Japan Hasn’t Recovered 10 Years After Fukushima Meltdown via Fairewinds (Truthout)

Recently, corresponding author Marco Kaltofen* (Worcester Polytechnic Institute), co-author Maggie Gundersen** (Fairewinds Energy Education) and I published our second peer-reviewed journal article analyzing hundreds of radioactive samples from northern Japan that we collected with assistance from Japanese citizens and scientists. Our sampling on five occasions over almost a decade totaled 70 days on the ground. Here are four things we discovered.

1. Existing radiation maps ignore significant sources of radiological exposure.

Most of the radiation maps of northern Japan are based on external radiation detected in handheld instrument measurements by citizens and scientists, who then link the measurements to GPS coordinates while downloading that data into a massive database. This information about direct, external radiation is certainly important, but it has become the de facto criteria for decision makers in Japan to decide which cities and towns should be repopulated. 

We found that this approach only provides limited policy alternatives and serves to minimize potential population exposure for two reasons. First, the Geiger counter data is for external radiation that was deposited on the ground external to human bodies and ignores radiation imbibed or inhaled as “hot particles” into the human body.

Secondly, the external radiation data frequently displayed for northern Japan is based on radiation emitted from only a single radioactive isotope, Cesium-137 (Cs-137), as measured externally. On the other hand, our papers show a wide variety of isotopes that are not detected by handheld Geiger counters or absorbed externally. We show that there is an extensive brew of various isotopes present in radioactive dust that is inhaled or imbibed. Our papers indicate that the radioactive concentration in these dust particles varies widely, by a factor of 1 million, with 5 percent (3 sigma) of these “hot particles” 10,000 times more radioactive than the mean. Our most radioactive dust particle was collected 300 miles from the site of the meltdown.

Furthermore, the data show that alpha, beta and gamma-emitting contaminants in radioactive fallout from the Daiichi meltdowns have not traveled together in lockstep. This means that measuring only beta-emitters like Cesium-137 or only total gamma (as you would with a Geiger counter) is not enough to map the full impact of the fallout. Alpha-emitters must also be measured to protect the public health. This is especially important because of the serious health impacts that can come from exposure to alpha radiation.

New type of fallout from Fukushima Daiichi found a decade after nuclear disaster via Physics World

Breaching sea defences, the water from the wave shut down emergency generators that were cooling the reactor cores. The result was a series of nuclear meltdowns and hydrogen explosions that released a large amount of radioactive material into the surrounding environment — including microparticles rich in radioactive caesium that reached as far Tokyo, 225 km away.

Recent studies have revealed that the fall-out from reactor unit 1 also included larger caesium-bearing particles, each greater than 300 micron in diameter, which have higher levels of activity in the order of 10Bq per particle. These particles were found to have been deposited in a narrow zone stretching around 8 km north-northwest from the reactor site.

Surface soil samples

In their study, chemist and environmental scientist Satoshi Utsunomiya of Japan’s Kyushu University and colleagues have analyzed 31 of these particles, which were collected from surface soil taken from roadsides in radiation hotspots.

“[We] discovered a new type of radioactive particle 3.9 km north northwest of the Fukushima Daiichi Nuclear Power Plant, which has the highest caesium-134 and caesium-137 activity yet documented in Fukushima, 105–10Bq per particle,” Utsunomiya says.

Alongside the record-breaking radioactivity seen in two of the particles (6.1×105 and 2.5×10Bq, after correction to the date of the accident) the team also found that they had characteristic compositions and textures that differed from those previously seen in the reactor unit 1 fall-out.

“Owing to their large size, the health effects of the new particles are likely limited to external radiation hazards during static contact with skin,” explained Utsunomiya — with the two record-breaking particles thought too large to be inhaled into the respiratory tract.

Impact on wildlife

However, the researchers note that further work is needed to determine the impact on the wildlife living around the Fukushima Daiichi facility — such as, for example, filter feeding marine molluscs which have previously been found susceptible to DNA damage and necrosis on exposure to radioactive particles.

“The half-life of caesium-137 is around 30 years,” Utsunomiya continued, adding: “So, the activity in the newly found highly radioactive particles has not yet decayed significantly. As such, they will remain [radioactive] in the environment for many decades to come, and this type of particle could occasionally still be found in radiation hot spots.”

Navajo Nation President Nez Testifies On Radiation Exposure Compensation Act via Fronteras

Navajo Nation President Jonathan Nez testified before the House Judiciary Committee during a discussion of Radiation Exposure Compensation Act.

About three decades ago, Congress tried to address a growing concern about the health problems caused by uranium exposure during the U.S. nuclear weapons buildup.

The act covered uranium miners and people who lived close to test sites, known as downwinders.

But Nez and others testified that the act has fallen short of its goals, and should be extended beyond 2022, when it is set to expire. He said there are hundreds of abandoned mines in the Navajo Nation. 

“Once the Cold War ended and the federal government no longer needed uranium ore to produce nuclear weapons, all of these mines were abandoned,” Nez said.

Arizona Congressman Greg Stanton testified that lower Mojave County, which is downwind from Nevada testing sites, was not covered by the act.

Stanton said that people who lived there thought it was normal to be diagnosed with cancer in their 30s and 40s.

High Renewables in France – it can be done via Renew Extra Weekly

At present France gets around 109 TWh of its electrical power from around 53GW of renewables and it is aiming to treble that to 300TWh by 2030, while also reducing the share of nuclear in electricity generation, which currently supplies around 382TWh, so that its share falls from 70% to 50% by 2035. There are also debates as to whether to phase out nuclear power entirely in France. So it is good that in a timely new study the International Energy Agency and French transmission system operator RTE have looked at whether it is technically possible to integrate very high shares of renewables in large power systems like that in France. 

The report notes that ‘advocates for 100% renewables claim – with reason – that past alarmist predictions of operational problems from increasing renewables in the power sector have been proven wrong’. Indeed, it says that it’s technically viable, with renewables supplying 85-90% of power by 2050 or 100% by 2060, subject to some key system upgrade requirements.

The first and most obvious is system balancing to deal with variable supply. The report says that ‘coping with the variability of energy produced from wind and solar PV is the main challenge for integrating renewables in power systems’. However, it says that ‘system adequacy i.e. the ability of a power system to cope with load at all times, can be ensured even in a system mainly based on variable renewables such as wind and solar PV, when substantial sources of flexibility are available, including demand-response, large-scale storage, peak generation units, and well developed transmission networks and interconnections’.

住民の代表であるはずの議会が、住民の声を聞くことを否決した。 北海道・寿都町。日本海の強い風を活かした国内初の町営風力発電所が、まちの大きな財源だ。 しかし、約2900人の人口は、今後も減少が見込まれていて、財政の見通しも厳しい。 去年8月、町長が、「核のごみ」の最終処分場の受け入れ調査への応募を検討していると明らかにした。 突然全国の注目を浴び、混乱した住民は、分断していく。 小さなまちの密接な人間関係の中で、多くの住民は声を潜めた。 その中で、一部の住民が、行政に任せきりだったこれまでを反省し、声を上げ始めた。 「肌感覚では賛成が多い」と突き進む町長に、 反対派の住民たちは、「正確な民意を反映してほしい」と住民投票を求める。 しかし、議会はあっさりと否決した。 住民の不安を置き去りにして、去年11月、文献調査は始まった。 冷たい風に晒される冬。 報道陣もいなくなり、閑散としたまちで、町議会議員の解職請求を求め署名活動をしたり、 話し合いを求め続けたりする住民たちがいた。 10年前に起きた東日本大震災でいったん止まった原子力発電所。 しかし「核のごみ」の最終処分地が決まらないまま、全国で再稼働が進む。 国の原子力政策にとって重要な核のごみの処分が、 国民的議論がまったく進まないまま北海道の過疎のマチの問題として進む。 しかも議会は住民の声を聞こうともせず、住民どうしの分断が深まったまま。 「核のごみ」問題を通して民主主義のありようを問う。

Latest results of the Fukushima thyroid screenings confirm worrying trend

In 2011, people in Japan were exposed to radioactive fallout. Some still live in contaminated regions where they are exposed to elevated levels of radiation on a daily basis: radioactive hot-spots on the side of the road, in rice paddies or in sandboxes, contaminated mushrooms or algae, contaminated groundwater, and recontamination from forest fires or flooding.

One of the most dreaded effects of radioactive exposure is the development of cancer through mutation of the DNA. Thyroid cancer in children is certainly not the most dangerous form of radiation-induced cancer, but it is probably the easiest to detect. For one thing, the latency periods before a cancer develops are relatively short, while at the same time, thyroid cancer in children is an extremely rare disease, so that even a slight absolute increase can be statistically detected. Accordingly, in 2011, there was great pressure on Japanese authorities to investigate the development of thyroid cancer in children and adolescents in Fukushima by conducting long-term screening examinations.

For almost 10 years now, Fukushima Medical University has been regularly examining the thyroid glands of people who lived in Fukushima Prefecture at the time of the meltdowns and were under 18 years of age. Initially, this group consisted of about 368,000 individuals. Of these, 300,000 (about 82%) were successfully screened in the first few years. After the initial screening (2011-2014), follow-up examinations of these children took place every two years. The second examination has already been completed, the third examination is in its final stage, the fourth series of examinations has been running since 2018, and the fifth since 2020.

In the initial investigation in Fukushima, 116 abnormal biopsies were found. Amongst these, 101 cases of cancers were found that were so aggressive that they required surgery. The patients with abnormal biopsies were 6 to 18 years old (average of 14.9 years) at the time of the nuclear disaster. This unexpectedly high number was explained by Fukushima Medical University as a screening effect, the phenomenon of identifying more cases of disease in large-scale screening than would be expected. While the exact magnitude of this screening effect in the first round is unknown, it can be ruled out that the increased cancer rates in subsequent screenings are consequences of a screening effect, because all of these children had already been examined and found to be cancer-free in previous screenings. They must therefore have developed the cancer between the screening examinations.

The declining number of expected thyroid cancer cases between 2016-2021 is attributable to declining screening participation rates. Since these people’s cancers would no longer show up in screenings, the number of expected cancer cases also declines. While, out of a total pediatric population of little more than 380.000, about 300,000 children were examined in the initial screening from 2011-2014, that number dropped by 10% to about 270,000 in the second screening from 2014-2016 and by another 10% in the third screening from 2016-2018 to just under 218,000. To date, only about 181,000 children have been screened in the fourth screening, and only 41 have been screened so far in the fifth screening. In relative terms, the percentage of children screened in Fukushima has dropped from an initial 82% in the 1st screening to 71% in the 2nd screening, 65% in the 3rd screening, and currently to 62% in the ongoing 4th screening.

There seems to be a system behind this trend: Fukushima Medical University, which is in charge of the study, has been sending staff to schools in the prefecture for years to educate children about their “right not to participate” and the “right not to know”. On the study forms, there is now a prominent “opt-out” option for people who wish to be removed from the screening. FMU seems to encourage people to opt out of the study. The drop in participation can also be explained by the removal of people over 25 years from the main study. Are FMU staff concerned that the disturbing trend of increasing numbers of thyroid cancer cases will continue? Are they uncomfortable with data that contradicts the thesis, propagated since the beginning of the nuclear disaster, that the multiple meltdowns would not lead to additional cancers?

In addition to thyroid cancer, other types of malignancies and other diseases triggered or adversely affected by ionized radiation are expected to increase. The FMU thyroid studies represent the only scientific study that can provide any relevant information at all about the health consequences of the Fukushima nuclear disaster. And they are currently in danger of being undermined by the proponents of nuclear energy such as IAEA, which has entered a cooperation with FMU and by the Japanese government, which is trying to dispel any concerns about the meltdowns and nuclear energy as a whole.

The people of Japan have an inalienable right to health and to life in a healthy environment. The examination of children’s thyroid glands benefits not only the patients themselves, whose cancers can be detected and treated at an early stage, but also the entire population, which is affected by irradiation from radioactive fallout. The correct continuation and scientific monitoring of thyroid examinations are therefore in the public interest and must not be thwarted by political or economic motives. It is important to continue to critically accompany these developments from the outside.

コロナ禍で聖火リレー福島県から出発〜「復興五輪」どこに via Our Planet-TV

Jヴィレッジの地元住民は聖火を見れず
会場の周辺は報道陣が溢れるなか、一般の住民はランナーが走るコースから50メートル以上先に設置されたバリケードに阻まれ、直に聖火を見ることはできなかった。楢葉町に住む87歳の女性は、「聖火リレー、見えなかったなあ。見たいと思って、来たんだけど。」と残念そう。「復興五輪をどう思いますか?」との質問にも「見たいと思って来たんだけど残念。」と悔しさをにじませた。

また毎朝、Jヴィレッジに新聞を配達しているという新聞配達業の脇沢利光さんは、「ちょっと見てみよう」と足を運んでみたものの、やはり聖火は見れず。コロナ禍での五輪について「オリンピック難しいなあ。世界の観客は来ないしよ。盛り上がりに欠けるしな。ほんとにやるの?って感じ。今だって感染が心配。」と懸念する。さらに「復興五輪」について、「難しいなあ。オリンピックはやってもらいたけど。今回だって菅は来てない。 」を政府を批判した。

また、20代の孫と聖火リレーを見に来た楢葉町出身の70代の女性は、「今はいわきに住んでいます。聖火リレーを見にきたけど、全く見えなかった。広告バスだけが見えました。朝8時に車で来ました。復興五輪と言いながら、菅首相があいさつにも来ない。福島は東京から遠くないです。一言でいいから挨拶に来て欲しかった。復興五輪と言いながら、福島ははじかれていると思いました。」と憤る。

双葉町は報道陣ばかり
まだ住民の双葉町では、午後3時前にランナー三人が駅前のロータリーを走った。避難先の埼玉から駆けつけた鵜沼久江さんは聖火リレーの印象について「報道陣が多い。双葉の町民とあまり会えなかった。」と知り合いには数人にしか会えなかったと残念がった。

「復興五輪」については、「どこを見て復興というかですね。双葉町はなおさら。」「五輪を歓迎して、万歳する気分ではない。」とこぼし、「五輪のために、これだけ警備や人が来ても、なんの意味があるのかな。もやもやですね。もっとすっきりしてオリンピックやってほしかった。」と話した。

「もうあきらめて出て行ってくれないか」柏崎刈羽原発、地に落ちた東電への信頼 再稼働へ地元の同意見通せず via 東京新聞

東京電力が経営再建の柱としている柏崎刈羽原発(新潟県)の再稼働が「凍結」された。自ら引き起こしたテロ対策設備の不備が原因だ。社長が立地自治体で謝罪行脚したものの、同県議会の自民党会派からも「企業の体をなしていない」と厳しい声が上がった。東電の信頼は、福島第一原発事故から10年で完全に失われた。(小野沢健太)

◆「原発運転する資格あるのか」

 「原発を運転する適格性があるのか、疑問符が付く状況だ」。同県の花角英世知事は25日、県庁を訪れた小早川智明社長に淡々と言った。小早川氏が「私が先頭に立って原因究明と再発防止に取り組む」と釈明するも「行動と実績で示してください」と静かな声で突き放した。 東電の応援団となるはずの県議会最大勢力の自民党は、党県連幹事長の小野峯生みねお県議が「撤退もありえることを基本に、今後を考えてください」と迫った。 直後、県議会は、政府と国会に対して「東電に原発を運転する資格があるのか」を再審査するよう求める意見書を全会一致で可決。県議会から「再稼働」を議論する空気が消えた。

◆経済浮揚に期待、擁護の声も

 一方、原発が立地する柏崎市と刈羽村では26日、小早川氏の訪問が歓迎され、東電擁護の発言が相次いだ。東電は原子力規制委員会の再稼働審査を通過した7号機について、早期稼働を計画。約1000億円のコスト削減が見込める上、低迷する地元経済界も好機ととらえているからだ。 刈羽村の品田宏夫村長は規制委が事実上の運転禁止を命じる方針に、「事実関係をしっかりと主張するべきだ」と反論するよう促した。柏崎市の桜井雅浩市長も「再稼働は必要。2度とこういう事態にならないよう対処してもらいたい」とくぎを刺すにとどめた。 それでも東電の組織的なずさんさが露呈し、再稼働推進を議論する状況ではなくなった。柏崎市議会の真貝維義つなよし議長は取材に「経済界から再稼働を求める請願を議会で審議するはずだったが、できなくなった。非常に残念だ」と悔しがった。

 来年は知事選があり、再稼働の争点化を避けるために早めに同意判断をする観測も流れていた。ただテロ対策設備の不備が明らかになった1月以降、検証作業はストップしている。 東電トップは今回、県議会で野党会派とは面会せず、地元住民に直接説明する場も設けなかった。原発から約3キロに住む刈羽村の安沢蔵明さん(86)は、うんざりした様子で語った。 「原発は国策だから仕方なく受け入れてきた。福島の事故も今回の不祥事も、東電がだらしないから起きた。もうあきらめて出て行ってくれないか」

New plutonium research helps distinguish nuclear power pollution from global fall out via EurikAlert!

Researchers looking at miniscule levels of plutonium pollution in our soils have made a breakthrough which could help inform future ‘clean up’ operations on land around nuclear power plants, saving time and money.

Publishing in the journal Nature Communications, researchers show how they have measured the previously ‘unmeasurable’ and taken a step forward in differentiating between local and global sources of plutonium pollution in the soil.

By identifying the isotopic ‘fingerprint’ of trace-level quantities of plutonium in the soil which matched the isotopic fingerprint of the plutonium created by an adjacent nuclear reactor, the research team was able to estimate levels of plutonium in the soil which were attributable to reactor pollution and distinguish this from plutonium from general global pollution.

This is important to provide key information to those responsible for environmental assessment and clean up.

Plutonium formed in the big bang decayed away long ago, but miniscule quantities can be found in the environment as a result of reactions in naturally occurring uranium in the ground, and due to human activity. The latter occur local to their source of production, for example, from nuclear plant effluents, reactor accidents, accidents involving nuclear weapons and plutonium-powered space probes. They also occur globally from fallout from atmospheric nuclear weapon tests which took place between the 1950s and 1980.

聖火リレー 大音量、マスクなしでDJ…福島の住民が憤ったスポンサーの「復興五輪」 via 東京新聞

 新型コロナウイルス感染症に国民が不安を抱える中、「復興五輪」の象徴として福島県からスタートした東京五輪聖火リレー。初日の25日に沿道で取材した記者が目にしたのはランナーより目立つスポンサー車両による「お祭り騒ぎ」だった。(原田遼)

◆飛沫が落ちそう

 車両は「コンボイ」と呼ばれる宣伝用の改造車らしい。荷台部分の上部分にDJ(ディスクジョッキー)が乗り込み、マイクで叫んできた。「福島のみなさん1年待ちました」「踊って楽しみましょう」。DJはマスクはつけていない。沿道と距離は近く、観覧者に飛沫(ひまつ)が落ちてきそうだ。われわれには「大声を出すな」と言っていたじゃないか。 車両は早歩きくらいのスピードでのろのろ進む。並走し、10人ほどのスタッフ(マスクは着用)がダンスを披露したり、観覧客にタオルを配ったりしてくる。コロナ禍の最近は、接触を避けようと街でティッシュ配りも見なくなったけど…。

◆「これはちょっと違うんでねえか」

 ほかの最上位スポンサーであるトヨタ自動車、日本生命、NTTグループの「コンボイ」が続いてやってくる。「ゆず」や「EXILE」の曲をかけ、こちらはマスクを付けたDJが負けじと声を張り上げる。いくつもの音楽と掛け声が重なり、かなりうるさい。

 「これはちょっと違うんでねえか」。隣で浦山さんがしきりに首をひねっていた。「復興五輪って感じはないですね」。私がそう聞くと、「全然違う。しらけてしまう」 警察車両も合わせて30台ほどがすぎたころ、車両の影から聖火が見えた。「来た、来た」と浦山さん。すでにランナーと伴走する次男は20メートル前ほどまで迫っていた。

◆スポンサーのコロナ対策「できていない」

 沿道から少し離れて眺めていたのは同市の鈴木三郎さん(84)。マスクを付けていないDJを見て「沿道には対策してくれって言っておいて、自分たちが対策ができていない。福島も感染が増えていて心配だ」と怒り気味。「東京に住んでいた時に1964年の東京五輪の聖火リレーを見た。こんな宣伝はなかったけど、ものすごく盛り上がったよ」と教えてくれた。 再び移動し、いわき駅近くで、宣伝車と聖火ランナーの通過を見届けた。東日本大震災から復興半ばの被災地では五輪の発信力に期待をかける市民も多い。沿道に来ていた管野和子さん(68)に声を掛けると、夫を震災で亡くしたという。 「聖火を見て涙が出た」と声を震わせた。ただ宣伝車について聞くと「お祭り騒ぎって感じ。どう受け止めていいか。復興に関するメッセージはなかったですね」と話した。
