Nuclear Power Is ‘On Its Back,’ Former CIA Director Says via Forbes

The demise of its nuclear-power industry weakens the United States’ ability to prevent the spread of nuclear weapons, a former CIA director said in Chicago Tuesday.

An MIT chemist who joined the Department of Energy as its director of research in 1977, John Deutch headed the CIA from 1995-96. Last night he offered a grim assessment of nuclear power’s prospects in America.

“What about the nuclear industry today? Let me tell you, it is on its back. It is just in very bad shape,” Deutch said in a lecture hosted by the Energy Policy Institute at the University of Chicago.

Deutch’s talk was part of a months-long commemoration by the University of Chicago of the first man-made sustained nuclear reaction, which took place in a squash court under the university’s stadium on Dec. 2, 1942. For decades, U.S. labs defined the forefront of nuclear technology, and through licensing rights, the U.S. maintained some control over its light-water reactor technology even as reactors spread around the world.

When Deutch joined DOE, the government was licensing 6 or 7 reactors per year, he said, and there were four competitive U.S. manufacturers. Today, there are no U.S. manufacturers. Reactors are being built by China, Russia, India and South Korea and built in such places as the United Arab Emirates, Jordan, Vietnam and Turkey.

EU to lift import curbs on rice from Fukushima, more deals likely via The Asahi Shimbun

The European Commission is set to relax import restrictions on rice from Fukushima Prefecture that were imposed after the 2011 nuclear disaster, sources said.

In addition to rice from Fukushima Prefecture, the EU is expected to remove restrictions on some seafood products from Iwate, Miyagi and other prefectures.

All restrictions on products from Akita Prefecture will likely also be lifted, thereby abolishing all curbs on rice grown in Japan.

The United States on Sept. 22 decided to allow imports of milk and dairy products from Fukushima, Iwate, Miyagi, Tochigi and Gunma prefectures without inspection certificates stating they are free of radioactive materials.

The EU move follows a general agreement on an economic partnership in July, during which EU officials informed Japan of plans to relax import restrictions on agricultural products.

Cameco to resume radioactive waste shipment via The Journal

 

 

The Nuclear Regulatory Commission has concluded that Wyoming-based Cameco-Power Resources has fixed its shipping problems that led to radioactive spills south of Blanding, Utah, and can resume shipments of barium sulfate to waste storage facilities.

However, the White Mesa Mill, which formerly accepted the waste then reported to regulators they were leaking en route, said Monday it is not accepting barium sulfate shipments from Cameco at this time, according to a company spokesman.

Twice in eight months — on Aug. 19, 2015, and March 28-29, 2016 — a Cameco container truck shipping barium sulfate from the Smith Ranch, Wyoming, uranium mine to the White Mesa Mill waste-storage facility leaked toxic contents en route. The March incident was the most severe, spilling a trail of the milky radioactive waste onto U.S. Highway 191 south of Blanding.

Georgia Power continues renewable expansion, including solar via PV Magazine

Georgia has leapt into the PV gigawatt club, according to the Solar Energy Industries Association (SEIA). In the SEIA state profile, the Peach State has 1,500 MW installed, over 1,000 in 2016 alone, placing it 9th among states overall and 3rd for 2016.

More is expected with the enactment of Georgia Power’s Commercial and Industrial Renewable Energy Development Initiative (REDI). REDI calls for 1,200 MW of of renewable energy systems to be installed by 2021. This initiative is a centerpiece of the utility looking to add 1,600 MW of solar and other renewable energy into their Integrated Resource Plan. REDI by Georgia Power was formally announced in 2015, filed in 2016, with negotiations between the utility, regulator and interested parties completed by August 2017.

菅直人元首相、小池新党に「大いに協力したい」 民進党については「困ったものだ」viaハフィントンポスト

菅直人元首相は9月26日、公式ブログを更新し、小池百合子氏が立ち上げた新党「希望の党」について「大いに協力したい」などと述べた。希望の党が公約に原発ゼロを掲げたことを評価したという。

菅氏はブログで、ドイツのメルケル首相が2011年、同国では2022年までに原発ゼロを達成するとを閣議決定したことを紹介。その上で小池氏について、「私は小池氏が日本のメルケルになって、ドイツと同じようなテンポで原発ゼロを実現してほしいと思います」などとエールを送った。

一方で、民進党の公約検討会では、公約が「2030年代原発ゼロ」という曖昧な表記になったことを批判。「2029年までは原発を維持することを認めることになり、これでは民進党は原発ゼロ実現の先頭に立つことはできません。困ったものです」などと述べた。

菅氏は2011年の福島第一原発の事故以降、脱原発に方向転換した。2017年7月には、国政選挙で民進党が原発ゼロを公約に掲げなければ「民進党は国民にとって存在意義を失う」とブログ主張。

小池氏「希望の党」代表に 新党結成、原発ゼロ掲げる via 中日新聞

小池氏は新党の理念も発表し(1)希望の政治(2)希望を守る環境・エネルギー(3)憲法改正-など提示。具体策に「原発ゼロ」を明記し「ゼロを目指す工程を作成しなければならない」と強調した。会見後、原発ゼロを訴える小泉純一郎元首相と会い、激励されたことも記者団に明らかにした。

 ほかの具体策は議員定数・議員報酬の削減、徹底した情報公開など。消費税増税は「景気回復に水を差す恐れがある」と是非を議論すべきだと主張した。

 知事を続けながら、国政政党を立ち上げる意義に関し「都政により磨きをかけ、スピード感を確保していくためには、国政への関与が必要だ」と説明した。

森林のセシウム、地面表層にとどまる 福島での追跡調査 via 朝日新聞

東京電力福島第一原発事故で福島県内の森林内部にたまった放射性セシウムの大半が現在、地面表層にとどまっていることを、森林総合研究所(茨城県つくば市)が事故後5年間の追跡調査で明らかにした。事故直後は樹木や落ち葉に大半があったが、落葉や雨で表層土に移ったとみられる。

同研究所は林野庁の委託を受け、事故が起きた2011年から毎年、福島第一原発から約26キロ離れた福島県川内村の国有林などに調査地点を設け、放射性物質セシウム137の蓄積量を調べてきた。樹木と落葉層、深さ5センチまでの表層土、5~20センチまでの土層ごとに測定し、樹木は葉と枝、樹皮、幹別の測定値から算出した。

川内村のスギ林で、11年には全蓄積量の44%が樹木に、31%が落葉層にあった。しかし翌12年にはそれぞれ14%、15%に減り、15年には4%と8%に急減した。逆に深さ5センチまでの表層土は11年が23%だったが、12年には62%、15年には76%と大半になった。5~20センチまでの土層は11年が2%で、12年に9%、15年に12%と微増だった。

19年度に避難指示一部解除 原発事故で福島・大熊町 via 日本経済新聞

 東京電力福島第1原子力発電所が立地し、事故により全町避難が続く福島県大熊町は26日に行政区長会を開き、放射線量が高く立ち入りが制限されている帰還困難区域に居住が可能になる「特定復興再生拠点(復興拠点)」の整備計画案を示した。2022年の避難指示解除を目指すが、JR大野駅周辺は先行して19年度内の解除を目標に掲げた。

計画案では、町面積の1割程度の約860ヘクタールを復興拠点として整備する。避難指示解除後5年に当たる27年には、町民や復興関係者を含め人口2600人を目指す。今年9月1日時点の町の住民登録数は1万566人。事故当時、町民の96%が帰還困難区域に住んでいた。

政府は19年度内にJR常磐線の全線開通を目標としており、開通に大野駅周辺の避難指示解除を間に合わせたい考え。

EU、福島産コメ規制解除へ…検査証明書不要に via Yomiuri Online

 【ブリュッセル=横堀裕也】東京電力福島第一原発事故に伴い、欧州連合(EU)が福島県産の食品などに課している輸入規制について、年内にも一部が解除される方向となった。

 解除対象には、日本産食品に対する不安心理の象徴となっていた福島産のコメや、岩手県などの水産物の一部に対する規制が含まれるほか、秋田県も規制から外れる運びだ。

 EUの食品安全などを審議する専門委員会が25日、規制緩和を承認した。

 EUは2011年の原発事故以降、福島県や周辺地域で生産された食品について、放射性物質の検査証明書の添付を義務づけるなどの規制を課している。規制は段階的に緩和されており、今回は岩手県産のブリやマダイといった複数の魚介品目も解除対象となる。

Labour’s Clive Lewis accuses nuclear unions of being ‘voice for big business’ via The Guardian

Corbyn ally says unions are failing to speak up for renewable energy because they do not have members in that sector

An ally of Jeremy Corbyn has claimed trade unions that are involved in the nuclear industry have become “a voice for big business” because they have been weakened in other sectors.

Clive Lewis, the former shadow secretary of state for energy, singled out GMB for being too close to the nuclear lobby and said it was not speaking up for renewable energy because it did not have members there. He also questioned why unions “fight to the bitter end” for the arms industry.

His comments reflect tensions within the Labour movement over union support for nuclear power and a nuclear deterrent. GMB, Unite and Prospect have tens of thousands of members in the nuclear and arms industries. Corbyn has called for a “nuclear-free world”.

Lewis told a fringe event on energy at Labour’s conference in Brighton: “One of the problems with where trade unions are at the moment is that they have been so weakened that I think they have become, and have been used by big business as, a voice for big business.

“On nuclear, yes, GMB and other unions are staunchly supporting it because the jobs there generate union members. Contrast that to the highly self-employed solar sector: the unions have no trade unions there. They are not speaking up at all for them.”

He said unions had thrown their weight behind plans for Hinkley Point C, the first new nuclear power plant to be built in the UK for 20 years.

“That is one of the reasons that a big song and dance and hoo-ha about solar wasn’t made by the unions and yet they are getting staunchly behind Hinkley,” Lewis said.
