There is no outline of how the UK will seek to replace this arrangement, or what the emergency plan might be if we crash out of the system with no treaty access to nuclear fuel, services, and research.

Warnings from nuclear specialists have been stark: if Britain has not locked in an alternative treaty structure or transition accord by March 2019, it will be cut adrift from the global nuclear industry. Nobody will be allowed to deal with us.
“Euratom has ownership over all nuclear materials in the EU. It oversees all supply. Without this we cannot move anything at all between third parties,” said Dame Sue Ion, chairman of the Nuclear Innovation and Research Advisory Board.

The UK ceded treaty control over its nuclear industry to Euratom when the country joined the EU, just as it ceded treaty control over trade deals. The agency’s staff – many of them British – carry out all our inspections. They have permanent operations at Sellafield.
These powers can be repatriated but doing so does not restore Britain to the legal status quo ante. The UK would then be in limbo. It would have to negotiate 18 fresh treaty agreements with the US, Japan, Korea, Kazakhstan and other states.

Some doomsday warnings are clearly hyperbole. Britain will not run out of nuclear fuel the day after leaving Euratom. There has been a glut of the raw material – ‘yellow cake’ – ever since Japan shut most of its reactors after Fukushima. It can be imported in advance and stockpiled with a little effort. “The whole world is desperate to sell us the stuff, so that argument is just nonsense,” said Ian Scott, founder of the nuclear group Moltex.

環境省は29日、東京電力福島第1原発事故に伴う除染土壌の放射線を遮蔽(しゃへい)するため仮置き場で使ってきた遮蔽土を、復興事業などで活用する方針を示した。福島県沿岸部で不足する盛り土や道路整備用などとして利用する方向。具体的な用途を検討するなど、県や地元自治体と調整する。
国が県内の宅地などで実施してきた除染が3月末でほぼ完了した。今後は、中間貯蔵施設への除染土壌搬出と仮置き場の撤去が進む予定。不要になる遮蔽土は400万~500万立方メートルに上るという。
チェルノブイリ原発事故で被災したベラルーシで、医師として治療に当たった経験を持つ長野県松本市長の菅谷昭さん(73)が28日、京都市下京区のひと・まち交流館京都で講演した。事故から30年たった今も被害が収束しない状況を伝え、東京電力福島第1原発事故の教訓とするよう訴えた。
菅谷さんは1996年から約5年、ベラルーシに滞在し検診や治療に当たった。講演では昨年7月、事故後30年に合わせて現地を訪れた様子を伝えた。手術して治療した子どもたちが家庭を築いていると紹介。「悩みを抱えながら前を向いて生きている」と話した。
また、チェルノブイリ原発周辺の甲状腺がんが事故の影響と認められるまで10年かかったと指摘。福島県の現状にも触れ「甲状腺への影響を今後も注視することが大切」と強調した。
The authorities are underestimating the risk posed by old nuclear plants in the United States and ignoring the safety watchdog data.
(Newswire.net — May 29, 2017) — The US has been underestimating the safety risk from its nuclear facilities that could lead to a worse accident than the Fukushima nuclear disaster in Japan, the Science Daily reports.
According to a new study, the US Nuclear Regulatory Commission (NCR) is ignoring the facts indicating that a single incident can lead to a major disaster.
In a study published on May 26 in the Science magazine, researchers from Princeton University and the Union of Concerned Scientists warned that nuclear spent fuel fire at one site can lead to “trillion-dollar consequences” and terrific scenarios worse than those caused by the explosion and the leakage of radioactive water from reactors at Fukushima, which was the biggest nuclear disaster of this century so far.
Hypothetically, fire would contaminate an area larger than New Jersey and force mass relocations, according to the study.
The researchers simulated a scenario according to which spilled fuel catches fire at Peach Bottom nuclear power plant in Pennsylvania, causing a domino effect and the relocation of some eight million people, while also inducing $2 trillion in damages.

The researchers proposed that spent fule be transfered to dry storage casks after it is cooled in pools for around five years, but the NRC, which has previously considered such measures, decided the move would be too costly.
One of the study authors, Frank von Hippel, directly blames the NRC for downgrading the potential risk of fire spreading through nuclear facilities.

国と県が双葉町と浪江町に整備する復興祈念公園のシンポジウム「公園から福島の再生を考える」は28日、福島市のラコパふくしまで開かれた。参加者は地域の伝統・文化や災害の教訓の「伝承」と就労や復興の加速など「まちづくり」の機能を充実させた公園づくりが重要との認識で一致した。
約90人が参加した。公園の基本構想検討調査有識者委員長を務める横張真東大大学院工学系研究科教授は基調講演で、景観づくりや震災で残った周辺の建物との連携などを踏まえ、まちづくりと一体化した公園づくりの重要性を強調した。

Technology group starting with two reactors
TOKYO — Hitachi will provide technology for decommissioning Japanese reactors in hopes of making gold out of the country’s aging nuclear infrastructure, starting with two units at a Shizuoka Prefecture plant.
Chubu Electric Power recently awarded the Japanese technology conglomerate primary bargaining rights for equipment to remove radioactive material remaining at the Hamaoka Nuclear power plant’s No. 1 and No. 2 reactors. The deal, to be officially inked later, is estimated at several billion yen (1 billion yen equals $8.98 million).
Hitachi will also aim to win orders for installation and related work from Chubu Electric, which estimates a roughly 90 billion yen tab for dismantling the two reactors.

The two Hamaoka units are among the roughly 30 boiling water reactors in Japan, which account for 60% of Japan’s units. By building up its decommissioning know-how through the Chubu Electric deal, Hitachi would put itself in an enviable position to take on a host of other assignments.
Apart from those at Fukushima Dai-ichi, nine Japanese reactors have been effectively slated for decommissioning. Other reactors, such as the Nos. 1 and 2 reactors at Kansai Electric Power‘s Oi plant in Fukui Prefecture, are about to hit their fourth decade in operation, a threshold for winding down.
In Japan, no commercial nuclear reactors have been completely dismantled, a situation Hitachi sees as a business opportunity. Rival Mitsubishi Heavy Industries established a division dedicated to the decommissioning business in 2015, and it is looking to assist Kansai Electric dismantle reactors at the Mihama plant, also in Fukui Prefecture.

福島大の環境放射能研究所の難波謙二所長らは29日、ウクライナの首都キエフで記者会見し、1986年のチェルノブイリ原子力発電所事故で飛散した放射性物質が、風雨などの影響で約30年かけて移動した経路を確かめる調査を始めたと発表した。東京電力福島第1原発事故での放射性物質の拡散予測や農林水産業の復興につなげる狙い。
ウクライナ政府との合同調査で、2022年3月末まで。

調査は半径30キロ圏の立ち入り制限区域などで実施する。調査対象は事故のあった4号機の原子炉を冷やす水を蓄えていた長さ10キロ、幅2キロの貯水池など。近年干上がり始めており、沈殿していた放射性物質が大気中に舞う危険性が指摘されているという。
また、放射性物質は地下水によって付近の川に流れているとみられており、深さ20メートルの井戸を数カ所掘って地下水も調べる。
韓国南東部、慶州の月城原発1号機が28日午後、機器故障で緊急停止した。1号機は30年の設計寿命を2012年に迎えた老朽炉。運営会社の「韓国水力原子力(韓水原)」は、放射性物質漏れはないと発表している。
韓水原によると、1号機は点検目的で稼働を停止させるために出力を下げる作業をしていた。その途中で原子炉に冷却材を送り込むポンプ2台が停止したため原子炉も自動停止した。聯合ニュースによると、ポンプは全部で4台あるという。
1号機は1983年に商業運転を始めた韓国で2番目に古い原発。

文部科学省は’17年3月、原発事故などの影響で避難した児童生徒に対するいじめを調査。翌4月、結果を公表した。それによると、’16年度には129件。このうち、震災や原発事故を理由とする、あるいは関連するいじめは4件。ほかの125件は、直接の関連は確認できていない。
また、震災から’15年度までには70件、避難者へのいじめがあった。このうち9件が直接、震災や原発事故に関連したものだ。
原発避難によるいじめというと、「放射能」や「福島」、「賠償金」などの言葉を用いるものもあるが、調査が示すように直接言われることは少ない。朋美さんも関連する言葉を投げつけられていない。

同じ小学校では、数年前にも、福島県からの避難者に対していじめがあった。父親の悟志さん(51)は「前例があったため、初動は早かったのではないでしょうか」と話す。加害児童の保護者からも謝罪があったが、心から反省していたのか疑わしかった。
「加害児童の保護者も集団になると“あんなのいじめじゃない”“騒ぎすぎ”と言っていました。こちらが“娘が自傷行為をしていた”と言ったら、“クレーマー”と呼ばれたこともありました」(悟志さん)
一時、いじめはやんだ。しかし、4年生のときも朋美さんは1年間、学校で孤立した。3学期には下駄箱の靴に雪を入れられたり、悪口を書いた手紙が入っていた。

「死にたい」。朋美さんは自殺を考えていたことを初めて景子さんに告げた。同じころ、自宅近くで妹の佳寿美さん(10)がBB弾で撃たれた。自分のせいで妹にも影響があったと思ったのか─。

さらに担任の調査によって「菌鬼ごっこ」が判明。名前に「菌」とつけて、「鬼ごっこ」をしていたのだ。隠語や「裁判」という言葉を使い、悪口も言っていた。
中1の夏休み前、朋美さんは国語の授業での作文で、いじめが現在でも行われていることを書いている。
《中学生になった私は一人になりました。私もがんばって友達をつくりました。ときどき、「朋美はいじめられていた」とうわさがながれています。まだいじめはつづいています》
その作文を国語の担当教諭が夏休み中に採点、評価は「B」をつけた。4枚目で中学でのいじめが出てくるが、担任や学年主任の誰にも報告していない。
この教諭は当初、作文を「途中までしか読んでいない」ため小学校時代の話と認識したという。だが、その後、「作文は読まなかった」と言い分が変遷した。「最初だけ読んだと言っていたが、現在の心境を知りたくなるはず。そうしないのは教員としてのセンスがない」(悟志さん)
一方、学校は、いじめ発覚後、1年生全員の約120人(1クラス30人前後)にアンケートを実施した。
(1)菌鬼ごっこをしたり、いじめをした心当たりはあるか。
(2)いじめを見たり聞いたりしたことはあるか。
(3)今回のことをどう思うか。結果、(1)は11人、(2)は26人。その後、校長と担任が自宅を訪れ、朋美さんに謝罪したが、朋美さんは校長に対し「本当に(いじめ対策を)やってくれるまでは信用できません」とキッパリ。担任に対しても「何度相談しても“気のせいじゃない? 勘違いじゃないの?”と信じてもらえず、ショックでした」と言い、募る不信感を隠さなかった。
