Two nuclear plants shut amid safety fears may be restarted at just 75pc usual power output to prevent more cracks developing, EDF says

Power output at two UK nuclear plants will be curbed for up to two years in order to reduce the heat in their boilers and prevent cracks developing, EDF has announced.

The two twin-reactor plants at Heysham 1 and Hartlepool have been shut down since August amid safety fears following the discovery of cracks in one boiler structure at Heysham.

The ageing reactors are likely to be restarted in coming months at just 75pc-80pc of their usual output in order to prevent high temperatures causing further cracks, EDF said on Friday.

The move will further worsen the risk of power shortages this winter and next.

EDF said that the reactor where boiler cracks had been found would only return to service at 75pc usual power, “with the affected boilers isolated”.

The other three reactors could also be returned to service – assuming no cracks are found – but with the heat in the boilers turned down.

“As boiler spine defects can only develop into cracks at very high temperatures, two reactors at Hartlepool and one at Heysham 1 could be returned to service at c75pc-80pc power to reduce the temperature to which the boiler spines are exposed,” EDF said in a statement.

The boilers could then be modified over the next two years to enable them to get back up to full power.

EDF is thought to be about three-quarters of the way through checks on the 31 boilers and said that “no further defects have been found”.

The cracks at Heysham 1 are in a “boiler spine”. The Office for Nuclear Regulation said that the spine “supports the weight of an entire boiler and its failure could lead to water entering the reactor vessel”.

“The potential worst consequences of water entering the reactor vessel is an over-pressurisation of the reactor which could result in lifting of the reactor pressure relief valves. If this was to occur co-incidentally with fuel damage then there could be a direct path to the environment and a release of radiation,” it said.

However, it said the chances of this worst-case scenario emerging were “extremely low”.

環境省は15日、指定廃棄物最終処分場建設に強い反対姿勢を示している加美町の全8000世帯に、処分場の必要性を説明する冊子を配布した。

冊子はA4判、8ページで「県内で処理が進んでいない稲わらなどの安全な処理に向けて」と題している。猪股洋文町長が9月に出した候補地・田代岳 の面積や勾配などに関する10項目の質問への回答を中心に、候補地を巡るこれまでの経緯、詳細調査の概要を説明する内容。同省の指定廃棄物対策チームは 「現地詳細調査の実施段階に入り、処分場に対する町民の理解を進めるための配布」としている。

一方、加美町は「町に連絡なしに配布したのは遺憾。先日の現地詳細調査の抜き打ち開始と同じやり口」と批判。今後予定される候補地のボーリング調査には、処分場反対の住民団体と連携して現地で大規模な抗議行動を展開するとしている。

汚染水に総力戦 新型浄化装置など初公開 福島第1原発 via 産經新聞

東京電力は16日、福島第1原発で、汚染水から放射性物質を取り除く新型の浄化装置や、汚染水の増加を抑えるため地下水をくみ上げる「サブドレン」を初めて報道陣に公開した。汚染水対策に東電は総力を結集して取り組んでおり、一定の効果も出ている。

この日公開された新たな浄化装置は「モバイル型ストロンチウム除去装置」。汚染水の中でも特に多い放射性物質であるストロンチウム90を取り除けば大幅に放射線量が下がる。今月2日から稼働、濃度は最大千分の1まで低減できる。   汚染水の“切り札”とされる高性能な「多核種除去装置(ALPS(アルプス))」も公開された。この日に原子力規制委員会の使用前検査も行われ、今月中旬には試験運転を開始するめどが立つ。東電担当者は「これまでのALPSより廃棄物が9割軽減でき、処理量も倍になる」と期待する。   増設したアルプスや既存のものを含めると、1日当たり最大で計2千トンの汚染水処理が可能。サブドレンなどが本格稼働すれば、最大1日約400トン増え続ける汚染水も半分になる。   第1原発の小野明所長(55)は「汚染水をきれいにしようということでやっている。廃炉と汚染水は2本立てで一生懸命やっていく」と語った。(天野健作)

Calls to Use Yucca Mountain as a Nuclear Waste Site, Now Deemed Safe via The New York Times

The Nuclear Regulatory Commission on Thursday released a long-delayed report on the suitability of Yucca Mountain as a disposal spot for nuclear waste, finding that the design met the commission’s requirements, laying the groundwork to restart the project if control of the Senate changes hands in the elections next month.

Republicans have been pushing to use the site, about 100 miles from Las Vegas, to store spent reactor fuel and highly radioactive leftovers from Cold War bomb-making, but they have been blocked by President Obama and by the Senate majority leader, Harry Reid, Democrat of Nevada. A final ruling would have to come from the commission itself, and the State of Nevada and other opponents have promised lawsuits.

But the report released Thursday, mostly done in 2010 but frozen until a recent court decision, concluded that the design had the required multiple barriers, to assure long-term isolation of radioactive materials.

Yucca, a volcanic structure adjacent to what was formerly known as the Nevada Test Site, where the government exploded hundreds of nuclear bombs, was never described as the best place for burying nuclear waste, only an acceptable one about which a consensus could be achieved. The Energy Department selected Yucca Mountain as one of five candidate sites in 1986, under a procedure laid out by the Nuclear Waste Policy Act, which Congress passed in 1982. But in 1987, Congress amended the act to designate Yucca as the prime site, telling the department not to study anything else unless it found Yucca unsuitable.

In 1994, the Energy Department began drilling a five-mile tunnel through the mountain. By 1997, the department was burying metal containers in the rock, and heating them up to simulate nuclear waste, to study the effect on water and rock in the immediate area.

The project suffered a major setback in 2004 when the federal Court of Appeals in Washington, ruling in a case brought by Nevada, said that to use Yucca, the government would have to show that it would contain the wastes safely for hundreds of thousands of years, not just the 10,000 years that the Energy Department was planning. By that time, the department had already concluded that the period of peak releases would be in about 300,000 years.

But the real blow was the election of Barack Obama, who as a candidate for president promised to kill the project. And Mr. Reid blocked further funding for the Energy Department to design the repository and pursue a license to open it, and to the commission to evaluate that license application, as called for in the 1982 act.

In 2010, the Energy Department shut down the Office of Civilian Radioactive Waste Management, which was running the Yucca program.

『美味しんぼ』鼻血問題の前・双葉町長が県知事選立候補! 「変人だと叩かれても言う。今の福島は脱出すべきです」via 週プレNEWS

福島第一原発事故後、初めてとなる福島県知事選が10月26日に行なわれる。安倍政権にとっては、7月の滋賀県知事選で党推薦候補が敗れ、11月には沖縄県知事選を控えるだけに絶対に負けられない戦いーー。

そのため、自民党は県連が擁立した候補者を蹴って、民主、公明、社民との相乗り候補を選んだ。佐藤雄平知事の後継者、内堀雅雄前副知事(50歳)である。

そして、その対抗馬として最も注目を集めるのが前・双葉町長の井戸川克隆(いどがわ・かつたか)氏 (68歳)。今年4月、マンガ『美味しんぼ』のなかで、「福島には鼻血や疲労感を訴える人がたくさんいる」などと発言、この内容に対して福島県や石原伸晃 環境相(当時)が風評被害への懸念を示すなど、過剰ともいえるバッシングと物議が引き起こされ、自身も風変わりな人とのレッテルを貼られてしまった人物 だ。

―いつから、県知事選への出馬を考えていたのですか。

井戸川 町長を辞めてすぐですね。立候補の理由をひと言でいえば、原発事故以降、県民があまりにもないがしろにされ続けているからです。

―というと?

井戸川 国も県も、県民に本当のこ とを話していない。文部科学省が2011年に測定した表面汚染密度をベースに、知り合いが汚染地図を作りました。福島県内のほとんどが放射線管理区域(実 効線量が3ヵ月当たり1.3ミリシーベルトを超える恐れのある場所、原子炉建屋などがこれに該当する)に相当します。なのに、安全だから住み続けろと県は 言う。人口が減ると税収が減るとでも思っているのかもしれませんが、そのために県民の健康を犠牲にしているのです。

―なるほど。しかし、今の報道を見ていると、井戸川さんが持論を言えば言うほど、変人扱いされてしまう感じです。

井戸川 でもね、こんなに被曝させ られて黙っているほうがおかしいですよ。別に変な人と思われても構いません。私が選挙で訴えたいことは、県民が国や県から教えられているのと真逆のことで す。福島は放射性物質ですっかり汚染されてしまって、真実を公表すれば、今、県が必死にアピールしているような安全な場所どころではないことがバレてしま う。社会的には混乱が起こるでしょうが、本当のことを言うしかありません。

―確かに今の状況は明らかにおかしいと思います。原発作業員だって、事故直後の緊急時を除けば1年で20ミリシーベルト以上は浴びない。それは5年間の被曝限度を100ミリ以内にするという法律があるから。

にもかかわらず、今、国と福島県は、一般県民が年間20ミリ浴びてもOKにしようと基準を勝手に変えようとしている。これは正気の沙汰じゃない。

井戸川 私の言うことは票には結び つかないでしょう。だから本当の狙いは、外国向けに発信することです。放射能に対してクレイジーな政策が進む日本にも、まともなことを言うヤツがいたと。 このままでは、福島県のイメージは海外で本当に悪くなります。県内産のものが安全だから食べてくれって言っても、外国の人は信用しませんよ。

―井戸川さんが立候補する際に掲げた政策に、「史上最大の避難作戦」とあります。これは一体どんなものですか?

井戸川 私が知事になったら、県独自に放射線を正確に測定して、事故前の基準に基づいた管理区域を設定します。そして管理区域になった住民に説明会を開いて事実を伝え、それでも福島に住むか聞いていきます。

―住民に選択してもらう?

井戸川 「俺は被曝してもいいから福島に住みたい」と言うなら、免責を求める確認書を取り交わす。その上で、県が健康問題を面倒見る仕組みをつくります。一方、福島から避難したい人にはそうしてもらいます。それにかかる費用は、事故原因者の東京電力へ請求するのです。

―土壌や海水にはセシウム以外に、ストロンチウム90やヨウ素129など危険な核種もたくさん沈着しています。それらをきちんと測定して事実を公表したら、福島県の農業、漁業関係者の多くは廃業になるかもしれない。県民にとっても耳の痛いことでは?

井戸川 それは逆です。自分が受けている被害を知らされずに、のみ込まされているのが現状。そうじゃなく、「こんなとこに住めるか、なんとかしろ!」と立ち上がったほうが得じゃないですか。そういう人がひとりでもふたりでも出てきてほしい。

こんなこと言うと、きっとものすごく叩(たた)かれるでしょう。でも不思議なことに、叩かれてる人にも支援者が出てくる。だから私は批判を全然恐れ ていない。とにかく県民に「今の福島は危険だ」と伝えておく。いずれそれに気がついてくれればいい。今日明日、効果があるとは思っていません。

―被曝する環境から離れたほうがいいと思うのは誰も同じです。ですが、新しい環境での仕事や家のことを考えると、福島に住み続ける選択をせざるを得なかった人も多い。

井戸川 福島はもう汚染されてしまった土地ですから、今までに固執しない思い切った業種転換も必要です。遠く離れた土地に仮の町をつくってみんなで移転してもいい。3月14日に3号機が爆発したときには、ベトナムへの避難も考えました。町ごと移転するのです。

その後、埼玉への移転計画はつくりました。これは首長の責任としてやらなければいけなかった。放射性物質が出まくってる世界一の危険地帯に住めと言ったら、県民を避難誘導しなかった不作為行為で将来必ず訴えられます。今の県知事たちはそのことがわかってないんでしょう。

不都合な原子力を救済する?河野太郎 via BLOGOS

経産省がやっている総合資源エネルギー調査会原子力小委員会というものがある。

この小委員会のメンバーから、運営がでたらめすぎると声が上がっている。

要するに、発電と小売りの自由化ならびに料金規制が撤廃されるとコストの大きい原発を維持できないから電力会社に補助をしてくれという電力業界からの声に呼応する小委員会だ。

補助を受ける側から直接の利害関係者をメンバーに入れてしまうだけでなく、委員が資料を配布しようとしてもそれを制限し、ビデオ中継はせず、議事録が出てくるのは一か月後、委員の発言は一人3分に制限するという昔ながらの結論ありき審議会のよみがえりだ。

廃炉が決定すると、資産に計上している核燃料と原子力発電設備が資産から落とされるので損失が計上されることになり、電力会社によっては債務超過になるところもあった。

そこで2013年10月に経産省が勝手に省令変更をして、原子力発電設備は廃止決定をしても一括償却しなくてよいことになった。

原子力発電設備を「廃止措置資産」とそれ以外にわけ、「廃止措置資産」なるものは一括償却せず減価償却してもよいことになった。

福島第一原発の5、6号機の場合は、残存簿価1564億円のうち88%にあたる1368億円を廃止措置資産に分類された。

核燃料資産についてはこうはいかない。だから困った電力会社が経産省に泣きつき、では原子力小委員会で補助策を、ということになった。

さらに再稼働しても自由化された電力市場では原子力を維持できないと、経産省は、原子力発電の電力を固定価格で買取するか、原子力だけ総括原価を維持するかなどというむちゃくちゃな議論をしている。

原発は、バックエンドのコストを入れても安いなどとうそぶいていたのはなんだったのか。

原発ADR:一律5割の内部文書 文科省が国会提出拒否 via 毎日新聞

東京電力福島第1原発事故の賠償を裁判外で解決する手続き(原発ADR)を巡り、避難中に死亡した人の慰謝料を算定する際、原発事故の影響の度合いを「一律5割」と定めた内部文書が存在する問題が16日、国会質疑で初めて取りあげられた。参院経済産業委で荒井広幸議員(新党改革)が文書の国会提出を求めたところ、文部科学省の田中正朗審議官は「公開すると支障がある」と拒否した。

 賠償額は「基準額(A)」×「原発事故の影響の度合い(B)」で算定する。内部文書はAを訴訟より低額にし、さらにBを「一律5割」あるいは「例外的に1割にする」などと記載。これまでに示された137の和解案の約80%が実際に5割以下とされ、慰謝料が低く抑えられている実態が毎日新聞の報道で明らかになっている。

 他にも多数の内部文書が存在するとされ、荒井議員は全文書の提出を要求。田中審議官は「公にすると手続きの適正な遂行に支障を及ぼすおそれがある」などとして拒否した。

Former workers, whistleblowers shed light on nuclear site safety setbacks via Aljazeera America

RICHLAND, Wash. – On the banks of the Columbia River, miles of open land sit undeveloped behind barbed wire fences. A handful of mysterious structures dot the landscape, remnants from the early days of the Cold War. Passing by the old Hanford nuclear production complex can feel like a journey into the past.

Known simply as Hanford, workers here produced plutonium for the world’s first atomic bomb and for many of the nation’s current nuclear warheads. The site was first developed in 1943 as part of the Manhattan Project and ceased plutonium production nearly 50 years later, leaving behind 53 million gallons of highly radioactive waste. Spanning 586 square miles, it is now ground zero for the largest cleanup project in America.

For 27 years, Mike Geffre was part of that effort, working in an area known as the tank farms: 177 massive underground storage tanks, which hold up to 1 million gallons each of the country’s most toxic nuclear waste.

In October 2011, Geffre found the first leak in a double-shell tank, something that wasn’t supposed to happen. Dangerous radioactive waste in a tank called AY-102 had leaked into a space between the tank’s inner and outer shell, called the annulus. No waste had reached the environment yet, but the discovery proved that earlier assumptions about the safety of double-shell tanks were wrong. By law, the leak required immediate action.

“I expected something immediately to happen,” Geffre said. “I expected that there was this process in place, above my level, that once I give this information that there would be [an] immediate process for getting the equipment in place and start getting ready to pump it out.”

Mike Geffre is still feeling the effects of working on the cleanup effort at Hanford.

But Geffre said his employer, the government contractor Washington River Protection Solutions, refused to investigate further, claiming that the leaking material was likely rainwater, even though it registered as radioactive. WRPS was in the first couple years of a 10-year, $7.1-billion contract to manage the aging tank farms.

“They have to put money into protecting workers, which they don’t want to do,” said Tom Carpenter of Hanford Challenge, a watchdog organization that wants to “transform Hanford’s nuclear legacy into a model of safe and effective cleanup.”

Many of Hanford’s original single-shell tanks leaked and contaminated the local groundwater decades ago.

The real solution, according to Carpenter, is to install chemical scrubbers – used in other industries – to capture and treat vapors before they’re released into the air.

“It’s been recommended that they do that since 1992,” he said.

Through the Freedom of Information Act, Carpenter obtained documents from 2005 to 2009 that recorded at least 100 instances of hazardous chemicals exceeding safety standards.

In one instance, a toxin known to cause liver damage called nitrosodimethylamine, or NDMA, was found in concentrations more than 13,000 times greater than those permitted by federal health and safety standards.

“It’s page after page of these kind of things, where there are 3,000 times, 3,700 times the permissible limit,” said Carpenter. “The Department of Energy itself has done several assessments in the last four years of the safety culture at the Hanford site and has given them a failing grade.”

Anti-radiation pills to be given to neighbours of Ontario nuclear plants via CTVNews

TORONTO — Hundreds of thousands of people who live near Ontario’s nuclear power plants will have to be given supplies of anti-radiation pills under new orders from Canada’s nuclear regulator.
Currently, stockpiles of potassium iodide (KI) pills are kept in pharmacies and community centres for people who live within 10 kilometres of the Pickering, Darlington, and Bruce nuclear stations.
But the Canadian Nuclear Safety Commission updated regulations last Friday to require that the pills be distributed to all homes, businesses and institutions within the “designated plume exposure planning zone” by December 2015.

Greenpeace Canada criticized Emergency Management Ontario for blocking an attempt by the Nuclear Safety Commission for “selective pre-distribution” of the KI pills to people outside the 10-kilometre primary zone.
“Given the population density around the Pickering and Darlington reactors, Greenpeace submits there is a need to examine how long it would take to distribute KI beyond the 10-km zone,” said spokesman Shawn-Patrick Stensil.
“Indeed, people were evacuated well beyond a 20-km zone around Fukushima.”
The Green Party and Greenpeace want Ontario to expand the 10-km zone around the nuclear plants — the province determines the radius of the primary zone — noting that Switzerland is distributing KI pills to everyone within 50 km of a nuclear plant, about four million people in all.
“An evidence-based public review of nuclear emergency plans is desperately needed, and is especially important when determining the radius of the primary zone and the distribution of KI pills,” said Schreiner.
“People keep talking about the price we pay for wind energy, but the price we’re paying for nuclear doesn’t reflect the true cost of the liabilities associated with it.”
