For First Time, Majority in U.S. Oppose Nuclear Energy via Gallup

WASHINGTON, D.C. — For the first time since Gallup first asked the question in 1994, a majority of Americans say they oppose nuclear energy. The 54% opposing it is up significantly from 43% a year ago, while the 44% who favor using nuclear energy is down from 51%.

Gallup asks Americans as part of its annual Environment poll if they favor or oppose the use of nuclear energy as one way to provide electricity. Each year from 2004 to 2015, a majority of Americans said they favored the use of nuclear energy, including a high of 62% in 2010.

In 2011, Gallup conducted its annual Environment poll a few days before the Fukushima nuclear plant disaster in Japan, and at that time, 57% of Americans were in favor of nuclear energy. The next time the question was asked in 2012, a similar majority still favored the use of nuclear energy.

And although there have not been any major nuclear incidents since Fukushima in 2011, a majority of U.S. adults now oppose nuclear energy. This suggests that energy prices and the perceived abundance of energy sources are the most relevant factors in attitudes toward nuclear power, rather than safety concerns prompted by nuclear incidents.

Democrats and Republicans Less Likely to Favor Nuclear Energy

Republicans continue to be more likely than Democrats and independents to be in favor of nuclear energy. Still, support for the use of nuclear energy among Republicans and Democrats has declined in comparison to 2015. A slight majority of Republicans, 53%, are in favor of nuclear energy, down significantly from 68% last year. One in three Democrats, 34%, favor it, down from 42% in 2015. Independents’ support is essentially unchanged from last year, but is down from the high Gallup found in 2010.

Shut old nuclear reactors, says unprecedented alliance of EU cities via The Guardian

Communities and campaigners in Germany, the Netherlands and Luxembourg lobby for closure of two ageing 40-year old Belgian nuclear reactors close to borders

An unprecedented alliance of 30 major cities and districts from three countries has joined forces to try to shut down two ageing Belgian nuclear reactors close to their borders.

Cologne and Dusseldorf in Germany, Luxembourg City and Maastricht in the Netherlands are among the cities co-funding a lawsuit to close one reactor – Tihange 2 – and calling on the European commission to prepare a separate case at the European court of justice.

“More than 30 districts have adopted resolutions to support us, and want to join the lawsuit,” said Helmut Echtenberg, the mayor of Germany’s Greater Aachen region, who is leading the campaign.

Only one plaintiff may appear in court, “but we will ensure that Tihange 2 is no longer connected to the grid in the future,“ Echtenberg said. “This is my honest conviction.”

Last week, it was announced that France’s oldest reactor in Fessenheim, on the German border, would close after complaints by Germany and Switzerland.

Lawyers are already working on a second nuclear lawsuit, which may be filed in Belgium by the Dutch city of Maastricht. The regional governments of North Rhine Westphalia and Rhineland Palatinate are taking separate cases against the reactors to the UN and European commission.

Martin Schulz, the president of the European parliament, is said to be a supporter of the campaign and may add heft to its call for the release of allegedly missing documents authorising the reopening of the two reactors.

De Proot said he agreed with the anti-nuclear case but: “the plant is the only thing for people here. If it closed there would be a lot of trauma. Unemployment in Belgium is very high.”

Not all local people agree. In the nearby town of Huy, Marie Duschen, a 19-year-old student said: “The plants should be closed down because they are dangerous. I have friends working in Tihange. They are afraid that an accident may happen.”

Such sentiments are music to the ears of German anti-nuclear activists who worry that they could revive ghosts of history if they are perceived to be dictating energy policy to their neighbours.

“I do not have the right to demand that a Belgian produces energy my way but there is a real threat from these two reactors and I do have the right to protect my health,” said Jorg Schellenberg, a key activist in the Aachen coalition for action against nuclear power.

Marshall Islands vs big nuclear – will the tiny island get the justice they deserve? via Greenpeace

In April 2014, the Republic of the Marshall Islands, a tiny island country part of Micronesia, filed groundbreaking lawsuits to the International Court of Justice (ICJ) against the world’s nine nuclear-armed countries. Now, almost two years later, the ICJ has heard preliminary oral arguments in three of the cases.

Between 1946 and 1958, 67 nuclear tests were conducted by the US in the Marshalls, making it one of the most contaminated places in the world. With a population of less than 70,000, the Islanders suffered greatly from the impact of radiation; the land and sea poisoned as well. In 1985, the Greenpeace ship, Rainbow Warrior helped to relocate the residents of one of the most severely impacted islands, Rongelap, after it became clear that high levels of radioactive contamination made most of the island unfit for habitation.

Between 7-16 March 2016, the ICJ’s panel of 16 judges heard oral arguments by the Marshall Islands and three respondent nations – the United Kingdom, India and Pakistan. Tony de Brum, Co-Agent of the Marshall Islands and former Foreign Minister, reminded the Court why the Marshall Islands, a small nation with limited resources that is seriously threatened by climate change, would bring these lawsuits against some of the world’s most militarily powerful nations. During the second day of the hearings, he recalled one occasion in 1954 of the testing of a thermonuclear bomb that was 1,000 times the strength of the Hiroshima bomb. When the explosion occurred, it began to rain radioactive fallout at Rongelap. Within hours, the atoll was covered with a fine, white, powder-like substance.

“No one knew it was radioactive fallout,” said Mr de Brum. “The children thought it was snow. And the children played in the snow. And they ate it.”

「原発に頼らず」に後退 「民進党」新綱領案 via 東京新聞

 民主、維新両党は十八日午前、合流に向けた新党協議会を国会内で開き、立憲主義の堅持などを明記した民進党の新綱領案を確認した。当初案にあった原発稼働ゼロを明記した部分は、「原発に頼らない社会を目指す」とあいまいな表現に修正された。

 協議会の下に設置した綱領・政策検討チームが示した当初案では、原発について「二〇三〇年代原発稼働ゼロを目指し、あらゆる政策資源を投入する」と記していた。両党から「綱領にそぐわない」との意見が出たため綱領から外し、基本政策に盛り込むことになった。

憲法に関しては「新しい人権、地域主権改革など時代の変化に対応した未来志向の憲法を構想する」と記した。

 綱領案は週明けに両党が党内の了承手続きを行い、二十七日に都内で開く結党大会で採択する。

高浜、安全性説明に全力=値下げ延期は撤回せず-関電社長 via 時事ドットコム

 関西電力の八木誠社長は18日、東京都内で記者会見し、高浜原発3、4号機(福井県)の運転差し止めを命じた大津地裁の仮処分決定について「極めて遺憾 で承服できない」と強い不満を表明した。指摘された安全性の説明不足について「早期に(決定を)取り消してもらうよう(安全性の)立証に全力を尽くす」と 強調した。

仮処分の決定後、八木社長が公式の場で見解を表明するのは初めて。同日は業界団体である電気事業連合会の会長としての会見で質問に答えた。

Five ways to power the UK that are far better than Hinkley Point via The Guardian

Energy efficiency

Electricity demand is already falling. The Somerset site for Hinkley C was approved in 2010 but since then UK demand has already fallen by more than the plant will produce, about 25TWh a year or 7% of today’s demand. Due to repeated delays, Hinkley C is unlikely to produce electricity much before 2030, by which time six Hinkleys’ worth of electricity could have been cut from the national demand, according to a McKinsey report for the government.

Wind turbines

Wind power generation equivalent to one Hinkley has been connected to the national grid since 2010. Onshore wind power, having dropped 20% in cost over the last five years, is much cheaper than the heavily subsidised price Hinkley is guaranteed for over 35 years. The costs of offshore wind are also falling and likely to be below Hinkley well before 2030.

Solar power

Electricity from solar power is now also cheaper than Hinkley, having fallen by half in the last five years. From almost no solar panels in the UK, a third of a Hinkley has been added since 2010. Half of that was delivered in just 18 months, according to government statistics.

Interconnectors

Another third of a Hinkley has been added to the UK grid since 2010 by new cables to other European countries, where electricity is currently cheaper. New interconnectors to Norway, Denmark and France could be laid by 2025, adding another two or three Hinkleys to the grid, according to a report for the UK’s National Infrastructure Commission (NIC) in February.

Storage and flexibility

Another NIC report for the government found that four Hinkleys’ worth of electricity could be saved by 2030 by increasing the ability to store electricity, in large batteries for example, and making the grid smarter. This would also save bill payers £8bn a year.

So why isn’t Hinkley dead already? Many energy policy experts are baffled. But veteran green campaigner Jonathan Porritt, who chaired the UK’s sustainable development commission for a decade, thinks he knows: “Hinkley is a deal that has nothing to do with market reality. Nothing to do with affordability, let alone with the ‘hard-working families’ that [energy secretary] Amber Rudd keeps bleating on about. And nothing to do with addressing our climate change responsibilities.

“By contrast, it’s got everything to do with political leaders in three nations – the UK, France and China – all of which ‘need’ Hinkley Point to happen for grubby geopolitical interests of their own.”

悩み抱え込まないで

東京電力福島第一原発事故の被災者を保養や移住を全国各地で受け入れてきた団体で組織する「311受入全国協議会」(うけいれ全国)の活動が4年目に入った。被災地で相談会を開いて家族の悩みを聞き、子どもたちの訴えに耳を澄まし、様々な支援制度のことを伝えてきた。避難する人、移住する人、故郷にとどまる人。それぞれに手を差し伸べ続けている。

モントリオールで福島の集い~被災者の生の話を聞く via レイバーネット

3月12日(土)にモントリオールでは福島の被爆問題を考え、被害者と繋がる会、「絆ジャポン」の主催で、震災5年目の集いがありました。35人ほどの小さな集まりでしたが、半分くらいは日本語話者以外の地元市民で、関心を持ち続けてくれる人がいることを有難く思いました。

 福島やチェルノブイリの放射能汚染と健康被害の問題や、オンタリオの原発廃棄物によるヒューロン湖の汚染等に関するドキュメンタリー映画数本を鑑賞した後、東日本大震災後にカナダに移住した人の通訳つきトークがありました。岩手県出身の人で、震災前は宮古で魚介加工、食肉などの食品会社を経営し、そこで作ったものを使う飲食店も県内各地に営業、従業員は100人以上いたそうです。地産地消企業のホープとして、岩手県の新聞やテレビに出たこともありました。

ここまでだけでも、この人の行動力と前向きの思考に圧倒されて、皆は引き込まれるように話に聞き入ったのですが、その後で度胆を抜かれるような話が続きました。被災地ではレイプが多発し、トラックを使った、被害家屋からの盗難も多かったし、また、指輪を盗むために指を切断された遺体もあったというのです。その人は美しい話に溢れるメディアに疑問を感じ、取材の記者にも、テレビ局にも、そういう話ばかりではないことを伝えたけれど、取り上げられることは一切なかったそうです。

 この話の後で、私は、やはり東北出身の一人から、自分もレイプがあった話を親や知人から聞いたけれど、被害者から直接聞いた訳ではないので、口外を控えていたと聞きました。あの美しい話の洪水はメディアの演出だったのかと思うと何とも後味の悪い感じが残ります。あのような混乱した状況で、普段は考えられないような酷いことをする人も出るのは、どこの国であってもあり得ることだと思います。しかし、それを一切隠して、美しい話ばかり繰り返したとしたら、それは、余りにもオカシイ。その先にあるのは、日本人は美しい、こんな事態でも酷いことは起きない、秩序ある社会、節度ある国民、他の国とは違うという、偏狭なナショナリズムでしょう。

 それはまた、5年経っても、復興など覚束ない原発被災者の話などあるべきではない、聞きたくもないという態度にも通じるかもしれません。先日、「甲状腺癌家族の会」結成の記者会見のビデオを見ました。何の落ち度もない、純然たる被害者家族が顔も声も隠さなければならない社会とは一体何なのだろうと強い疑問を感じました。でも今は、被害者がバッシングされる異常さは、美しい話の洪水とまっすぐ繋がっていると思うようになりました。震災から5年経った今、メディアを徹底的に検証すべきではないかと思います。

「東電やマスコミの嘘が許せなかった」外国人記者たちが見た3.11とその後の日本 via アメーバニュース

「週プレ外国人記者クラブ」第25回は、英紙『エコノミスト』などに寄稿するアイルランド出身のデイビッド・マックニール氏、同じく英紙『ガーディアン』などの日本・韓国特派員を務めるイギリスのジャスティン・マッカリー氏、そして中国・香港に拠点を置く「フェニックステレビ」東京支局長の李(リ)ミャオ氏が語り合った。

その一方で、私は長年日本で生活をしていて、日本人はすごく誠実な民族だと思っていたのに、あの時の東電の対応を見ていると、本当のことを言わない。とにかく平気で嘘をつく!

一番覚えているのは原子力保安院のプレス担当の方。汚染水を海に放出するという時に単独インタビューをしたんです。「事前に外国に説明しています」と彼は言ったのですが、後から全く説明していなかったことがわかった。そんな重要な問題で、すぐバレる嘘をついて、本当に日本は大丈夫なのか?と、それまでの誠実なイメージとのギャップを感じました。

マックニール 東電の嘘はもちろん、マスコミも嘘をついていたことが許せないよね。原発事故の直後、NHKは毎日のように東大などの専門家を番組に招いて「放射能の問題はないですから、パニックにならないで」と適当なことを言い続けていた。

にもかかわらず、事故3日後の14日から大手マスコミのTVと新聞の記者たちはみんな南相馬から避難したんです。これには桜井勝延市長が怒った。マスコミは「問題ない」と報じながら、自分たちは逃げた…と。

マッカリー 海外の専門家などからは比較的早い段階で「メルトダウンの可能性が高い」と言われていたのに、政府や東電はそれを認めようとはしなかった。そうすると大手メディアも横並びで「メルトダウン」という言葉を使わなかったでしょう?

マックニール 初めの頃は日本の専門家にもメルトダウンの可能性を指摘していた人が何人かいたのに、ある時期を境に原発を支持する「御用学者」ばかりがメディアに登場するようになった。その結果として、一般の人たちのマスコミに対する信用にもすごく打撃を与えたと思う。

李 日本は秩序を大切にする一方で、ある種の同調圧力みたいなものもあると思います。TVで専門家が「人体には影響がない」とか「北京はこれくらい放射能があるのに日本にはこれだけしかない」などと発言すると、メディアはそこに同調して、国民は当たり前のようにそれを受け入れてしまう。日本は民主主義の国なのに、これは非常に残念な一面だと思いますね。
「。。。」マックニール 復興の失敗を象徴するものとして、国が進める「防潮堤の整備」を挙げたい。調べてみたら日本の海岸線は総延長約3万5千㎞、そのうち約1万4千㎞は防護する必要があるという。つまり、ものすごい予算がかかるんですね。でも、巨大な津波に対して防潮堤は本当に有効なのかという大事な点がちゃんと議論されていない。

原発の問題も同じで、日本はあれほど深刻な事故を経験して、その事故はいまだに収束していないのに、原発の是非に関する根本的な議論もないまま再稼働が進められて、国は将来的なエネルギーの20~22%を原発で賄(まかな)うという方針を決めてしまう。

これって全く信じ難い話だけど、結局、復興という名目で大金を使いながら、政府は建設会社や原発産業を優先しているんだと思います。

China’s Plans to Recycle Nuclear Fuel Raise Concerns via The Wall Street Journal

BEIJING—China’s plans to process spent nuclear fuel into plutonium that could be used in weapons is drawing concern from the U.S. that Beijing is heightening the risk of nuclear proliferation.

U.S. Energy Secretary Ernest Moniz, in Beijing for talks, said Thursday that China’s plans to build a nuclear-recycling facility present challenges to global efforts to control the spread of potentially dangerous materials.

“We don’t support large-scale reprocessing,” Mr. Moniz told The Wall Street Journal on Thursday. He said China’s recent announcements that it would press ahead with building the country’s first such commercial-scale facility “certainly isn’t a positive in terms of nonproliferation.”

At the same time, larger Chinese stockpiles of isolated plutonium could prompt Japan, especially, to build up its caches.

Civilian plutonium stockpiles reached 271 metric tons by the end of 2014, up from around 150 metric tons in the 1990s, the International Panel on Fissile Materials, an independent group looking at nonproliferation policy, said in its latest annual report.
