世界初の反原子炉運動via京都新聞
(核をめぐる京都史 折り鶴と原子の火 3) 戦後12年の1957年1月、京都大が研究用原子炉を宇治市木幡地域の元陸軍火薬製造所跡に建設すると発表した。太平洋のビキニ環礁で米国の水爆実験で第 五福竜丸が被ばくした事件から間もなかった。 魚への放射能汚染で「原子マグロ」との言葉が生まれ、不買につながった。原子炉設置に宇治市の茶業者が真っ先に反応した。「宇治に原子炉ができたら宇治茶が売れなくなる」。大騒ぎになり、会合を重ねた。住民運動で阻止することを決め、宇治原子炉設置反対期成同盟を立ち上げた。50年代から国は原子力開発を推進する。戦時中、京大や東京大、大阪大の原子物理学者は軍部の要請で原爆開発に関わったが、戦後は「平和利用」に使命感を見出していた。「核兵器に関する研究は一切行わない」ことをうたい、原子力 研究は、民主・自主・公開―の3原則を徹底するとした。 […] 「放射能は怖い」。反対運動に参加した元茶農家の平岡久夫さん(”)=宇治市木幡=は「もし何かあれば、宇治茶の長い歴史は一瞬でふっとんでしまうという危機感があった」と話す。だが、「大変だとはなっても、何が何だか分からない。我々には原子力の知識がなかった」宇治への原子炉立地には科学者からも疑間の声が上がった。阪大の化学者槌田 龍太郎教授が宇治を訪れた。セシウム、ストロンチウム…聞いたこともない言葉だったが、平岡さんら住民は放射性物質汚染の恐ろしさと、地震や水害を思えば「絶対安全とはいえないL」とを学んだ。 […] 地元住民からすれば、何も知らされずに宇治案は突然に降ってきたようなものだった。既成事実を先に作り、なし崩し的に決定する。そう映った。川上氏は「原子力の 3原則には公開、民主的とあるが、民主主義に反するのもはなはだしい。学者の良心も疑う」と論陣を張った。 […] 対して京都大教授が絶対の安全を強調。「すべての物理学者も、原子炉が原子爆弾のように爆発することはないということについては意見が一致している」「放射性 物質が外に出ることはまず考えられない。宇治川へは一滴も流さない」と反論した。その論点は約半世紀後、福島の原発事故で苦く、繰り返されることになる。 […] もっと読む。
