7月28日に、放射能健診要求署名を提出し、あわせて厚生労働省・環境省との交渉を行います。厚生労働省とは3回目の交渉です。
3月に厚生労働省と2回目の交渉を行いました。この時の主要テーマは「胎児・乳児の死亡率の増加」を指摘する論文を提示して厚労省【母子保健課】に見解を求め、また年20mSv以下での避難解除は乳幼児の健康に悪影響があるので、「厚労省から避難解除に異議を表明するべきだ」と求めました。

また今回新たに、除染労働者の放射線障害防止規則「除染電離則」の運用と監督に問題を取り上げます。例えば高汚染地域や高粉塵の除染作業では、防塵マスクの着用や休憩場所の条件が定められていますが、私たちが訪問した除染作業の現場では、これが守られているのか疑問な場面に出会いました。
除染電離則を定め、監督するべき厚労省に、除染作業現場の実態の一端を伝えて、見解を求めます。

Chicago has a bit of a thorium problem.
The radioactive element, once heavily used in the making of gas light mantels, can now be found in contaminated superfund sites across the city. One of those sites also happens to be the long-delayed and much-anticipated DuSable Park in the downtown Streeterville neighborhood. While the park is on the Chicago Park District’s website, it has not been programmed or developed in any way. Now, 30 years after its founding, the park is set to finally be cleared of its radioactive waste, enabling its development into a usable public space.
Located at the mouth of the Chicago River, immediately east of Lake Shore Drive, DuSable Park is named after the first non-native settler of Chicago, Jean Baptiste Point DuSable. An African-French-Haitian, DuSable was born on the island of Haiti around 1745 to a French mariner and a slave. After marrying and starting a family with a Potawatomi woman, DuSable settled at the mouth of the Chicago river. There he maintained a successful trading post and farm. Today his name adorns many civic institutions, including the DuSable Museum of African American History.

Yet it is still unclear what the future holds for the little park on the lake. First and foremost, the thorium contamination—first identified on the site in the 1990s—must be cleaned up. As part of a cooperative agreement signed with the Environmental Protection Agency (EPA) in June 2017, the agency will be providing $6.8 million to the Chicago Park District to facilitate that cleanup. While this is not the first attempt to clean up the park, it is hoped that attempt will completely remediate the site.
Thorium, a naturally occurring radioactive element, is notoriously hard to clean up, in part because of how it gets into the soil in the first place. As with many other sites around Streeterville, DuSable Park’s thorium is likely from the Lindsay Light Company, which processed the material from raw ore and manufactured gas light mantles in the area from 1904 through 1936. Some of the waste from the refining process is a sand-like material called thorium mill tailings, which was often used as infill in the low-lying Streeterville. It is likely thorium mill tailings were used as part of the fill on the DuSable site, which is reclaimed land from the lake. A second costly factor in removing thorium is that is can only be trucked to a few disposal sites in the United States. The only one that is likely to take the waste from DuSable is in Utah.

栃木県北部の住民7000人余りが東京電力に原発事故の賠償を求めた集団申し立てについて、国の紛争解決センターは「和解案を提示できない」として手続きを打ち切ったことを住民側に伝えました。住民側は個別に改めて申し立てることなどを検討しています。
栃木県の那須塩原市と那須町、それに大田原市の住民たち7300人余りは、福島第一原発の事故で地域が放射線物質に汚染され生活に影響が出たなどとして、東京電力におよそ19億円の賠償を求めて国の紛争解決センターに申し立てをしていました。
住民側の弁護団によりますと、紛争解決センターは書類を中心に審理を進めてきましたが、21日に「和解案を提示できない」として仲介手続きを打ち切ったことを住民側に伝えたということです。

住民側は、個別に改めて仲介を申し立てたり民事裁判を起こしたりすることも検討するということです。住民側の尾谷恒治弁護士は会見を開き「センターは口頭で説明する機会を設けず、一方的に手続きを打ち切った。仲介の任務を放棄している」と批判しました。
Tie-up to ensure energy security and clean power
The landmark India-Japan civil nuclear agreement came into force on Thursday. Foreign Secretary S. Jaishankar exchanged the diplomatic notes with the Japanese envoy to India to formalise the completion of the process.
“The India-Japan Agreement for Cooperation in the Peaceful Uses of Nuclear Energy entered into force on July 20, 2017 with the exchange of diplomatic notes between Dr. S. Jaishankar, Foreign Secretary and H.E. Mr. Kenji Hiramatsu, Ambassador of Japan to India,” said a statement from the Ministry of External Affairs.
The pact was signed in Tokyo during the visit of Prime Minister Narendra Modi to Japan on November 11, 2016.

The deal is essential for bringing a network of nuclear energy cooperation for India, especially with the U.S. as prominent American nuclear companies are owned by the Japanese nuclear majors like Toshiba.

愛媛県にある伊方原子力発電所3号機の運転を停止するよう県内の住民が求めた仮処分の申し立てについて、松山地方裁判所は「原発の新しい規制基準が不合理とは言えない」として退ける決定を出しました。
愛媛県にある四国電力の伊方原発3号機について、県内の住民11人は去年5月、「重大な事故が起きるおそれがある」として、運転の停止を求める仮処分を松山地方裁判所に申し立てました。
伊方原発の周辺には複数の活断層があり、四国電力は、九州、四国、近畿にかけて伸びる断層が長さおよそ480キロにわたって連動した場合などを想定して原発での最大の揺れを算定した結果、「原発の安全性は確保されている」としたのに対し、住民側は「想定された揺れは過小評価されている」などと主張していました。
21日の決定で、松山地方裁判所の久保井恵子裁判長は「四国電力が揺れを算定する際に使った計算式には合理性が認められ、地震の規模が小さいとは言えない。原発の新しい規制基準の内容が不合理とは言えず、原子力規制委員会の判断に誤りはない」として、住民の申し立てを退けました。
伊方原発3号機は、原子力規制委員会の新しい規制基準のもとで去年8月に再稼働しています。
伊方原発3号機をめぐっては、広島地方裁判所が、ことし3月、運転を停止するよう求めた別の住民の仮処分の申し立てを退けていて、今回も同じ判断が示されたことになります。住民側弁護士「即時抗告検討の方向で考えたい」
決定のあと、報道各社の取材に応じた住民側の弁護団の河合弘之弁護士は「残念な決定だ。しかし、私たちは原発を止める戦いをやめるわけにはいかない。高等裁判所への即時抗告を検討する方向で考えていきたい」と話していました。
◇東住吉 編成や生活知る史料
第2次世界大戦で、広島、長崎に原爆を投下した米軍の「第509混成群団」が作成したアルバムが、大阪市東住吉区の「須田画廊」で21日から始まる「模擬原爆展」で公開される。搭乗員がB29爆撃機の機体の前に集まって撮った写真や、太平洋・テニアン島の基地内を写した写真が収録されており、研究者は「群団の部隊編成や基地での生活がわかる貴重な史料」としている。(南部さやか)
模擬原爆は広島、長崎に投下された原爆と同じ形状、重さで、原爆の投下訓練用として米軍が開発した。模擬原爆の調査、研究をしている愛知県春日井市の「春日井の戦争を記録する会」によると、同群団は1945年7月20日から8月14日にかけて、東京、大阪、愛知など18都府県の約30都市に計49発を投下。400人以上が死亡、1500人以上が負傷した。東住吉区の田辺地区では、7人が死亡、73人が負傷したという。

アルバムは同会が1996年に米軍関連の史料収集家から入手したもので、約100ページある。隊員がそれぞれ、自分が乗り込む機体の前に集まって撮られた写真のほか、広島に原爆を投下したB29爆撃機「エノラ・ゲイ」のポール・ティベッツ元機長(2007年、92歳で死去)も、顔写真とともに紹介されている。エノラ・ゲイが日本に向けて出撃したテニアン島の基地内にはダンスホールやプールがあり、そこでくつろぐ隊員の写真も収められている。
同会によると、アルバムは終戦後、テニアン島の基地を去るときに作成され、隊員のみに配布されたという。同会と共同で模擬原爆の研究を続け、ティベッツ元機長と95年に対談した元徳山高専教授の工藤洋三さん(67)は、「当時はベールに包まれていた、群団内部の様子を知ることができる」としている。
史料展を企画した一人で、実行委の大久保敏さん(70)は、「模擬原爆を知らない人はまだ多い。証言者も高齢で亡くなる中、展示を通じて広島、長崎につながる被害があったことを知ってほしい」と話している。
TOKYO — An underwater robot has captured images of lava-like lumps inside a damaged reactor at Japan’s crippled Fukushima nuclear plant, spotting for the first time what is believed to be nuclear fuel that melted six years ago.
Plant operator Tokyo Electric Power Co. says the robot found the objects Friday on its second mission inside the primary containment vessel of the Unit 3 reactor at Fukushima, which was destroyed by a massive earthquake and tsunami. Experts believe the fuel melted and much of it fell to the chamber’s bottom and is now submerged by radioactive water.

東京電力福島第一原発3号機のロボット調査で、東電が21日、溶け落ちた核燃料(燃料デブリ)とみられるものが、原子炉圧力容器の下につらら状に垂れ下がっているのを確認したことが、関係者への取材で分かった。3号機はこれまでの解析で、ほとんどの核燃料が圧力容器に開いた穴から溶け落ちたとみられる。デブリと確認されれば、事故の解明や今後の廃炉作業の貴重なデータとなる。

ロボットが圧力容器の直下にまで進んだところ、圧力容器に開いた穴からデブリとみられる物体が、つららのように垂れ下がっている様子がカメラに映ったという。
19日の調査では、圧力容器の底にあった構造物などが崩落している様子が撮影されていた。溶けた燃料が周囲の構造物を巻き込みながら落下した可能性があるという。

On May 9, workers discovered a 20-foot-diameter hole where the roof had collapsed on a makeshift nuclear waste site: a tunnel, sealed in 1965, encasing old railroad cars and equipment contaminated with radiation through years of plutonium processing. Potential radiation levels were high enough that some workers were told to shelter in place while others donned respirators and protective suits as they repaired the hole.
The Hanford complex, which dates back to 1943, produced the plutonium for the atomic bomb dropped on Nagasaki. Half the size of Rhode Island, it is often described as the most contaminated place in the United States.

It would be nice to say that Hanford is a unique canker on the US nuclear landscape, but it is not. It may be the most contaminated, but it is far from alone. At the Rocky Flats facility outside Denver, where workers fashioned Hanford’s plutonium into cores (or “pits”) for nuclear weapons, there were major fires in 1957 and 1969; each sent plutonium-laced plumes of smoke over nearby communities. Enough plutonium dust gathered in the facility’s ductwork that some worried about a spontaneous criticality event—that is, an accidental and uncontrolled nuclear chain reaction. Eventually President George H.W. Bush closed Rocky Flats in 1992 after an FBI investigation found that the facility was secretly (and illegally) burning nuclear waste in the middle of the night.
At Ohio’s Fernald plant, which processed uranium for the weapons complex, operators dumped radioactive waste into makeshift pits where it contaminated local groundwater, and blew uranium dust particles out of the smokestacks when the filters failed, as they did with some regularity. Similar stories could be told for the nuclear weapons facilities at Savannah River in North Carolina and Oak Ridge in Tennessee, which hushed up criticality accidents while contaminating nearby air and water.
There are three reasons these Cold War nuclear facilities turned into such environmental catastrophes. First, the Cold War American state, fixated on winning the arms race, put a premium on beating the Soviets at all costs. Producing uranium, plutonium, and weapons components was a higher priority than protecting the health of nearby residents or the workers at the plants, a disproportionate number of whom died of cancer. Ironically, since 1945, American nuclear weapons, intended to keep the country safe, have mainly killed Americans.
A second factor was state secrecy. As leading Cold War public intellectuals such as Daniel Patrick Moynihan and Edward Shils argued, abuse thrives in the dark, and Cold War secrecy provided much cover of darkness to places like Hanford. For decades, government officials and the contractors that ran the plants were able to deflect civilian regulators, nosy journalists, local citizens, even congressmen, by hiding behind the skirts of national security. Officials defined vital nuclear secrets expansively, to include not just the design and deployment details of weapons, but also the secret harms inflicted on Americans through their production. […]
Finally, we should not underestimate how novel and complex nuclear technology was in the early decades of the Cold War. Physicists, engineers, and technicians were still learning how the technology worked, how esoteric radioactive materials behaved in a range of conditions, and how toxic waste products were absorbed into the environment. As in any endeavor, you learn by making mistakes. Unfortunately, those mistakes left a legacy of contaminated Cold War production sites around the country that are beginning to look like a permanent archipelago of national sacrifice zones
