Nuclear agency inspecting Maryland lab after contamination via Phys.org

The Nuclear Regulatory Commission has begun a special inspection at a facility in suburban Maryland following a worker’s potential exposure to radioactive contamination.

A five-member NRC team began the inspection Tuesday after an incident last month when a glass ampule containing americium-241 —a radioactive substance—broke in a National Institute of Standards and Technology laboratory used to prepare radioactive samples.

Test results indicated the employee potentially received a dose of radiation above NRC annual occupational limits. Additional testing is being done on the worker to determine the actual dose. The results will be included in a report to be issued within 45 days after the review is completed.

Neil Sheehan, a spokesman for the NRC, said the occupational radioactive estimated for the worker would not be expected to result in any immediate health effects. He said in an email that the exposure “marginally increases” the person’s risk of developing cancer some time during his lifetime. He said further testing should clarify the estimated increased risk.

福島原発避難者訴訟で控訴へ=千葉判決受け原告側 via Jiji.com

東京電力福島第1原発事故で福島県から千葉県に避難した住民らが国と東電に損害賠償を求めた訴訟で、国の責任を認めなかった22日の千葉地裁判決について、原告側が控訴する方針を固めたことが28日、分かった。

判決は、国は大津波を予見できたが、事故を回避できなかった可能性があるとして、国への請求を退けた。

Tokyo Governor Koike: Will Examine Steps to Exit Nuclear Power Dependence by 2030 via Reuters

TOKYO (Reuters) – Popular Tokyo Governor Yuriko Koike, whose fledgling party is gaining momentum ahead of an Oct. 22 general election, said on Thursday at a news conference that she would look into what steps are needed to reduce Japan’s dependence on nuclear energy to zero by 2030.

Belarusian R&D for rehabilitating territories around Fukushima nuclear power plant via Belarus News

GOMEL, 27 September (BelTA) – R&D products of Belarusian scientists are used to rehabilitate territories polluted by the accident at the Fukushima nuclear power plant, BelTA learned from Shuichi Okumoto, an employee of the EM Research Organization (EMRO), Japan. Shuichi Okumoto took part in the international scientific conference Radiobiology: Challenges of the 21st Century in Gomel on 27 September. The conference is timed to the 30th anniversary of the Radiobiology Institute of the National Academy of Sciences of Belarus.

In particular, special microorganisms are used to slow down the transition of cesium from soil to plants. In the past the Radiobiology Institute found out that due to certain peculiarities in interaction between soil microorganisms and radionuclides it is possible to reduce the bioavailability of radionuclides for plants. “Thanks to the Belarusian technology we have been able to reduce the transition of cesium into plants and increase the yield of agricultural crops,” noted the Japanese scientist.

Participants of the conference are busy analyzing various approaches to the long-term rehabilitation of polluted territories, the realization of countermeasures to fight environmental pollution long after the nuclear accidents at the Chernobyl and Fukushima nuclear power plants as well as the Semipalatinsk nuclear weapons testing ground. Reports will be delivered to outline modern systems for responding to emergencies in radiation pollution territories. Ways of extending human life and improving living standards in conditions of the man-caused increased background of ionizing and non-ionizing radiation are discussed.

The Radiobiology Institute of the National Academy of Sciences of Belarus is the country’s leading radiobiology research institution. It was established in 1987 to tackle the scientific problems involved in the alleviation of consequences of the Chernobyl nuclear power plant accident. Upon instructions of the Belarus president to focus the scientific potential for dealing with Chernobyl catastrophe consequences in Gomel, the Radiobiology Institute moved from Minsk to Gomel in 2003.

魚を食べて安全を実感、福島の漁業は再生さなか via 日経ビジネスオンライン

ここから日本の漁業の未来をつくる

新潟県、柏崎刈羽原発の6号機と7号機の再稼働が実施となりそうだ。原発の安全性を審査する原子力規制委員会は東京電力の小早川智明社長に福島第一原発の廃炉に取り組む「覚悟」などを確認し、事実上の「合格」を意味する審査書案の取りまとめに入った。9月20日の会合で小早川社長は「福島の復興や、福島第一原発の廃炉、賠償をやり遂げる」との宣言もした。しかし、福島の現状はなかなか伝わってこない。”防災の鬼”渡辺実氏は「今、福島で起こっていることを知れば、日本の未来を知ることになる」と語る。その真意を確かめるため、“チームぶら防”は再び福島に向かった。

福島県いわき市小名浜にある環境水族館「アクアマリンふくしま」。同所で月に1回開催される「調べラボ」に参加するのが今回の主な目的だ。「調べラボ」と書いて「たべらぼ」と読む。東日本大震災による福島第一原発事故の後、2013年11月から福島で採れる海産物の放射線を調べる取り組み「うみラボ」を始めた。「調べラボ」はその一環だ。

訪れたのは台風18号が列島を襲った日だった。横なぐりの雨がふきつける中、「調べラボ」は予定通り開催された。

「福島では事故後から地元の漁協を窓口にして、試験操業が行われています。採れた魚の線量も計測している。ただ、今回お邪魔する『調べラボ』は自治体などの公の機関ではなく、民間団体である『いわき海洋調べ隊 うみラボ』の皆さんが、公益福祉法人ふくしま海洋科学館の協力を得て行っているものです」(渡辺氏)

そうこうしているうちにヒラメの計測が終わった。

「結果はセシウム137が1キログラムあたり6.30ベクレルです。まぁこんなところでしょうね」(富原氏)

「厚労省などの説明では一度に被爆する線量が100ミリシーベルト以下であれば、ガンで亡くなるなどの放射線とリスクの関係は報告されていません。だから100ミリシーベルトを一応の基準にしています」(渡辺氏)

「成人男性の場合、8万ベクレルの線量を一度に体内に入れると、内部被曝が1ミリシーベルトになると言われています。つまり仮に1キログラムあたり100ベクレルの魚がいたとして……そんなの我々が捕まえることができる場所にはいませんけど、もしそういう魚がいたとして、この魚の刺し身80トンを一気に食べたら100ミリシーベルトの内部被曝です」(富原氏)

つまり今回検査したヒラメが1キログラムあたり6.30ベクレルだから、その130万倍弱を一気に食べると100ミリシーベルトの内部被曝となる計算だ。福島の海で採れる今の魚は、まったくもって安全なのである。

「このサイズのヒラメは生後9年から10年といったところでしょう。つまり震災の前に生まれている。震災直後の2011年4月1日から6日にかけてすごい量の汚染水が福島の海に流されました。その水に晒された可能性があるので、1キログラムあたり6.30ベクレルという数字が出ていますが、例えば2~3歳の魚だったら、つまり震災後年月が経過してから生まれた魚であればもっともっと低い数字になるでしょう」(富原氏)

「福島県では、震災前から廃業寸前の漁師さんって実はけっこういたんです。高齢で跡取りもいない。船も古くなった。そこに3・11が襲った。原発事故のおかげで漁ができなくなった。かわりに『賠償金』が入ってくる。それがあるせいで『もう一度海へ出よう』という気が失せた漁師もいた」(小松氏)

「その構図は海だけじゃなくて畑や田んぼの農業にも林業にもありますね。ただ、福島の賠償金は2020年のオリンピックを目安にカットされるのではないか、と危惧する意見もある。安倍首相は東京オリンピックを誘致するときに、完全に『アンダーコントロール』だと言ってしまった。それなのに賠償金が発生するような『危険な場所』がいつまでも存在するとまずいわけです。だから全世界からお客さんがくる2020年がひとつの目安になる可能性がある。そうなれば福島の漁師さんも困るでしょ」(渡辺氏)

「もちろん困る人もたくさんいます。だけど『賠償金が終われば廃業すればいい』と考えている人も少なくないんです。これが福島の漁業の再生を遅らせているという側面もある」(小松氏)

「通常の調査は漁協が窓口になります。我々の調査も正当な手続きを踏んでいますが、見え方は、市民の調査チームが独立してやっているように見えるはずです。そんななか、我々の調査で100ベクレルを超えるような結果が出てしまったら、『福島の海はどうなってるんだ』という問い合わせが漁協にも行くでしょうし、現場が混乱するという危惧があるのでしょう。そういうリスクがあるので、漁協側はうみラボの活動には全面的には賛成していないはずです」(小松氏)

さらに今回ここへ来てお話しを伺った、賠償金が漁業の復興を遅らせるという現実。その背景には日本の漁業がもつ現実的な課題へつながる大きな問題があるということ。いつも大災害は、被災地が持っている潜在的な地域の持っている課題を、一気に顕在化させるんだ。ただ、原発事故を起こしたんだから東電からの賠償金は絶対に必要なものだ。しかし支給の方法や期限、時期については福島の漁業の将来像をふまえ、一律ではなく地域性に着目して漁業の復興を超ドメスティックにもっと、もっと議論が必要だと痛感しましたね。

Radioactive leak at Sweden’s Studsvik gets level 2 severity rating via Reuters

STOCKHOLM (Reuters) – The Swedish Radiation Safety Authority has issued a level 2 severity rating on a 7-degree scale for an incident on Sept. 21 at a nuclear testing facility in which radioactively contaminated material spread at the site.

The authority said the owner of the facility on Sweden’s east coast, nuclear services firm Studsvik Nuclear, had started to decontaminate, and the contamination was confined to the site.

No one was on site at the time of the incident, it said.

It said the spread took place in connection with a false fire alarm and resulted in considerable surface contamination. It did not describe the incident further.

Studsvik Nuclear Chief Executive Michael Mononen said radiation levels in the contaminated areas of the facility are very low.

核兵器廃絶 実現へ協力を ヒバクシャ国際署名「北海道民の会」設立 道民の過半数が目標 /北海道 via 毎日新聞

核兵器廃絶を求める国際署名への取り組みを強化しようと、道被爆者協会などは26日、「ヒバクシャ国際署名を進める北海道民の会」を設立した。2020年までに道民の過半数の署名を集めることを目標に活動する。

 ヒバクシャ国際署名は昨年4月、広島と長崎の被爆者9人が呼びかけ人となって始まった。活動は国内外に広がり、6月には国連に約296万筆の署名が届けられた。20年までに世界で数億筆を集めることを目標としている。

 都道府県単位の活動組織は全国22番目。道内在住の被爆者ら12人が呼びかけ、北海道被爆者協会、道生活協同組合連合会などが事務局を組織。これまでに100を超える団体が加盟している。

 札幌市で開かれた結成総会で、道被爆者協会の真田保会長は「核の禁止から廃絶の流れをつくっていきたい。道内の被爆者の平均年齢は82・6歳になった。これが最後の大きな運動になるという思いで活動する」と話した。問い合わせは事務局(011・866・9545)へ。【日下部元美】

Group opposes bringing German nuclear material through Charleston to Savannah River Site via The Post and Courier

A proposed plan to ship uranium from Germany to Joint Base Charleston, then send the nuclear material along to the Savannah River Site by railroad, was denounced Tuesday by a citizens group.

In a 10-9 vote, the SRS Citizens Advisory Board recommended opposing the receipt of 900 kilograms of uranium. Two members abstained. The board, known as the CAB, met Tuesday at the Courtyard Charleston.

The uranium is “highly enriched,” meaning it is pure enough to make nuclear weapons. It is of U.S. origin but was sent to Germany in the 1950s for research purposes as part of the Atoms for Peace program.

Under the program, the U.S. agreed to take the uranium back, and use facilities at SRS to convert it into a form that can’t be used to make weapons. But the CAB, among other stakeholders, is against having the material come to South Carolina.

The recommendation says bringing more nuclear materials to SRS is not in the best interest of the public.

The site already houses uranium, and plutonium, along with tens of millions of gallons of radioactive liquid waste that dates back to the Cold War. That waste is stored in aging waste tanks and is considered by state health officials to be South Carolina’s most dangerous environmental threat.

Despite the board’s opposition to receiving the uranium, SRS is expected to see more nuclear materials in the future. Under the U.S. Global Threat Reduction Initiative, which launched in 2004, plans already are in motion to remove 1,431 kilograms of plutonium and uranium from foreign countries by 2022, with expectations for SRS to see most, if not all, of the material.

日高の反原発映画の続編完成 地元で上映 via わかやま新報

和歌山県日高町と徳島県阿南市の原子力発電所立地反対運動などをテーマにした長編ドキュメンタリー映画「シロウオ~原発立地を断念させた町~」の続編となる、「いのちの岐路に立つ~核を抱きしめたニッポン国~」が完成。24日には脚本・製作を担当した矢間(やざま)秀次郎さん(77)=東京都、環境問題ジャーナリスト=が同町方杭の民宿波満の家を訪れ、経営者の濱一己さん(67)に新作の完成を報告した。

平成26年春から公開された1作目の「シロウオ」では、同町阿尾と小浦の原発問題で反対運動を行い、原発の計画を食い止めた人々のインタビューなどを収録しており、その一人として出演したのが濱さん。波満の家では、矢間さんらと共に続編映画の「いのちの岐路に立つ…」(110分)を観賞した。

監督は原村政樹さん、ナレーターは時代劇「木枯し紋次郎」などで有名な俳優・中村敦夫さん。映画では広島、長崎の原爆被爆者やアメリカのビキニ環礁水爆実験の被爆者(第五福竜丸船員)、原発被爆労働者、大学教授、報道写真家らのインタビュー、活動を紹介。福島原発のような事故を引き起こす恐れがある原発の実態を早くから暴き出していた「原発黒書」にもスポットを当てている。

阿南市で原発反対運動を行った元市議や父親の後を継いだ漁師も登場する。ラストは、広島で被爆した女性が「核兵器廃絶」「全原発廃炉」「(これがかなうまで)安らかに眠れません」と三つの言葉を書いた灯籠を川に流すシーンがあり、政府への強烈なメッセージで締めくくっている。

東京都で今月9日に公開され、去る23日から10月6日まで大阪市のシアターセブンで上映中。10月21日から11月3日まで名古屋市のシネマスコーレでも上映される。

「何のための避難か」 新潟市で暮らす避難者「東電が再稼働 許せない」via 東京新聞

 東京電力柏崎刈羽原発6、7号機(新潟県)について、新規制基準への事実上の適合判断が示された二十七日、同じ東電の福島第一原発事故によって福島県郡山市を離れ、新潟市内に家族で暮らす避難者は「再稼働なんてありえない」と口々に話した。 (片山夏子)

 郡山は空間線量が高い地点もあり、二〇一一年八月に妻と幼い娘二人が先に新潟に移った。週末、家族に会うため、片道百六十キロの往復を繰り返し、心身ともにぼろぼろになった。二年半前に避難先近くで就職し、やっと家族一緒に。だが家計は厳しく、将来の見通しは立たない。「避難計画というが、計画通り本当に逃げられるのか。そもそも事故を起こさないと言っていて福島の事故が起きた。国も東電も、誰も責任を取らないまま再稼働するのか」

 夫と子ども三人で避難中の高島詠子さん(48)は「原発事故で、故郷も、福島で思い描いていた生活もすべて奪われた」と話す。事故後、木造の自宅の放射線量が高いのに驚き、避難を決めた。自宅が大好きだった子どもたちは、避難先になじむのに苦労した。

高橋真由美さん(45)は、3号機が爆発したのを見て、恐怖を覚えた。当時四歳と七歳の子どもたちのことを考え「今できる精いっぱいのことをしよう」と夫婦で話し合い、母子避難をした。慣れぬ環境、新しい仕事…。三年前に夫と一緒に暮らせるようになるが、心身共に疲れがたまり一時パニック障害にも。故郷を離れ、人間関係もバラバラになった。

 「もうあの事故を忘れてしまうのか。私たちがこんな思いをしているのに、再稼働なんてありえない。適合というが、規制委は福島のような事故が100%起きないと本当に言えるのか。起きてしまった事故を学び、二度と起きないようにするのではないのか。自分たちのような思いは誰にもさせたくない」
