安倍晋三首相(自民党総裁)は15日、衆院選を受けて党本部で記者会見し、集団的自衛権の行使を容認した憲法解釈変更について「国民の支持をいただ いた。約束してきたことを実行していくことが使命だ」と述べ、選挙で国民の信任を得たとの認識を示した上で、関連法の整備を急ぐ考えを明らかにした。原発 再稼働についても「われわれが政権を取った以上、進めていく責任がある」と明言した。

首相は今回の衆院選について「(集団的自衛権の行使容認のための)閣議決定を踏まえた選挙でもあった。街頭演説やテレビでも必要性を訴えてきた」と強 調。「来年の通常国会に法案を提出し、成立を果たしていく」と述べた。憲法改正に関しては「最も重要なのは、国民投票で過半数支持を得ることだ。国民的な 支持を深めていく」と意欲を見せた。

福島原発作業員の約3割に「偽装請負」の疑い――何が問題なのか? via 弁護士ドットコムNEWS

東京電力は11月下旬、福島原発で働く作業員の約3割が「賃金を支払う会社と、実際に作業を指示する会社が違う」と答えたというアンケート結果を発表した。

東電によると、「現場であなたに作業を指示している会社と、あなたに給料を支給している会社は同じですか」という質問に対して、「違う」と回答した人が、対象者2684人のうち28.3%に及んだという。

下請け会社の従業員が、仕事の発注元から直接指示を受ける形で働くことは「偽装請負」と呼ばれる。今回のアンケート結果からは、そういった状況が発生している疑いが読み取れる。偽装請負にはそもそも、どんな問題があるのだろうか。労働問題にくわしい靱純也弁護士に聞いた。

雇用責任の所在があいまいになるため、労働者が劣悪な労働環境や違法な長時間労働を強いられやすくなります。また、不当な中間搾取にもなりかねません。さらに、労災隠し等も行われやすいといわれています」

●規制・負担をかいくぐろうとしている

実態にあわせて「派遣」にする、というわけにはいかないのだろうか。

「派遣労働は、労働者派遣法等に基づいて、たとえば次のような規制がかかります。

(1)建設業務など一定の業務は行えない

(2)一部の業種を除き派遣期間に上限がある

(3)派遣先に直接雇用の申出義務が生じる場合がある

(4)派遣元は厚生労働大臣の許可または届出が必要

また、直接雇用した場合、使用者側には、解雇や労働時間の制限などの労働法上の規制のほか、社会保険料などの負担も生じます。

『偽装請負』は、請負契約の形式をとることで、こうした派遣や雇用にともなう規制や負担をかいくぐろうとしているわけです」

福島)医師と3年学んだ放射線、母親ら冊子に via 朝日新聞

東京電力福島第一原発事故後、放射線について知ろうと南相馬市の母親らが医師と続けてきた勉強会の内容が冊子になった。基礎的な知識や身近な疑問を、わかりやすい言葉で説明している。英語版も完成した。

冊子をつくったのは「ベテランママの会」のメンバー5人。事故後の混乱と放射線への不安のなかで、「子どもたちのために」と、子育てが一段落した高校の同級生らが集まった。

震災後、南相馬市総合病院で診療を続けてきた東京大学医科学研究所の坪倉正治医師(血液内科)を招き、2011年12月に子どもや保護者のための勉強会をスタート。他の医師も加わり、月に1、2回、放射線について話をしてきた。

子どもたちは「ペットにさわっていいですか」「雪をなめていいですか」と身近な質問をぶつけた。副会長の渡辺育美さん(54)は「(坪倉医師の説明は)わかりやすい言い方で、すっと頭に入ってきた。同じ目線でじかに話ができるのがよかった」と振り返る。

しかし、質問はいまもあまり変化がないという。坪倉医師は「放射線のことを言い出せない状況になっていて、事故から3年たってやっと情報にたどりついたというお母さんもいる。自分を否定されたり、自信を失ったりせずに選択をしていく助けになれば」と話す。

冊子は外部被曝(ひばく)と内部被曝の違い、ベクレルとシーベルトの違いなど基本的な知識のほか「放射線は他の人にうつりますか?」「水道水は大丈夫ですか?」といった疑問に答えている。

Pennsylvania Nuclear Reactor Shut Down After Water Leak via Bloomberg

PPL Susquehanna LLC said today it shut down a reactor at its nuclear plant near Berwick, Pennsylvania, to address “a small water leak” discovered inside the unit’s concrete containment structure.

Though the leak is small enough to continue operating the reactor safely, PPL Susquehanna said it took the “conservative measure” to shut it down, the utility said in a statement. The company did not say when the unit might come back up.

The company noticed the slow leak over the past “few weeks” and it represents no safety risk to those living near the plant in Luzerne County, about 50 miles (80.5 kilometers) northwest of Allentown, Pennsylvania, Miriam Mylin, a spokeswoman for PPL Susquehanna, an affiliate of PPL Corp. (PPL), said in a phone interview.

“This is a very low level event,” Mylin said. “The leak has been very slow, but trending upward over the past few weeks. It’s very small, but we just wanted to shut it down now to get it taken care of before the winter.”

高浜 年内「合格」へ 規制委審査 via 東京新聞

原子力規制委員会が、再稼働の前提となる審査を進めている関西電力高浜原発3、4号機(福井県)について、新規制基準に適合していることを示す「審査書」の案をまとめ、年内に公表することが分かった。事実上、審査合格証の原案となる。

 九州電力川内(せんだい)1、2号機(鹿児島県)に続く二例目。規制委の定例会合が開かれる十七日か二十四日の公表で調整している。

 定例会合で各委員の了承が得られれば一カ月間、科学的・技術的な意見を公募し、その内容を反映させるため正式に審査書がまとまるのは来年一月末以降の見通し。その後も工事計画認可の審査や地元同意の手続きが必要で、再稼働は来年春以降になるとみられる。

 関電は昨年七月の新基準施行当日に高浜3、4号機の審査を申請したが、地震、津波対策で難航した。規制委の指摘や計算ミスの発覚を受け、想定する津波を海抜二・六メートルから六・二メートルに引き上げた。八メートルの防潮堤を建設する。

Move to switch Japan’s nuclear reactors back on divides communities via Australian Broadcasting Corporation

SABRA LANE, PRESENTER: Four years on from one of the world’s nuclear disasters, the meltdown at Fukushima, Japan is on the verge of a historic move to switch its mothballed nuclear reactors back on. The move is deeply controversial, as 120,000 Japanese have still not been able to return to their homes and there are serious doubts the site can ever be contaminated. The issue will be front and centre when Japan goes to the polls this weekend, where Prime Minister Shinzo Abe seems assured of winning a third term in power. North Asia correspondent Matthew Carney travelled to remote southern Japan where the first nuclear reactor will be flicked back on and he found communities deeply divided.

MATTHEW CARNEY, REPORTER: In one of the holiest sites in southern Japan, the monks are sending out a warning to the world. Nearby, the Sendai nuclear reactors are about to be turned back on. The industry was shut down after the Fukushima disaster.

HIROAKI MURAI, BUDDHIST MONK, CHINKOKU TEMPLE (voiceover translation): If a second accident happens, it will be a catastrophe. Most areas of Japan will become unliveable. Restart of the reactors is unthinkable.[…]
MATTHEW CARNEY: But the town that hosts the nuclear plant, Satsumasendai, is greatly relieved it will be up and running again. It’s totally dependent on the $20 million a year it gets in subsidies and taxes from the plant’s operators, Kyushu Electric Company. Without it, the local economy has been crippled.

KENICHI KAMIMURA, SENDAI CHAMBER OF COMMERCE (voiceover translation): The money is immeasurable, and when it disappeared, restaurants, local stores, construction companies, stopped. So did the jobs. The restart might stop young people leaving town.

MATTHEW CARNEY: There are eight other communities surrounding the plant which get much less financial benefits. They’re opposed to the restart and are angry that they’ve had no part in the decision-making process.

Kazuya Tanaka represents the 30,000 people of Ichikikushikino. He says some residents are only five kilometres from the reactors and will suffer the full force of any potential meltdown.

KAZUYA TANAKA, ASSEMBLY MEMBER, ICHIKIKUSHIKINO CITY (voiceover translation): The people’s voices are not being listened to. The local politicians are only listening to the Prime Minister and the nuclear companies, but we could lose everything, our beautiful scenery, our beautiful environment.

MATTHEW CARNEY: There are two active volcanoes within 50 kilometres from the Sendai nuclear plants. What is deeply alarming for many residents is that there is no effective evacuation plans if a disaster happens. The most vulnerable, the elderly and the sick may not be saved. This facility cares for 70, but they only have one vehicle to transport the bed-ridden.

IKURO FURUZONO, CARE SUPPORT WORKER (voiceover translation): The biggest worry is whether we can safely carry the people who can’t walk, people in wheelchairs and the bed-ridden. We haven’t done any drills. It’s going to be very hard.

MATTHEW CARNEY: The Fukushima evacuation showed that a national co-ordinated response was needed. Many of the elderly or sick died waiting for transportation, yet no such plan exists for Sendai and there are 200 facilities like this in the area.

Three honored by human rights panel via The Barnstable Patriot

Honored were Dianne F. Kaufman, a formerly homeless woman who now makes about 600 meals a week for the homeless in Hyannis; Diane Turco, co-founder of the anti-nuke group the Cape Downwinders; and Steven G. Xiarhos, deputy chief of the Yarmouth Police Department.

Turco, nominated by commission member and activist Mary Zepernick, began the Downwinders back in the late 1980s, when the Pilgrim Nuclear Power Station was going back online after recommendations against it by the governor, senators and public safety officers.
Public safety is at the root of all of the Downwinders’ efforts, she said.
“Pilgrim is the greatest threat to the public’s health and safety,” said Turco.
Turco said that the Fukushima Dai-Ichi nuclear disaster was “the first real-life test” of the General Electric Mark 1 boiling-water reactor, which is also used in the Pilgrim plant. GE and the Nuclear Regulatory Commission knew that the reactors would fail in a disaster, she said; in 1986, Harold Denton, NRC safety officer, said it had a 90 percent chance of failure in just such a scenario.
“Fukushima wasn’t an accident. It was a prediction that came true,” she said.

Court orders ministry to identify municipalities in survey on storing 3/11 debris December 12, 2014 via Asahi Shimbun

OSAKA–The Osaka District Court ordered the Environment Ministry to reveal the names of local governments that agreed to accept or considered accepting debris from the 2011 Great East Japan Earthquake.

The court on Dec. 11 struck down the government’s decision to keep the names of the municipalities under wraps out of concern that disclosure could hamper waste transfer projects.

Presiding Judge Kenji Tanaka said citizens have the right to know if debris from the triple disaster of the earthquake, tsunami and Fukushima nuclear accident would be stored in their communities.

“Local residents were concerned that disaster waste could be contaminated with radioactive materials,” Tanaka said.

According to the ruling, the ministry surveyed municipalities in 43 of Japan’s 47 prefectures in October 2011 on their willingness to accept the waste. The three disaster-hit prefectures of Iwate, Miyagi and Fukushima, plus Okinawa Prefecture, were excluded from the survey.

A citizens group in Moriguchi, Osaka Prefecture, filed a lawsuit demanding the ministry disclose the names. The ministry argued that it did not release the names “for fear of eroding neutrality in decision-making (on whether to accept the waste).”

Judge Tanaka said the potential disadvantages caused by the nondisclosure would have been enormous.

“We corrected the government’s stance on information disclosure,” Sugiko Hashimoto, head of the Moriguchi citizens group, told reporters in Osaka after the court’s ruling.

The Environment Ministry said in a statement, “We will consider a response to the matter after inspecting the content of the ruling.”

NRC finds Palisades Nuclear Plant safety violation involving monitoring workers for radiation via Michigan Live

COVERT TOWNSHIP, MI — Federal regulators found a safety violation involving monitoring of workers for radiation exposure at the Palisades nuclear power plant in Covert Township early this year, according to a report.

Workers at Palisades were performing equipment maintenance during a refueling outage in February and March, but followed an inadequate procedure to measure how much radiation workers received, said Viktoria Mitlyng, senior public affairs officer with the U.S. Nuclear Regulatory Commission.

Mitlyng said no workers were overexposed to radiation nor were workers in any danger. The plant did not use proper methodology to measure the radiation levels workers received.

“This is more of a control and exposure issue,” Mitlyng said.

Mitlyng said if Palisades does not contest the finding it becomes final and the plant’s safety rating would be downgraded, requiring additional safety oversights.

<衆院選>指定廃棄物の福島集約 割れる見解 via 河北新聞

 14日投開票の衆院選で、河北新報社は宮城県内6小選挙区の立候補者20人と福島県内5小選挙区の立候補者16人を対象に、東京電力福島第1原発事故で発生した放射性物質を含む指定廃棄物の処理の在り方について聞いた。「他県の発生分も福島県に集約するべきか」を尋ねた結果、福島側は8割が「反対」と回答し、宮城側は意見が割れた。

◎宮城「1カ所現実的」声も

 指定廃棄物の最終処分場建設候補地として国が3カ所を提示している宮城県。自民候補の大半が「現行法の下で県ごとに処分場建設を」と訴えたのに対し、民主や維新など野党候補は福島県内での処分に言及。与野党で見解が割れた。
 候補者20人のうち、宮城県内での対応を挙げたのは自民4候補。
 候補地の一つ、栗原市が含まれる6区の前議員は、稲わらなど指定廃棄物の保管が長引く現状を懸念し「一刻も早く地域の不安を解消すべきだ」と答えた。2区の前議員も「福島県だけに押し付けるわけにはいかない」と強調した。
 福島での処分に触れたのは、民主、維新、次世代、共産の5候補。
 5区の民主前議員は福島県の了解を条件とした上で「県単位で処分場を造ることは難しい。県外の1カ所に集積するのが現実的」、2区の維新前議員は「福島の原発事故に由来する指定廃棄物はその敷地内での処分が適当」との見方を示した。
 ほかの回答は「徹底的にリスク管理できる場所を提示すべきだ」(1区の民主前議員)「(福島での処分は)慎重に判断したい。被災者分断と福島切り捨ては許さない」(3区の共産新人)など。[…]
◎福島8割、反対姿勢鮮明

 福島県の5小選挙区に立候補している16人中13人が、指定廃棄物の福島集約化に「反対」と答えた。党派や当選回数に関係なく、約8割が反対姿勢を鮮明にした。
 反対理由で最も多かったのが、「排出した県内で処理することは放射性物質汚染対処特措法の基本方針に定められており、法的に確認済みだから」(1区の自民前議員、3区の民主前議員など)との意見だった。
 5区の自民前議員や4区の維新前議員は「これ以上、原発被災地の福島県に負担を押し付けるべきではない」と主張。2区の自民前議員は「(集約化に)福島県の同意を得られる可能性はない」と指摘し、2区の民主新人は「これ以上、福島県民を傷つけないでほしい」と訴えた。
 福島第1原発事故に伴う除染廃棄物を保管する中間貯蔵施設建設への影響を懸念する声もあった。5区の民主前議員は「(福島県への集約化は)重大な約束違反。これまで積み上げてきた中間貯蔵の話が全て壊れる」との危機感を示した。
 4区の社民新人は「1カ所に集めればさらに危険度が増し、福島県民の生活再建が遠のく」と答えた。回答で「その他」とした1区の共産新人は「福島で嫌なものを県外で受け入れるはずがない」と指摘した。
 「国策で進めてきた以上、国の責任で進めるべきだ」と主張する回答が党派を超えて目立った。

◎これ以上犠牲強いるな/東大大学院総合文化研究科高橋哲哉教授(哲学)
 福島県の候補の大半が福島への集約化に反対したのは当然だ。原発事故のダメージがあまりにも大きく、党派を超えて「これ以上、県民に犠牲を強いることはできない」との点で一致した。
 宮城県では、一般論として「福島へ押し付けることはできない」と言う候補は多いが、最終処分場候補地を抱える4区と6区の候補からは「福島集約化」や白紙撤回を事実上求める声が上がった。当事者意識の差が意見の差になっている。
 原発事故は私たちの繁栄が一部の人たちの犠牲の上で成り立っている「犠牲のシステム」を可視化した。原発の電気の恩恵を受けてきた以上、県ごとに最終処分場を造る特措法に従い、福島にこれ以上の犠牲を強いるべきではない。ましてや東京電力福島第1原発の恩恵を受けてきた関東地方の人たちが、福島集約化を主張するのは言語道断と言わざるを得ない。
