The Toxic Threat Of Abandoned Uranium Mines In The United States via Popular Resistance

The nuclear industry is a many-headed toxic beast – nuclear power and nuclear weapons are just the most visible ones. Mining, milling, processing, reprocessing, manufacturing, and transporting nuclear materials are some other heads of the beast that are less visible. All are desecrating Mother Earth and killing her peoples. It’s time to deal with the initial stage of this problem. We can begin by cleaning up the abandoned uranium mines and placing a National Environmental Security Moratorium on all uranium extraction.

Irresponsible corporations and negligent government agencies have abandoned more than 10,000 toxic uranium mines throughout the US. These hazardous mines poison our air, land and water and harm public health. Currently no laws require cleanup of these dangerous sites. A new campaign, Clean Up The Mines!, aims for remediation of these mines through federal legislation and action, and public education.

Abandoned Uranium Mines (AUMs)

The Environmental Protection Agency and US Geological Survey document over 10,000 abandoned uranium mines in the US, most in 15 western states on public, private, and tribal lands. Over 4,200 of these mines produced uranium that was sold to the US Atomic Energy Commission for use in nuclear weapons from the 1940s through the 1970s. Starting in the 1960s, much of the mining was done to provide fuel for nuclear power plants.

There are several AUMs in and near the Grand Canyon, 169 of them within 40 miles of Mt. Rushmore, and eight right on the edge of Grand Teton / Yellowstone National Parks. One in seven (10 million) people in the western US lives within 50 miles of an AUM.

AUM hazards and contamination pathways

Physical hazards of AUMs come from unmarked, unprotected mine entrances, cliffs, falling rocks, and collapsing buildings and equipment. Wind picks up radioactive dust from rock piles and blows it for miles – people breathe fine particles into their lungs, resulting in much higher levels of lung cancer near AUMs. People carry the radioactive dust, dirt, and mud around on their clothes and shoes, spreading the contamination to their homes and families.

One of the decay elements of uranium is radon gas. It seeps up through the ground in many areas around mine sites where people and animals breathe it in. Exposure to radon gas is the second leading cause of lung cancer in the US.

Water picks up radiation in a variety of ways – rain washes radioactive dust from the air and rocks and carries it into streams and rivers. Surface and underground water dissolve uranium from rock and dust. This is particularly true of uranium that has been exposed to oxygen, which changes it from UIV to UVI, which is more soluble in water. (This is the principle used in ‘In Situ Leaching’, similar to fracking techniques, the method most commonly used now.) The result is polluted rivers, lakes, and aquifers, with no safe available drinking water for thousands of communities.

Pools and lakes of contaminated water contribute to bringing radioactivity into the food chain. Cattle and wild animals can drink this toxic water, concentrating radiation in their organs which is called bio-accumulation. Plants in areas surrounding AUMs take up the radioactive waste as well. Whether grown for crops or eaten by animals, the radiation continues to bio-accumulate and spread.

On the Spokane Indian Reservation in Eastern Washington State, there are two lakes collecting water from AUMs that are so acidic that if you dip a spoon in, it will melt. Uranium often occurs with other toxic heavy metals, and over time, as contaminated water flows out of the AUM and into a lake, evaporation and replenishment by more contaminated water gives an extreme concentration of toxic and radioactive heavy metals.

The EPA has estimated that mining has polluted 40% of the headwaters of western watersheds.

川内原発再稼働同意の見通し 鹿児島・薩摩川内市議会委 via 朝日新聞

九州電力川内原子力発電所を抱える鹿児島県薩摩川内市の市議会原発対策調査特別委員会(10人)が、同原発の再稼働に同意する見通しになっていることがわかった。20日の委員会で、再稼働を求める陳情の採択に委員の過半数が賛成する公算が大きい。月末の市議会臨時会でも賛成多数となる可能性が高いとみられる。

ただ、鹿児島県議会議長は小渕優子経済産業相に対し、来県して原発の安全性や必要性を説明するよう要請しており、経産相が来県した場合は日程が先送りされる可能性もある。

特別委は15日、川内原発を巡って出された陳情14件について「再稼働反対」「再稼働賛成」など四つの区分に整理して審査することを決定。委員の間では「20日の委員会で採決すべきだ」との声が強まった。取材に対し、委員の過半数が再稼働賛成の陳情採択に同意する意向を示した。

再稼働に前向きな発言を繰り返している岩切秀雄市長は「市議会の判断を見極めたい」としており、市議会の判断を受け、自らの立場を表明する見込みだ。伊藤祐一郎知事は、再稼働には自身と県議会、薩摩川内市の岩切市長、市議会の同意が必要としている。岩切市長が態度表明をすれば、県議会も判断に向けて審議を本格化させる。

福島第1濃度上昇は3年半「放置状態」のつけ 今も地下に大量の高濃度汚染水溜まったまま via J-Cast News

トリチウムも過去最高値、1年前にはベータ線出す物質検出

原発事故直後、トレンチには高濃度汚染水が流れ込んだ。2011年4月初旬には、2号機取水口付近のピットと呼ばれる施設から汚染水が海に流 出。東電は止水のために高分子ポリマーや新聞紙、おがくずまで投入するほど対応に苦慮した。このピットとトレンチはつながっており、トレンチ内の水が漏れ 出た可能性が指摘されている。

事故から3年7か月、トレンチの汚染水はいまだに滞留している。資源エネルギー庁原発事故収束対応室に聞くと、残留汚染水の総量は1万1000トンに及ぶという。これが、汚染水問題で重くのしかかっている。

不安要素のひとつが自然災害、特に台風だ。2014年10月6日、静岡県浜松市に上陸した後に東に進んだ台風18号は、原発に影響をもたらし た。東電の10月14日の発表によると、前日の13日に2号機近くの観測用井戸から採取した地下水から、放射性セシウムが1リットル当たり25万1000 ベクレル検出されたという。海側の観測用井戸では過去最高の濃度となった。

マンガンやコバルトといった他の物質の値も過去最大を記録。この日は採取されていないが、9日にはトリチウムが同じく過去最大の数字となっていた。

実は1年前にも似たような状況が見られた。2013年10月中旬、本州に接近した台風26号の影響だ。台風通過後、原発の海側の側溝から採取 した水に、ベータ線という放射線を出す放射性物質が高い濃度で検出された。この時は、地中に染み込んでいた放射性物質が台風の大雨により側溝に流れ込んだ と見られている。

台風の季節が終わっても、これからは秋の長雨や大雪など心配は尽きない。不測の事態で、1万トンを超える高濃度汚染水があふれ出せば一大事。一刻も早いトレンチからの除去が望まれる。

廃炉か存続か迫る期限 玄海原発1号機運転39年 via 佐賀新聞

九州電力玄海原発1号機(東松浦郡玄海町)が15日、運転開始から39年を迎えた。原則40年の運転期限まであと1年と迫り、九電は廃炉とするのか、存続 して再稼働させるのか、検討を進めている。存続するには来年7月までに運転延長を申請する必要があるが、福島第1原発事故後の新規制基準をクリアするには 巨額の設備投資は避けられず、3年連続赤字の九電としては高いハードルとなる。立地する玄海町の岸本英雄町長は運転延長を望みつつ、投資額の多さに廃炉も やむを得ないとの認識を示す。九電の判断が注目される。

運転延長には、新基準の厳しい審査に合格しなければならない。最大の課題とみられるのが、新基準に適合しない可燃性の電源ケーブルの取り扱いだ。 現在、延焼防止剤を塗って対応しているが、不燃性・難燃性への交換を求められると、巨費と多大な時間を強いられる可能性がある。どれだけ延長を認められる かも見通せず、費用対効果をどう判断するかが焦点となりそうだ。

「50年運転」が持論の岸本町長は町財政や経済をにらみ、九電の判断を注視する。「私が社長なら膨大な投資をしても費用対効果が 見込めないので廃炉にする」と語る。その上で「電力の安定供給のためには、リプレース(置き換え)で廃炉と同時に新設すべきだが、原発を取り巻く状況では 困難」と指摘する。廃炉する場合、立地町への交付金新設を国に求める。

規制委が運転延長を最終判断する際は「原発構内に入り、コンクリートの状況など確認して立地自治体の責任者として意見を言いたい」と注文する。

また再生可能エネルギーの買い取り契約申請殺到で想定を上回る供給過剰の状況が発生し、九電は新規の契約手続きを中断している。 「原発の再稼働を見越し、今後どれだけの買い取りが可能かどうか見極める」と説明しており、原発が再稼働すれば、さらに供給過剰が拡大し、買い取り制限に つながりかねない。買い取り中断も絡み、九電は悩ましい判断を迫られている。

民主党政権負の遺産 太陽光発電“終焉”に悲鳴続出 via 週刊実話

再生可能エネルギーの中核である“太陽光発電バブル”が無残にも破裂した。
先陣を切ったのは九州電力。太陽光発電の導入が急速に進んだ結果、自 社の送電設備の容量がパンクしかねないとして9月24日、事業者による電気の新規受け入れを管内全域で中断。翌25日には東北電力の海輪誠社長が定例会見 の場で、買い取りが急増し電力の需給バランスが崩れていることを理由に「中断を含め対応を検討する」と表明。実際、10月1日から中断に踏み切った。
これに刺激されたように四国電力、さらに北海道電力も10月1日から管内全域で中断するなど、まるでせきを切ったかのように電力各社の買い取り中断が相次いでいる。
一連の動きのさなか、小渕優子経済産業相は9月26日、閣議後の会見で「再生エネルギーの最大限の導入に向け何ができるか、あらゆる角度から検証する」と強調した。所管大臣でさえ、電力各社の“非常事態ラッシュ”に目を向けざるを得なかったようだ。

脱原発の近道は再生可能エネルギーの普及しかないとばかり、中核となる太陽光発電の買い取り価格を「業者の言い値を丸呑み」(関係者)した結果、1kW時 当たり42円という破格の高値になった(今年度は35円)。この価格はユーザーの電気料金に上乗せされる。買い取り価格は毎年見直されるとはいえ、最初の 契約は20年間継続されるため、ソフトバンクや京セラなどいち早く新規参入したメガソーラー業者は「政府公認の打ち出の小づちを握った。サスガに先見の明 がある」と半ば皮肉を込めてうらやましがられた。両社とも、当時の民主党政権と深い関係にあった点を指してのことだ。

これを見て一攫千 金をもくろむ業者が次々と参入した結果、太陽光パネルが値下がりして儲けが大きくなるまで発電設備を凍結させる業者や、権利の転売でボロもうけを企てるブ ローカーが暗躍するなど“バブル狂奏曲”一色に染まったのはご承知の通り。それらが電力会社に対し集中的に買い取りを申請すれば、管内の電力需要を上回っ て対応できなくなる。しかも太陽光は昼夜や季節で発電量が増減するため、送電網の受け入れが難しい。
だからこそ電力各社は「電力の安定供給には需給の一致が不可欠。このままだと大型停電になりかねない」と危機感をあらわにし、受け入れ中断に踏み切ったのだ。これぞ、太陽光発電バブルが招いた“あだ花”に他ならない。

Taiwan reveals new plans to send nuclear waste abroad via The Japan Times

TAIPEI – Taiwan on Tuesday unveiled plans to process nuclear waste abroad for the first time as its power plants approach capacity — but environment groups slammed the proposal as “too risky.”

The government is under growing public pressure over its unpopular nuclear policy, as concerns over the safety of its plants have grown since the 2011 Fukushima disaster.

Authorities were forced in July to seal off a new power plant due to open next year, pending a referendum on its future.

But the government says Taiwan will run out of energy if it ditches nuclear power — the three plants currently operated by state-owned Taipower supply 20 percent of the island’s electricity.

The new proposals, announced on Tuesday by a special government task force, pave the way for used nuclear fuel rods stored at two plants to be shipped abroad to be processed.

A reduced amount of nuclear material would then be sent back to Taiwan and re-stored at the sites, which are due to come out of commission within the next few years and are reaching storage capacity.

But the plan sparked opposition from environmental protection groups that questioned the safety of shipping the fuel.

Activist Pan Han-shen of the Tree Party warned it is “too risky.”

“Any risks in the process of transportation could be a huge disaster,” he said.

The two plants that currently store the spent fuel rods were launched in 1978 and 1981. They will each be decommissioned once they have been operational for 40 years.

Concerns about Taiwan’s nuclear power facilities have mounted since 2011, when the Fukushima No. 1 nuclear plant was hit by a tsunami that knocked out power to its cooling systems and sent reactors into meltdown.

Like Japan, Taiwan is regularly hit by earthquakes. In September 1999 a 7.6-magnitude quake killed around 2,400 people in the island’s deadliest natural disaster in recent history.

Japanese Governor Says It’s Too Soon To Restart Nuclear Reactors After Fukushima via Huffington Post

TOKYO (AP) — A Japanese governor said Wednesday the country should not restart any nuclear plants until the cause of the Fukushima meltdown is fully understood and nearby communities have emergency plans that can effectively respond to another major accident.

Hirohiko Izumida, governor of central Niigata prefecture — home to the seven-reactor Kashiwazaki-Kariwa plant — said regulators look at equipment but don’t evaluate local evacuation plans.

The nuclear authority’s approval of the two Sendai reactors paves the way for their restart within few months, considered a big boost for Japan’s nuclear industry.

Its operator, Kyushu Electric Power Co., however, still faces an on-site operational inspection and must obtain the consent of local authorities. Residents are mainly concerned about five cauldron volcanos in the region, though regulators rule out a catastrophic eruption before the end of the reactors’ functional lifespan of 30 years. Host prefecture Kagoshima’s governor and town officials have generally welcomed a Sendai restart.

Izumida declined to comment on another prefecture’s decision, but he said the Tokyo Electric Power Co. was responsible for the Fukushima crisis and has no qualifications to resume operating a nuclear plant in his region without fully clarifying unanswered questions about the accident.

Resuming operations at the Kashiwazaki-Kariwa plant is crucial to TEPCO, indebted and nationalized due to the astronomical cost of cleaning up Fukushima and compensating affected residents. But the safety inspection has been delayed due to a prolonged investigation into active seismic faults inside the compound, which experts say may affect safety.

Ensuring protection of nearby residents from radiation exposure as part of a multi-layer safety measure is an international standard, but still not compulsory to pass safety inspection in Japan. Towns as far as 30 kilometers (18 miles) from the plant, an expansion from the 20 kilometers (12 miles) before the crisis, are now required to compile evacuation plans, but many have not. In some prefectures, the drills exposed that evacuating all residents from the no-go zones would take days. Niigata compiled its evacuation plan in June and is set to test it next month.

“Protecting the residents’ lives and safety is the most important task for me as governor,” Izumida told reporters in Tokyo. “I don’t even want to discuss a restart.”

国道6号、通行制限解除1カ月 高放射線量なお via 産経ニュース

東京電力福島第1原発事故に伴う「帰還困難区域」の影響で、通行制限されていた国道6号(福島県双葉町-富岡町)の解除から15日で1カ月が経過した。県沿岸部の大動脈が開通したことで交通量は増加し、復興の加速が期待されている。ただ解除区間を訪ねると、放射線量は今も高い状態が続き、空き巣の懸念など新たな悩みも出ている。(大渡美咲)

 解除区間は14.1キロで、車で20分ほどの距離。北部の南相馬市から南部のいわき市への移動は内陸を迂回(うかい)していた従来に比べて1時間半も短縮した。

除染は完了したものの、環境省によると、解除区間の空間放射線量は平均で毎時3.8マイクロシーベルト。高い所では17.3マイクロシーベルトに及ぶ。バイクや自転車、徒歩での通行は認められず、駐停車も原則できない。信号はほぼ黄色点滅で警察車両と何度もすれ違った。国土交通省磐城国道事務所のまとめでは、先月15日からの平日通行量は9500~1万800台で、8月中の平日平均6400台に比べて大幅に増加した。これに伴い、物損事故などが増えている。

 盗難など目立った事件は起きていないが、福島県警双葉署は空き巣や放火などの犯罪を警戒し、日中だけでなく、街灯がない夜間もパトロールしている。

 観光帰りに通った茨城県鉾田市の勝山敏宏さん(55)は「ここはまだ復興が進んでいないと感じた」と話す。いわき市の運送業、草野一雄さん(59)も「常磐道と結ばれれば、さらに便利になるのだが」。インフラ整備が進まない帰還困難区域の現実を改めて感じさせた。

福島県と熊本県水俣市の中学生の交流会は31日から11月3日まで、福島市などで開かれる。福島市の県青少年会館で13日、県内の中学生対象の事前研修会が開かれ、放射線や水俣病について学んだ。

事前研修会では、放射線の種類や内部被ばく、外部被ばくの違いについて学んだ。ドライアイスやアルコールなどを使った特殊な装置で、自然界に存在する放射線も観察した。水俣病の特徴についても学び、交流会に備えた。

韓国、今なお日本からの放射能汚染を警戒-くず鉄からの放射性物質検出で via ウォール・ストリート・ジャーナル

福島第一原子力発電所で事故が起きてから3年余りがたつが、一部の韓国人は今も日本からの放射能汚染を警戒している。

 韓国南東部の沿海都市、昌原市の住民と環境保護活動家は14日、ある鉄鋼会社が近くの馬山港経由で日本からくず鉄を輸入していることに抗議する集会を同社の前で開いた。

 集会の参加者は国内の鉄鋼会社に対し、馬山港のように放射線測定装置が備えられていない港湾経由で日本からリサイクル用のくず鉄を輸入することをやめるよう求めた。

 馬山昌原鎮海環境運動連合のパク・ジョンクォン会長は「今年8月に日本から輸入されたくず鉄から放射性物質が検出され、日本に送り返したことは、われわれが現実のリスクにさらされていることを浮き彫りにしている」と訴えた。

 同連合は馬山港に放射線測定装置が設置されるまで、こうしたくず鉄の受け入れ先を他の港湾に変えるよう引き続き政府に求めていく方針だ。

 ソウル市が8月に日本から輸入されたくず鉄の一部から放射性物質を検出し、輸入業者に日本への返送を命じたことを受けて、韓国では懸念が高まっている。

 今週初めにも同国南西部の港湾都市、群山市の市民団体が国に日本からのくず鉄の輸入中止を求める抗議活動を行った。

 韓国の原子力安全保安委員会(NSSC)は8月11日、放射能汚染を理由に日本から輸入したくず鉄の一部を送り返したことを明らかにした。こうした措置が取られたのは、韓国政府が2012年に原子力の安全性に関する点検を強化してから初めてのことだった。
