スイスの電力会社BKWは先週の3月2日、同社が運営するミューレベルク原発を2019年12月20日付けで稼動停止し、廃炉にすると正式に発表 した。これはスイス初の廃炉にあたる。一方この発表が行われたちょうどその日、連邦議会の下院が、原発の寿命に制限を設けないと決定。これは上院の決定に 添ったもので、この結果、スイスでは原発の寿命に制限がなくなる。この決定とBKWの発表は「偶然ではない」と日刊紙ル・タンは言う。

「ミューレベルク原発の稼動停止は、スイスの全5基の原発を監視する連邦核安全監督局(ENSI)の要求に応えたものだ」とBKWはこの日、説明した。

だがBKWは、問題が度重なるミューレベルク原発の廃炉を13年にすでに決めており、稼動停止後の廃炉工程計画も練ったうえで1年前 の3月、原発周辺の住民に対しその説明会を行っている。そのときの資料によると、第1ステップは使用済み核燃料の取り出しとその輸送で、核燃料は稼働停止 後の2020年から取り出され、原発内のプールで約5年間冷却される(20~24年)。

その後、2024~30年には、原発内部の放射能汚染されたインフラ施設の解体・除去が行なわれる。第2ステップは、汚染されていない建物の解体にあてられている(30~34年)。

世界一古い原発

ところで、残るスイスの4基の原発のうち、1969年に建設された世界一古いベツナウ第一原発 (BeznauI)が、昨年7月から稼動を一時停止している。これを運営している電力会社アクスポ(Axpo)は、早くて今年7月からの再稼動を見込んで いると説明するが、「巨額な修理費を計算すると、ほぼ間違いなくベツナウ第一も廃炉に追い込まれる」と、ル・タン紙はみている。

しかし脱原発に関しては、今後新しい原発を建設しないとしながらも、既存の原発の寿命についての決定がなく、今回下院で審議されたのがまさにこの点だった。結局、「原発の寿命に制限を設けないこと」を賛成多数で決定した。(賛成131、反対64)

賛成派の主張は、たとえ連邦核安全監督局が、電力会社の意向に反して稼動停止を要求したとしても、原発から上がる利益と修理費をはかりにかけて、最終的に は電力会社が決定を下すものだという。ただし、連邦核安全監督局が10年ごとに安全性を確認した上で稼動許可を更新するという条件は付けた。

偶然ではない

下院による原発の寿命延長決定とミュールベルク原発稼動停止の発表が同日だったことをル・タン紙が「偶然ではない」としたのは、同原発とベツナウ第一が廃 炉になった場合、残る3基の寿命に対し圧力をかけるのを避け、できるだけ寿命を延ばしてその間に再生可能エネルギーや水力発電の生産能力をさらに高めたい と下院が判断した、と見てるからだ。

また現在、下院(200議席)は、原発維持に賛成の右派国民党(65議)と経済・産業界の利益を代表 する右派・急進民主党(33議)の両党が半分を占めるが、今回、延長賛成が過半数を超えたのは、「エネルギー戦略2050のパッケージそのものがこの二つ の党に反対されるよりも、原発の寿命延長に賛成することのほうを選んで寝返った」キリスト教民主党などからの票が入ったからだと、ル・タン紙は説明してい る。

福島第1、事故背景に「閉鎖性」=元原発所長の東電OB-東日本大震災5年 via 時事ドットコム

「原子力部門は閉鎖的なムラで、外の意見に耳を傾けなかった」と話すのは宅間正夫さん(78)。東電の火力部門から原子力部門に移り、福島第1原発の技術課長や柏崎刈羽原発(新潟県)の所長などを歴任した。
石油ショックを経て、火力に代わる新エネルギーとして原子力が期待を集めていた時期。東電の原子力部門は「最先端技術を扱っているというエリート意識が強 かった一方、情実人事やごますりが横行していた。旧日本軍と一緒だった」と宅間さんは振り返る。「居心地の悪い職場だった。途中から原子力部門に行くと昇 進もしにくかった」。
1990年代後半には監査役として、情報隠しが行われやすいと体質を批判したが、改められることはなかったという。「原子 力はもともと軍事技術として生み出され、機密性が高い。社会との対話もないまま、方向性も(電力会社でつくる)電気事業連合会で決まっていた」と指摘す る。

東京工業大特任教授の二見常夫さん(73)は97年から2000年にかけ、福島第1原発所長を務めた。大規模工場などが電力会社を自由に選べることが決 まった90年代後半から、社内で「普通の会社になれ」と盛んに言われるようになったという。その意味を二見さんは「コストダウンに大きくかじを切ったとい うこと」と説明する。
その後、東電の原発でトラブル隠しが発覚した。地元の不信を招き、ゴルフでスコアをごまかした時はトラブル隠しに例え、「また東電か」と言い合う光景が見られたという。「電力自由化と合わせて、徐々に東電の体力は奪われた」と二見さんはみる。
「コストを考えるなら、現場を分かった人間がトップにいないといけない。原発は大量の放射能を内蔵しているのだから」と強調する。

IITATE, Japan – Piles of black bags sit in what used to be farmland in the Hiso district of Iitate, Fukushima Prefecture, as if to block the sunlight coming through the clouds.

The bags contain contaminated soil accumulated from decontamination work after the accident at Tokyo Electric Power Co.’s Fukushima No. 1 nuclear power plant in the wake of the Great East Japan Earthquake five years ago. Hiso is currently a “a short-term temporary storage site” for such soil before it is moved to another place.

The more decontamination work proceeds, the more polluted soil accumulates. The central government plans to keep the soil at interim storage facilities that are under construction in the towns of Okuma and Futaba in the prefecture. However, only a small portion have been completed, leaving the government with a shortage of locations at which to hold the bags until they are taken to the interim storage facilities.

As a result, the farmland has been turned into “temporary storage until the bags are stored in other temporary storage.”

“For farmers, the soil in rice paddies is a treasure,” said Yoshito Kanno, 63, who lends most of his 2.6 hectares of land to the government. “It’s disheartening to see things like that [the bags] when I come back to the village.”

Kanno, a 15th-generation farmer, cannot help but be discouraged whenever he returns from Nihonmatsu in the prefecture, where he has taken shelter, to see his home village.

France to close nuclear power plant after German and Swiss criticism via Deutsche Welle

French officials have announced plans to close Fessenheim power plant by the end of the year. The decision comes after an ongoing dispute with Switzerland and Germany over the plant’s safety.
Green minister Emmanuelle Cosse said Monday that France would shut down the nuclear power plant, just days after reports surfaced suggesting a nuclear accident that occurred at the facility last year was more serious than authorities had claimed.
“The timeline is one the president [Francois Hollande] has repeated to me several times, it’s 2016,” Cosse said.
In September, Hollande said he would not shut down Fessenheim despite having promised to do so in 2012. Cosse emphasized that the president’s decision had nothing to do with safety issues, but rather was based on the government’s energy policy.
Reports of a cover-up
Last week, German news outlets “Süddeutsche Zeitung” and WDR claimed the French nuclear authority and the company operating the plant’s nuclear reactors hadn’t divulged the seriousness of a leak that had been reported on April 9, 2014. Their claims were based on a document they obtained that had originally been sent by the nuclear authority to the head of the company.
The plant, located along the border near Germany and Switzerland, has long been a source of concern for the two neighboring countries. The German media reports prompted yet more calls by German politicians to shut down the facility.

‘Unusual event’: Oconee nuclear reactor shut down after transformer explosion & fire via RT

One of the reactors at the Oconee Nuclear Station has been shut down after a series of explosions and a fire damaged a transformed on site. The operator declared the incident “unusual” but emphasized there was no threat of radiation release.

Emergency crews deployed at the scene have managed to contain the fire, and will remain at the scene to assist crews. Oconee Nuclear Station is a nuclear power plant located on Lake Keowee near Seneca, South Carolina.

“Unit #1 was shut down as a precaution,” Oconee County Emergency Management said in a statement. “There is NO POTENTIAL FOR RELEASE.”

The plant operator Duke Energy said that while “Unit 1 has been safely shutdown” the remaining “Units 2 and 3 continue to operate safely.”

The blaze was completely extinguished with the help of local fire brigades, and had “no impact” on plant employees or the facility’s neighbors, while customers are not expected to suffer any power outages.

The operator announced it will be conducting a thorough investigation of the cause of the incident at an aging plant located on Lake Keowee that began operations in 1973.

Oconee is one of the largest nuclear power plants in the US with a capacity of some 2,600 megawatts and is the second to have its operating license extended for an additional twenty years.

東日本大震災での事故から5年目を迎える東京電力福島第一原子力発電所。2014年6月から一部エリアに限って女性の就労が認められ、2016年3月現在、福島第一原発で働く1日約6500人のうち約40人が女性だ。

井手愛里さん(33)もその一人だ。原子炉運転オペレーターとして福島第一原発で10年以上のキャリアがあり、4歳と1歳の子を持つ母親でもある。

震災当日に発令された「原子力緊急事態宣言」が未だ解除されていない現場で、女性が働き続けることへの不安は、決して小さくないだろう。しかし、それでも、井出さんは現場に残ることを選んだ。その決断の理由とは? 2月下旬、福島第一原発で話を聞いた。

同僚から「おなかに子供がいるんだから、先に逃げたら?心労とかはよくないだろうし」と声をかけられた。だが、やらなければいけない仕事は山ほどあ る。明かりもない真っ暗闇に、一人で避難するのも不安だった。しかし、妊婦の被ばく線量限度は、通常の放射線業務従事者の50分の1にあたる2ミリシーベ ルト(腹部)と定められていた。翌朝、救助に来た社員に連れられ、高台にある事務本館に避難した。

建屋の外は「足の踏み場もない」状態だった。「真っ直ぐだった道路も、うねっていて。今まで見た風景がガラリと変わってしまって、映画でも見ているような感じでした」。

12日午後、1号機が水素爆発した。緊急車両の配備や誘導などに携わり、構内に残っていた女性従業員も大勢いたが、全員退避を命じられ、3月23日以降は、福島第一原発における女性の就業が一時的に禁止された

「すごい状態になっちゃったんだな」

井手さんが事故後の第一原発に戻ったのは、第2子の育休から戻った2015年4月だった。以来、福島第一原発で勤務している。就業場所は、1~6号機の原子炉建屋から1キロほど山側に新設された事務棟。この建物付近の放射線量は2015年4月1日の段階で、毎時1.085マイクロシーベルトだった。

復帰から2カ月後に、構内を見る許可が降りた。「本当にきれいになっていると実感した」。一方で、原子炉建屋を見たときの衝撃は忘れられないとも述べた。

「特に1〜4号の前をバスで通った時は、今まで見ていた風景とあまりにも違いすぎて…。すごい状態になっちゃったんだなと。1・2号の中央制御室にも入らせてもらったんですけれど、全然違っていて、ショックが大きかった」。

今、井手さんのおなかには3人目の命が宿っている。しばらくは建屋には通えないが、産休までは引き続き事務棟で勤務するという。

 東京電力福島第1原発事故の健康影響を調べる福島県の調査で、事故当時18歳以下の子供の160人超に甲状腺がん患者(疑い例を含む)が確認されている ことについて、約60カ国の研究者が参加する「国際環境疫学会」(事務局・米国)が、政府と県に詳しい調査や事故とがんの関係についての解明を求める書簡 を送っていたことが分かった。がん発症のリスクが大きいと指摘する研究結果を挙げ、現状を「憂慮している」と述べている。

書簡は1月22日、会長(当時)のフランシン・レイデン米ハーバード大教授(環境疫学)名で出された。書簡は、昨年10月 に津田敏秀・岡山大教授(疫学)が同学会の学会誌に発表した「福島県の青少年の甲状腺がん患者発生率は全国平均の12〜50倍」とする論文を「従来の推定 よりはるかにリスクが高いことを示唆する科学的証拠」と位置付けた。津田氏はこのデータから「被ばくの影響が大きい」と主張する。

 書簡では、県民の健康状態を記録・追跡し、原発事故によるリスクをさらに解明する手段を取るよう国や県に要請。専門家組織として調査活動を支援する意向も示した。

 患者発生率が高いことの主因については、大規模な検診によって従来は発見されないがん患者が見つかったとする「過剰診断説」を取る専門家が国内では多 い。県の検討委員会も2月の中間まとめ案で、被ばくの影響を「現段階で完全に否定できないが考えにくい」と評価した。津田氏の論文に対しては国内外から8 通の批判が寄せられ、津田氏はそれらへの反論文を公表した。

Two-thirds of local gov’t heads seek reduction of nuclear power via Kyodo News

About two-thirds of heads of prefectural, city, ward, town and village governments across Japan called on the country to reduce its reliance on nuclear power generation or scrap it altogether, a Kyodo News survey showed Sunday.

In the survey about plans for Japan’s future energy policy conducted before the fifth anniversary of the Fukushima Daiichi nuclear power plant accident, 44.6 percent sought cuts in Japan’s dependence on nuclear power and 21.0 percent requested the eventual abolishment of nuclear power generation.

British scientists exploded nuclear bombs in the South Pacific in the 1950s. Today, 153,000 of the servicemen’s descendants cursed by birth defects, miscarriages and cancer are still battling for compensation. Illness finally caught up with one veteran after more than four decades.

For years, Jack Fowler thought he had “got away with it” while Army pals who served at his side were stricken by illness.

When his wife suffered five miscarriages he put it down to fate.

A daughter was born three months early, a son had two sets of teeth and all three of his children were sterile.
Jack had served at Christmas Island during some of the biggest and dirtiest hydrogen bomb explosions and he knew of comrades suffering cancers and birth defects in their children.

But he never thought it affected his family – just that they were unlucky.

Jack was a 22-year-old sapper in the Royal Engineers when he was sent to Christmas Island in 1958. He built roads, camps and water plants for thousands of troops working on Britain’s Cold War race to build the H-bomb.

He returned home after a year, and three years later married Ann. Then the miscarriages began.

Ann, who lives near Falmouth, Cornwall, had five failed pregnancies, including twins at five months. She said: “A doctor at the military hospital said I was fine so it must be something about Jack. He asked where Jack served, but nothing was made of it.”

In 1964 Ann gave birth three months early. Daughter Jane weighed 2lb 10oz and grew up healthily. But she was unable to have children and adopted two youngsters.

In 1965 Ann had son James, who also turned out to be sterile, while third child Justin was born in 1968.
He has also been unable to have children of his own and when his adult teeth started coming through at the age of six he turned out to have two sets in both jaws. Ann said: “Justin joined the forces and a military dentist asked if he’d been to Christmas Island. He said no, but his dad had.

“The dentist offered to take all the extra teeth out but Justin couldn’t face it. Some have come through and some are sitting under his other teeth, still in the jaw.”

Jack himself appeared to be unscathed by his nuclear exposure. But in 2003, after a career which led him to become a parachute chief instructor, senior NCO and to serve with the British Army across the world, he fell ill.

Ann said: “He was peeing blood. The doctor said it was an extremely rare kind of cancer in the bile duct called cholangiocarcinoma and that it was very rarely seen in white men. One day, while having chemotherapy, Jack turned to me and said, ‘This is down to Christmas Island… we were standing there when the mushroom cloud was above us. There’s nowhere else I could have got this from.’

“That was the first time he’d talked about it and the first time we realised maybe it was the root of everything.”Jack died within 16 months, at the age of 65, after telling his widow to fight for a war pension in his name.

It was rejected on the basis he was a smoker, even though he would have just one cheroot at Christmas and his cancer is not linked to tobacco.

Even his consultant stated the cancer “may well have been related to time spent on Christmas Island” and the tumour was “relatively rare for Caucasians living in the UK”. Ann, 76, thought there was nothing more to be done until she read the Sunday Mirror and realised families were still fighting for recognition. She said: “I want to join the campaign. We’ll do whatever we can, help any research.

Ann is very much NOT alone. Studies show the wives of nuclear test veterans have three times the normal rate of miscarriage and their children have 10 times the usual rate of birth defects.

国、原発再稼働に進んでいる 津の集会で福島の畜産家が批判 via 中日新聞

 東日本大震災から十一日で五年となるのを前に、原発反対を訴えるイベント「さようなら原発三重パレード」が六日、津市西丸之内のお城西公園であり、市民約六百人(主催者発表)が参加した。

 公園では集会が開かれ、東京電力福島第一原発事故で汚染した牧場の代表を務める、福島県浪江町の畜産農家吉沢正巳さん(62)らがステージに上がった。吉沢さんは国から牛の殺処分を求められたが、汚染の検証に役立てるためなどから世話を続けており、「被ばくの影響が牛の体に現れているのに、国は無視をして、原発再稼働に進んでいる」と、政府の姿勢を批判した。
