1.悪化の一途「福島原発事故」の影響

ぶっちゃけ、福島の原発事故の影響は深刻さを増している。ところが、日本政府も東京電力も「見ざる、聞かざる、言わざる」を決め込んでいるようだ。

去る5月に前橋地方裁判所が下した判決は、日本政府と東京電力の不作為の責任を認めるものであった。要は、地震や津波の可能性が想定されていたにも係わらず、国も東電も必要な対策を講じていなかったというわけだ。

判決では、政府と東電に対して福島第一原発周辺の原告住民137人の内、62人に対して総額3855万円の損害賠償を行うよう命じている。これは住民たちが求めてきた補償額とはあまりにもかい離したものである。

とはいえ、国や東電に原発事故の責任があることは明確に認めているわけで、安全対策を怠っていたことは否定のしようがないことだ。大切なことは、これ以上の放射能汚染や健康被害を拡散させないことであろう。

ところが、今現在も、毎日300トンもの放射能汚染水が太平洋に垂れ流されている。なぜなら、原子炉内の高熱の影響で、人もロボットも内部に入ることができず、汚染水の浄化どころか流出を食い止める方策が生み出せていないからである。

その結果、この5年間でアメリカの西海岸にまで環境被害が広がってしまった。カナダでは放射能汚染の濃度が3倍になったことが観測され、魚類のエラや口、はたまた目から出血しているため、刺身など和食は敬遠されることに。カリフォルニアの海岸では5倍になり、ニシンの水揚げ量は10分の1にまで減少。北米の科学者によれば、この放射能汚染の影響は今後25万年に渡って続くとの指摘も。

このような悪影響がデータと共に報告されているのだが、日本政府もアメリカ政府も「国民がパニックに陥る恐れがある」との理由で、その実態を隠ぺいしたままである。

実は、原因を究明していくと、日本政府や東電に止まらず、原子炉の製造メーカーであるGE(ゼネラル・エレクトリック)の責任に行きつくことが懸念されているからだ。いわゆる製造者責任である。実際、現時点で、1400人の日本人がGEに対して損害賠償の訴訟を起こしている。耐用年数を過ぎた危険な原子炉を放置した責任が問われているのである。

日米関係を重んじるあまり、安倍首相は「汚染水問題はアンダーコントロールされている」と大見得を切り、東京オリンピックの誘致を勝ち取った手前、今さら、放射能汚染問題を認めるわけにはいかないという姿勢だ。

Why nuclear could become the next ‘fossil’ fuel via PHYS Org

A gray dinosaur statue outside south Florida’s largest power plant is meant to symbolize two decommissioned fossil fuel reactors, but it also could be seen to represent a nuclear industry crumpling under mounting costs.

Almost a decade ago, Turkey Point was aiming to become one of the country’s largest nuclear plants.

Florida Power and Light had argued that such expansion was needed to maintain diverse energy sources and to supply Florida’s booming population for years to come, while touting nuclear as a clean form of energy.

But now, just three reactors are in operation – one natural gas and two nuclear reactors, built in the 1970s.

And plans to build two more nuclear reactors—first announced in 2009—are essentially on hold for at least four years, according to filings with the state’s Public Service Commission.

Critics have pointed to the rising seas from climate change, risks of storm surge,  and threats to drinking water and wildlife at the site, nestled near Everglades National Park, as reasons to stop nuclear expansion.

Complaints have also centered on the difficulty of evacuating the densely populated area around the plant in case of emergency. Miami-Dade County is home to 2.6 million people.

Time never came

Throughout Florida, FPL is expanding its solar installations, and is shuttering coal plants.

Its energy mix is 70 percent natural gas, 17 percent nuclear, with the rest divided between solar, oil and coal.

Meanwhile, the ever-dropping cost of  is making nuclear less attractive every day, analysts say.

“Most people think Turkey Point will never get built,” said Mark Cooper, senior research fellow at the Institute for Energy and the Environment, Vermont Law School, referring to FPL’s proposed two new nuclear reactors.

“It turns out it was not the environmentalists, it was not the lawsuits,” Cooper told AFP.

“They could not deliver a safe, economically viable product. They couldn’t do it in the ’80s and they can’t do it today,” said Cooper.

“Nuclear power is a technology whose time never came.”

子どもたちのために。地域の未来のために。5枚の企画書に壮大な構想と美辞麗句が躍る。植物工場、バイオ発電、温泉施設…。
「新年度予算に計上し、委託事業を発注してほしい。補正でも何でもいい」
東京電力福島第1原発事故で一時、全町避難した福島県富岡町。同町の郡山支所に1月中旬、福島市の農業法人と東京の環境系企業の男性社員ら数人が現れ、要望書を提出した。数週間前に続く売り込みだった。
プランの設計に2カ月、予算470万円。支所長の菅野利行さん(59)は一読し、思わず声を荒らげた。
「たった2回の説明で金を出す人がいるか」
一部地域を除く町の避難指示解除を4月に控え、職員や町民の間には希望と不安が交錯していた。そこに舞い込んだ裏付けも根拠も乏しい事業。菅野さんの怒りは収まらなかった。

膨大な復興予算に群がる有象無象。福島県内には、除染に絡む真偽不明の売り込みが相次いだ。
「この水を飲めば放射能がなくなる。被ばくした牛で実験させてほしい」
富岡町役場の出先機関。イオンや鉱物で処理したという特殊な水を販売するメーカーの担当者が熱弁を振るった。
信じ難いデータを持っていた。県内の危険区域で被ばくした同社の従業員が水を飲むと、体内の放射性物質が低減したという。

町によると、話があったのは2011年秋。全町避難が続き、出口の見えないトンネルの中、関係者はわらにもすがる思いだった。
町は一部の牛の管理を任せた。産業振興課係長だった黒沢真也さん(50)は「農家も役場も『何とか牛を生かしたい』という気持ちがあった」と打ち明ける。
程なく、ほころびが見える。牛が餌を十分食べさせられずにやせ細ったり、逃げ出したりしているとの話を耳にした。不信感を抱いた黒沢さんは、営業担当者に何度も連絡したが音沙汰がない。会社に電話すると「海外出張に行っている」と言われた。結局、実験は数カ月間で終わった。
同社の男性社長は取材に対し、「餌はしっかり与えていたし、死んだ牛はいなかった。実験が成功したので引き揚げただけだ」と真っ向から反論した。

冷戦時代の核実験、宇宙気象に影響を及ぼしていたことが判明 via ネタりか

そんなにも影響があるのか…。

約45年間も続いた冷戦時代に、ソ連と合衆国とは核競争ゲームに興じていました。どちらの超大国も互いの領土に核兵器を配備しなかったものの、高高度での核実験は地球の大気に混乱をもたらしたのです。ありがたいことに対立はずっと前に終結しましたが、最近機密扱いを解除された情報からは、それが私たちの予期しなかった形で宇宙気象に影響を及ぼしていたかもしれないことが明らかになりました。

Space Science Reviewsに掲載された新たな論文は、ソ連と合衆国が指揮した高高度での核実験によって、地球の近くに“人工的な放射線帯”が作られたと発表しています。地球は元々、高エネルギー粒子の領域であるバンアレン放射線帯に囲まれていました。しかし核爆発からのエネルギーが大気中に熱くて電荷を帯びた領域を形成し、それが地磁気擾乱を引き起こしただけでなく、さらに独自の放射線帯を発生させたのです。お察しのとおり、その結果は芳しいものではなく、研究の著者たちは、これが地球を極めて低高度で周回していた「複数の衛星に大きな損害を与えた」と記しています。

U.S. Nuclear Regulators Greatly Underestimate Potential for Nuclear Disaster via The Union of Concerned Scientists

Nuclear Spent Fuel Fire Could Force Millions of People to Relocate

WASHINGTON (May 26, 2017)The U.S. Nuclear Regulatory Commission (NRC) relied on faulty analysis to justify its refusal to adopt a critical measure for protecting Americans from the occurrence of a catastrophic nuclear-waste fire at any one of dozens of reactor sites across the country, according to an article in the May 26 issue of Science magazine. Fallout from such a fire could be considerably larger than the radioactive emissions from the 2011 Fukushima accident in Japan.

Published by researchers from Princeton University and the Union of Concerned Scientists, the article argues that NRC inaction leaves the public at high risk from fires in spent-nuclear-fuel cooling pools at reactor sites. The pools — water-filled basins that store and cool used radioactive fuel rods — are so densely packed with nuclear waste that a fire could release enough radioactive material to contaminate an area twice the size of New Jersey. On average, radioactivity from such an accident could force approximately 8 million people to relocate and result in $2 trillion in damages.

These catastrophic consequences, which could be triggered by a large earthquake or a terrorist attack, could be largely avoided by regulatory measures that the NRC refuses to implement.  Using a biased regulatory analysis, the agency excluded the possibility of an act of terrorism as well as the potential for damage from a fire beyond 50 miles of a plant. Failing to account for these and other factors led the NRC to significantly underestimate the destruction such a disaster could cause.

“The NRC has been pressured by the nuclear industry, directly and through Congress, to low-ball the potential consequences of a fire because of concerns that increased costs could result in shutting down more nuclear power plants,” said paper co-author Frank von Hippel, a senior research physicist at Princeton’s Program on Science and Global Security (SGS), based at the Woodrow Wilson School of Public and International Affairs. “Unfortunately, if there is no public outcry about this dangerous situation, the NRC will continue to bend to the industry’s wishes.”

In the aftermath of the Fukushima disaster, the NRC considered proposals for new safety requirements at U.S. plants. One was a measure prohibiting plant owners from densely packing spent-fuel pools, requiring them to expedite transfer of all spent fuel that has cooled in pools for at least five years to dry storage casks, which are inherently safer. Densely packed pools are highly vulnerable to catching fire and releasing huge amounts of radioactive material into the atmosphere.

The NRC cost-benefit analysis assumed there would be no consequences from radioactive contamination beyond 50 miles of a fire. It also assumed that all contaminated areas could be effectively cleaned up within a year. Both of these assumptions are inconsistent with experience after the Chernobyl and Fukushima accidents.

In two previous articles, von Hippel and Schoeppner released figures that correct for these and other errors and omissions. They found that millions of residents in surrounding communities would have to relocate for years, resulting in total damages of $2 trillion — nearly 20 times the NRC’s estimate. Considering the nuclear industry is only legally liable for $13.6 billion, thanks to the Price Anderson Act of 1957, U.S. taxpayers would have to cover the remaining costs.

The authors point out that if the NRC does not take action to reduce this danger, Congress has the authority to fix the problem. Moreover, the authors suggest that states that provide subsidies to uneconomical nuclear reactors within their borders could also play a constructive role by making those subsidies available only for plants that agreed to carry out expedited transfer of spent fuel.

知って原発のいま 日立で7月 東海の主婦ら映画やライブ via 東京新聞

東京電力福島第一原発事故後、子供たちを被ばくから守ろうとする福島の母親たちの闘いを追った鎌仲ひとみ監督のドキュメンタリー「小さき声のカノン-選択する人々」を上映する。

 上映後、鎌仲さん、ロックバンドブラフマンのTOSHI-LOWさん、ミュージシャンの渡辺俊美さんが登壇する。それぞれの目で見た現地の様子を語りながら、東海村の日本原子力発電東海第二原発のこれからについて考える。この後、スペシャルライブがある。

 主催者の一人、津幡美香さん(46)は、来年、営業運転開始から四十年が経過し、法律上の寿命を迎える東海第二原発について「多くの人が現状を知らない」と訴える。「再稼働か廃炉か、住民が決断する前に、まず原発について知るきっかけになれば」と話している。

 昼夜二部制で定員各二百人。全席自由で前売り大人二千八百円、高校・大学生二千三百円、小中学生千三百円。シビックセンターやプレイガイドなどで二十七日からチケットを販売する。

長野県小諸市、御代田町が後援の「反原発」講演会で政治活動 via iza

長野県佐久地方の市民有志が企画した元京大原子炉実験所助教の小出裕章氏による「反原発」の講演会が27日、佐久市で開かれた。

講演をめぐっては、佐久市が「政治目的に該当する」との理由で後援の取り消しを決定していたが、小諸市と御代田町は後援の方針を改めていなかった。

一方、会場では、参加者に対し「安保関連法に反対するママの会信州」という市民団体が作成した「共謀罪ってなあに?」と題した、講演の趣旨と関係のないリーフレットを配布。壁に掲示されたチラシには「Welove原発のない世界」と「反原発」を訴えるスローガンが掲げられ、「政治活動」と受け取れかねない状況だった。

会場は定員450人を上回り、別室ではビデオ上映が行われた。小出氏は講演で、原子力政策の歴史や東京電力・福島第一原発事故の経過などを紹介した。なお、会場の使用時間が限られているとして、参加者による質問の機会は与えられなかった。

自治体の後援がありながら政治的主張のあるリーフレットの配布や掲示をしたことについて、主催者代表の桑田温美さんは「講演は原発について学ぶのが目的。中身の判断は各自がすることだ」と説明した。

また、配布物について、小諸市と御代田町からは事前のチェックがなかったとし「行政のバックアップに感謝している」と述べた。

産経新聞の事前の取材に対し、佐久市教委は「政治的主張が明確な催しに行政が関与するのは適当でない」と指摘。施設の利用は容認しているとして「『表現の自由』を侵してはいない」と説明した。一方、小諸市と御代田町の両教委は「特定の政党名もなく政治的活動に当たらない」として、催しに政治性はないとしていた。

米WH 原発4基、建設撤退 暫定CEO「破綻の根本原因」via 毎日新聞

 「根本原因は建設にあった。米国では新規建設が30年以上もなく、知識や経験の欠如が現実のものになっていた」。グティエレス氏は24日、米西部アリゾナ州で開かれた米原子力業界の会合で、経営破綻の経緯を語った。同社によると、破産法申請後、グティエレス氏が公の場に出席するのは初めてで、「建設続行が決まれば、建設事業を除き、いかなる業務でも提供する」と述べ、従来の建設の主導役を降り、原子炉技術や機材の供給といった支援に回る方針を示した。

 WHは2006年に東芝が買収。08年に米国でボーグル原発3、4号機(ジョージア州)、VCサマー原発2、3号機(サウスカロライナ州)の建設を受注した。しかし、建設が遅れた場合の費用増をWHが負担する「固定価格契約」を結んだため、建設遅延に伴う損失拡大に歯止めがかからない状態に陥った。破産法の適用申請を機に、リスクの高い建設事業から撤退し、安定収益が見込める核燃料事業や技術・機材供給を再建の柱にするとみられる。

 こうしたWHの方針を受け、原発の発注元のサザン電力とスキャナ電力は、費用増を覚悟してでも建設を続けるか、建設を断念するか6月中にも判断する方針だ。ただ費用の見積もりに時間がかかり、判断時期が夏ごろまで延びる可能性もあるという。

 米政府は「エネルギー・国家安全保障の強化」などの観点から、WH再建に「強い関心」を表明している。建設断念となれば、地域経済や雇用にも影響するため、政府が介入する可能性もある。

活断層問題 東電本部長「議論の余地なし」 柏崎、刈羽で説明 /新潟 via 毎日新聞

東京電力ホールディングスの姉川尚史原子力・立地本部長が26日、柏崎市と刈羽村の両議会を訪れ、柏崎刈羽原発敷地内の断層が「活断層の可能性がある」と地質学者で構成する「柏崎刈羽原発活断層問題研究会」が指摘している問題について説明した。研究会の指摘について「現状では議論の余地がない」と述べ、研究会が求めている公開討論の開催に難色を示した。

 問題の焦点は、断層の活動年代を特定するための、断層が通る地層内にある火山灰「刈羽テフラ」の年代認識。東電の「20万年前」との主張に対し、研究会は活断層の可能性がある「12万~13万年前」と主張している。

Three Mile Island closure looms after third failed bid via York Dailey Record

For the third year in a row, Three Mile Island failed to secure a crucial contract to sell its electricity, increasing the possibility that the plant will soon close.

The plant is allowed to remain open through 2034. However, Exelon will decide by September whether to close the plant ahead of schedule, said David Marcheskie, Three Mile Island spokesman.

The inability to get a contract is a major loss for plant owner Exelon, and stokes fear among the communities likely to be affected by the loss of 671 jobs, should the plant close.

[…]The nuclear power industry has struggled to stay profitable amid the power industry’s increasing use of inexpensive natural gas and declining electricity usage, Exelon officials have said. Three Mile Island also has a unique problem: It has only one working reactor, following the 1979 partial meltdown that remains the greatest commercial nuclear power accident in the U.S.

The plant employs almost as many people as a typical, two-reactor plant, but generates about half the power, Marcheskie said.

[…]Another Exelon nuclear plant, Quad Cities, in Illinois, also failed to secure a contract, Marcheskie said. That plant was slated for early closure, but state legislators stepped in to save the plant, for the moment.

Exelon is pursuing similar steps for Three Mile Island, said Exelon spokeswoman Lacey Dean.

That’s part of the company’s overall strategy of getting legislators to recognize that the value of nuclear power extends beyond its energy output, Dean said. Nuclear power releases no carbon emissions, doesn’t rely on fossil fuels and is reliable during severe weather.

Nuclear advocates have looked to the federal government to subsidize nuclear power, but that hasn’t happened, Dean said.

Trump has shown interest in re-starting the stalled plan to build a permanent nuclear waste storage center at Yucca Mountain, Nevada, Keeley said. “Trump has since then come out and said nuclear power is a vital national interest.”

Perhaps more important is what has happened in states such as New York and Illinois, Keeley said. Those state governments have included nuclear power plants as part of their plans to reduce pollution and have sought to ensure that their nuclear plants don’t close.

Keeley lauded the Pennsylvania Legislature’s recently-established “nuclear caucus” as one hope for the state’s five nuclear plants.

At the local level, however, people are worried, said Letavic, Londonderry Township manager.

Over the years, Three Mile Island has helped the township to raise $600,000 — about $50,000 each year — that funds the local fire company and other services.

The company and its employees have flooded the region with money. Without the plant, real estate values would decline, taxes would increase and services would struggle to find funding.
