東京電力福島第一原発事故の健康影響に関する2013年報告書を4月にまとめた国連放射線影響科学委員会(UNSCEAR)は5日、福島市保健福祉セン ターで報告書に関する説明会を開き、「原発事故の放射線被ばくにより将来、がんの発生率が明確に上がることは予測していない」との見解をあらためて示し た。ただ、放射線リスクはゼロではないため今後も調査と分析を続け、報告書を毎年更新する。

説明会には医師や薬剤師、教職員、行政担当者ら約200人が参加した。同委員会のカールマグナス・ラーソン議長は「(住民避難などの)迅速な予防的措置で被ばく線量が大きく低減した」とし、被ばくによるがんのリスクは「極めて小さい」と述べた。

県民健康調査で見つかった子どもの甲状腺がんについて、旧ソ連のチェルノブイリ原発事故で調査に当たったミハイル・バロノフ教授(サンクトペテルベルグ放射線衛生研究所)は「最新の医療技術による活発な検査の結果として見つかっている」と説明した。

質疑応答で、放射線被ばくについてラーソン議長は「(事故発生後)数カ月で放射性ヨウ素による被ばくはなくなった」と説明した上で、「いま注視すべきは放射性セシウムだが、計測しやすく対応が可能。除染などで被ばく線量はさらに低減できる」と述べた。

LDP star Obuchi to lead nuclear debate via The Japan Times

Prime Minister Shinzo Abe may have hoped that Yuko Obuchi, a 40-year-old mother of two with an impeccable political pedigree, will provide an acceptable face for his nuclear power push when he appointed her industry minister last week.

However, say observers, Obuchi will have her work cut out convincing a public still badly scarred by the Fukushima disaster that it is safe to switch the country’s 48 atomic reactors back on.

“I, too, am raising children,” Obuchi told reporters shortly after being made the country’s first female minister of economy, trade and industry. “If people say they are worried, I think it is only natural. If you are a mother, I think it is a kind of feeling that everyone has. The central government must offer a full explanation to these sentiments.”

Naming a young mother to the job was “a cunning move by Abe,” said Greenpeace Japan’s Kazue Suzuki, because the implicit message is that if someone who has children says nuclear power is safe, it sounds more credible.

At her inaugural news conference, Obuchi repeated the Abe administration’s line that her policy would be “to reduce our reliance on nuclear plants by actively introducing renewable energy and thorough energy saving.”

Then she added, “We will restart (nuclear power plants) by making safety our priority.”

The new minister highlighted the importance of earning “the understanding of hosting communities” who may be hostile to the prospect of firing up their nearby reactors again, despite beefed up safety rules and — by domestic regulatory standards — a ferocious new watchdog.

Obuchi is expected to visit the crippled Fukushima plant in the coming days, as well as the Sendai nuclear power station in southwestern Kyushu, where two reactors are the most likely to be restarted in the coming months.

The new regulator might confirm that the units are safe as soon as next week. The regulator has received nearly 17,000 public comments since it announced the Sendai plant’s re-evaluation in July.

India and Australia seal nuclear deal, Abbott meets Modi via The Times of India

Abbott said India and Australia were bound by “strongly convergent” trade and strategic interests on the last day of his visit, which culminated with the deal to supply uranium to the energy-hungry country.

During the meeting, PM Abbott gifted a ‘Nehru jacket’ made of Australian wool to PM Modi, who in return presented him a copy of the Gita.

India and Australia kick-started negotiations on uranium sales in 2012 after Canberra lifted a long-time ban on exporting the valuable ore to Delhi to meet its ambitious nuclear energy programme.

Australia, the world’s third biggest uranium producer, had previously ruled out such exports to nuclear-armed India because it has not signed the global non-proliferation treaty.

Both India and Pakistan are nuclear-armed, and along with Israel and North Korea are the only countries not signed up to the non-proliferation treaty to prevent the spread of nuclear weapons.

 【ニューデリー金子淳】オーストラリアのアボット首相は5日夜、インドの首都ニューデリーでモディ首相と会談し、インドへ原子力発電の燃料となるウランを輸出できるようにする原子力協定に調印した。原発増設を進めるインドにとっては、燃料の安定供給につなげる狙いがある。

電力不足に悩むインドでは現在、21基の原発が稼働中。2023年度までに原発による発電量を3倍にする目標を立てている。

豪州との交渉は12年開始。インドは事実上の核保有国だが核拡散防止条約(NPT)に加盟しておらず、原爆の原料にもなるウランの軍事転用をどう防ぐかが焦点となっていた。

豪州はこれまでNPT非加盟国には輸出してこなかったが、アボット首相は訪印前の3日、豪議会で調印の意向を表明した。インドは6月、国際原子力機関(IAEA)の抜き打ち査察を可能とする追加議定書の批准を決定しており、豪州は、こうしたインドの対応を評価したとみられる。

インドは10年から日本とも原子力協定の交渉を始めており、1日の日印首脳会談では早期妥結に向けた交渉加速が確認された。インド側は使用済み核燃料の再処理を認めるよう求めているが、軍事転用の可能性があるとして、日本側が難色を示しているとされる。

Radioactive plumes spread cesium a week after Fukushima disaster via Mainichi

Until now, radiation levels after the disaster have been estimated by comparing observed readings, such as those from aircraft, with computer simulations obtained from the System for Prediction of Environmental Emergency Dose Information (SPEEDI). For the most recent analysis, the Ministry of the Environment used data from constant monitoring devices used to measure vehicle exhaust fumes and other such air pollution. The ministry sought help from institutions including Tokyo Metropolitan University and the Atmosphere and Ocean Research Institute at the University of Tokyo. It collected filter paper that catches airborne particles from around 90 monitoring stations in nine prefectures. Researchers analyzed radiation levels from March 12 to March 23, 2011.

The analysis showed that at one monitoring station in the city of Fukushima on the night of March 15, the combined activity of cesium-137 and cesium-134 went as high as 45.5 becquerels per cubic meter of air.

Radioactive plumes are believed to have continuously spewed from the plant between March 16 and March 19 as well, but the analysis suggests that due to eastern-blowing winds, they spread out over the Pacific Ocean and did not elevate atmospheric radiation levels over Japan. However, the wind direction later changed, and at 3 p.m. on March 20, the Fukushima city monitoring station registered a reading of 104.1 becquerels per cubic meter of air. Readings around this level continued until the next morning.

It is widely known that a radioactive plume spread around March 15, causing a sharp climb in radiation levels to around 20 microsieverts per hour after rain caused radioactive material to fall on homes and on the ground. Rain did not fall on March 20 and 21, so the already-high radiation levels near homes and on the ground did not climb noticeably. This is thought to be the reason why the second radioactive plume was not noticed until now.

In the Kanto region, two belts of high-concentration radiation were registered — one on March 15 and one on March 21. In particular, on the morning of March 21 there was a spike in radioactive cesium concentrations in southern Ibaraki Prefecture and northeastern Chiba Prefecture. Afterwards, the plumes appear to have moved southwest to the northeastern coast of Tokyo Bay. Rain is thought to have brought the radioactive material down to the area and created radioactive “hot spots” that were recorded in various areas.

原発から10キロほどのところに住んでいた80代のおばあちゃんが事故のあと甲状腺の病気に。
原発から6キロほどのところに住んでいた30代の女性は、原発事故後、脱毛が始まり甲状腺機能亢進症。
原発から3キロほどのところに住んでいた60代の女性も事故から半年後に甲状腺腫になった。
本当に子供だけなのか?という、表には絶対に出てこない取材での現実の話。

2011年3月7日に延宝房総沖地震で13メートルと津波の予想を保安院に説明していたのに、
実際に3月11日に 11.5メートル~15.5メートルの津波が起きたら
3月7日の報告は秘匿し東電は想定外の津波と主張したということ等々・・・

この内部文書は原発推進側にいた方から手に入れたものです。
ただ、僕の関わってない局に対するものでしたので
これまで取りあげる機会もありませんでした。

ですが、事故から1年が経とうとしている今、
経産省や政府は再稼働を目指しさまざまな画策をしているような
感じがしてなりません。
特にストレステストなどは最初から結論ありきなのではないかとも疑われるものだし、
傍聴させないなどの対応を見ていると反対意見の封じ込めではないかと思ってしまいます。

第2原発からも放射能が漏れていた?

福島原発事故については様々な噂が飛び交っていて何が事実なのか僕も全くわかりません。
これまでさんざん情報を隠蔽していたところが何を言っても信用できないし
そもそも原発事故に関しても「爆発的事象が起きた」なんてわけのわからない説明をしていた人の話なんて信用できないからなのだと思います。

権威の発表はインチキであるということを見事なまでに証明した事故であり、
それが今の不信感にいたっているのだと思います。

そして昨日、また初めての話を耳にしました。

第1原発と第2原発にはさまれた地域に住んでいた方の話です。

「3月11日の夜に町の体育館に避難しました。そこで毛布もないということで家に取りに戻りました。
そのときに子供の友人のお母さんにあったんですね。その方のご主人は原発で働いていました。
そのお母さんから『第2は放射能漏れ、第1は水が入らない状態になっているから危ないよ』と聞かされました。そこで急いで体育館に戻り、その足で家族を乗せていわき市に逃げました」

僕は第2で放射能漏れが起こっていたなんて初耳です。

U.S. Solar Capacity Hits Another Major Milestone via EcoWatch

Solar energy generation continues to climb in the U.S. with more than half a million homes and businesses now generating solar energy. Greentech Media’s GTM Research and the Solar Energy Industries Association (SEIA) have just released another positive report for the second quarter of this year.

Kepco may scrap two aging reactors over upgrade costs via The Japan Times

OSAKA – Kansai Electric Power Co., the operator of the Mihama nuclear power plant in western Japan, is mulling scrapping two aging reactors at the complex, as it may be too costly to upgrade equipment to meet new standards imposed following the Fukushima nuclear disaster, sources familiar with the matter said on Friday.

The Nos. 1 and 2 units at the Mihama complex, located on the Sea of Japan Coast in Fukui Prefecture, are both more than 40 years old. Kepco will seek to consult with the government as well as local authorities before making a final decision, the sources said.

The government is apparently pushing nuclear operators to scrap old reactors seen as too vulnerable to disasters, betting that such a move could help secure more support from the public for restarting newer reactors that have been idled amid safety concerns. Popular support has turned against nuclear power in the wake of the nuclear disaster.

Since the new nuclear safety rules make it tougher to upgrade and run older reactors, as many as two-thirds of the country’s 48 idled nuclear units may not return to operation because of the high costs, local opposition or seismic risks, according to a Reuters analysis earlier this year.

There are 12 reactors that will reach their 40-year limit within five years. The government is asking operators to come up with plans for decommissioning older units by the end of the year, the Nikkei reported.

Mouvement de grève des salariés de Tnex, chargés du nettoyage industriel à la centrale nucléaire via L’est Eclair

Nogent-sur-Seine – Les salariés de l’entreprise Tnex, l’un des sous-traitants, spécialisé en nettoyage industriel à la centrale nucléaire, ont manifesté mardi devant le site.

Agents Tnex en colère », pouvait-on lire mardi matin sur la banderole tenue par quelques salariés devant la centrale nucléaire. Ces salariés, ce sont ceux de la société Tnex, un sous-traitant qui s’occupe du nettoyage industriel. Ils sont une vingtaine à y travailler et tous étaient en grève ce mardi. La raison ? des conditions de travail qui se dégradent mais surtout, et c’est la goutte d’eau qui a fait déborder le vase, des CDD payés plus que les CDI qu’ils remplacent.

Alors, plus déterminés que jamais, les employés ont décidé d’agir. Aux environs de 7 h 15 mardi matin, ils se sont postés devant l’entrée de la centrale nucléaire. Pendant que certains tenaient des banderoles, d’autres se sont postés de chaque côté de la rue pour stopper les voitures. Pour la plupart des salariés d’EDF ou de sous-traitant venant commencer leur journée de travail. « Et ça se passe bien, les gens sont compréhensifs », explique Christophe Latrasse, délégué du personnel à la centrale.

Juste après leur mouvement, les salariés Tnex ont rencontré Monsieur Fortier, leur directeur. Il s’est engagé à vérifier leurs affirmations notamment concernant l’égalité et les grilles de salaires. La prime de transport est quant à elle conventionnelle et devra être négociée en novembre lors des négociations annuelles obligatoires. La direction s’est également engagée à une meilleure communication sur le site au travers du chef de site.

Christophe Latrasse s’est dit satisfait de cette rencontre et attend les réponses concernant les salaires. Elles devraient arriver lundi.

[Japan’s nuclear disaster] Toxic legacy via The Economist

IN THE pantheon of Fukushima heroes, Masao Yoshida (pictured) is a key figure. As the manager of the crippled Daiichi plant in 2011, Mr Yoshida was the captain of a nuclear Titanic, ready to go down with his ship rather than let it spin totally out of control. He later gave the most complete account from the cockpit of the world’s worst nuclear disaster since Chernobyl. Inevitably, perhaps, his account is now at the centre of a toxic row over the legacy of nuclear power.The transcript, recorded in 13 interviews from July to November 2011 as part of the lengthy government probe into the Fukushima crisis, was kept secret—at the request of Mr Yoshida. But after gathering dust for over two years it was partially leaked this year, first by the Asahi, Japan’s liberal flagship newspaper, then by its bitter conservative rival, the Sankei. Each has strikingly different interpretations of its contents.

The Asahi, which is critical of attempts to restart the nation’s 50 idling reactors, found evidence of terrifying bungling by Tokyo Electric Power (TEPCO), the operator of the plant. In May it released extracts apparently showing that 650 of the 720 workers at the plant disobeyed Mr Yoshida’s orders and fled during the height of the crisis, when radiation spiked after a series of explosions. TEPCO failed to mention these orders in its official accounts of what occurred, said the paper.

But the Sankei mined the same extract and found confusion, not insubordination. Mr Yoshida’s orders were not properly conveyed, and in any case he later agreed with the workers’ decision to evacuate to the Daini plant about 10km away, it said. The newspaper accused the Asahi of “twisting” Mr Yoshida’s account to further the anti-nuclear cause.

The Sankei has picked on Mr Yoshida’s taped criticism of Mr Kan to reinforce its case that he worsened the crisis by overstepping the limits of his authority. It is clear from the transcript that Mr Yoshida is no fan of the former prime minister. But he also criticises his boss, Masataka Shimizu, the disgraced TEPCO president who disappeared from public view during the disaster.

Under pressure, the government has agreed to release most of Mr Yoshida’s transcribed testimony this month. Speaking last week, Mr Kan said he was “confident” that the transcript would support his version of events. All sides at least agree on one point: Mr Yoshida, a heavy smoker who died of esophageal cancer last year, was made of tough stuff. After his death, Mr Kan tweeted: “I bow in respect for his leadership and decision-making.”
