Climate change should hasten end of nuclear power

The front-page article (“Experts: Warming world no place for nukes,” Sept. 25) reported about the risks of nuclear weapons in a rapidly warming world, as conflicts over land and resources increase.

Climate change will also make the risk of accidents at nuclear power facilities greater. Many of them are on or near the ocean or in places susceptible to tornadoes and earthquakes.

We already know what happens when there are co-occurring nuclear and natural disasters. Think Fukushima, Japan, 2011. The natural disaster created a radiological disaster, and the response to the meltdowns blocked emergency response to victims of the tsunami. Nor is this nuclear disaster in any way “over.”

Plans for radiological emergencies in the U.S. simply do not take this type of scenario into account. A storm like Harvey can block nuclear evacuation routes with debris and flooding. Designated shelters for nuclear evacuees could themselves be under evacuation orders, as was the one in Bay City, Texas. Designated first responders would be overwhelmed.

There were six nuclear power units in Texas and Florida under threat by Harvey or Irma. The nuclear watchdog group, Beyond Nuclear, called upon their operators and the Nuclear Regulatory Commission to shut them down in advance of the hurricanes’ landfall. South Texas Units 1 and 2, on an ocean bay south of Houston, operated throughout Harvey. Florida Power & Light shut down Turkey Point 3 in advance of Irma’s arrival but kept Unit 2, right on Biscayne Bay, operational until a main feed water valve tripped. St. Lucie 1 and 2, located on a barrier island off the Florida coast, operated at 100 percent power until salt started caking in Unit 1’s switchyard.

Shutting down nuclear power plants costs a lot of money. But gambling with even remote odds of a nuclear accident for the sake of saving the nuclear industry money places industry interest above public safety.

小池百合子氏「原発は再稼働すべき」「核武装ありうる」の持論はどこへ 「過去も含めてリセットしたいのか」という声も via キャリコネニュース

しかし批判票の受け皿となるのが小池百合子・東京都知事が率いる「希望の党」で本当にいいのか。ネットでは、小池氏の過去の発言が注目を集めている。

現在、小池百合子氏の公式サイトには、ほとんど何のコンテンツも掲載されていない。しかしリニューアル前のサイトには、保守系論壇誌「Voice」(PHP研究所)2003年3月号に収録されていた「日本有事3つのシナリオ」という対談が掲載されていた。

この対談で小池氏は、現代コリア研究所主任研究員の西岡力氏と杏林大学教授で保守系右派組織「日本会議」の会長を務める田久保忠衛氏と安全保障について語り合っている。「東京に米国の核ミサイル」をという小見出しが付けられた箇所で小池氏は、日本が核武装することはあり得ると断言している。

「軍事上、外交上の判断において、核武装の選択肢は十分ありうる」
「わずかでも核武装のニュアンスが漂うような発言をしただけで、安部晋三官房副長官も言論封殺に遭ってしまった。このあたりで、現実的議論ができるような国会にしないといけません」

また西岡氏は、北朝鮮が核開発を続けている間は、「核ミサイルを東京に持ってきてもらうのがベスト」と述べ、田久保氏も「(日本の核武装についての)議論だけをタブー化するのはおかしい」と語っている。小池氏は両氏の発言を否定しないどころか、「金正日は日本の目覚まし時計として鳴り響く」と核武装の議論が活発化することを歓迎しているようだった。

「新基準を満たした原発は再稼働すべきだ」

希望の党は「原発ゼロ」を掲げている。しかし2012年の衆議院議員選挙の時、自民党から立候補していた小池氏は、毎日新聞のアンケートに対して次のように答えていた。

「新基準を満たした原発は再稼働すべきだ」
「(2030年代の原発稼働ゼロを目指す政府の目標は)支持しない」

この時は、「原発ゼロ」とは相いれない考えを持っていたのだ。

小池氏は日本会議の国会議員懇談会名簿にも名を連ねている。(※1)こうした発言をしていた時から考えが変わった可能性もあるが、選挙のための本心を隠していると考える方が自然だろう。

民主党時代には「原発ゼロ」を掲げていた民進党。党としては憲法9条の改正にも反対していた。同党に所属していた議員の中には、小池氏の政治信条には賛同できないという人も多いはずだが、一体今どんな心境なのだろうか。

衆院選 反原発“変節”否定 前新潟知事の泉田氏 via 毎日新聞

新潟県知事時代は、東京電力柏崎刈羽原発の再稼働に慎重な姿勢を示していたが、次期衆院選では、自民党公認で新潟5区から立候補する泉田裕彦氏が29日、県内のホテルで記者会見し、「(原子力防災の問題点などは)外野からでは直らない。政権与党の中からでないと難しい」と説明し、反原発運動の市民団体などから指摘されている“変節”との見方を否定した。

同原発の再稼働については、「(福島第1原発事故の)検証と総括が先行されるべきことは変わらない」と知事時代と考えに変化がない点を強調する一方、原発の存続の是非については「専門家が知見を合わせて決めること」とかわした。

 泉田氏は長島忠美衆院議員の死去に伴う補選で、自民党が擁立を検討。党県連内には異論もあったが、最終的には党本部が公認を決めた。5区では前魚沼市長の大平悦子氏と、共産党の西沢博氏も立候補を表明している。【金沢衛】

Yoshimoto Kogyo comedians team up with Fukushima to restore disaster-hit scenic rail line via The Japan Times

Fukushima Prefecture has teamed up with major entertainment company Yoshimoto Kogyo Co. as the prefecture reopens a scenic local railway line that had been partially closed due to damage from torrential rain six years ago.

Special tours were launched recently that took visitors on the Tadami Line with comedians from Yoshimoto along for the ride. The prefecture hopes the initiative will attract visitors by publicizing the attractions of the line, which offers spectacular mountain and valley views.

On the recent tour, participants had the opportunity to paint their own akabeko, traditional cow figurines. The visitors also enjoyed sights in Aizuwakamatsu, a major tourist destination in Fukushima.

“The abundant nature around the Tadami Line healed my heart,” Shoko Takano, an 18-year-old on the tour, said. “Comedy performances in the evening party were also interesting,” she said.

The Fukushima Prefectural Government and Yoshimoto Kogyo have designed a total of 12 tour programs featuring train rides on the Tadami Line

“We hope a lot of people will use the Tadami Line,” Fukushima Gov. Masao Uchibori, who joined the latest tour, said. “We aim to make it the country’s No. 1 local railway line.”

原発「津波にびくともしない」 福島事故後も伊方でPR via 朝日新聞

四国電力伊方原発(愛媛県伊方町)の安全性をPRする県の施設が、東京電力福島第一原発の事故後も6年半にわたり、原発全般について「津波などにもびくともしない」「爆発する事はない」などと解説する展示を続けている。県は「一部が現状にそぐわない」として今年度中に展示内容を改善するという。

施設は、伊方原発から約4キロ東の伊方町湊浦にある「県伊方原子力広報センター」。県が「原子力発電の正しい理解を深めるためのふれあい広場」として1982年に設置した。四電、県、町が共同出資した公益財団法人が運営し、昨年度は近くの小学校の児童ら1761人が訪れた。

入り口近くの「情報サロン」には、原発についてクイズなどで学べるタッチパネル式モニターが2台ある。「もし大地震などがおきたら、原子力発電所はどうなるでしょう」という設問は、「1・そのまま発電する」「2・万一の事故が発生しないよう、原子炉は自動的にとまる」「3・大地震であればこわれてしまう」の選択肢から、2を選べば「正解」。「地震・台風・津波などにもびくともしないがんじょうな建物」「最大の地震を考えた設計」などと解説が付く。

ログイン前の続き「原子力発電所は、原子爆弾のように爆発するでしょうか」の設問は、「1・使いかたを間違えると爆発する」「2・決して爆発する事はない」「3・原子炉が古くなると爆発する事がある」の2が「正解」だ。

センターでは福島の事故後、伊方原発の安全対策を紹介する展示パネルを追加。「100ミリシーベルト以下で実際にがんや遺伝性の障害が起こった、ということは、これまで確認されていない」などと説明する映像プログラム「いま知りたい からだと放射線」(日本原子力文化財団制作)も上映している。

商用原発13基(3基は廃炉決定)がある福井県にも「原子力の科学館あっとほうむ」(敦賀市)がある。来館者が中性子になりきり、「ウラン235」に見立てたランプを踏んで核分裂反応の原理を学べるゲームなどがあり、年間約17万人が来館。福井県によると、撤去や見直しが必要な展示物はないという。(荻原千明)

原子力規制委 田中体制の5年=岡田英(東京科学環境部)via 毎日新聞

 その田中氏は15年10月には福島県内14市町村の首長を訪問。「規制委員長の枠を超えてできることはないか」と、避難者の帰還政策などについて話を聞いたことも規制トップとしては異例だが意欲は感じられた。一方、葛尾(かつらお)村を訪れた際に私が話しかけると、青く染めた水57ミリリットルが入った小瓶をくれた。汚染の少なさを示す工夫なのか、「福島第1原発にある(放射性物質の)トリチウムを全部集めた量。少ないのが分かるでしょ。村長にもあげた」と話した。

 確かにトリチウムは自然界にも存在し、人体への影響はほとんどないとされる。このわずかだという量が混じったトリチウム水は敷地内のタンクにためられ、約80万トンもある。このため田中氏は「科学的に排水基準以下なら安全上問題なく、海に流すべきだ」と主張したが、風評被害を懸念する漁業者らは反対。科学的な説明だけで地元の信頼を得るのは難しいと感じた。

柏崎刈羽の審査、一貫性ない対応

 2年間の福島勤務を終えて東京に転勤し、再び規制委を取材すると、さまざまな疑問が膨らんできた。その一つが柏崎刈羽の審査だ。規制委は「事故を起こした東電は他の電力会社と違う」と、規制基準にない原発事業者の「適格性」を見極める対応を取った。今年7月には、経営陣を呼んで「福島の廃炉をやりきる覚悟と実績を示せなければ、柏崎刈羽を運転する資格はない」と迫り、トリチウム水の海洋放出問題で地元同意を取ろうとしない姿勢などを挙げて「東電に主体性がない」と対応に関する回答を求めた。

 審査で「科学的に」と強調してきた規制委には異例の対応だった。そこまではいい。ところが、8月の2回目の面会では、回答書にトリチウム水海洋放出問題などへの具体策がない点は同じなのに、東電側の決意表明だけで適格性を認める方向に転換した。これでは、対応に一貫性がないと批判されるのも当然だ。

「安全」の原点に新体制立ち返れ

 もっと驚いたのは、委員長就任が決まっていた更田氏が適格性の判断にあたり「他の事業者でも福島第1原発事故を防げたとは考えにくい」と述べたことだ。東電の責任逃れにつながる恐れがある。別の場面では、更田氏の後任委員の山中伸介・前大阪大副学長(61)が就任前の記者会見で、原発の運転期間について「(40年の制限は)世界的に見て、少し短いと個人的に思っている」と述べた。老朽化による事故を防ぐため、震災後に導入された40年ルールを否定するような発言だ。福島の教訓をないがしろにするかのような態度が相次ぐのを見るにつけ、発足5年で福島事故の風化が懸念される。

 城山英明・東大教授(行政学)は「柏崎刈羽原発の適格性の見極めのような(明確な基準のない)心証が中心の判断になるほど、規制委が国民に信頼されることが重要になる」と指摘する。国民から信頼を得るよう、電力会社に求めるだけでなく、規制当局自身も回復に専心してほしい。

Cooling water has been leaking from the plant’s damaged reactors and mixing with groundwater pooling in the basements of the reactor building, increasing the total amount of contaminated water.

The wells around the reactor are designed to pump groundwater away from the basements and reduce the amount around the reactor area.

In July, an underwater robot spotted lava-like rocks which are believed to be missing melted nuclear fuel from Fukushima.

Last year, the Japanese government said it expects the total costs including compensation, decommissioning and decontamination to reach £150bn.

Yakuza arrested in Fukushima decontamination work racket via The Asahi Shimbun

Three men, including a yakuza gang boss affiliated with Yamaguchi-gumi, Japan’s largest crime syndicate, have been arrested on suspicion of illegally supplying workers for government-commissioned decontamination work related to the 2011 Fukushima nuclear power plant accident.

All three deny the allegations of employment brokering without a license, a violation of the Employment Security Law, and intermediate exploitation, which is banned under the Labor Standards Law.

Maruta and Kitano are suspected of taking commission amounting to about 920,000 yen from the wages of those two workers, according to the police department in charge of organized crime.

The three suspects are said to have shared cut of 2,000 yen to 3,000 yen from each of the workers’ 16,000-yen daily wage.

Further to the exploitation of the aforementioned two workers, the suspects are believed to have received about 10 million yen collectively through brokering about 10 other workers to the sub-subcontractor.

Populist former ally aims to rip up Japanese PM’s election plans via The Guardian

Japan’s prime minister, Shinzō Abe, faces a serious challenge from an ally turned nemesis, as voters prepare to go to the polls next month in an election he has described as a verdict on his handling of the economy and North Korea.

Abe dissolved the lower house of parliament on Thursday, with polls showing a new conservative party formed by the popular governor of Tokyo, Yuriko Koike, making ground on his ruling Liberal Democratic party (LDP).

Koike’s Party of Hope, formed only a day earlier, has pledged to be a “tolerant, conservative reform party” that will challenge vested interests and respect diversity.

Koike, a former news anchor who speaks English and Arabic, has cast herself as a conservative populist, determined to take on the political old guard, since she became Tokyo’s first female governor last year.

Abe called the election – a year earlier than expected – in an attempt to exploit a weak and divided opposition and to secure a mandate for his spending plans and tough line against Pyongyang’s missile and nuclear programmes.

Koike, who served as defence minister during Abe’s first term as prime minister a decade ago, has said she will not run in the election but will stay on as governor to oversee preparations for the 2020 Tokyo Olympics.

But her decision to lead the new party, coupled with her positive media profile, could frustrate Abe’s plans by attracting conservative and undecided voters.

“Unlike in Britain with Labour, there is no opposition worthy of the name in Japan,” said Jeff Kingston, director of Asian studies at Temple University in Tokyo. “The LDP is a giant among dwarves. It would take a major scandal to derail the Abe express.

“He may not retain his supermajority but given the fractured and unprepared state of Japan’s opposition parties, it’s hard to see much risk to a commanding majority.”

Abe and Koike are both business-friendly conservatives and hawkish on security, but they differ in two areas that could have a bearing on the election.

While Abe is committed to a sales tax rise in 2019 he says is needed to fund spending on education and nursing care for the elderly, Koike has called for a freeze on the tax.

Koike has also called for Japan to abandon nuclear power after the 2011 Fukushima meltdown; Abe supports reactor restarts.

“There’s not much daylight between Koike’s party and the LDP,” said Gerry Curtis, professor emeritus at Columbia University. “It’s a question of who can impress the voters as more competent. It’s competence and it’s character.”

4月から汚染水漏えい恐れ 福島第1、水位計に誤り via 東京新聞

東京電力は28日、福島第1原発1~4号機周辺の地下水位を監視するために設置している水位計の設定に誤りがあり、原子炉建屋などにたまった汚染水が今年4月中旬から、外部に漏えいする恐れがある状況だったと明らかにした。東電は28日夕、井戸からの地下水くみ上げを停止した。

東電によると、井戸の水位は建屋内の汚染水より約1メートル水位を高く保つ運用をしているが、実際には約30センチしか高くなかった計算になる。
