Russia India: Putin agrees to build 10 nuclear reactors via BBC News

Russia will help India build at least 10 more nuclear reactors, Indian Prime Minister Narendra Modi has said following a visit by Russian President Vladimir Putin.

The two countries signed a series of major energy agreements on Thursday.

Russia will also remain India’s top defence supplier, said Mr Modi.

Mr Putin’s visit to Delhi comes as India faces energy shortages and Russia seeks to expand its ties with Asia in the face of Western sanctions.

Mr Modi said that the two countries had outlined an “ambitious vision” for nuclear energy during the talks and that the new reactors would be built over the next 20 years.

He added that, under the deal, nuclear components would be made in India.

衆院選 福島の被災者 苦悩を受け止めたのか via 東京新聞

福島県の避難者のうち、四万六千人は県外に避難する。住み慣れた家や地域を失い、厳しい生活を強いられている。認知症やアルコール依存になる人が増え、苦痛から命を落とす「原発関連死」は千百人を超えた。苦悩に真剣に向きあった公約こそが競われるべきだ。
 政府は昨年末、放射線量が下がらないために、避難指定を外せない地域が残ると判断し、「全員帰還」の目標を諦めた。帰れない人には新たな住まいや働く場が必要だが、支援は十分といえない。
 賠償問題は大きな壁だ。浪江町の一万五千人は慰謝料増額を求めて政府機関の解決センターに集団で申し立て、一律月五万円増額の和解案を示された。だが、東電が拒んで前に進めない。東電は和解案の拒否を繰り返しており、加害者の態度として道理がない。
 賠償は地域に溝を生む。放射線量が避難解除要件の年二〇ミリシーベルトを下回ったとして今年、田村市や川内村の一部で避難解除されたが、住民感情は複雑だ。一年後に慰謝料は打ち切られる。放射能の影響が心配でも、避難先で生活費が続かず帰郷する人が少なくない。
 そもそも、除染が追いつかないために避難解除要件が年一ミリシーベルトから二〇ミリシーベルト以下に緩和されたことへの反発がある。人の命よりも帰還ありきとも映る、強引な政策は不安を増幅させるだけだ。
 避難指示区域外でも、福島市や郡山市の一部などでは線量が年一ミリシーベルトを上回る所がある。十分な支援も賠償も受けられずに取り残されている人が数多くいる。
 一昨年に超党派で成立した「子ども・被災者支援法」は地元に残っても、離れても、広く救済されると期待されたのに、骨抜きにされた。無策としかいいようがない。
 原発事故で苦しむ人のことをどれだけ自分の問題として引きつけ、一票を投じることができるか。私たち有権者も問われている。

Honey, there’s a nuclear bomb in the yard: Decades of close calls show our luck will run out eventually, experts say via The Japan Times

When a nuclear bomb landed in the Gregg yard in South Carolina in 1958, it left a big crater, killed a few chickens, caused the family minor injuries and wrecked their Chevrolet.

Luckily, the device — which had fallen out of a B-47 bomber after Capt. Bruce Kulka accidentally grabbed a lever opening the bomb bay, almost falling out himself — was not fully armed with a fissile core.

But other U.S. aircraft routinely flew carrying fully primed nuclear weapons, and the incident — highlighted in this week’s international conference on nuclear weapons in Vienna — was far from isolated.

“We were lucky to get out of the Cold War without a nuclear detonation,” U.S. author Eric Schlosser, who recounts this episode and many others in his recent book “Command and Control,” told the gathering.

“The problem with luck is that eventually it runs out,” said Schlosser, who spent six years researching his book, sifting through thousands of pages of documents obtained through the Freedom of Information act and interviewing a range of senior figures.

In another case in 1961, a B-52 bomber broke up in the air and went into a spin. The centrifugal forces pulled a lanyard that released a fully operational hydrogen bomb over North Carolina.

“There was one switch in that weapon that prevented the full-scale detonation of a hydrogen bomb hundreds of times more powerful than the Hiroshima bomb,” Schlosser said.

And in 1968, a B-52 bomber carrying four hydrogen bombs crashed near the Thule air base in Greenland.

The conventional explosives surrounding the nuclear core exploded, but a full nuclear explosion was averted, although radioactive plutonium was dispersed in the area and part of one of the bombs was never recovered.

In 1980 Zbigniew Brzezinski, former U.S. national security adviser, was woken up at 2:30 a.m. to be told of 220 — then corrected to 2,200 — incoming Russian nuclear missiles.

Brzezinski was about to phone President Jimmy Carter, and U.S. bomber crews had already started their engines, when the all-clear came through. The false alarm was triggered by a faulty microchip costing less than 50 cents.

■原発政策の“本音と建前”

総選挙における各党の公約が出そろった。

メディアも有権者も、今回の選挙の争点はアベノミクスの評価とする向きが多いが、それだけではない。

集団的自衛権行使の容認、特定秘密保護法、武器輸出3原則の変更など、この2年間、安倍政権が進めてきた「戦争できる国づくり」の政策への是非も大切な争点だ。

さらにもうひとつ、忘れてはならないのが原発政策だ。

福島第一原発事故から3年9ヵ月。いまだに12万人以上もの人々が避難生活を強いられ、来年2月には鹿児島・川内(せんだい)原発の再稼働が控えている。そのことを考えれば今後、日本は原発とどう向き合うべきか、この総選挙できっちりと方向性を示さなくてはならない。

そこで投票日を前に、各党の原発政策を読み比べてみよう。

まず政権与党の自民党。目を引くのは、原子力を「重要なベースロード電源(発電コストが安く、昼夜を問わず安定的に稼働できる電源)と位置づけ、活用する」という一文だ。

2年前の衆院選で自民党は「原子力に依存しなくてよい経済・社会構造の確立を目指す」という公約を掲げていた。それが昨年夏の参院選では「原子力に依存しない」という文字が消え、さらにこの衆院選では「ベースロード電源として活用」に変わっている。

こうした公約の様変わりを見れば、自民党が原発重視、原発の再稼働に前のめりなのは明らかだ。もし、この総選挙に勝利すれば「最重要争点はアベノミクス」と主張しておきながら、「国民は原発政策においても、わが党に信任を与えた」と原発推進、再稼働に乗り出すことは間違いない。

そして、自民の公約には“責任逃れ”の巧妙な仕掛けが散りばめられている。

例えば、原発再稼働に関する公約には「原子力規制委員会(以下、規制委。編集部注)によって、新規制基準に適応すると認められた場合には、その判断を尊重し、原発の再稼働を進める」とある。

だが、規制委の田中俊一委員長は今年7月、記者会見で「(規制委は)安全基準に合致しているかどうかを審査するだけで、稼働させるかどうかには関与しない」「(川内原発についても)安全だとは私は言わない」と明言している。

本来、再稼働の決定を下すのは政府だ。なのに、安倍自民の公約は「規制委がお墨付きを出した。原発を動かしても大丈夫と言っているから、再稼働する」と、あたかもその責任が規制委にあるかのようなニュアンスになっている。

さらには「原発依存度については可能な限り、低減させる」と いう一文。これは典型的な官僚用語で、「可能でない場合は、低減させなくてもよい」ことを意味する。ここでもまた、選挙中はいかにも原発の再稼働に慎重な ように見せかけておいて、選挙後には「ちゃんと公約を読んでみて。再稼働できると書いてあったよね」と、開き直れる仕掛けを仕込んでいるのだ。

では、野党はどうか?

共産、社民、生活ははっきり原発反対を打ち出している。次世代は原子力技術の維持を主張していることから、原発推進。

Exelon seeks OK to operate LaSalle nuclear plant until 2040s via the Chicago Tribune

Exelon Corp. is asking the Nuclear Regulatory Commission to allow it to operate its LaSalle County nuclear plant until the 2040s.

The company’s filing Tuesday with the commission sets off a two-year process that will determine if the plant can safely continue operating another two decades beyond its generating units’ licenses.

The plant’s two nuclear reactors — which generate enough electricity to power 2.3 million homes — are operating under licenses set to expire in 2022 and 2023.

The plant’s reactors began commercial operation in January 1984 and October 1984, respectively.

The NRC issues operating licenses for up to 40 years and allows the licenses to be renewed for an additional 20 years.

The average commercial reactor in the U.S. is about 33 years old, according to the Energy Information Administration. The oldest reactors are Oyster Creek in New Jersey and Nine Mile Point 1 in New York, which began commercial operation in December 1969.

LaSalle’s twin nuclear reactors employ about 875 people 75 miles southwest of Chicago near Marseilles. About 48 percent of the electricity in Illinois comes from nuclear power.

Cost-Benefit Analysis

The NRC’s lower value on American lives means that regulators have struggled to force nuclear operators to invest in safety infrastructure at plants under license. The U.S. is against a proposed European amendment to the Convention on Nuclear Safety forcing regulators to show how they’re improving safety and mitigating against accidents.

“The nuclear industry complained about the number of changes they had to make,” former NRC commissioner Victor Gilinsky said in an e-mail response to questions. Rules now require “a cost-benefit analysis to justify any NRC action,” he said.

A higher value placed on human lives, like the one the Department of Transportation uses, could change NRC risk assessments, which consider the consequences of a potential accident along with their probabilities, said Lyman. A Department of Transportation public-information official declined to comment on the disparity.

Industry Response

“The NRC does focus on the quantitative factors in reaching many of these decisions,” Chairman Allison Macfarlane said in Dec. 3 Senate testimony. “Some of the quantitative factors that are considered are themselves not necessarily fully quantitative like the price of — the cost of a human life.”

The U.S. Nuclear Energy Institute, the Washington-based advocacy group promoting more atomic power, has criticized regulators for imposing onerous requirements.

“Resources are being spent complying with requirements that have little or no safety benefit,” said NEI senior vice president Anthony Pietrangelo at the same Dec. 3 hearing. “If the NRC more accurately estimated the cost of its regulatory requirements it would find that many of its requirements do not pass a simple cost-benefit test.”

While U.S. nuclear operators have set up regional emergency-response centers and invested in safety equipment, their French counterparts are spending four times more, according to industry estimates.

「美味しんぼ」表現、一部修正=単行本発売-小学館 via 時事通信

 週刊「ビッグコミックスピリッツ」(小学館)の人気漫画「美味(おい)しんぼ」で、東電福島第1原発を訪れた主人公が鼻血を出した描写が波紋を広げた問 題をめぐり、10日、これらの場面を収録した単行本111巻「福島の真実2」が発売された。鼻血の描写は残した上で、主人公らの発言が一部修正された。
主人公が医者と話す場面では「(鼻血は)原発内での外部被ばくが原因ではありませんね」と因果関係を否定する表現に変更。実在の有識者が「福島がもう取り 返しのつかないまでに汚染された」と話していた場面も、「震災前の政府の基準に従えば、住んではいけない所に多くの人が住んでいる」に変わった。

A Pacific Isle, Radioactive and Forgotten via The New York Times

The United States had chosen this string of islands halfway between Hawaii and Australia for its nuclear tests; specifically the atolls of Bikini and Enewetak. Each is a thin broken circle of coral reefs surrounding a lagoon, the remnants of ancient volcanoes. In the 1970s the United States was thinking about granting independence to the country, which it did eventually, and was considering what to do about the mess the testing left behind.

Bikini was so radioactive that there was little hope of allowing its displaced population ever to return home. But the military studied how to clean up Enewetak so that at least some land could become habitable again. The Defense Department concluded that there was so much soil contaminated with cesium-137 and strontium-90 that the safest approach was to leave it alone and let it decay naturally. Both have half-lives of about 30 years.

But also left behind by the blasts was plutonium-239, which has a half-life of 24,000 years. With enough plutonium-239 in the right form, a bomb could be made. That is why the United States participated in a $150 million operation, completed in 2012, to secure and clean up the plutonium at a Soviet-era nuclear test site in Kazakhstan.

At Enewetak, the United States decided in the late 1970s to dump as much plutonium-contaminated soil as it could gather into a 33-foot-deep crater on Runit that had been carved out in 1958 by a bomb roughly the size of the one detonated over Hiroshima.

In addition to the contaminated soil, crews filled 437 plastic bags with plutonium chunks they had picked up from the ground, left behind when one bomb misfired. These also went into the crater, which was then covered with an 18-inch-thick concrete cap. Most of the rest of the radioactive waste, with too little plutonium to trouble with, was bulldozed into the lagoon, over the objections of the Environmental Protection Agency and the displaced people of Enewetak. American officials also chose to leave radiation on the land at levels far higher than would be allowed after a similar cleanup in the United States.

A task force of the federal government’s National Research Council warned in 1982 that the dome might be breached by a severe typhoon. But a 2013 report sponsored by the Department of Energy saw no reason to worry. “Catastrophic failure of the concrete dome,” it said, “and instantaneous release of all its contents into the lagoon will not necessarily lead to any significant change in the radiation dose delivered to the local resident population.”

The reason, according to the report, was that the radiation inside the dome was “dwarfed” by the radiation in the sediments in the lagoon. Thus a leak from the dome would be no added threat because it is dirtier on the outside than the inside. Plutonium isotopes recently discovered in the South China Sea have been traced to the Marshall Islands, some 2,800 miles away.

「美味しんぼ」原作者が反論本出版へ via デイリースポーツ

原発に関する記述が問題となり連載休止中の「美味しんぼ」 (ビッグコミック スピリッツ)の原作者、雁屋哲氏が10日、約半年ぶりに公式サイトでコメントを発信、問題視された部分を含む「美味しんぼ」の単行本第 111巻「福島の真実篇2」が刊行されることを告知し、また来年1月に同氏の意見をまとめた本を出版することを明らかにした。

雁屋氏は単行本発刊について「色々と問題になった件も掲載されています。お読み下されば有り難いと思います」と記し、「例の『鼻血問題』に対する私の意見は、本にして来年の一月に発行します」と、原発問題に関する雁屋氏の意見を1冊の本にまとめたことを明かした。

その上で「まずは単行本第110巻と111巻をお読み頂いてから、ご意見を賜りたいと存じます。一部分だけを読んで、あれこれ言うのは反則でしょう」と、議論を受けて立つ構えを明確にした。

「美味しんぼ」は今年5月に発行された東京電力福島第一原発事故をめぐる描写に対し、福島県や地元政界などが発行元の小学館に抗議する騒動となった。問題にされたのは登場人物が放射線被曝と鼻血の因果関係を指摘し「福島に住んではいけない」と語る場面など。

(思想の地層)本当のコスト 何のための原発保護か 小熊英二 via 朝日新聞

原発の新たな優遇策が検討されている。経済産業省の総合資源エネルギー調査会原子力小委員会で議論されている差額決済契約(CFD)がそれだ。

 CFDはイギリスで導入された制度で、固定価格での電力買い取りを一定期間保証するものだ。買い取り価格は使用済み核燃料処分や廃炉など、将来費用も含む総コストを勘案して算出される。イギリスで適用が合意された原発は一つだけで、買い取り基準価格は1キロワット時15円ほど。陸上風力発電より高値で、保証期間も35年と長い。

 原発は初期投資が大きく、市場経済ではコスト回収が保証されない。日本でも再来年に導入される電力市場自由化にむけ、CFDをはじめ、原発保護政策が検討されているのはそのためだ。だがこうした政策を導入することには、様々な異論が出ている。

 第一に、買い取り価格が電力料金に転嫁され、消費者の負担が増える可能性が高い

第二に、決定過程が不透明である。検討が行われている原子力小委員会には、専門委員として電力会社および原子力事業者が出席している。福島原発事故後に実施されていた審議会のビデオ中継はなくなり、第6回会合までは音声データすら公開されていない。第7回以降は音声のみ公開されたが、「議事録を掲載するまでの暫定的な提供」とされている。中継での公開が行われない理由として、委員長は「この場で意見を言いにくいという方がいらっしゃる」と述べている(大島堅一「さらなる原子力保護政策は許されるか」世界12月号)。

衆院選の公示前日の党首討論で、安倍首相は「国民がもう原子力発電は懲り懲りだと思われるのも当然だ。同時に安定的に低廉なエネルギーを供給していく責任がある」と述べた(本紙朝刊12月2日付)。「低廉」ではないことを電力会社と経産省が事実上認めたいま、首相に原発保護が必要なのかを語ってほしい。
