帰還困難区域で本格除染開始へ 来年度から環境省 via 日本経済新聞
環境省は東京電力福島第1原子力発電所の事故で年間被曝(ひばく)線量が50ミリシーベルトを超える「帰還困難区域」について、来年度から本格的 な除染を始めることを決めた。福島県大熊町の一部が対象で、同区域に指定された場所での本格的な除染は初めて。同町は汚染土壌を一時保管する中間貯蔵施設 の建設候補地になっており、早期の復興や住民の帰還につなげるのが狙い。 除染をするのは、大熊町下野上地区周辺の400ヘクタールで、町役場や駅、商店街などが集まる地区。 (略) 大熊町を含む県内11市町村は国が直轄して除染する。環境省はこれまで帰還困難区域で試験的な除染を行った結果、一定の効果が認められたことなどから実施を決めた。他の自治体の帰還困難区域でも本格的な除染を行うか、住民の帰還の意向などを考慮して検討する方針。 全文は帰還困難区域で本格除染開始へ 来年度から環境省

全域避難区域の浪江町でコンビニ再開 via NHK News Web
原発事故の影響で、すべての住民が避難している福島県浪江町で、復興業務や一時帰宅などで町を訪れる人たちのために、コンビニエンスストアが営業を再開しました。 全域が避難区域になっている市町村で、コンビニエンスストアが再開するのは初めてです。 営業を再開したのは、浪江町幾世橋にあるコンビニエンスストアです。 27日は午前7時の開店と同時に、復興業務に携わる作業員など多くの客が訪れました。 浪江町ではコンビニエンスストアやスーパーが10店舗余り営業していましたが、震災と原発事故によって営業できなくなりました。 (略) 店長の陣内健児さんは「除染作業員など多くのお客様が訪れるので、気持ちよく利用していただけるように従業員一同、心がけていきたい」と話していました。 この店は当面、午前7時から午後3時まで営業することにしています。 全文は全域避難区域の浪江町でコンビニ再開

国は福島側の要望を受け今月、施設使用開始から30年間で総額3010億円の交付金を拠出することや、用地の賃貸者も認める方針を打ち出した。最後の大きな課題で、5~6月に国が開いた住民説明会で最も多かった用地補償額への不満を、国に代わって県が補った形だ。 […] 中間貯蔵施設の候補地の面積は大熊町で町全体の14%、双葉町で10%を占める。人口でみると、両町の20%が30年間、古里の土を踏めなくなるだけに、両町は受け入れの判断は慎重に下す考えで、特に地権者の意向を尊重する姿勢を示す。 地権者の用地補償額への関心は高い。このため両町は議会などとの協議を経て、是非の最終判断に先立ち、国の地権者向け用地説明会を認める可能性もある。 ある町幹部は、9月3日に予定される内閣改造や10月9日告示の知事選などの政治日程に影響されていることに不満を示しながらも「中間貯蔵施設は必要な施設。ここでご破算にできる状況ではない」と指摘。「地権者の心情を考えると、中ぶらりんのままではいられない。カードが全て切られた以上、満額でなくても、ある程度の判断が必要な時期が迫っている」と話した。 […] 一方で、両町長とも受け入れの判断に関しては「まだその状況ではない」(伊沢町長)などと述べ、町議会全員協議会と行政区長会議の反応を見てから行うとの姿勢を崩さなかった。 もっと読む。
