Vatican at UN calls for nuclear-free world via Vatican Radio

(Vatican Radio) The Vatican Secretary for Relations with States has addressed the United Nations General Assembly, urging governments to do more to prevent wars, protect human dignity and work for a nuclear-free world.

Archbishop Paul Gallagher’s speech was delivered on Monday in New York during the 72nd session of the UN General Assembly, addressing the theme ‘Focusing on People: Striving for Peace and a Decent Life on a Sustainable Planet’.

Step back from military escalation

Regarding the urgent need to prevent violence and conflict, Archbishop Gallagher said: “All countries should take a decisive and urgent step back from the present escalation of military preparations. The largest countries and those who have a stronger tradition of respecting human rights,” he added, “should be the first to perform generous actions of pacification”.

Protect civilians in conflict

Speaking of the Vatican’s concern for conflicts across Africa and the Middle East, as well as the violence in Venezuela, the foreign minister said civilians must be protected during warfare and the rights of migrants and refugees fleeing conflict must be respected.

Finally Archbishop Gallagher condemned the proliferation of weapons, calling for much stricter arms control and reiterating in particular Pope Francis’ urgent appeal for “the prohibition and abolition of nuclear weapons”.

Multiple challenges remain to Fukushima nuclear cleanup via ABC News

Japan’s government approved a revised road map Tuesday to clean up the radioactive mess left at the Fukushima nuclear power plant after it was damaged beyond repair by an earthquake and tsunami in 2011. Decommissioning the damaged reactors is an uncertain process that is expected to take 30 to 40 years.

A look at some of the challenges:

THE FUEL RODS

The three reactors that had meltdowns together have 1,573 units of mostly used nuclear fuel rods that are still inside and must be kept cool in pools of water. They are considered among the highest risks in the event of another major earthquake that could trigger fuel rods to melt and release massive radiation due to loss of water from sloshing or structural damage because the pools are uncovered. The plant operator, Tokyo Electric Power Co., or TEPCO, plans to begin moving the rods from reactor Unit 3 in the fiscal year beginning April 1.

However, the latest road map delays removal of the rods from units 1 and 2 for three years until fiscal 2023, because further decontamination work and additional safety measures are needed. Ironically, because the building housing reactor 3 was more heavily damaged, it is easier to remove that unit’s fuel rods. The fuel rods will be moved to a storage pool outside the reactors, and eventually sent for long-term storage in what are known as dry casks.

THE MELTED FUEL

By far the hardest part of decommissioning Fukushima will be removing the fuel that melted and presumably spilled out of the reactor cores. In July, an underwater robot for the first time captured images inside the primary containment chamber of Unit 3. They showed a large number of solidified lava-like rocks and lumps on the chamber’s floor, believed to be melted fuel mixed with melted and mangled equipment and parts of the structure.

The search for melted fuel in units 1 and 2 has so far been unsuccessful. The water level is lower, so crawling robots have been tried, but they have been obstructed by debris as well as extremely high radiation levels. Despite the unknowns about the melted fuel and debris and their whereabouts, the road map calls for finalizing the removal method in 2019, and starting actual removal at one of the reactors in 2021. The government-funded International Research Institute for Nuclear Decommissioning is developing robots and other technology to carry out the work.

CONTAMINATED WATER

TEPCO has treated and stored a massive amount of radioactive water — about 800,000 tons — and the volume is growing every day. Cooling water leaks out of the damaged reactors and mixes with groundwater that seeps into the basements of the reactor building, increasing the amount of contaminated water. The utility has managed to halve the volume to 200 tons per day by pumping up groundwater via dozens of wells dug upstream from the reactors, as well as installing a costly “ice wall” by freezing the ground to block some of the water from coming in and going out.

RADIOACTIVE WASTE

Japan has yet to develop a plan to dispose of the highly radioactive waste that will come out of the Fukushima reactors. Under the road map, the government and TEPCO will compile a basic plan during fiscal 2018. Managing the waste will require new technologies to compact it and reduce its toxicity. Finding a storage site for the waste seems virtually impossible, as the government has not been able to find a site even for the normal radioactive waste from its nuclear power plants. The prospect raises doubts about whether the cleanup can really be completed within 40 years.

福島第一原発 1・2号機の核燃料取り出し 3年遅れに via NHK News Web

福島第一原子力発電所の廃炉の工程表が2年ぶりに見直され、1号機と2号機の使用済み燃料プールから核燃料の取り出しを始める時期について、政府は、がれきの撤去や除染などを慎重に進めるとして、前回の工程表より3年遅らせ、2023年度をめどとすることを決めました。

福島第一原発の廃炉への道筋を示す工程表は、対策や調査の進展を踏まえ政府の会議で26日、2年ぶりに見直されました。この中で、議長を務める菅官房長官は「福島第一原発の安全で着実な廃炉は、福島の復興、再生の大前提だ。今後も困難な作業が発生することも想定されるが、しっかり進めていただきたい」と述べました。

新たな工程表では、1号機と2号機の使用済み燃料プールから核燃料の取り出しを始める時期について、がれきの撤去や除染などを慎重に進めるとして、前回の工程表より3年遅らせ、2023年度をめどとするとし、3号機については、これまでどおり来年度中頃から取り出しを始めるとしています。

一方、1号機から3号機の溶け落ちた核燃料が構造物と混じり合った「燃料デブリ」の取り出し方の方針については、格納容器を完全に水で満たさずに取り出す「気中工法」と呼ばれる方法を軸に進め、「燃料デブリ」を最初に取り出す号機や方法を確定する時期は、来年度上期から2019年度に遅らせますが、実際に始める時期は変えず、4年後の2021年としています。

気中工法は、放射性物質が飛散するおそれがあるため、安全対策の徹底を図ることが必要で、今後、追加の調査結果などを踏まえ、具体的な計画を立てられるかが課題になります。

専門家「自然災害リスクも考慮した具体的な設計を」

2年ぶりに見直された福島第一原子力発電所の廃炉の工程表について、日本原子力学会の「廃炉検討委員会」の委員長で、法政大学の宮野廣客員教授は「これまでの工程表もそうだが、今回の工程表でも直近の5年ほどは見えているがそのあとがはっきりせず、30年から40年で終えるとなっていて、全体の工程が見えない。廃炉を通じて必要な人材育成もしなければならず、せっかく見直すのであれば、廃炉作業全体を通してどの工程がどう続くのか、もっとしっかり検討して見通しを示してほしかった」と話していました。

また、燃料デブリの取り出しに向けて「気中工法」を軸に検討を進めるとしたことについて、「気中状態ということは、放射性物質が飛び出すおそれがあるということで、閉じ込めるための設備をどうするのかが非常に難しい問題になる」と指摘したうえで、実際にそうした設備を作るには、燃料デブリの取り出し中の事故を防ぐために、「台風や地震、津波のリスクをどう考えるかということまで評価し、具体的な設計を考えないといけない」と話し、気中工法を実現させるには検討すべき課題は多いと指摘しています。

課題は「凍土壁」などの対策

新たな工程表では、福島第一原子力発電所で課題となっている汚染水対策について、これまでと同様に2020年までに1号機から4号機などの建屋の中の汚染水の処理を終えるという計画を示していて、対策の柱とされる「凍土壁」を含めた複数の対策の効果を高められるかが課題になります。

福島第一原発の1号機から3号機では、事故で溶け落ちた核燃料を冷やすため、原子炉と原子炉を納めた格納容器に入れ続けている水が高濃度の汚染水となって建屋の地下などにたまっています。

保管の汚染水処分も課題

汚染水対策をめぐるもう1つの大きな課題が、敷地内のタンクで保管されている大量の汚染水の処分です。現在、汚染水100万トンがおよそ900基のタンクに保管されていますが、その量は増え続けていて、特に「トリチウム」と呼ばれる放射性物質は取り除くのが難しく、どのように処分するかが課題となっています。

新たな工程表では、国と東京電力はトリチウムを含む水について、「海への安易な放出は行わない」とこれまでと同じ方針を示しています。

世界で唯一、燃料デブリを取り出したアメリカのスリーマイル島原発では、原子炉の中を水で満たす「冠水工法」が用いられていて、今回の「気中工法」は世界でも例のない取り組みとなります。「気中工法」は放射性物質が飛散するおそれがあるため、工程表では格納容器の中の圧力を下げる設備を開発し、飛散を防ぐ対策を行うとしていますが、放射線量が高い環境で安全対策の徹底を図ることも必要で、今後、追加の調査結果などを踏まえ、安全でより具体的な計画を立てられるかが課題になります。

Gomel to host scientific conference on recovery from radiation accidents via Belarus News

GOMEL, 25 September (BelTA) – Scientists from five countries will discuss recovery from radiation accidents at the international conference Radiobiology: Challenges of the 21st Century due in Gomel from 27 to 29 September, BelTA learned from Yekaterina Klementyeva, the academic secretary of the Institute of Radiobiology of the Belarusian Academy of Sciences. The forum is set to bring together scientists from Belarus, Kazakhstan, Russia, Ukraine, and Japan, specialists and heads of government bodies and agencies, and also members of permanent commissions of Belarus’ Council of the Republic. They are expected to analyze the long-term recovery of areas affected by radiation accidents and the implementation of countermeasures against environmental pollution after nuclear accidents at the Chernobyl and Fukushima nuclear power plants, and the Semipalatinsk nuclear test site.

The event is dedicated to the 30th anniversary of the Institute of Radiobiology. The institute is Belarus’ leading scientific establishment in the field of radiobiology. It was set up in 1987 by the BSSR Council of Ministers to solve the scientific problems of post-Chernobyl recovery. The Institute of Radiobiology was moved from Minsk to Gomel in 2003, in accordance with the Belarus president’s instruction to concentrate scientific resources concerning post-Chernobyl recovery in Gomel.

「知事抹殺」を問う 反原発知事の映画上映 名護 via 琉球新報

【名護】福島県の佐藤栄佐久・元知事が逮捕され、有罪が確定した汚職事件の背景を追ったドキュメンタリー映画「『知事抹殺』の真実」が24日、名護市民会館で上映された。映画は原発政策を疑問視していた佐藤さんや、関係者の証言を基に取り調べや公判の場面を再現した。2016年の公開以来、全国各地で話題を呼んでいる。この日は200人が駆け付けた。

 名護に映画館を復活させようと活動するやんばるシネマの主催。佐藤さんは06年に東京地検特捜部に逮捕され、同年に辞職した。同じく有罪になった実弟は取り調べで、検事から「なぜ知事は原発反対なのか」と問われていた。伊是名村出身で福島県に住む名嘉幸照さんが沖縄の基地問題と原発を「負の遺産」と指摘する場面もあった。

安孫子(あびこ)亘監督(58)は東日本大震災後、福島県を拠点に活動し佐藤さんの取材を続けた。安孫子監督は「この事件は県民や国民に正しく伝わっていない。本当の真実はどこにあるのか。1人でも多くの人にこの事件を知ってほしい」とあいさつした。

安孫子監督と対談した琉球新報社読者事業局の松元剛次長は「国にたてつく知事を威圧する検事の姿が表れていた」と指摘した。映画を見た野村務さん(77)は「沖縄と福島のつながりを感じ、心の底から気を引き締めた」と感想を述べた。

小池氏、小泉元首相と会談 原発政策など意見交換 via 日本経済新聞

 東京都の小池百合子知事は25日、都庁で小泉純一郎元首相と会談した。自ら代表に就任する新党「希望の党」の発足を受け、脱原発を含むエネルギーや環境政策などで意見を交わした。小池氏は会談後、都庁内で記者団に「(小泉氏から)頑張れと励まされた」と述べた。小池氏は2003年の第2次小泉改造内閣で環境相として初入閣している。

Plans to dump Hinkley Point mud off south Wales criticised via BBC News

Plans to dredge 300,000 tonnes of mud from near a disused nuclear plant and dump it off Cardiff Bay have been criticised.

A marine pollution expert claims the mud from near Hinkley Point in Somerset could expose people to radioactivity.

EDF Energy, the company behind the plans, said the work was not harmful to humans or the environment.

The Welsh Government said all applications were considered in line with legal requirements.

He told BBC Wales low level waste from the nuclear plant had entered the site for more than 50 years and there was a lack of knowledge about the potential harm of moving the mud.

“Rather than being relatively stable at the Hinkley site it is being churned up and brought over here to be dumped,” he said.

“Radioactive and non-radioactive pollutants will inevitably enter inshore waters and coastal environments.

‘No threat’

NRW said protecting people and the environment was a “fundamental concern” and further sampling would be required before any sediment was disposed off the south Wales coast.

Environment Secretary Lesley Griffiths said she was unable to comment on a process that had been carried out “some time ago”, but added: “All marine applications are considered in line with legal requirements.

“I understand a valid marine licence is in place and there are conditions that need to be complied with by the licence holder before any disposal can take place.”

Dounreay: The massive and most complex nuclear clean-up in Europe via the Herald

DOUNREAY was the centre of Britain’s research into fast-reactor technology in the 1960s, with the first of its reactors going live in 1958.

In 1962, its fast reactor was the first in the world to provide electricity to a national grid and it operated until 1977.

A damning safety audit by the Health and Safety Executive and Sepa in 1998 made 143 recommendations for improvements and a decommissioning programme was announced.

It is now recognised as the most complex nuclear site closure project in Europe, which will involve the dismantling of the site’s three reactors, starting in 2018,

This will include the removal of its famous “golf-ball” dome, which houses the fast reactor, as part of the final phase of the £1.6 billion clean-up of the old nuclear site.

Most of the radioactive materials held there, such as fuel, are being moved to other locations, including Sellafield in Cumbria, where it will be reprocessed or stored.

Some 800 fuel elements from power plants and research centres in Australia, Belgium, Germany and Italy were processed before a key chemical plant broke down in 1996.

Dounreay said at the time the resulting liquid waste would be mixed with cement, solidified in drums and returned to the countries of origin, in line with government commitments.

US to renew nuclear pact with Japan via Nikkei Asia Review

Japan would be able to continue to stockpile plutonium

WASHINGTON — Japan and the U.S. will likely let their existing nuclear cooperation agreement renew automatically when the pact expires next July, enabling Tokyo to continue reprocessing spent nuclear fuel.

President Donald Trump’s administration has no intention of ending or renegotiating the deal, a spokesperson at the U.S. State Department told The Nikkei Saturday. Since the Japanese government has been seeking the pact’s renewal, there is now a good chance that the treaty will simply remain in force without any modifications.

The agreement governing Japan’s peaceful use of nuclear energy came into effect in 1988. Its initial 30-year term is to expire in July 2018. Unless either side requests termination or revisions at least six months prior to the expiration date, the accord will be renewed automatically. However, the pact can be terminated by either party at any time with six months’ notice.

Special privilege

Under the agreement, the U.S. government grants permission for Japan to process spent nuclear fuel and produce plutonium for peaceful uses. This privilege, afforded only to Japan among the nations that do not possess nuclear weapons, has enabled Tokyo to pursue nuclear energy recycling.

If the accord were terminated, Japan would need to secure U.S. permission for each step in nuclear fuel reprocessing. Such a cumbersome requirement would make it impractical for Japan to continue operating a reprocessing plant in Rokkasho, Aomori Prefecture, effectively putting an end to its nuclear fuel policy. This is why the Japanese government has sought to renew the accord, which is formally known as the Agreement for Cooperation Between the Government of the United States of America and the Government of Japan Concerning Peaceful Uses of Nuclear Energy.

However, Japan does not have any immediate use for plutonium. Its government decided last year to decommission the Monju fast breeder reactor in Fukui Prefecture, which was designed to use a plutonium-based fuel. The so-called pluthermal project, which aims to use a mixture of plutonium and uranium known as mixed oxide fuel, to generate power at light-water reactors, has stalled after the Fukushima nuclear disaster in 2011.

Japan has not done enough to reduce its plutonium stockpile, Thomas Countryman, an ex-assistant secretary of state for international security and nuclear nonproliferation under the Barack Obama administration, said Sept. 13 at a meeting here in the U.S. capital.

There is also a question of fairness, since Japan is the only non-nuclear power that the U.S. allows to produce plutonium, while other countries, such as South Korea, have been asking for a similar deal.

Furthermore, a new reprocessing plant is slated for completion next year. Once this facility, capable of producing 8 tons of plutonium annually, starts operating, Japan will have even more plutonium, for which it has no concrete use.

【原発事故】チェルノブイリ原発には未発見の遺体が眠っている件 / 現在も放射線量が凄まじいため近寄れず via ガジェット通信

1986年4月26日に発生したチェルノブイリ原子力発電所事故。世界で「史上最悪の原子力事故」といわれており、人類の歴史のなかでも、福島第一原子力発電所事故と並んで大規模な原発事故である。

・遺体を見つけることすらできない
事故発生時、4号炉で作業をしていた人物ワレリー・ホデムチュク氏である。あまりにも放射線量が強烈なため、救助はおろか、事故から30年以上が経過した現在でも、遺体を見つけることすらできていないのが現状だ。

・非常に心が痛む状況
遺体というかたちではあるが、今現在もすさまじい放射線を浴びながら彼が4号炉で眠っているのは、非常に心が痛む状況。そんな彼のために、ギリギリ人間が近づいていけるチェルノブイリ原発内のエントランスに、彼の墓碑が作られている。

墓碑のある壁の向こうは、放射線量が強烈なため人間が近寄れない4号炉がある。事故から30年以上が経過しても近寄れない場所があるのだ。そしてそこには、いまもワレリー・ホデムチュク氏が眠っている。

・立派な墓碑と献花
そこはチェルノブイリ原発の入り口から数百メートルほど進んだ深部にあり、ふだんは人が訪れない寂しい場所。しかし立派な墓碑と献花がされており、スタッフや政府が彼の存在を忘れていないこと、そして重大な事故であったこと深く感じさせてくれる。ちなみに、この墓碑がある場所も高い放射線量が計測されるので、長居をするべきではない。

・ウクライナに知るべき歴史あり
もしウクライナに行く機会があれば、チェルノブイリ原発に行かなくとも、資料館で当時の出来事を知ることが可能だし、体験談を話してくれる人もいる。観光都市として素晴らしいウクライナだが、人類にとって重要な「知るべき歴史」がそこにあるのだ。
