東京電力福島第1原発の汚染水に含まれる放射性物質のうち、処理装置で除去できない放射性物質トリチウム(三重水素)について、同原発では地元の反 発を受け膨大な量が現地に貯蔵されているが、北海道電力泊原発(後志管内泊村)など全国の他の原発では、発生した同物質は海に放出されてきた。他の放射性 物質に比べ人体に影響が小さいとして国は一定量の海洋放出を認めているものの、放出量は泊原発で過去25年間で計570兆ベクレル。福島で放出が控えられ る中、専門家の中にはこれまでの大量放出を問題視する声もある。

トリチウムは国内すべての原発で運転中に発生する。北電によると、泊原発では1号機が運転を始めた1989年度以降、毎年トリチウムを日本海に放出して いる。3号機が運転開始した2009年度は30兆ベクレル、11年度は最多の38兆ベクレルを出した。運転停止に伴い12年度は8兆7千億ベクレル、13 年度は5700億ベクレルに減少している。

泊など加圧水型原子炉では、福島第1など沸騰水型と比べてトリチウムが多く出される。このため泊3基が海に放出できる上限(管理基準値)は年間120兆ベクレルに設定され、福島第1の6基の上限、年間22兆ベクレルを大きく上回る。

セシウム濃度が最高値=地下水で26万ベクレル超-福島第1via 時事ドットコム

東京電力は18日までに、福島第1原発2号機東側の港湾近くに設置した観測用井戸で16日に採取した地下水から、1リットル当たり26万4000ベクレルのセシウムが検出されたと発表した。地下水のセシウム濃度で過去最高値。

除染後宅地で約3マイクロシーベルト 南相馬の勧奨地点 via 福島民友

東京電力福島第1原発事故に伴う南相馬市の特定避難勧奨地点(142地点152世帯)について国は17日、指定8世帯で放射線量を再調査した。除染を終えた宅地で毎時約3マイクロシーベルト(地上1メートル)を示す場所もあったが、国は指定条件の同3.8マイクロシーベルト(年間20ミリシーベルト)は下回っているとの見方で、現時点で今月の指定解除の方針に変更はないとの姿勢を示した。

国は指定時の基準とした玄関先、庭先の放射線量を基に「現在の線量は安全と断言できる」と判断したが、解除方針を明らかにした説明会では住民から批判が集中。「敷地内には高線量の場所がある」「敷地内をもう一度見てほしい」などの要望に応え、再調査を決めた。

原発再考へ再演 水上勉さん「地の乳房」via 東京新聞

故・水上勉さんが故郷の福井県若狭(わかさ)地方を舞台に書いた自伝的小説「地の乳房」を、東京・渋谷の劇団青年座が24日から、東京で30年ぶりに再演する。前回公演で、水上さんは「原発立地」に揺れる故郷を原作に書き加えて脚本を仕上げた。そこで描かれた原発への不安が現実化したのが、東京電力福島第一原発事故だった。劇団員たちは、若狭の今を取り上げた本紙連載「犠牲の灯(あか)り第4部 若狭の滴」を読みながら、稽古を重ねている。 (五十住和樹)
 「いのちの田んぼが放射能にまみれる時代がきてんのや」
 劇の最終場。貧しい山村で戦前戦後の苦しい時代を生きてきた女性と五人の息子たちが、父の葬儀で故郷に戻って食事を共にする場面。田を売るかどうかの話題で、末の息子が、原発立地の補償金で金銭的に豊かになった故郷を痛烈に批判する言葉を重ねる。
 「どかあーんと一つ原子炉に裂け目ができて、放射能がこぼれてみよ。たちまち地獄やぞ」
 末息子のせりふは、二〇一一年、福島での大量の放射能漏れで現実になった。
 小説にはなかったこの部分を、水上さんは青年座の戯曲のため書き加えた。当時、執筆依頼のため各地で講演する水上さんを追い掛けた青年座社長水谷内(みずやち)助義さん(73)は、「昼間から電気をこんなにつけて。どこから電気が来ているか知っているのか」と熱弁を振るう水上さんを覚えている。
 「昔から地場産業がなくて、よそに遅れた高度成長を取り返したいと、議員さんらが(原発誘致を)思いなさってるからやろ」「原発のことはお上の人らに任せといたら損はないで」
 原発批判を続ける末息子を、周囲がなだめるように言う場面だ。演出を担当する宮田慶子さん(57)はあらためて脚本を読み直し、三十年前のせりふに衝撃を受けたという。「演じた自分たちも原発の安全神話に生きてきた。三十年間、何をしてきたんだ、と」

Vladimir Putin Politely Reminds The West That Russia Has 5,000 Nuclear Warheads via Inquisitr

Vladimir Putin may be looking for a wider conflict than the one he is involved in in the Ukraine at the moment, as the Russian President postures to show that his country is the biggest and strongest superpower, at least militarily speaking, in the world.

During some lunchtime banter between Putin and his counterpart from New Zealand, Prime Minister John Key, at an international summit earlier in the year, the two world leaders joked, if that’s even possible, about nuclear war.

As Key recalled, according to a Sydney Morning Herald report, he joked with Putin and the Russian Prime Minister Dmitry Medvedev, asking him, “How long would it take a missile to get out from Moscow to NZ?”

Medvedev replied, “Don’t worry, I’ll let you know before it happens.”

That was probably the last time world leaders spoke about a nuclear war in jest, as the reality of that possibility has changed on the ground over the last few months.

As Putin finds himself at loggerheads with the West, following his invasion of the Ukraine, he has mentioned Russia’s 5,000 nuclear warheads on at least three occasions recently, and by all accounts, he wasn’t joking.

福島原発によって汚染された食品は18禁ならぬ60禁にすべき~小出裕章氏講演会 via BLOGOS

先日の台風により「福島第1原発護岸で放射性セシウムが過去最高値を検出」といったニュースもあったように、日本中を今もなお汚染しまくり、未だに原発事故の収束がまったくできていない福島原発。
そんな中、原発再稼働しようなんて、まるで運転免許もないのに車を運転したために、何人もの人を殺したドライバーに、再び車を運転させるようなことを強行しようとしているわけだが、福島原発事故により日本中が汚染されたことはもう取り返しのつかない事態。
では汚染された日本の中でどう生きるべきなのか。
2014/10/11に大阪で行われた映画「シロウオ~原発立地を断念させた町」上映会の後に、映画にも出演している、京都大学原子炉実験所助教の小出裕章氏の講演会があったのだが、小出氏の「18禁」ならぬ「60禁」という話が実に興味深かった。

小出氏は福島原発事故を起こしたのは、自分も含めてすべての大人に責任があり、被ばくすると健康被害の大きな子供たちを守るために、被ばくしてもそれほど影響の少ない大人が、責任を持って対処すべきだとの立場で一貫している。

そこで小出氏が提案するのが汚染食品の「18禁」ならぬ「60禁」だ。
小出氏の講演の要旨を紹介したい。

食品に含まれる放射性セシウムの基準は1㎏あたり100ベクレルとなった。
しかし福島原発事故前に例えば日本のコメは平均1㎏あたり0.1ベクレル。
事故前に比べて1000倍もの汚染を許していることになる。

100ベクレル以下でももちろん危険。
だから食品をちゃんと正しくすべて計測した上で、汚染度合いに応じて年齢制限を設けるべきだ。

例えば、90ベクレルの食べ物は60禁=60歳未満の人は食べてはダメ。
逆に60歳以上は健康への影響は少ないので、原発事故の責任をとるべく、60禁の食べ物を率先して食べる。

例えば、80ベクレルの食べ物は50禁、60ベクレルの食べ物は40禁、50ベクレルの食べ物は30禁といったように。
(数値はあくまでたとえ話で、このベクレルでこの年齢制限にすべきという話ではありません)
年齢が若ければ若いほど被ばくに敏感になるが、年を取れば取るほど被ばくに鈍感になる。
だからこそ子供を守るために、大人が原発事故を起こした責任を取るために、年齢が高い人間が限りある食品の中で汚れた食べ物を食べ、できるだけ汚れていない食べ物は若い人に回すべきだと。

映画などで好ましくない映像が含まれている場合に18禁といって、18歳未満の人は見てはいけないように、福島原発事故によって汚染された食べ物は60禁とか50禁にすべきだ。

長渕ファンたちがデモ! 川内原発再稼働反対を訴えた【動画あり】via 日刊SPA!

今回のデモのタイトルは「男たちの脱原発」。長渕さんが主題歌を歌った2005年の映画『男たちの大和/YAMATO』から着想を得たものだ。デモの主催 者である大石規雄さん(45歳)は元々は一水会などの新右翼界隈を「ウロウロしていた」(本人談)人物で、2011年の原発事故以降は「右から考える脱原 発デモ」という保守勢力が主催したデモを手伝ったりしていたという脱原発派。最近脱退したというが、「レイシストをしばき隊」やその後身である 「C.R.A.C」などにも参加し、ここ1年半ほどはアンチレイシズム運動に力を入れてきたアクティビストだ。なので、反原発デモを主催することはなんの 不思議もないのだが、やはりどうしても「なぜ、長渕?」という疑問が沸いてくる。

「実は自分でデモを主催するのは初めてなんです。そのきっかけは、長渕さんの故郷である鹿児島にある川内原発が着々と再稼働に向かっている今、長渕ファン は声を上げなくていいのか、という思いから。震災、そして原発事故以降、長渕さんは積極的に『原発を止めたい』という発言をされていますし、『カモメ』と いう曲では『止めてくれ/原発を/止めてくれ/今すぐ』と直接的に歌われています。長渕さんは充分に動かれた。では、ファンである我々は動かなくていいのか?」

原発事故後、長渕さんが報道番組の中で「子供たちにこれからの責任を負わせてしまった。この子供たちの笑顔と原発、どっちが大切なんだろうと言われたら、 僕は子供たちが大事。そして、原発を今すぐにでも止めたい」という旨の発言をしていたのを聞いて号泣したという大石さん。さらに大石さんを動かしたのは長 渕剛さんの名曲「Captain of the Ship」の一節にある「決めるのは誰だ? やるのは誰だ? 行くのは誰だ? そう、お前だ! お前が舵を取れ/お前が行け! お前が走れ! お前が行くから道になる」という歌詞だという。

「このデモを立ち上げてから、一部の長渕ファンからは『長渕さんを政治利用するのか』という批判も受けています。でも、音楽をただ消費しているだけでいい のか? 僕は『Captain of the Ship』の『お前が行け!』という歌詞を馬鹿正直に受け止めて、行動に出ることにしました。長渕ファンのなかにももちろん、いろいろな考えはあると思い ますが、『長渕ファンならば今のこの状況、あなたは平気なの?』と聞きたいぐらいですね。ただ、もしも長渕さん本人から『やめてくれ』と言われたら、すぐ にでも長渕ファンとしての脱原発活動はやめますが(笑)」

自身で主催する初のデモを終えた大石さんは「進行がつたなく、申し訳なかったです」と反省しきり。だが、今後もこのデモを続けていくのかと聞くと「政府が 再稼働をあきらめない限り、僕らはやっていきますね。まだまだ力不足ですが、もっといろいろな人に来ていただけるようにしたい」と今後への決意を見せた。

長渕さんの「Captain of the Ship」の歌詞に以下のような一節がある。

「眉をひそめられ“でしゃばり”と罵られても『いい人ネ』と言われるよりよっぽどましだ」

まさにこの歌詞を地で行くような行動に出た大石さん。この「男たちの脱原発」という船をどのようにひっぱって行くのだろうか?

Anti-nuclear activist Udayakumar quits AAP via The Times of India

MADURAI: Anti-nuclear activist S P Udayakumar on Saturday announced his resignation from the Aam Aadmi Party (AAP) because he felt that the party high command did not pay attention to the problems of the people in south Tamil Nadu.

Udayakumar said he had joined the AAP after consulting the people protesting against the nuclear plant at Kudankulam and the fishermen in the region. The people is the area had felt that the AAP would help take their protests forward. However, now realizing that this was not to be, he quit the party.

POINT OF VIEW/ Mikiko Abe: With nuclear plant idled, townsfolk in better position to chart future course via The Asahi Shimbun

ONAGAWA, Miyagi Prefecture–As an opponent of atomic energy, I have watched this town for more than four decades–from before Tohoku Electric Power Co. began constructing the Onagawa nuclear power plant here.

It is my hope that our town can stand on its own without the massive subsidies associated with the installation of nuclear reactors and fixed asset taxes paid by the power utility. It’s not about asking if we can revert to that state of things. I believe we have to do it now.

I live in temporary housing because my home was swept away by the tsunami generated by the Great East Japan Earthquake.

I was elected to the town assembly eight months after the March 2011 disaster, which claimed the lives of some of my fellow activists. In the hope of conveying their anti-nuclear message to younger generations, I ran in the assembly election as an independent candidate.

Around 1970, when the Onagawa plant had yet to be built, local fishermen banded together to express opposition to the nuclear facility. Thousands took part in a protest rally held near the seashore. About 10 buses, each with 50 seats, arrived from a neighboring town to join it.

But Tohoku Electric began approaching nuclear opponents and secured agreement to engage in small talk from some people. They included, for example, owners of large fishing vessels that operated far from coastal waters. They had large crew and held senior positions in the local fishermen’s union.

There is no significant opposition movement in Onagawa now.

I studied at a university in Tokyo after I graduated from senior high school. I took an interest in the issue of Minamata disease (caused by mercury pollution) and joined a sit-in outside the head office of Chisso Corp., the chemical company responsible for the pollution. I thought the economy was being put ahead of humans–the same picture that applies to atomic power generation.

After I graduated in 1975 and returned home, I found my community polarized between nuclear opponents and proponents. I was told that residents living along the same seashore had been so estranged that they no longer even spoke to each other when they attended funerals of people in the other camp.

The opposition movement gradually cooled its heels after the fishermen’s union decided to accept financial compensation, and after construction of the No. 1 reactor of the Onagawa nuclear plant began in 1979.

Some people had relatives working for the nuclear plant, while others supplied food to the plant workers.

They could no longer openly state they were opposed, even if they felt differently in their hearts.

Tohoku Electric has been boasting that the Onagawa nuclear plant “withstood the quake and tsunami.” I have also been told that a gymnasium on the grounds of the plant served as an evacuation shelter for more than 300 residents for three months. Some inhabitants are thankful for that.

But I later learned that the plant grounds lay only 80 centimeters above the towering tsunami, which measured 13 meters in height, and only one of the five external power supply systems survived without damage. Perhaps it was a matter of sheer chance that a serious accident was avoided.

Japan nuclear reactors near active volcano called unsafe via The Stars and Stripes

TOKYO — A prominent volcanologist disputed Japanese regulators’ conclusion that two nuclear reactors were safe from a volcanic eruption in the next few decades, saying Friday that such a prediction was impossible.

A cauldron eruption at one of several volcanos surrounding the Sendai nuclear power plant in southern Japan could not only hit the reactors but could cause a nationwide disaster, said Toshitsugu Fujii, University of Tokyo professor emeritus who heads a government-commissioned panel on volcanic eruption prediction.

Nuclear regulators last month said two Sendai reactors fulfilled tougher safety requirements set after the 2011 Fukushima disaster. The regulators ruled out a major eruption over the next 30 years until the reactors’ reach the end of their usable lifespan.

A surprise eruption of Mount Ontake in central Japan on Sept. 27 has renewed concerns about the volcanos in the region.

“It is simply impossible to predict an eruption over the next 30 to 40 years,” Fujii said. “The level of predictability is extremely limited.”

He said at best an eruption can be predicted only a matter of hours or days.

Kyushu Electric Power Co., which operates the Sendai plant, promised taking measures to ensure access to workers in case of ash falls of up to 15 centimeters (6 inches), while installing a monitoring system to detect changes to volcanic activities. The utility also promised to transfer fuel rods to safer areas ahead of time if signs of eruptions are detected – a time-consuming process that experts say is unrealistic.

Fujii said ash falling as thick as 4 inches would make any vehicle, except for tanks, virtually inoperable. Power lines would be severed due to the weight of ash on them, causing blackouts and possibly cutting off electricity to the reactor cooling system.

Only after approving the reactors’ safety, the regulatory authority established a volcano panel to discuss the impact of eruptions and countermeasures. Fujii, a member of that panel, said experts are opposed to the regulators’ views. Even though catastrophic eruption could occur only once in as many as 10,000 years, a likelihood of one cannot be ruled out either, he said.
