国の原発シンポ、不満の声相次ぐ 重要性国民理解へ立地道県初開催 via 福井新聞

 経済産業省資源エネルギー庁は16日、原発の国民理解を進める一環で「資源のない日本、将来のエネ ルギーの姿に関するシンポジウム」を福井市のアオッサ県民ホールで開いた。大津地裁の仮処分決定で関西電力高浜原発3、4号機(福井県高浜町)が運転差し 止めとなった中、経産省側はあらためて政府の再稼働方針を強調。参加者からは終了後「この内容では理解は深まらない」「立地県の立場を考えた安全優先の説 明がもっとほしかった」などと不満の声が相次いだ。

シンポは、昨年12月に林幹雄経産相が西川一誠知事と面談した際、原発の重要性に対する国民理解に向け全都道府県で説明会などを開くとした方針を受けたもの。原発立地道県では初の開催で、約150人が参加した。

経産省の吉野恭司・資源エネルギー政策統括調整官が、原発比率20~22%とした国の2030年の電源構成を説明し「省エネや再生可能エネルギーを最大限取り入れても、2割を超える原子力が必要になる」とし、政府の再稼働方針を強調した。

パネル討論では、電源構成のあり方のほか、仮処分決定についてパネリスト4人がそれぞれ意見を述べた。日本エネルギー経済研究所の十市勉・研究顧問は「新 規制基準で対策を講じ、(原発の安全性は)許容できるリスクだと原子力規制委員会が国民にメッセージを出せば、今回(の仮処分)のようなことにはならな かった」と、規制委の説明不足を指摘した。

経済評論家の勝間和代さんは「一部の司法家が力を示すために原発問題を使おうとしているのなら、司法制度に瑕疵(かし)があると言わざるを得ない」との見方を示した。

パネリストとの質疑応答では会場の参加者4人が意見を述べ、「原発を除いたベストミックスを検討すべきだ」「世界一厳しい規制基準と呪文のように言っているが、原発はそもそも(リスクのある)厳しい環境に立地している」などといずれも原発反対を訴えた。

Union of Concerned Scientists Annual Review of U.S. Nuclear Plant, Near Misses via Kansas City InfoZine

In 2015, three of the ten near misses reported at U.S. nuclear power plants occurred at reactors owned by one company—Entergy.

Washington DC – infoZine – There were only 10 “near miss” incidents at U.S. nuclear reactors last year, but more than 60 percent of the near miss safety violations occurred at three plants owned by Entergy Corp., according to the Union of Concerned Scientists’ (UCS) annual review of Nuclear Regulatory Commission (NRC) performance and nuclear plant safety.

A near miss incident is an event or condition that could increase the chance of reactor core damage by a factor of 10 or more, prompting the NRC to send an inspection team to investigate. The number of near miss incidents has declined since UCS initiated its annual review in 2010. In 2010, there were 19; last year there were nine. All told, from 2010 through 2015 there were 91 near misses.

Last year’s near misses occurred at eight nuclear facilities: Calvert Cliffs in Maryland, Duane Arnold in Iowa, Fort Calhoun in Nebraska, Indian Point in New York, North Anna in Virginia, Pilgrim in Massachusetts, River Bend in Louisiana, and Virgil C. Summer in South Carolina. Entergy owns Indian Point, Pilgrim and River Bend, which also experienced a near miss in 2014.

“Many U.S. reactors are entering their fourth decade, and as they age, safety equipment will wear out and need to be repaired or replaced,” said Lochbaum, who worked in the nuclear industry for 17 years before joining UCS. “Given the very real possibility that one of these screw-ups could lead to a serious accident, plant owners have to make sure their workers make repairs correctly. If they don’t do it right the first time, aging reactors will experience even more problems.”

裁判官が避難区域視察=原発事故集団訴訟で-福島 via 時事ドットコム

東京電力福島第1原発事故で居住地を奪われたなどとして、福島県内外の避難者ら約4000人が国と東電に原状回復や損害賠償などを求めた訴訟で、福島地裁の金沢秀樹裁判長らが17日、避難指示区域を視察した。原告や国、東電関係者ら計約50人が防護服を着て参加した。

金沢裁判長らは、同県浪江、双葉、富岡各町を順番に訪れ、原告の自宅などを見て回った。浪江町では、福島市の仮設住宅に避難している佐藤貞利さん(68)の住宅や牛舎などを見た。

福島原発報告、国連が誤記…「翻訳会社が誤訳」via Yomiuri Online

 福島第一原子力発電所事故の影響について、国連科学委員会(事務局・ウィーン)が昨年10月にホームページ上で公表した報告書の日本語版に「(海底の魚の)放射性セシウム濃度が上昇を続けている」という誤記があり、同委員会が訂正していたことがわかった。

 この報告書は、同委員会が福島事故の影響を総合的にまとめた 2013年の報告書を踏まえ、その後、14年までに発表された新たな研究成果について検討したもの。13年に福島県沖で捕獲されたアイナメ1匹が、1キ ロ・グラム当たり1000ベクレルを超えていたという14年の研究論文を取り上げ、英語で「高い濃度が持続していた」と記述した。

 ところが、この部分は日本語版では「濃度が上昇を続けている」と、風評被害を助長しかねない表現になっていた。論文を発表した水産総合研究センターが昨年11月、誤訳に気付いて同委員会に連絡。同委員会は今年2月3日に訂正した。

女性暴行、外国人投入…除染作業員デマ拡大 via 河北新報

東京電力福島第1原発事故の影響を受ける福島県の相馬地方で、除染作業員に関するデマが収束の気配を見せない。「女性への暴行が頻発」「外国人が多数投入される」といった内容だ。背景に防犯などへの住民の不安があるとみられ、自治体などが巡回強化などに努めている。
最も多く出回っているのが性犯罪のうわさだ。「介護を受けている高齢者も狙われた」「被害女性が自殺した」など多様なパターンがあり、真実と誤認している住民も少なくない。
南相馬市内でリサイクル業を営む女性(67)は「女性だけの集まりなどでよく話題になる。内容が具体的なのですっかり信じていた」と驚く。
相馬地方の刑法犯認知件数は減少傾向にあり、統計上、治安は向上している。南相馬署によると昨年、除染作業員が女性に危害を加えた事件は2件。1件はパチンコ店内で体を触った事案で、もう1件は性的な犯罪ではなかった。
同署は「公的な相談窓口などに照会しても、悪質な性犯罪被害は確認できていない」と話す。
現在、相馬地方には8000人超の作業員が宿舎などに暮らしている。
昨夏には大阪で中学生の男女2人が殺害され、福島で働いていた作業員が容疑で逮捕される事件があったこともあり、潜在的な住民の不安がうわさとなって表れたとみられている。
除染関連では「中国人作業員が1000人単位で送り込まれる」という話も流布する。環境省は「そんな計画は聞いていない」と否定するが、最近は「外国食材のスーパーが開店する」といった要素も加わって広まりつつある。

SPEEDI「信頼性ない」 規制委、避難で活用の弊害指摘 via 東京新聞

原子力規制委員会は十六日、緊急時迅速放射能影響予測ネットワークシステム(SPEEDI)を用いた放射性物質の拡散予測について「信頼性はない」との見解で一致、原発事故時の住民避難に活用するのは弊害が多いと結論付ける文書をまとめた。

 政府は自治体側からの要望を受け、自治体の裁量でSPEEDIの活用を十一日に容認したが、政府自身は活用しない方針を変えていない。

 規制委がSPEEDIの信頼性にあらためて否定的な見解を示したことで、自治体は難しい判断を迫られそうだ。

 政府の活用容認は、原発再稼働に対する地元同意を円滑に進めたい思惑が背景にあるが、自治体任せの政府対応に批判が強まる可能性もある。

 規制委はこの日まとめた文書で、予測に必要な放射性物質の放出タイミングを事前に把握することは不可能と指摘。その上で、予測を住民避難に活用すれば「かえって避難を混乱させ、被ばくの危険性を増大させる」と強調した。

 田中俊一委員長は会合で「拡散予測が出れば人々は冷静さを失い、われ先にと行動を取りがちだ」と述べた。

USA uses TPP-like trade-court to kill massive Indian solar project via boingboing

The Jawaharlal Nehru National Solar Mission was on track to deliver deploy 20,000 MW of grid connected solar power by 2022 (“more than the current solar capacity of the world’s top five solar-producing countries combined”) but because India specified that the solar panels for it were to be domestically sourced, the USA sued it in WTO trade court and killed it.

The USA has its own domestic solar initiatives that generally have “buy local” rules, but those are permissible under the WTO. The WTO court ruled that India’s buy-local rules were not, and ordered the initiative’s cessation despite its role in helping India to meet its obligations under the United Nations Framework Convention on Climate Change (UNFCCC).

The Trans Pacific Partnership, a secretly negotiated trade agreement, expands the sorts of powers the WTO creates to allow multinationals to sue governments to repeal policies that undermine their profitability. Expect lots more of this in the future if the TPP passes.

福島原発事故展示、日本大使館反対で中止 エチオピア via 朝日新聞

エチオピアで昨年10月、日本紹介行事の一環として国際協力機構JICA)のボランティアが企画した東京電力福島第一原発事故に関する展示が、「原発事故を強調することは適切でない」とする日本大使館の反対により、中止されていたことがわかった。

外務省によると、展示は昨年10月31日にエチオピアの首都アディスアベバで開かれたジャパン・フェスティバル(日本大使館JICAなど共催)で企画され、青年海外協力隊員らボランティアが内容を考えた。

ところが、日本大使館が「政府が風評被害の払拭(ふっしょく)に取り組んでいる中、適切でない」と展示に反対。JICAによると、大使館からは「『反原発』のように政府方針に反するものであれば共催は困難」ともメールで伝えられたため、JICA現地事務所も「イベントは『おもてなし』がテーマで、原発事故の展示を含めないことが適当」として、中止に応じたという。

16日の衆院外務委員会で、改革結集の会の小熊慎司氏(福島4区)が「安倍政権は原発大推進だから、大使館が原発事故に触れない方がいいと忖度(そんたく)したのでは」と指摘。木原誠二外務副大臣は「福島を含めた被災地の現状を知ってもらうことは重要で、展示できる方向で協議すべきだった」と陳謝した。

Fla. Keys test aquifer for radioactive substances via 10 News

KEY WEST, Fla. (AP) – The Florida Keys Aqueduct Authority is testing for radioactive substances in the aquifer that acts as the island chain’s main drinking water supply.

The testing follows a Miami-Dade County study in Biscayne Bay that found high levels of a radioactive isotope linked to water from canals at Florida Power & Light’s Turkey Point nuclear power plant. Researchers taking water samples in December and January found tritium levels up to 215 times higher than normal in ocean water.

The tritium levels are below federal water quality standards. The Key West Citizen reports (http://bit.ly/1R01MJq ) that the aqueduct authority also is tracking a saltwater plume from the plant that could potentially threaten the water supply.

Nuclear Plants Leak Radiation, and Regulator Faces Scrutiny via U.S.News

Five years after one of the worst nuclear disasters in history, America’s nuclear plants still face safety issues.

In its liquid form, tritium looks just like water: clear and odorless.

Yet it’s radioactive, and in the past two months, two nuclear power plants outside New York City and Miami were found to be leaking tritium: the former into groundwater within the facility’s confines, the second straight into Biscayne Bay.

The leaks, revealed in news reports, apparently haven’t contaminated drinking water and don’t pose a threat to human health. But tritium, while less potent than other substances like cesium or strontium or radium, can still be harmful in high enough concentrations, even lethal. And that’s before taking the public reaction into account: The New York incident made headlinesacrossthe region, anti-nuclear groups warned the state was “flirting with catastrophe,” and Gov. Andrew Cuomo ordered an investigation.

The incidents came just a few weeks before the fifth anniversary of the meltdown at Japan’s Fukushima Daiichi nuclear plant, which was sparked by a tsunami and earthquake and became the world’s worst nuclear disaster since Chernobyl. They also occurred as the industry was working to burnish its image on safety: All of the nation’s 61 nuclear plants are at least 20 years old, many are over 40, and at least one plant operator has announced it hopes to extend its reactors’ licenses to 80 years.

Yet more than three-quarters of the country’s commercial nuclear power sites have reported some kind of radioactive leak in their life spans, an investigation by the Associated Press found in June 2011 – three months after Fukushima. At the same time, the U.S. Nuclear Regulatory Commission has repeatedly weakened federal regulations to allow plants to keep operating, despite thousands of problems ranging from corroded pipes to cracked concrete and radioactive leaks.

Meanwhile, last fall, Indian Point in New York – the plant leaking tritium – suffered four unplanned outages in two months.

“Equipment is failing rather than being detected before failure. That’s a disturbing sign,” Lochbaum says.

That doesn’t inherently signal catastrophe. Officials were alerted to the leak in New York by monitoring wells installed for that very purpose, for example, not nearby residents sickened by tainted drinking water.

“That’s good news,” Lochbaum says.

A certain number of radioactive leaks may also be inevitable: “These are industrial facilities dealing with hazardous materials, and they need to be maintained very well, but you cannot maintain them perfectly,” says a former senior government official.

But, the former official adds, “the pendulum swings far more toward the industry than it does toward public safety.”
