 【函館】青森県大間町で大間原発を建設中の電源開発(東京)は3日、函館市内に同社原子力業務部の「函館駐在事務所」を開設したと明らかにした。同原発の30キロ圏内にある同市に対し、原発建設についての情報提供や説明を機動的に行うのが狙い。ただ同市は同原発の建設差し止めを求め同社と国を相手に係争中で、取材に対し「事務所を置いたことは知っているが、目的などは聞いたことがない」と距離を置いている。

IAEAが柏崎刈羽原発を現地調査 安全対策改善と評価 via NHK News Web

新潟県にある柏崎刈羽原子力発電所の現地調査にあたっていたIAEA=国際原子力機関の調査団は、前回、2年前の調査で問題があると指摘した緊急時の安全対策などについて改善が見られるという認識を示しました。

前回は、緊急時の対応について各部署の手順を網羅した文書がないなど15の問題点を指摘しましたが、タレン氏は東京電力に対し「進捗(しんちょく)が不十分と判断される課題が1つもないことは喜ばしいことだ」と述べ、課題が改善されているという認識を示しました。

タレン氏は「前回指摘した15点の問題点のうち、8点は解決した。残る7点は満足できる進捗が見られたが、完全な解決にはさらに時間をかけて確認する必要がある」と話しています。

US cities are not medically prepared for a nuclear detonation via The Bulletin of Atomic Scientists

The United States is not prepared to deal with an attack by a terrorist group using an improvised nuclear device, the author says. It should get prepared, because the risk is real even if the probability is low, and doing so could save a great many lives. The author explores the potential impact of a 10–15-kt improvised nuclear device set off in New York City. The initial blast would kill between 75,000 and 100,000 people in seconds. Another 100,000–200,000 people would be injured, many of them dying within weeks or months, some with burns, others with impact injuries, and some with acute radiation syndrome. The demands on the medical system would be vast and overwhelming, all the more so because the bomb would have destroyed much of the capacity to respond. Current planning efforts are not sufficient to manage the carnage.

8/3 電気自動車、このまま普及し続けると…原発5基分の電力が必要!? via Onlineジャーニー

英国でも、2040年からガソリン車とディーゼル車の販売が禁止されることになったが、電気自動車の普及が電力需要量を劇的に押し上げるのではないかと強い懸念が示されている。「デイリー・テレグラフ」紙が伝えた。

英国全土の送電を担う「ナショナル・グリッド」が発表した年間報告書によれば、電気自動車の自動車市場に占める割合が90パーセントを超えるた場合、それに伴って電力需要も、ピーク時には最大18ギガワット以上となり電力がさらに必要になると試算されている。

ただ、英国内の電気自動車数は2030年までに900万台に上ると予想するナショナル・グリッドでは、カーシェアの普及やオフピーク時の充電により、ピーク時の電力需要を緩和することはできるとしている。

Under the mushroom cloud: Will Nagasaki’s story be told at Hanford’s new national park? via The Seattle Times

Seven decades ago, a U.S. atomic bomb fueled with Hanford plutonium was dropped on Nagasaki. The story of the devastation doesn’t yet have a place in a new national park taking shape in Washington.

National Park Service officials want exhibits to explore not only the high-stakes push to produce the bombs — dropped Aug. 6, 1945, on Hiroshima and three days later on Nagasaki — but the human costs and historical debate over the decision to unleash them.

A document released this year outlines basic themes for Manhattan Project National Historical Park, which in Hanford offers tours of a shuttered reactor and other sites. But it’s expected to take years to develop exhibits with artifacts and oral histories. Funds are tight, with sites in three states this year sharing a $680,000 budget.

Aside from money, this park also will take the political will to follow through with an ambitious agenda that includes exploring the darker side of the bomb.

Many U.S. historians say the two atomic bombs that killed more than 200,000 people were decisive blows that ended World War II and avoided a bloody U.S. ground invasion that would have taken even more Japanese and American lives. This is the mainstream narrative in America. For some who worked at Hanford, it is heresy to suggest anything to the contrary.

The Park Service prides itself as the nation’s storyteller, and increasingly has taken on uncomfortable history, such as the World War II internment of Japanese Americans, detailed at the Manzanar National Historic Site in California.

Putting the full history of the atomic bomb in a public display is a challenge of a different order.

For U.S. Sen. Patty Murray, who backed the 2014 legislation that created Manhattan Project National Historical Park, this is history her own family lived through. Her father grew up in Kennewick, playing basketball with the children of those uprooted from Hanford to make way for the project. The Washington Democrat says the park should offer all perspectives, including the sacrifice of local families and the “devastating effects to cities halfway around the world.”

But former U.S. Rep. Doc Hastings, a Washington Republican who championed the park in Congress, says the legislative intent was to focus on the pioneering achievements, not the bombs’ effect on Japan.

There, many people have struggled to come to terms with Japanese military acts of aggression that led to war in the Asia-Pacific and a crushing defeat. A book by a Japanese hotel-chain owner, distributed this year for free in guest rooms, questions the veracity of the Rape of Nanking, a 1937 onslaught of rape and murder by Japanese soldiers in China.

Meanwhile, the cities of Hiroshima and Nagasaki have emerged as hubs of activism in the global movement against nuclear weapons.

Their mayors were alarmed by the concept of a U.S. national park created around the weapons that wiped out much of their cities. That prompted Jarvis — in interviewswith Japanese reporters in June 2015 — to offer assurances that the story of the destruction would be told.

In November 2015, the mayors sent a letter to a scholars forum on the park.

For visitors to Hanford’s B Reactor, Nagasaki’s fate, so far, remains unexplored territory.

Tours are conducted by the U.S. Energy Department, which began them back in 2009 and has continued to organize them since the park’s creation.

Visitors arrive at a modest building on the edge of Richland. There, a video details the wartime development of the 586-square-mile Hanford site selected by the Army Corps of Engineers for its access to Columbia River water, abundant hydroelectricity and remote location.

The video concludes with the mushroom cloud and an announcer declaring the B Reactor “one of the marvels of the 20th century” and a “testament to the human spirit.”

Visitors then ride a bus to the historic B Reactor, where former Hanford workers, acting as docents, detail the construction, tense startup and early operations that yielded the first plutonium. Nagasaki is not part of their narrative.

Next March, a Nagasaki delegation, including a survivor, will make a trip to the Richland area.

Says Ikeda, “My story has to be heard by the American people living in such a place.”

工事中断 現状変わらず 上関原発巡り山口知事 via 日本経済新聞

 山口県の村岡嗣政知事は3日、中断している中国電力の上関原子力発電所(上関町)建設工事について「中国電からの説明はまだなく、現状に変化はない」ことを明らかにした。

村岡知事は「原発本体の工事の見通しが立つ前に、コンクリートのさら地ができるというのはありえない」とし、改めて先行して埋め立て工事をすることは認められないとの立場を示した。中国電は6月30日に建設予定地でのボーリング調査を開始したが、これは断層の調査が目的であって海面の埋め立て工事とは無関係だとしている。

昨年県は11年3月の東日本大震災以降中断している工事について、4年ストップしていた海面の埋め立て免許の更新を認めた。一方で中国電には、国から原発新増設を認める方向が出されるなどして「原発本体の工事の見通しが立つまでは関連工事も始めるべきではない」と要請した。

環境相が福島県知事と会談 中間貯蔵施設整備などで連携確認 via NHK News Web

中川環境大臣は4日、就任後初めて福島県を訪れ「安心して暮らせる環境の整備に全力を尽くしたい」と述べ、除染で出た廃棄物を保管する中間貯蔵施設の整備や廃棄物の搬入などについて地元自治体と連携して取り組む考えを示しました。

この中で中川大臣は「福島の復興は道半ばであり、中間貯蔵施設の用地の取得は順調とまではいっていないが、着実に進んでいるのも事実なので、安心して暮らせる環境の整備に全力を尽くしたい」と述べました。

これに対して内堀知事は「復興は着実に前進しているが、原子力災害への対応は現在進行形で有事だと感じている。中間貯蔵施設の整備や帰還困難区域の再生、野生鳥獣対策など、環境省と密接に関わる問題に対し、力添えを頂きたい」と述べ、中間貯蔵施設の整備などについて連携して取り組むことを確認しました。

会談のあと中川大臣は記者団に対し「廃棄物を減量して再生利用できるものはして、最終的に処分する量を減らすことが大事だ」と述べ、安全に処理する技術開発をしたうえで廃棄物を再生利用することに国民の理解を得ていく考えを示しました。

低線量被爆の健康影響解明に至らず 長崎市の研究会 via 朝日新聞

2013年9月に設置された同研究会は、医師や物理学の専門家ら6人で構成。これまでに8回の会合を開き、国内外の研究論文を検討したり、専門家から聞き取りをしたりしてきた。研究対象は、原発労働者やCTスキャンの放射線影響を研究したものも含まれる。

今回の報告では、国が定める被爆地域(南北約12キロ、東西約7キロ)の外側でも低線量被曝を認定。長崎市東部の一部地域では、原爆後に降ったちりの影響で、最大で25ミリシーベルトの被曝があった、と推定した。

だが25ミリシーベルトほどの低線量被曝が健康に影響を及ぼすかについては、「不確実な状況」と報告した。広島・長崎の被爆者を調査した従来の研究では、100ミリシーベルト以上の被曝でがんのリスクが高まるとされている。

ヨーロッパでは11カ国約120万人の子どもを対象にした、CTスキャンの放射線影響を調べる研究が進んでいるという。研究会では当面、その結果を待つ。朝長会長は取材に対し、「福島の原発事故もあり、低線量でも被曝した人にとっては深刻な問題。健康影響をはっきりさせたい」と語った。

研究会は被爆地域の拡大・是正や原爆症認定など、被爆者援護行政の見直しにつなげるため、長崎市が設置した。今月上旬には、市と朝長会長が厚生労働省に経過を報告。厚労省からは「新たな知見が得られれば検討したい」などとする回答があったという。

原爆投下時、国の被爆地域の外にいた「被爆体験者」の一部は、被爆者健康手帳の交付を求めて訴訟を起こし、最高裁などで審理中だ。25日には市役所で市の担当課が、訴訟の原告らに経過を報告。原告側は市に、「手帳は被爆した人がもらうもので、健康影響の有無は別問題」などと意見を述べた。

内部被ばく影響長期 日露チーム ラット実験 via 毎日新聞

線量「外部」の16~220倍

 日本とロシアなどの放射線被ばく専門家でつくる研究グループによる動物実験で、放射能を持ったマンガンを体内に取り込んで内部被ばくしたラットの内臓に、一定の時間がたっても異常が見られたことが分かった。原爆投下後の爆心地周辺では、人々が粉じんと一緒に放射能を持ったマンガンを吸い込んだ可能性が高い。国は原爆による内部被ばくの影響に否定的だが、研究グループは「健康被害の潜在的リスクを示唆する」としている。

爆心地周辺では爆風で破壊された家屋などが粉じんとなって巻き上げられた。当時の家屋には土壁が多く使われていたが、土は二酸化マンガンを多く含み、マンガンは原爆がさく裂して中性子が当たると放射能を持つ。こうして放射性物質となった粉じんを人々が吸い込んだ結果、内部被ばくしたと考えた研究グループは、ラットを入れた装置(空間)に放射能を持たせたマンガンの粉じんを充満させ、影響を調べた。

 その結果、1時間装置に入れたラットが、体外から浴びた放射線量が約6ミリシーベルトだったのに対し、粉じんを吸い込んだりしたことによる肺の被ばく線量はその約16倍、小腸は約220倍に達した。肺には出血や気腫が見られたほか、小腸の細胞が異常に増殖した。細胞増殖は60日たっても顕著だった。

 内部被ばくによる影響を調べる研究では、広島大の大滝慈(めぐ)名誉教授(統計学)らが昨年2月、原爆投下直後に救護のため広島市内に入った元少年兵を対象にアンケートしたところ、粉じんを浴びたグループの急性症状の発症頻度が、浴びていないグループの10倍以上だったことが分かっている。今回の動物実験も内部被ばくの影響を示唆しており、実験結果をまとめた論文は今年2月、ドイツの放射線医科学誌(電子版)に掲載された。

 研究グループの一人、長崎大原爆後障害医療研究所の七條和子助教(病理学)は「放射性物質を取り込んだことの影響は日がたってもみられた。がん発症との因果関係を証明するにはさらに研究が必要だが、貴重な実験結果だ」と話した。【加藤小夜】

Tests show Hanford workers inhaled radioactive plutonium via King5

The KING 5 Investigators have discovered those statements are incorrect. An internal CH2M Hill email sent to their employees on July 21 was obtained by KING. It states that 301 (test kits) have been issued to employees and of the first 65 workers tested, a “small number of employees” showed positive results for “internal exposures” (by radioactive plutonium).

Sources tell KING the “small number of employees” is twelve. Twelve people out of 65 is 20 percent. Still outstanding are 236 tests. A communication specialist with CH2M Hill sent a statement that more positive results are expected. “We expect additional positive results because analytical tests like a bioassay can detect radiological contamination at levels far lower than what field monitoring can detect,” said Destry Henderson of CH2M Hill Plateau Remediation Company.

Several veteran Hanford workers were surprised by the number of people with internal contamination from a single event.

“I’ve worked there for 27 years and I’ve never seen this many people contaminated internally,” said one employee with radiation expertise who did not want to be identified.

“When I first heard the number I couldn’t believe it because it’s just something that the Hanford workers take pride in – that they don’t get contaminated and this doesn’t happen. They work very hard at not getting contaminated and especially getting an internal contamination. So, when I heard that many, that’s just amazing,” said Mike Geffre who retired from Hanford after working at the site for 26 years.

“In 36 years I’ve not seen this many people with internal exposure,” said another Hanford worker who wished to remain anonymous. “It’s a monstrous deal. And the workers know it, but they don’t want to say anything. They’re afraid.”

Todd Southerland, CH2M Hill’s PFP Safety, Health and RadCon Director wrote in the July 21 email that the tests showed a very small dose of radiation had been detected in the employees, “a dose of less than or equal to 1 millirem,” wrote Southerland. “At the end of 50 years, the person with a dose of 1 millirem would receive a dose equivalent to less than a tenth of a standard chest x-ray. A standard chest x-ray is about 10 millirem.”

“If you look at what the exposure was it equates to about approximately what a chest x-ray would be or a little less than that or a flight to Washington DC,” said Doug Shoop, the U.S. Dept. of Energy’s Richland Operations Office manager.

Several Hanford workers and four radiation experts consulted by KING 5 said the messaging from the contractor and the DOE is “misleading” and doesn’t explain the actual danger to employees.

“There’s no safe amount of plutonium you can inhale or ingest,” said Dr. Marco Kaltofen of the Nuclear Science and Engineering Program, Dept. of Physics, Worcester Polytechnic Institute. “If you fly from Seattle to DC, you’re in the air for 6 hours and you’re done. With plutonium, the exposure is in your body for days, months or even years. A millionth of a gram of plutonium has a measurable risk of causing a lethal lung cancer,” said Kaltofen.

Hanford workers said they are not concerned about the small dose of radiation detected, but about the contamination inside the body from plutonium. All radiation is not created equal.Radiation from an x-ray, air flight or a microwave are different and far less dangerous types than the kind emitted by plutonium inside the body. Unlike x-rays, air travel or microwaves, plutonium emits alpha radiation, which is the most destructive type to inhale or ingest.

“Alpha particles damage or destroy DNA and can cause cancer,” said Kaltofen.

It is not clear why many of the workers near the demolition project on June 8 were not wearing full respiratory protection.  Some long-time workers said utilizing the gear is expensive, slows down the work and could jeopardize CH2M Hill finishing the demolition on time. The contractor is under pressure to finish by Sept. 30 as per a legally binding agreement with the state of Washington.

“It’s money in their pockets and a feather in their cap to get (the job) done. So, they’ll get the done, but at what expense?” said one experienced Hanford worker who did not want to be identified.

The CH2M Hill statement sent to KING underscored their position that workers face little risk from the exposures.

“The results received show a very low internal contamination dose that is significantly less than a typical chest x-ray,” wrote Henderson. “During the event, field monitoring showed levels of contamination not considered harmful; we expect any future positive (tests) also not to be harmful.”

“It’s misleading and that’s such bull s***. That just pisses me off that they even imply that. It’s not like getting an x-ray,” said Geffre. “It’s an insult to the people that work there. What did you think all those years of (radiation) training was for? For me to be stupid now? Yeah, it makes me mad.”

For 40 years plutonium buttons for nuclear warheads were manufactured inside the PFP.

Hanford is not a nuclear power plant. It is a 586 square mile federally owned decommissioned nuclear weapons facility near Richland. From 1943 to 1988 workers produced plutonium for the secret Manhattan Project and then to bolster the country’s nuclear stockpile throughout the Cold War. Since 1988, Hanford has been a nuclear clean up site only.

Hanford is considered this most contaminated place in the Western Hemisphere.
