日の閣議後の会見で河野防災担当大臣は「原子力発電所の対策指針は福島の事故を受けて見直されているが、原子力艦のマニュアルは見直しが行われていない。住民の避難の基準に差がある理由は全くないため、今後、専門家にしっかりと見直しを進めてもらい、そろえるところはそろえていきたい」と話しています。

U.S. House passes nuclear waste transport bill via abc news

WASHINGTON, D.C. (WKBW) – A plan to transport thousands of gallons of radioactive nuclear waste into the United States via the Peace Bridge could be delayed.

On Wednesday, the House of Representatives approved a bill that would require the U.S. Department of Homeland Security to provide a complete threat assessment the transportation of chemical, biological, nuclear, and radiological materials through U.S. land borders and within the United States.

The bill was sponsored by local Congressman Brian Higgins (D-26) and triggered by The U.S. Department of Energy’s plan to transport highly-enriched liquid uranium from Chalk River Ontario to the DOE’s Savannah Energy River site in South Carolina.

A companion bill is expected to pass in the U.S. Senate, and President Obama is expected to sign the mandate into law.

香港吉野家「福島産問題」本社に直接聞きました via 日経ビジネスオンライン

吉野家HD「理念とは違う」「容認できない」

この金曜動画ショーでは前回、「香港吉野家「福島産は使ってない」が生んだ懸念」と題したコラムを書きました。

内容を簡単に振り返ると、

  • 香港吉野家が福島の農業再生のため福島県産の食材を使用している等とネット上で噂された。
  • 10月12日、香港吉野家がその噂を否定、「福島の米や野菜は一切使っていない」とFbページなどで怒りを露わにした声明を出した。また、噂は悪意のある中傷だとして警察に通報したことを伝えた。
  • 香港吉野家で使用している米は、中国・黒龍江省の黒土土壌で栽培した「日式珍珠米」、牛肉は米国産であるとし、すべての食材について厳格な品質管理を行っていると強調する。
  • 香港吉野家が、福島産の食材を使っていないことを掲示したのは初めてではなく、2014年にもあった。その際も報道され、日本の吉野家から掲示撤去の要請をしている。
  • 現実として、中国向けには今現在も、福島・茨城・栃木・群馬・千葉・埼玉・宮城・新潟・長野・東京の10都県産の米・野菜・牛乳/乳製品が輸出できない状態が続いている。
  • 一方、日本では、吉野家が福島県内において自社農場を設立し、米や野菜を生産しはじめていることを発表している。ところが自社サイト上にはそうした情報が一切出ていない。
  • 吉野家は健康経営を標榜しているが、健康に関する情報の発信や開示があまりにも少ない。

といった内容でした。今回はその続きです。

「デマに対して直接答える必要性はなく、その表現としても容認できないですね」

すでに対応済みのような口ぶりですが、Fbページ上には、今も「福島産の米や野菜は一切使っていない」というメッセージが残っています。

そして、いずれにしても日本本社の意図に反して、2014年に起きた問題と同じことが今回も起きている。

The Guardian (blog) Government finally admits it is subsidising nuclear – while cutting help for renewables via The Guardian

The government confirms that it is not continuing the ‘no public subsidy policy’ [for nuclear power] of the previous administration.

That little footnote, tucked away at the end of the announcement of Wednesday’s French-Chinese deal to build a new nuclear power station at Hinkley point, detonates an atomic bomb under the UK government’s already bewildering energy policy and leaves ministers hunkered down in a nuclear bunker.

Just the day before, energy minister Andrea Leadsom said: “It is vital that industries over time stand on their own two feet. I don’t think anyone here would advocate an industry that only survives because of a subsidy paid by the billpayer.” She was justifying 87% cuts to subsidies for solar power, just as they are on the verge of becoming cheaper than gas.

The contradiction does not need spelling out. Nuclear power has had 60 years to stand on its own two feet. The admission it still needs subsidy (after five years of ministers denying precisely that) shows that traditional nuclear power can barely crawl. Whether this admission strengthens the EU challenge against the UK that it is providing illegal state aid remains to be seen.

Ministers argue that big nuclear power stations are key to energy security. The spooks disagree, saying having a Chinese-run nuclear power station in the UK for half a century is a hostage to fortune.

Ministers also say they are committed to cutting carbon from the UK energy supply, but that protecting consumers from higher energy bills is vital. Not many would disagree, so why are ministers all but banning new onshore wind farms, the cheapest form of green energy?

It was a manifesto commitment, says the government, presumably included to appease the minority of people who oppose wind farms. On Wednesday night, the House of Lords disagreed and voted down the Conservative’s anti-wind rules.

 中村知事は伊方3号機の再稼働について、国の方針▽四電の取り組み姿勢▽地元の理解−−の3条件で総合的に判断するとしてきた。安倍晋三首相が過酷事故時の国の責任を明言したことや林幹雄(もとお)経済産業相の現地視察などで、国への要請8項目が満たされたと判断。地元理解では伊方町議会と県議会が既に賛成しており、町長の同意で最終判断のための条件は全てクリアされた。原発30キロ圏にある伊方町以外の6市町長は、「了承」か「知事に判断を委ねる」との考えを表明している。また、伊方原発は細長い半島の付け根にある特異な地理条件で避難計画の実効性が問われているが、政府の原子力防災会議は今月、計画を了承した。

 伊方3号機は7月に新規制基準に合格。設備の詳細な設計内容をまとめた「工事計画」と、運転管理方法を定めた「保安規定」の認可が審査中で、使用前検査も残っているため、再稼働は年明け以降になる見通しだ。再稼働すれば2013年7月の新規制基準施行後、九州電力川内原発1、2号機(鹿児島県薩摩川内市)に次ぎ3基目の原発になる可能性がある。【橘建吾]

They all grew up in North St. Louis County, where radioactive material left over from America’s nuclear weapons program was stored — thousands of dirty barrels — near a creek than ran alongside their playgrounds and backyards.

Using social media, the neighbors said they’ve documented more than 2,700 cases of cancer, auto-immune diseases and tumors in their area.

In North St. Louis County, neighbors have a list to keep track of who’s gotten sick — including 21 people who lived on the same street.

The residents told CBS News they believe they had long-term exposure to the low level contamination, a type of prolonged exposure that has never been studied.

Маленькая великая Япония… У меня, как и у миллионов людей в мире, день начинается с того, что я включаю компьютер: что там?
Благодаря новым средствам коммуникации мы наблюдаем за японской трагедией в режиме реального времени. Все происходит у нас на глазах. И как будто с нами. Атомный страх сделал мир маленьким. Старый политический словарь: «свои – чужие», «далеко – близко», – уже не работает. Все вспомнили, что чернобыльские радиоактивные тучи на четвертые сутки были над Африкой и Китаем. В европейских магазинах раскупают бытовые дозиметры и таблетки йодистого кальция, блокирующего распространение радиации в организме. Все не отходят от телевизоров. А новостные программы стали похожи на военные сводки.

小さいけれど大きな国、日本。 世界中の多くのひとたちと同じく、わたしの一日もまずパソコンのスイッチを入れることで始まる。 日本は どうなっているかしら?

原子力による教訓の最初はチェルノブイリ事故だった。 聖書にさえ、チェルノブイリについての警告は記されている。
ところが チェルノブイリ事故は「全体主義」の結果とされ、ソ連の原子炉に欠陥があるからであり、技術的に遅れていて、ロシアのやり方がいい加減で、資材などをしかるべく使わないで横流しする性癖のせいとされた。こうして原子力の神話は無傷で残った。 ショックは たちまち消えてしまった。 放射能でたちどころに死ぬわけではない。 5年後に癌になっても誰もそれを気にとめない。 チェルノブイリ事故のあと150万の人々が命を落としたという独自の調査結果をロシアの環境研究者たちが出しているがそれについてはまったく黙殺されている。

そして、今 再び原子力について学ぶ時がきた。
一つの原子炉ではなく、日本の事故は4基の原子炉で起きている。 福島という名はチェルノブイリと同じく世界中が知っている。広島、長崎と並んで 知られるようになった。 原子力は軍事用も平和利用もおなじこと。 同じく人間を殺してしまう。 世界3位の経済力を持つ国が平和利用の原子力を前になすすべを知らない。荒れ狂った自然力で、数時間、いや数秒のうちにいくつもの村や町が津波で掠われてしまった。進歩という名のあとに残ったのは進歩の残骸ばかり。進歩という蜃気楼の墓場だ。原子炉の安全装置は最高レベルといわれながら、大地震(ロシアの尺度で9バール、その約1,5分の一が日本の震度に相当する)の前には取るに足らない子供服のように役立たなかった。
つまり、社会体制が異なっても事故は起きる。共産主義か資本主義かではない。問題は人間と人間が手にしている技術との関係にあるのだ。逆説的かもしれないが、技術のレベルが高いほどそれに関わる事故はすさまじいものとなる。

チェルノブイリ事故の放射能で死にゆく人々、日本の今回の惨事で奇跡的に生き延びたひとたちや亡くなってしまったひとたちの身内に、そのひとたちの消費願望はどういうもので進歩とは何か 問うてみるといい。新しい携帯電話や自動車と 命のどちらを選ぶか?と。
広島、長崎のあと、チェルノブイリ事故のあと、人間の文明は別の発展の道、非核の道を選択すべきだったのではないだろうか?
原子力時代を脱却すべきだ。 わたしがチェルノブイリで眼にしたような姿に世界がなってしまわないために、他の道を捜すべきだ。
誰もいなくなった土地、立ち並ぶ空き家、畑は野生の森に戻り、人が住むべき家々には野生の動物たちが住んでいた。電気の通っていない電線が何百と放置され、何百キロもの道は何処にも行き着かない。
テレビをつけると日本からのレポート。 福島ではまた新たな問題が起きている。
わたしは過去についての本を書いていたのに、それは未来のことだったとは!

Total blackout of Fukushima truth by U.S. media; sailors suffer and die while denial continues via Natural News

(NaturalNews) Nearly four years after a major tsunami created the massive tidal wave that destroyed much of Japan’s Fukushima nuclear power complex in the northern part of the country, spewing radioactive waste into the air and surrounding Pacific Ocean, the truth about the after-effects of that disaster continue to reside in the shadows.

For example, one of the most under-reported stories of all pertaining to the disaster — and one that should be of particular interest to Americans — is the fate of a number of crewmembers aboard the USS Ronald Reagan, the U.S. Navy carrier sent to assist Japanese military and civilian authorities in the immediate aftermath of the quake.

According to German magazine Der Spiegel, the Reagan had been dispatched to the Fukushima site the day of the disaster, March 11, 2011, and the massive warship with its 4,500 officers and crew reached the area the next day, anchoring just north of Sendai, where it remained on station for several weeks.

“I’ve removed six thyroid glands”

Under the mission codename of “Tomodachi,” which means, “friends,” the warship and its crew provided relief and assistance, as Japanese authorities and military units struggled to contain fires and radioactive waste. In the end, four of the six Tokyo Electric Power Company-owned reactors were damaged, three heavily, and ground crews worked feverishly to keep exposed reactor cores cool enough to prevent massive explosions.

But now, as Der Spiegel notes, years later, more and more of the Reagan‘s crew has “mysteriously” become ill, including those like Master Chief Petty Officer Leticia Morales. On a host of medications and having undergone batteries of tests, she struggles to remember details about her everyday life.

In the last year-and-a-half, she [Master Chief Petty Officer Leticia Morales] has seen oncologists, radiologists, cardiologists, blood specialists, kidney specialists, gastrointestinal specialists, lymph node experts and metabolic specialists. “I’m now spending half the month in doctors’ offices,” she says. “This year, I’ve had more than 20 MRTs. I’ve simply lost track.”

It was Morales’ endocrinologist who asked her the question that made her start to wonder about Fukushima and about the “official line” regarding radiation exposure. He asked if she had been aboard the Reagan during Tomodachi, and she said she had.

The endocrinologist then said he had also removed six thyroid glands from other sailors aboard the Reagan, and it was then that Morales put together her own poor health and her participation in the operation.
