 10日に広島市で始まる主要7カ国(G7)外相会合に、特別な思いを寄せる男性がいる。2006年まで原爆資料館の館長を務め、「被爆した最後の館長」 となった畑口実さん(70)=広島県廿日市市。在任中、各国要人を資料館に案内し、核兵器のむごさを伝えた。11日には核を保有する米英仏の外相が初めて 資料館を訪れる。「人類と核は相いれない。展示を見れば分かってもらえる」と力を込める。

 転機は51歳だった97年。人事異動で原爆資料館の館長に命じられた。海外での核実験のニュースを聞くにつれ、「館長の私が、誰よりも核廃絶を訴えなけ ればならないのではないか」と考えるようになった。父の墓から遺品の懐中時計とバックルを取り出し、海外の要人を案内する時に持ち歩いた。真剣に聞いてく れそうな人には遺品を見せ、父のエピソードを語る。核廃絶への思いが伝わると、「やっていて良かった」と思った。

 00年に米国で開催されたNPT(核拡散防止条約)再検討会議の前、議長を務めるアブダラ・バーリさんが広島を訪れた。父の遺品を見せると沈黙し、目が 真っ赤になった。「あなたの話を聞いて感動した。会議を成功させたい」と語り、畑口さんが胸に付けていた広島平和文化センターのバッジを持ち帰った。その 年のNPT会議は「核兵器廃絶の明確な約束」を盛り込んだ最終文書を採択している。

Plutonium mess: SC wrangling with DOE over nuclear waste facility, Russia grows angry via RT

Approved by Congress as far back as 1998, the Savannah River Site’s Mixed Oxide Fuel (MOX) Fabrication Facility is designed to turn weapons-grade plutonium into power plant reactor fuel. Moscow and Washington signed a deal in 2000 under which each country would dispose of 34 tons of plutonium.
Since then, everything has gone wrong for the MOX deal. The project’s cost was initially estimated at $1.7 billion, but by 2013 it had risen to $7.7. In addition, approximately $5 billion, three times the original estimate, has already been spent since construction began in 2007. South Carolina Senator Lindsey Graham and contractors working on the project say it is currently 70 percent complete.

However, the MOX facility was never favored by the Obama administration. When the US president came to power, he ordered the closure of the proposed facility to make way for an alternative plant in New Mexico, which would use a cheaper processing method known as dilution and disposal. The DOE also maintains that the MOX site in South Carolina is only 40 percent complete and would cost $1 billion a year to operate.
‘Not what we agreed on,’ says Putin
While South Carolina squeezes from one side, Washington is also facing mounting pressure from Russia on the other.[…]
For Russia, however, the use of a cheaper processing method constitutes a breach of contract because it carries a potential for reversal, as explained by the Russian president.

“With the dilution and disposal method, the nuclear fuel retains its breakout potential, so it can be extracted, processed and weaponized again. That is not what we agreed on,” said Putin, who personally oversaw the signing of the original deal during his first term as Russian president.Rosatom, the state-owned Russian nuclear holding, says the MOX deal with the US clearly says that the repossession of plutonium must be done in a reactor.

“The only way to irreversibly turn plutonium into a material not usable in a nuclear weapon is by changing its isotope composition. Any chemical method is reversible,” Rosatom spokesman Vladimir Troyanov told RT.

“Russian experts consider the American proposal not in line with the goal of the deal because under it the process must be irreversible. Moreover, the deal wording included ‘resulting from a reactor transformation.’”

Russia has gone to great lengths to uphold its end of the bargain, including by building an MOX fuel facility in the city of Zheleznogorsk in eastern Siberia. It has also invested in BN-600 and BN-800 fast neutron reactors, which will use MOX fuel made of weapons-grade plutonium and ensure it is unusable for nuclear weapons.

Media And Progressives Turn On Bernie Over Nuclear Power via The Libertarian Republic

The same progressives and media elites who typically fawn over presidential hopeful Sen. Bernie Sanders are now attacking him for his opposition to nuclear power, which they claim is an essential tool in the fight against global warming.

Sanders’s plan to phase out all of America’s nuclear reactors, which currently provide 20 percent U.S. electricity, is a “serious defect” in his global warming plans, progressive website Mother Jones published last week. Other media critics such as Slate andUSA Today have slammed Sanders for his anti-nuclear stance in the last month, claiming getting rid of nuclear power would do more harm than good.

Scientists are also lining up to oppose Sanders’s plan. Despite environmental opposition, most scientists and engineers agree nuclear power is actually great for the environment.

Europe faces €253bn nuclear waste bill via The Guardian

Disposal and decommissioning of plants in EU’s 16 nuclear nations outstrips available funds by €120bn, European commission study reveals

Europe is facing a €253bn bill for nuclear waste management and plant decommissioning which outstrips available funds by €120bn, according to a major stock-take of the industry by the European commission.

The sum breaks down into €123bn for the decommissioning of old reactors and €130bn for the management of spent fuel, radioactive waste and deep geological disposal processes.

Of the EU’s 16 nuclear nations, only the UK had enough money ring-fenced to cover the coming financial crunch, according to the Nuclear Illustrative Programme of the Commission (Pinc), which covers trends to 2050.

Greenpeace EU’s energy policy adviser Tara Connolly said: “The €120bn figure is a whopping shortfall but it’s not surprising given that there is still no workable solution for the nuclear waste problem. With the huge resources needed to keep nuclear power alive, Europe could make a lot of progress towards a 100% renewable energy system instead.”

Some 90% of the continent’s nuclear plants are set to shut by 2050 – almost half within the next decade – and the paper sets out a daunting picture of the scale of the challenge facing nuclear power: up to €500bn will be needed to meet the cost of new plant builds and lifetime extensions, it says.

By 2050, a 47% increase in the cost of additional capacity is foreseen, combined with a 20% reduction in nuclear’s contribution to Europe’s electricity mix.

At present, nuclear reactors make up 27% of Europe’s energy capacity and produce less carbon over their lifetime than fossil fuels such as gas, coal or oil. But no solution has yet been found for the long-term storage of radioactive waste.

The commission’s experts considered closed fuel recycling of plutonium and uranium in ‘fast breeder reactors’ so long-term and uncertain a prospect that they did not forecast possible scenarios for its becoming available this century.

That leaves Europe with an increasingly haggard fleet of large scale reactors, whose average age is over 30 years.

‘We have a chance to show the truth’: into the heart of Chernobyl via The Guardian

Three decades after the nuclear disaster, the concrete protecting the reactor is starting to crack. Yet people still live there – and a new virtual reality project will take many more inside the ‘death zone’

At first they thought it was just a fire, then the chickens started to turn black. When it comes to the Chernobyl nuclear disaster, everyone has a vivid detail that is snagged in the memory; the absurdities or the obscenities. It might be the local village that, once evacuated, was claimed by a mob of pigs. Or the way milk would turn to white powder whenever the residents of Pripyat (the town built a few hundred metres from the doomed power plant) would attempt to churn butter. Or the cat that refused to be stuffed into a suitcase by its owner, who couldn’t bear to abandon his pet during the mass exile, 36 hours after the explosion. Who can forget that 70 Belarusian villages had to be buried under the ground? Or that Soviet soldiers shot every dog, in case it wandered, toxically, into a neighbouring city? Or that many of those same men risked their lives hoisting flags on the roofs of buildings every few weeks, whenever the old ones were chewed to lace by the radioactive breeze?

For many, it is the story of a 23-year-old pregnant woman, married to one of the brave and reckless firemen who put out the blaze at reactor number four in the early morning of 26 April 1986. Doctors at the Moscow hospital to which he was transferred warned her not to hug her husband. She refused, tending to him even when the nurses would no longer enter the room where he lay, naked, under a sheet of thick plastic. Two months after he died, she visited the cemetery where he was buried in a matryoshka nest of coffins: one zinc and, within that, one wooden. She knelt at his grave and promptly went into labour. At her late husband’s suggestion, she named the baby Natashenka. Due to the radiation, Natashenka was born with cirrhosis of the liver and congenital heart disease. She died less than four hours later in a tragedy of appalling symmetry: a child both conceived and destroyed in her parents’ lingering embrace.

Today, Franchuk lives in the same village, just outside the death zone. It is illegal to live inside its radius, although the Ukrainian government ignores the few hundred samosely: mostly elderly settlers who have returned to their homes and villages on the otherwise forsaken land (most returned without registering; there are no official figures).

Despite this wariness, an increasing number of tourists visit Chernobyl each year. There is no souvenir shop and no guarantee that you won’t injure yourself in the debris. The only working toilets are at the corrugated train station or the power plant. Franchuk, who is a kind of health and safety officer, has finished his first bottle of cognac by 11am. The second is done by 3pm. Still, the curious come at a rate of a few thousand each year. Most arrive via Kiev, an hour’s drive away. Around $200 (£140) will buy you a tour in a group of 40 or so other visitors, with a brief survey of the zone’s best known sights: Pripyat’s crumbling high school, its swimming pool and town square, with its redundant ferris wheel and dodgems; $600 (£415) will get you a better class of expedition, one run by 31-year-old Pawel Mielczarek, the organiser of my trip.

Chernobyl VR, as the project is plainly titled, is due to launch this month. It’s just one of a number of projects around the world using this emerging technology to allow people to visit places that are otherwise difficult or impossible to access. French researchers have recreated the site of the Normandy landings; another team has turned scenes depicted in Van Gogh’s paintings into virtual rooms that can be entered and explored. The Chernobyl app will, initially, present three locations: the school, the swimming pool and an abandoned house in a more remote village. More will be added in the coming months.

It’s a major undertaking. Scanning a small room of about 20 sq ft takes four hours. An expansive site such as the swimming pool takes two days and requires 10,000 images. The team believes it’s worth the effort. “Chernobyl is such a mysterious, mystical place,” Grzesiczek says, as he moves the tripod a few feet forward to prepare the next shot. “We have a chance here to show people the truth. We can also capture it as it is now. Everything here changes so quickly.”

It is a work of voyeurism, then, but also documentary. After all, this is a reality twice disappeared: the world of 1986 and the world of Soviet dominion. In the school, period books litter the floor, along with appallingly small gas masks, props of the cold war. Black-and-white photographs of Russia’s great leaders hang, staring down at rows of empty desks. A wall in one classroom displays Lenin’s slogan: “Study, study, study.” A veteran of Chernobyl, Sergey Akulinin, will offer commentary as we tour these scenes. Akulinin had been living in Pripyat for six years as a turbine operator when the explosion occurred. That night, he was on shift at a neighbouring reactor. Today, he is the only guide working in Chernobyl who survived the blast from such close proximity. Why did he decide to take part in this project. “Project?” he says, with a flash of irritation. “This isn’t a project for me. This is my life.”

Before anyone who visits Chernobyl is allowed to leave, they must step into one of the Soviet radiation detectors housed at its myriad checkpoints. It’s a contraption rather like a public phone box, with two of the walls removed. You face a black screen and press your hands on sensor pads on the outer side of the machine. If it’s bad news, after a few moments, a light turns red and an alarm sounds. You are then held on site until either a doctor can examine you, or the security removes whatever toxic memento you’ve hidden in your bag (a few years ago, two visitors managed to smuggle some irradiated rags through the detector; they were caught at an airport, held for a few days and issued with a hefty fine). If you’re free of radiation when you step into the detector, a yellow light flashes: “chisto” – clean.

The world is not over Chernobyl, either. Chernobyl remains emblematic of what can go wrong when the miracle that is nuclear power (statistically the safest power source) is mishandled. Extreme radiation’s effects, which vary wildly from person to person, can have the grotesque absurdity of a Grimm fairytale. According to eyewitness accounts, one man grew fat “like a barrel”, while another shrunk until he could wear only children’s clothes. Conservative estimates put the final death toll at 4,000. While a surge in cases of thyroid cancer among children (caused by drinking irradiated breast milk) was indisputably caused by the catastrophe, most experts agree that the broader health impacts cannot be meaningfully quantified.

Part of our interest is to do with past losses, then. And yet the futuristic threat remains. It is a myth worthy of the ancients: a great terror, encased in crumbling concrete, brought into the world by man, against which man has no adequate defence. We cannot send it back. The mistake cannot be undone. Thirty years later, whatever the damage, Chernobyl, and all that it represents, remains unfixed.

Finnish Nuclear Power Plant Reactor Shut Down After Radioactive Leak via Sputnik

According to nuclear power company Teollisuuden Voima, one of the reactors at the Olkiluoto nuclear power plant in western Finland was shut down on Friday due to a minor leakage.

MOSCOW (Sputnik) – One of the reactors at the Olkiluoto nuclear power plant in western Finland was shut down on Friday due to a minor leakage of radioactive liquid, nuclear power company Teollisuuden Voima said in a press release.”​Defective fuel rods have been found at OL1 nuclear power plant unit. Electricity production at the plant unit will be stopped for the duration of the work on Monday 11 April 2016,” the press release reads.

According to the press release, three fuel assemblies are expected to be removed from the reactor and replaced with new assemblies. The replacement is due to last for one week.

「食育冊子」発刊 福島県学校給食会、希望者に無償配布via 福島民友

県学校給食会は7日までに、地場の物や郷土食、伝統食を活用した学校給食献立を紹介する報告書を発刊した。地元の食に対する関心を高めるきっかけにするのが狙いで、県内の学校や給食センターなどに配布した。希望者にも100冊限定で無償配布する。

 報告書は「ふくしまを”知って!味わう!”学校給食 食文化の伝承と地場産物の活用」。同会が設置した「食育に関する調査研究会」がまとめた。浜通りと中通り、会津から25点ずつの計75点の献立を紹介している。いわき海星高生がハワイ沖での実習で漁獲したカジキを使ったいわき市の献立をはじめ、立子山のしみ豆腐を使った福島市やみしらず柿を使った会津若松市など、地域の特色ある献立を紹介している。こうした献立を活用した「食育学習指導案」も盛り込んだ。

Children’s book connects stories of Fukushima and Chernobyl via The Asahi Shimbun

Inspired by a letter sent to her by a young reader, author Shoko Nakazawa revived a past work and penned an entirely new illustrated children’s book on nuclear disasters in Fukushima and Chernobyl.

In 1988, Nakazawa’s “Ashita wa Hareta Sora no Shita de Bokutachi no Chernobyl” (Tomorrow, under a fair sky, our Chernobyl) was released by Choubunsha Publishing Co.

In the letter, a junior high school student in Yokohama who read the book after the triple meltdown at the Fukushima No. 1 nuclear power plant wanted to know how such an incident occurred when humans had surely learned of nuclear horrors from the Chernobyl accident in Ukraine in 1986.

The student asked what adults had done to prevent the Fukushima disaster. Because her 1988 book had long been out of print, Nakazawa, 63, first went about having it republished in summer 2011.

She also wrote a new work, recently published by Iwasaki Publishing Co., titled “Kobuta Monogatari Chernobyl kara Fukushima e” (A tale of piglets, from Chernobyl to Fukushima). The book sells for 1,300 yen, tax exclusive.

The two parts of the book involve little girls living in Chernobyl and Fukushima. Tanya lives in Chernobyl and has a pet piglet named Marumaru. Their peaceful life is turned upside down by the nuclear accident that forces all residents to evacuate.

Marumaru is left behind on the farm and time passes as the piglet waits for Tanya and her family to return. They never do.

The Fukushima portion involves a girl named Natsuko and her pet piglet Momo. They are also separated by the Fukushima nuclear accident.

A temporary lifting of the evacuation order allows Natsuko and her mother to return home. However, the mother does not recognize Momo, who is now filthy because no one was around to take care of the animal. The mother shooes the piglet away in a harsh voice.

A key turning point in Nakazawa’s life was moving to Hiroshima from Nagoya before she entered junior high school. Most of her friends had parents who were hibakusha. Nakazawa herself was shocked when she saw the exhibit about the horrors of the atomic bombing at the Hiroshima Peace Memorial Museum.

High radiation triggers alert at Browns Ferry via timesfreepress.com

The Tennessee Valley Authority activated the lowest of four emergency notifications Wednesday afternoon when high radiation levels were detected in a main steamline at the newest reactor at the Browns Ferry Nuclear Power Plant in Alabama.

TVA detected the high radiation condition around 3:35 p.m., central daylight time, on Wednesday. But the notice of an unusual event was cleared almost immediately. TVA spokesman Jim Hopson said the high radiation levels were quickly lowered to acceptable levels and there was no risk of radiation exposure or other safety problems to the public or plant workers.

“Browns Ferry Unit 3 reported that the high radiation conditions were due to resin intrusion from the condensate demineralizers into the reactor and hydrogen water chemistry was a potential contributor to the event,” the NRC said in its report of the incident. “The cause is still under investigation.”
