Fennovoima still looking for final nuclear waste disposal site via YLE

The nuclear waste management company Posiva has remained steadfast in its refusal to allow waste from the planned Fennovoima nuclear power plant to be stored in its Onkalo disposal site in south-western Finland. The company had indicated that it would not accommodate Fennovoima’s nuclear waste even before the Pyhäjoki project got off the ground.

Nuclear waste management company Posiva said that it has not changed its mind about allowing spent fuel from the Fennovoima nuclear power plant in Pyhäjoki to be stored in its Onkalo waste facility being built further south on the west coast.

Posiva has said that the subterranean cave is reserved for use only by joint owners Teollisuuden Voima, TVO, which operates a series of reactors at the Olkiluoto nuclear power plant in Eurajoki, western Finland, and energy giant Fortum, which operates its own nuclear power facilities in Loviisa, southern Finland. The latter also has a six-percent stake in the controversial Fennovoima project.

Spent fuel from the Fortum and TVO plants will have to be stored for 40-60 years before it cools enough to be stored underground. As the oldest Finnish reactors have been in operation since the late 1970s, some of their waste will soon be old enough for encapsulation.

40-year, €3.3bn project

The facility, which has been planned since 1983, is intended to keep the waste safe for some 100,000 years. The companies have estimated the price tag for the entire project at 3.3 billion euros.

Posiva’s initial refusal to host the waste from the Fennovoima project came just as Finland’s Supreme Administrative Court overturned appeals to block the project’s progress.

The motions were filed by one private individual and a number of environmental protection organisations seeking to block construction at two sites under consideration, one at Simo and the other at Pyhäjoki, both in the northwest.

The project has otherwise been beset by setbacks and controversy, but infrastructure work began in September last year.

Under Finnish law, all waste from nuclear facilities must be permanently stored in Finland.

Atomkraftwerke in Europa Die gefährlichsten Akws in Europa via Der Tagesspiegel

Nicht nur in der Ukraine, auch nahe der deutschen Grenze gibt es Probleme mit Atomkraftwerken. Größtes Risiko der insgesamt 128 Anlagen ist ihr hohes Durchschnittsalter von 30,6 Jahren.

Die gefährlichsten Atomkraftwerke Europas stehen in der Ukraine, Frankreich, Belgien, Bulgarien, Tschechien, Großbritannien und Deutschland – also fast überall. Innerhalb der Europäischen Union wurden 2015 noch 128 Atomkraftwerke betrieben, heißt es im World-Nuclear-Report, den der Pariser Atomexperte Mycle Schneider herausgibt. Das Durchschnittsalter dieser Anlagen lieg bei 30,6 Jahren. Das hohe Alter vieler Anlagen ist auch ihr größtes Risiko.

In der Ukraine kommen zum hohen Alter die chronische Wirtschaftskrise, die Sicherheitsinvestitionen verhindern, Managementprobleme in vielen der 15 aktuell betriebenen Kraftwerke sowie die kriegerischen Auseinandersetzungen im Osten des Landes dazu. Wobei sich der dramatischste Zwischenfall 2015 nicht im Osten, sondern im Süden der Ukraine ereignet hat. Am Standort Saporischschja, wo sechs Reaktoren betrieben werden, hat es 2015 eine Notabschaltung aller Meiler gegeben, weil es im Stromnetz zu Spannungsschwankungen gekommen war. Diese waren nach Informationen der österreichischen Umweltorganisation „Global 2000“ Folge eines Sabotageaktes. Separatisten der von Russland 2014 annektierten Krim-Halbinsel sollen einen Hochspannungsmast gesprengt haben.

Besonders beunruhigt ist Bundesumweltministerin Barbara Hendricks (SPD) aber über den Zustand einiger ausländischer Atomkraftwerke, die sehr nahe an der deutschen Grenze stehen. Vor einigen Wochen traf sie sich mit ihrem belgischen Kollegen, weil die Atomkraftwerke in Doel und Tihange immer wieder durch schwerwiegende Störfälle auffallen. Im Reaktor Doel 3 und Tihange 2 sind 2012 Tausende feiner Risse in den Reaktordruckbehältern entdeckt worden. Dieser Schaden kann nicht repariert werden. Müsste der Reaktordruckbehälter ausgetauscht werden, könnte man genauso gut ein neues Atomkraftwerk bauen. Abgesehen davon, dass kein Unternehmen mehr solch uralte Modelle von Reaktordruckbehältern im Angebot hätte. Die Haarrisse haben die belgische Atomaufsicht Fanc allerdings nicht daran gehindert, das Anfahren der beschädigten Meiler im Sommer 2013 wieder zu erlauben. Im März 2014 wurden sie wieder abgeschaltet, um weitere Tests zu unternehmen. Alle sieben Reaktorblöcke sind älter als 30 Jahre. Der älteste in Doel bringt es auf stolze 42 Jahre. Dennoch will die belgische Regierung die Anlagen noch bis 2025 weiterbetreiben. Der Block Doel 1 wird dann 51 Jahre alt sein. Der Grund für die erneute Verlängerung für die Anlagen ist die starke Abhängigkeit Belgiens von seinem Atomstrom. Mehr als 47 Prozent des belgischen Stroms kommen aus den beiden Atomkraftwerken.

住民側、抗告見送り=川内原発差し止め棄却に via 時事ドットコム

九州電力川内原発1、2号機(鹿児島県薩摩川内市)の運転差し止めを住民らが求めた仮処分申請の即時抗告審で、差し止めを認めなかった福岡高裁宮崎支部の決定に対し、原告側弁護団は8日、最高裁への特別抗告などを見送る方針を明らかにした。

弁護団は決定後、最高裁に抗告する意向を示していたが、「主張と立証に制約があり、特別抗告審などで争うことは必ずしも適切ではない」と判断した。鹿児島地裁で審理されている訴訟で、引き続き差し止めを求め争う。

AP Interview: Japan Lawyer Wants No-Nukes After Fukushima via ABC News

Lawyer Hiroyuki Kawai stands out in Japan, a nation dominated by somber dark suits: When not in a courtroom, he often wears colorful shirts and crystal-covered animal pins. He is a Noh dancer, a tenor and, of late, a filmmaker. His ride is a Harley.

Some of it is just for fun, but much of the flamboyance is meant to draw attention to his cause: shutting down all nuclear plants in Japan. His more than two-decade-long legal battle is gaining momentum after the multiple meltdowns in Fukushima five years ago led to all plants being idled for safety checks.

In March, Kawai helped set up an organization to support Fukushima residents whose children have developed thyroid cancer since the 2011 disaster — 166 among 380,000 people 18 years and under who were tested, including suspected cases. That’s up to 50 times higher than on average, according to Toshihide Tsuda, a professor at Okayama University.

The Japanese government denies any link, saying the increase reflects more rigorous screening. Thyroid cancer, rare among children at two or three in a million, soared after the 1986 Chernobyl nuclear disaster.

Also last month, Kawai’s won a court injunction to stop two nuclear reactors in western Japan that had recently restarted. The district court cited concerns about safety, emergency planning and environmental contamination. One of the reactors was shut down shortly after its restart because of glitches. Both had met stricter standards upgraded after the 2011 disaster.

To win over regular people after the Fukushima accident Kawai started making movies, which are sometimes entered as evidence for his court cases. In “Nuclear Japan,” he points out how precariously quake- and tsunami-prone Japan is, and how densely populated. He interviews scientists, former Fukushima residents, a fire fighter who could not go back to save lives because of radiation.

“Imagine remembering this film in an evacuation center after the next nuclear disaster,” Kawai narrates in the movie.

Since Japan imports almost all its energy, many in government and business view nuclear power as the cheapest option, and the best way to curb pollution and counter global warming.

Kawai’s stance angers many in the powerful business community. Hiroshi Sato, a senior adviser at Kobe Steel, lambasted Kawai’s position as “emotional” and “unscientific.”

“What I’m really worried about is the idea of similar lawsuits being filed one after another. That would lead to uncertainty about a stable electricity supply,” he told reporters recently.

Even those who insist nuclear power is safe — including top government regulator Shunichi Tanaka and Gerry Thomas, a professor at the Imperial College of London who advises Japan — say the choice of whether to keep or abandon nuclear energy should be left to the Japanese people.

“But we thought we could finally win, and about 300 lawyers came together to start a new fight against nuclear power,” he said with a zeal making him appear younger than his 71 years.

Financially independent thanks to his corporate law days, Kawai invested 35 million yen ($350,000) in his first movie, which turned a profit from screenings and DVD sales. He is now working on his third film.

“It’s unusual for judges to watch a whole movie entered as evidence. It’s because the people are putting pressure on the courts,” he said.

林野庁、除染費用請求せず 検査院指摘 via毎日新聞

東京電力福島第1原発事故に伴い、林野庁が2012〜14年度に福島、茨城、群馬の3県で行った国有林の除染費用計約2億4300万円について、東電に支払いを求めていなかったことが、会計検査院の調査で分かった。林野庁は「請求の必要性は認識していたが、除染自体を優先した面がある。請求手続きのノウハウがなかった」と釈明。検査院の指摘を受けて請求の担当部署を決め、手続きを進めているという。

 検査院などによると、各県の森林管理署は宅地付近の国有林の除染作業を業者に委託して3年間実施。同庁は15年度当初予算にも、福島の国有林の除染費として約1億6000万円を計上していた。

日本産水産物の放射能リスク評価、韓国政府が情報公開を拒否 via朝鮮日報

 韓国政府が、2013年に輸入を禁止した日本の水産物の放射能リスク評価結果に関する情報を非公開にした。

 これは、「民主社会のための弁護士の会」(以下、民弁)が「食品医薬品安全処(省庁の一つ)が日本の水産物放射能リスク評価結果に関する情報を非公開にすることにした」と6日、明らかにして分かったものだ。

 民弁によると、食品医薬品安全処は非公開の理由として「進行中の世界貿易機関(WTO)裁判に関連する情報で、紛争中の相手国に戦略を知られる恐れがある」ことや「紛争相手国の証拠として利用される恐れがある」ことを挙げているという。

 政府は2013年9月に福島周辺の8県についてすべての水産物の輸入を禁止したが、これに対し日本は韓国をWTOに提訴していた。

民弁の国際通商委員会は「WTOの紛争対応戦略は当初から開示請求対象でなかった。政府はWTOと日本に水産物放射能リスク評価の結果を提出しなければならないので、非公開にする根拠がない」と主張した。

 また、日本で現地調査を行っている政府側の日本の放射能安全管理民間専門家委員会が昨年6月5日に活動を中止したことも明らかになった。民弁は「民間委員会の活動中止から11カ月間、政府として日本の放射能の危険性調査を続けるべきだった。福島の水産物輸入禁止を維持できるかどうか決定する重要な問題だ」と指摘した。

 民弁は食品医薬品安全処に異議を申し立てている。食品医薬品安全処は7日以内に最終決定を下さなければならない。

東電メルトダウンマニュアル隠し――隠蔽体質に住民が抗議 via 週刊金曜日

「メルトダウン(炉心溶融)と知っていたら、早期にもっと多くの人が避難できた」「命よりもデータが大事なのか」――。

社内マニュアルに従えば、2011年3月14日の時点でメルトダウンと判断し、国に報告すべきところ、東京電力は自社マニュアルも無視し、2カ月も 後になって明らかにした。福島県の浜通り住民らは3月17日、この件について東電に抗議文を提出、隠蔽の経緯を明らかにするよう求めた。

抗議文を提出した住民らの要請で開かれた会合の席上、脱原発福島ネットワークの武藤類子さんが東電復興推進室の塩原秀久副室長に書面を手渡した。

住民側からは「全電源喪失でメルトダウンを疑う状況で、誰でも読めたマニュアルを誰も知らなかったというのは説明になっていない」などの追及が続いたが、最後まで明確な回答はなかった。

同日、東電第三者委員会の初会合が非公開で開かれたが、定例記者会見で東電本店広報部は「抗議文については承知していない。第三者委員会の公開や調査は委員会に任せてある」との紋切り型の回答を繰り返すのみだった。

「2月の新潟県の安全管理に関する技術委員会で追及されなければ、この事実は今も隠されていた。震災から5年、事故を経ても東電の隠蔽体質は変わっ ていない」と武藤さん。いまだに地元住民は嘘をつかれ、隠され、騙され続けている。いったいいつまでバカにされ続けなければならないのか。

Legacy of British nuclear tests in Australia in focus with national tour via NITV

‘Nuclear energy is not an Aboriginal issue, it’s a people issue,’ says Australian nuclear test survivor Sue Coleman-Haseldine.

Sue Coleman-Haseldine was not quite three years old when the British government conducted nuclear tests at Emu Field and Maralinga in South Australia.

Living in Ceduna, 250 kilometres away, the Royal Commission into British Nuclear Tests in Australia would later reveal that a radioactive cloud from the ‘Totem 1’ test at Emu Field in 1953, travelled as far as her home town.

“The dust doesn’t stay, it goes everywhere,” Ms Coleman-Haseldine told NITV News.

She is one of four women touring Australia this week, speaking at a series of public forums about the human story of nuclear weapons.The ‘Black Mist, White Rain’ talks, organised by the International Campaign to Abolish Nuclear Weapons, include nuclear-test survivors Ms Coleman-Haseldine, Abacca Anjain-Maddison and Karina and Rose Lester.

“When you ask the people of Maralinga ‘what have you got?’ The answer is always ‘cancer’,” Ms Coleman-Haseldine said.

The series of talks comes after the South Australian government’s Nuclear Fuel Cycle Royal Commission made draft recommendations identifying several sites in the state for disposing nuclear waste.

Australia’s Department of Industry, Innovation and Science says on its website that the proposed facility “will not receive any foreign waste or dispose of intermediate or high-level waste” such as that used to create nuclear weapons.

The department adds that the site will not pose a threat to people or the environment.

“All waste materials at the facility will be solid, immobilised and isolated from the environment through multi-layered encasement such as concrete, glass or synthetic rock.”

It says the local waste will be stored inside containers and isolated.

But Ms Coleman-Haseldine says that, sixty years after the British nuclear tests, the people of South Australia do not want a repeat.

“We’ve been poisoned through Maralinga, now there is a threat hanging over our heads of a nuclear waste dump. They want to poison us again or what?”

「汚染水」流出で検審に13日・申し立て 福島原発告訴団 via 福島民友

 東京電力福島第1原発の汚染水を海に流出させたとして、「人の健康に係る公害犯罪の処罰に関する法律(公害罪法)」違反の容疑で告発、書類送検さ れた法人としての東電と新旧役員32人を福島地検が不起訴処分としたことを不服とし、福島原発告訴団が13日に、福島検察審査会に審査を申し立てることが 6日、同告訴団への取材で分かった。

 同地検は3月29日、「汚染水が海に流出した証拠はなく、危険が生じたと立証するのは困難」として不起訴処分とした。

同告訴団の武藤類子団長は福島民友新聞社の取材に対し、「汚染水が海に漏えいしていないという結論は疑問で、不起訴理由に納得できない」と話した。

「福島と原発」講義新設 関西学院大、2016年・秋に開講 via 福島民友

 関西(かんせい)学院大(兵庫県西宮市)で今秋から、新たな講義「福島から原発を考える」が始まることが6日、同大への取材で分かった。学生25人が9月から来年1月までの約半年間にわたり、本県での現地調査などに取り組む。

 同大によると、全学年対象の履修科目として隔週土曜日に開講。本県職員の講義を受けたり、原発問題の基礎知識を学び、原発事故やエネルギー問題な どについて政策提言する。10月下旬には、学生が本県に入り、被災地の視察や県民への聞き取り、専門家との意見交換などに臨む予定。同大教授でニュース キャスターの村尾信尚氏らが講義を担当する。

県外の大学では、県が立命館大と情報発信に関する連携協力協定を結んでいるほか、これまで同志社大や九州大などで震災や原発事故に関する講義が行われているが、半年間の長期にわたり本県に関する講義が行われるのは初めてという。
