東京電力福島第1原発事故によって、避難指示区域以外の福島県内から避難した「自主避難者」とフリーライターら支援者が17日、日本外国特派員協会(東京)で会見し、4月以降に打ち切られる住宅支援の継続を求めた。

10代の次女とともに、福島県郡山市から神奈川県内に避難している松本徳子さん(55)が会見し「『自主避難者』は国や福島県から勝手に避難したとして捨て去られている。事故がなければ帰りたい。でも帰れない状況を知っていただきたい」と話した。

松本さんによると、次女は11年6月に鼻から大量の出血があり、下痢や吐き気が続いた。夫は仕事がある郡山に残り、松本さんも次女を連れて県外避難したという。福島と神奈川の二重生活による経済的負担は大きく、災害救助法に基づく住宅支援は「命綱」だったという。

松本さんは「私は親ですので、娘を国が守ってくれないなら、借金してでも避難を続け、娘を守りたいと思っています」と話した。

県外避難者の子どもたちへのいじめ問題も相次いでいるが、松本さんは「福島県の政治家から、県外に勝手に避難して子どもがいじめられるのは、親に責任があるんだろうと言われた。県内の人に言われるとは思わなかった」とも話した。

福島県は、避難指示区域以外からの避難者への住宅支援を今年3月末で打ち切る方針を発表している。

女川原発 2号機にひび1130カ所 規制委、調査へ via 毎日新聞

東北電力は17日の原子力規制委員会の安全審査会合で、審査中の女川原発2号機(宮城県)の原子炉建屋の壁(鉄筋コンクリート製)1137カ所に、ひびやはがれがあることを明らかにした。東日本大震災やその余震などが原因とみられる。東北電は「安全上の影響はないが補修や補強をする」と説明。規制委は現地調査する。

 東北電によると、目視点検により、ひびは1130カ所、はがれは7カ所で見つかった。ひびは全て幅1ミリ未満だが深さは測っておらず、貫通している可能性もある。はがれの総面積は約0.03平方メートルだった。放射線量が高い場所などは点検しておらず、損傷箇所はもっと多いとみられる。

 また、コンクリートの強度は、最悪の建屋上部のケースで建設時の3割しかないことも分かった。ただ、地震では鉄筋も建屋を支えるため、全体の強度はそれほど下がっていないという

福島思い「何かしないと」 「自主避難」基金へ支援の医師・山田さんvia東京新聞

「福島で多くの親が子どもの健康を心配しているのに、医師に相手にされず困っている」。原発事故から二カ月後の一一年五月、ボランティアで都内から福島に通う女性から山田さんに電話があった。

 山田さんは当時、原発の危険性を見抜けなかった自分を責め「何かしなくては」と思っていたという。その後、約四年にわたり、福島県内や全国の避難先で無料健康相談会を開いてきた。現在も都内で仲間と続けている。

 支援に奔走する中、「国や東京電力が何もせずにのほほんとしている」と強い憤りを覚える一方、「何もできなかった」とむなしさも感じた。そんな中、自主避難者の住宅無償提供が三月末で打ち切られ、多くの人が困窮する実態を知り、寄付を思い立った。

 岐阜県の実家は江戸時代から続く医者。山田さんは十代目だが「東京への憧れ」もあって実家は継がなかった。東大医学部卒業後は、大学近くの「今で言うホームレスの人たちを中心に診る」診療所へ。差別を受けたりお金に困ったりする患者と向き合う毎日に「社会的弱者の人たちを診ることが自分に合っている」と強く感じた。

 一九七〇年には現在の「八王子中央診療所」の所長に就任し、半世紀近く地域医療を支えてきた。同年ごろからは森永ヒ素ミルク事件の被害者の健康相談も始め、今も続ける。家庭ではパートナーで医師の梅村浄(きよら)さん(71)との間に三人の子がいる。長女で障害がある梅村涼(りょう)さん(43)が小さいころには、浄さんと障害児の小学校普通学級就学運動にも取り組んだ。

 十五日、寄付金を基に設立された自主避難者支援基金の抽選会場に足を運んだ。涙を浮かべ感謝する母親たちの姿に「孤立無援で本当に大変なんだ」と実感した。「原発避難者のいじめ問題に象徴されるように、大人が自主避難の人たちのことを正しく理解していない。各地でしっかりと向き合い、何ができるのか考えてほしい」

東日本大震災関連死3523人に 福島中心に半年で51人増via東京新聞

 復興庁は16日、東日本大震災をきっかけに体調を崩して亡くなり「震災関連死」と認定された人は、昨年9月末時点で10都県の3523人に上ったと発表した。昨年3月末時点の前回集計と比べると51人増え、うち48人が福島県だった。東京電力福島第1原発事故に伴う避難生活の長期化が背景とみられる。

都県別では、福島の2086人が最多。宮城は2人増922人、岩手は1人増460人で、ほかの7都県は変化がなかった。

市町村別では、福島県南相馬市が最も多い487人で、同浪江町394人など。今も全域が避難区域に指定されている富岡町は18人増え、浪江町も10人増えた。

Federal Regulator Halts Move to Toughen Radiation Exposure Limits via Counter Punch

Work has been halted on two rulemaking projects that would have reduced the amount of radiation the government permits workers and the public to be exposed to without their consent. The improved limits would have been in line with internationally accepted standards, Bloomberg BNA reports. A Nuclear Regulatory Commission announcement says stopping the process of setting stricter radiation exposure limits was “due to the high costs of implementing such changes.” The purpose of the NRC is to protect public and nuclear worker health and safety, but this time it’s just saving money for the nuclear industry.

The cancellation of two unfinished and long-overdue precautionary improvements, noted in the Dec. 27 Federal Register, came as a shock to nuclear industry watchdogs who have campaigned for increased radiation protection since 1990. That year, the International Commission on Radiological Protection (ICRP) recommended that radiation industry worker exposures be reduced by three-fifths, from 50 milliSieverts per year to 20 milliSieverts per year. (A milliSieverts is a measure of the body’s absorption of radiation.) The recommendation has never adopted by the United States. Based in Ottawa, Ontario, ICRP sets standards used worldwide as the basis for radiological protection, working to reduce cancer and other diseases caused by radiation exposure.

Ed Lyman, with the Union of Concerned Scientists, told Bloomberg BNA the termination of these projects “makes the US look out of step with the rest of the world. It makes it look like we’re basing our regulations on obsolete information.” Jerry Hiatt, with the industry lobbying group Nuclear Energy Institute, was relieved by the NRC move telling Bloomberg that existing rules were adequate, and that it’s unnecessary to reduce currently permitted exposures.

The NRC also decided to stop work on a second rulemaking which would have brought the US in line with international rules regarding daily releases of radioactive waste water from nuclear reactors. By way of explanation, the NRC said, its current standard “continues to provide adequate protection of the health and safety of workers, the public and the environment.”

Over the last 70 years, permitted radiation exposure limits for workers and the public have dramatically decreased as science has come to better understand the toxic and cancer-causing properties of low doses.

But today, when the international standard dose limit is less than half what our own government allows, it’s the radiation industry shareholders that are being protected by the NRC, not public health and safety.

Radioactive Waste is Good for You, or: How I Learned to Stop Worrying and Love Rick Perry as Energy Secretary via Counterpunch

Former Texas Governor Rick Perry’s blatant conflict of interest involving the Waste Control Specialists, LLC (WCS) radioactive waste dump in Andrews County, west Texas deserves to be seriously addressed during his U.S. Senate Energy and Natural Resources Committee confirmation hearing as President-elect Trump’s Energy Secretary-nominee. In fact, it adds to the long list of reasons he should not be confirmed, including his lack of depth on nuclear weapons issues,[2] at a very dangerous time of renewed nuclear arms race and Cold War-like rhetoric. [3]

Perry’s close ties to the oil and natural gas industries are better known. As reported by Pacifica Radio’s Democracy Now!:

But Perry had a similar relationship with another Texas billionaire, Harold Simmons, owner of WCS. And in return, under Gov. Perry, WCS’s lucrative radioactive waste dumping activities underwent major expansion.

An obituary in Forbes reported “He’ll be remembered mostly for…his investments in old-line ‘dirty’ industrial conglomerates and a Texas nuclear waste dump…[and] his massive funding of Republican politicians, including $4 million towards the ‘Swift Boat’ attacks on Sen. John Kerry and $30 million to Super PACs in the 2012 election cycle…”.[6]

The Forbes obituary added “Showing an omnipresent eagerness to invest in the dirtiest of industries, in recent years one of his primary foci had been Waste Control Specialists, which successfully beat back opposition from environmentalists to open a low-level radioactive waste dump in Andrews, Texas, near the New Mexico border. So far thousands of tons of waste have been buried there.”

WCS’s risk-taking-to-make-a-buck has not abated, either. After the Valentine’s Day, 2014 barrel burst at the Waste Isolation Pilot Plant (WIPP) in New Mexico (which severely contaminated the underground facility, shutting down WIPP operations for nearly three years, and likely to cost over time up to $2 billion to recover from; internally exposed two-dozen workers at the surface, through inhalation to their lungs, to ultra-hazardous alpha particles, significantly increasing their risk for lung cancer; and caused fallout to the environment downwind), Los Alamos National Lab (LANL, the culprit in the burst, by inappropriately mixing chemically-reactive ingredients – including organic kitty litter — in the same barrel) rushed a large number of trans-uranic waste barrels, at risk of bursting themselves, to WCS for “interim” storage. WCS placed the barrels in concrete over-packs, their exteriors painted black, and left them exposed, in the open air, to bake in the hot, west Texas summer sun. LANL had to intervene, urging WCS to at least cover the at-risk over-packs with a thin layer of soil, to prevent one or more of the barrels from overheating and bursting. By contrast, similar barrels at LANL are stored in a refrigerated facility with filters to safeguard against bursts and environmental releases.[21]

And WCS’s expansion schemes continue to the present, on steroids. In April 2016, WCS officially applied to the U.S. Nuclear Regulatory Commission (NRC) for a license to construct and operate a centralized interim storage site for irradiated nuclear fuel. WCS has made clear it will only enter into this centralized interim storage contract with DOE, so long as DOE (that is, the U.S. taxpayer) bears sole and full liability for anything that goes wrong.

北海道函館市から、津軽海峡を挟んで建設中の青森県、大間原発。地元、大間町で1月15日、投開票が行われた町長選挙に、原発反対の女性が挑みました。函館市民が見つめた戦いの結果は。

1月15日、函館市で行われた、大間原発に反対するデモ。函館市民ら約30人が参加し、建設中止を訴えました。

函館市から約23キロの位置で建設中の大間原発。その地元の町長選挙に、原発反対を掲げた女性が出馬しました。

熊谷厚子さん:「熊谷厚子です。よろしくお願いします」

2016年まで、北海道北斗市に住んでいた熊谷厚子さん(62)。生まれ育った大間町から、原発をなくそうと立候補しました。

熊谷さんが暮らしているのは、原子炉建屋から約250メートルの、原発敷地に囲まれたログハウスです。

このログハウスは、「あさこはうす」と呼ばれ、原発建設に反対していた熊谷さんの亡き母「あさこさん」が、土地買収に応じず建てたもの。熊谷さんは、遺志を受け継ぎ、2016年、町に戻りました。

熊谷厚子さん:「(事故が起きれば)大変なことになる。全国、世界にまで影響を及ぼす」

一方の熊谷さんは、一人娘と数人の知人の手伝いだけ。原発の仕事が多い町で、支援はありません。ポスターも告示当日に完成しました。

熊谷厚子さん:「Q.出馬は弟に? 言っていないです。とんでもないことになるので」

家族も分断しかねない決断。立候補するかどうか、直前まで悩んだといいます。

選挙管理委員:「ポスターはこれですか? ラミネート加工していますよね。紙の質にも規定があって…」

選挙は、細かな規則にのっとり進められます。職員に教えてもらいながら、出馬手続きを終えました。

熊谷厚子さん:「身が引き締まりますね。がんばらなくっちゃ」

選挙活動では、小さな拡声器を持って歩き回りました。5500人あまりの町。人通りも少ないですが、懸命にアピールします。

熊谷厚子さん:「自立した、まちづくりを目指します」

熊谷さんは、街頭で「原発反対」とは叫びません。代りの案がないと、町が立ち行かなくなるとわかっているからです。

熊谷厚子さん:「どうやれば、(原発中止に)つながっていくか。自立したまちづくりを訴える。漁業、観光を含めて」

そして一夜明けた、15日の投開票。勝ったのは…。原発推進を訴えた現職でした。

得票数は2000票あまり。熊谷さんは、わずか34票でした。

熊谷厚子さん:「(原発反対を)意思表示する人が、今までいなかったが、30数票も応援してくれたのは、すごく重い」

対岸の函館市民は、今回の選挙をどう見ているのでしょうか。

大間原発訴訟の会 竹田とし子代表:「現職が長くて代わって欲しい、という票が見えた。原発に”NO”と言える人も出てきてうれしい」

今後も、大間原発の真ん中で暮らし続ける熊谷さん。保育など、まちづくりに関わりながら、町を変えていくつもりです。

How one woman’s fight is helping workers decades after Santa Susana radiation exposure via Workers’ Rights

As a secretary who worked for rocket engine maker Rocketdyne in the 1960s and 1970s, Bonnie Klea knew part of her job was to keep the federal government’s space exploration developments a secret.

But years later, when the pain in her bladder became too much, when a doctor told her the cancer she suffered from was likely due to an occupational hazard, Klea learned the government also kept secrets from her and hundreds of employees who clocked into work each day at the facility high atop the hills near the San Fernando Valley.

The battle to save her own life turned into a fight for justice for those who worked in Area IV, a portion of the Santa Susana Field Laboratory where top scientists tested rocket engines and nuclear power for decades.

She delivered the petition to the federal government in 2007, which led to a victory: In 2009 the National Institute for Occupational Safety and Health, or NIOSH granted a special designation for those assigned to the field lab’s 280-acre Area IV. The designation applied to workers who were exposed to radiation for at least 250 days, between Jan. 1, 1955, and Dec, 31, 1958. Later, the time expanded to 1965.

Last month, on its own, NIOSH agreed to widen the designation for those who worked in Area IV up until 1988.

The work left contamination in some parts of the area in soil and groundwater, specifically perchlorate and dioxin, the report said. A draft of a plan of options to clean up Area IV was recently released by the DOE and awaits public comment.

Almost 1,500 claims were filed by cancer-stricken employees of Area IV or their families to the federal Department of Labor. So far, more than $58 million has been paid out. Klea estimates the claims are higher — more than 3,800 — since NIOSH also included workers who clocked in at the Rocketdyne headquarters in Canoga Park, a second facility in the West Valley and in Downey.

Those who qualify under the new designation may be receiving letters advising them of what to do to make those claims.

原発事故の指定廃棄物、山形県分をすべて解除 全国初 via 朝日新聞

東京電力福島第一原発事故による放射性物質で汚染された指定廃棄物について、環境省山形県内の指定をすべて解除した。県内の指定がすべて解除されたのは全国で初めて。

指定解除は13日付。山形県東根市内の民間業者が保管する約0・2トンについて、放射能濃度が基準の1キロあたり8千ベクレル以下になったことを確認し、環境省が指定を解除した。原発事故で汚染された廃プラスチックで、今後は一般の産業廃棄物として処分できる。

指定廃棄物は昨年9月末時点で、山形県も含めて12都県に約18万トンあった。原発事故で汚染され、放射性セシウムの濃度が1キロあたり8千ベクレルを超えるごみを、自治体の申請に基づき環境省が指定する。除染廃棄物とは別で、家庭ごみの焼却灰や下水汚泥などがあり、自治体や民間業者が保管している。
