被爆者への国家補償、旧厚生省職員が拡大懸念のメモ via 朝日新聞

被爆者援護のあり方を議論するため、1980年に開かれた国の諮問機関の会合で、当時の厚生省職員が「国家補償という言葉が独り歩きして悪影響を及ぼすのではないか」などと懸念を表明していたことを示すメモがみつかった。この諮問機関は結局、戦争被害者に国家補償を認めず我慢を強いる「受忍論」を打ち出した。識者は「国の意向が結論に影響を与えた可能性は高い」と指摘する。

この会議は、厚生相(当時)が諮問して79~80年に14回にわたって開かれた「原爆被爆者対策基本問題懇談会」。情報公開請求を機に2009年、議事録の大半は開示されたが、懇談会の結論となる報告書の案が初めて示された80年8月の第11回会合の議事録は「不存在」とされていた。都内ではなく唯一、長野・軽井沢で開かれたこの会合は、研究者らの間では「報告書の方向性が固められた会合」とみられ、議論の内容が注目されてきた。

今回、新たにみつかったのは、この第11回会合のやりとりを示す13枚のメモ。発言者と発言内容が手書きされていた。厚生省職員が書いたとみられ、懇談会委員の親族宅にあった。同年7月の資料によれば、一連の会合では「事務当局が積極的に議論に参加することは許されておらず、現状説明しかできない」とされていたが、メモには厚生省職員の意見が記されていた。

メモによると、職員は報告書に国家補償が明記されると「国家補償という言葉のみが独り歩きして他の各方面に悪影響を及ぼすのではないか」と述べ、戦争被害者全体に国家補償が広がることに釘を刺していた。これを受け、座長の茅誠司・東大名誉教授(故人)が「国家補償という言葉のみが一人歩きをしないよう、意見書の中で十分歯止めをしておく必要がある」と発言していた。

懇談会が翌12月にまとめた報告書では、原爆被害について「広い意味における国家補償の見地」から援護するものの、「国の完全な賠償責任を認める趣旨ではない」と説明。被爆者以外の戦争被害者には原則、我慢を強いる「受忍論」を打ち出した。95年に施行された被爆者援護法でもこの考え方は踏襲され、援護の対象は生存被爆者の放射線による健康被害のみで、国家補償は明記されなかった。

原爆被害への国家補償を求めてきた日本原水爆被害者団体協議会(日本被団協)の田中熙巳(てるみ)・代表委員(85)は「国が戦争を始め、終結を引きのばしたから原爆被害がもたらされた。その責任を国が認めなければ、戦争の肯定につながりかねない」と批判している。(岡本玄)

「再稼働、絶対にNO」 脱原発宣言の城南信金顧問・吉原さんが土浦で講演 via 東京新聞

 脱原発宣言で知られる城南信用金庫(本店・東京都品川区)の顧問、吉原毅さんの講演会が三十日、土浦市内で開かれた。吉原さんは来場者約二百人を前に「再稼働は絶対にしてはいけない」と訴えた。

 吉原さんは城南信金理事長だった二〇一一年、東京電力福島第一原発事故を受け、脱原発宣言をして反響を呼んだ。「原発ゼロで日本経済は再生する」などの著書がある。

 講演では、日本が原発を導入した経緯や、世界各国が脱原発へ動きだしている状況を説明。

福島事故と水俣病 苦労や悩み切実と 新潟で体験談語る集い via 新潟日報

東京電力福島第1原発事故などで福島県から本県に避難する人と、新潟水俣病の被害者が体験談を語る「協同のつどい」(実行委員会主催)が30日、新潟市北区の県立環境と人間のふれあい館で初めて開かれた。約70人が参加し、苦労や切実な悩みに聞き入った。

どちらも国と原因企業を相手取り、損害賠償などを求めて提訴している点が共通している。これまでは当事者同士で交流会を開いてきたが、公開する形で思いを語り合った。

新潟水俣病被害者の小町ゆみ子さん(68)は、子どもの頃から耳鳴りや頭痛などに苦しんでいることに触れ「本当につらい」と吐露した。現在は新潟水俣病を伝える語り部をしている。「被害者が語ることで差別や偏見がなくなり、環境問題に耳を傾けてくれる人が増える」と語った。

意見交換も行われ、コーディネーターを務めた福島大の荒木田岳准教授は問題解決に向けて「一人一人が言葉で発信することが大事だ」と述べ、風化を防ぐことが重要だと指摘した。

Norway agrees to host Israeli nuclear whistleblower via The Local

Norway has agreed to host former Israeli nuclear technician and whistleblower Mordechai Vanunu, his Norwegian wife has told local television.

“We made a request for family reunification as that’s exactly the case here, for spouses and a family to be able to live together,” Kristin Joachimsen told TV2 late on Saturday.

“So even if I know the affair is controversial in some circles, it’s the family values that won over,” she said.

But she said she did not know when her 62-year-old husband could join her in Norway.

Karl Erik Sjoholt, an official with Norway’s immigration agency, confirmed the request had been approved.

Israel jailed Vanunu in 1986 for disclosing the inner workings of its Dimona nuclear plant to Britain’s Sunday Times newspaper.

He spent more than 10 years of his sentence in solitary confinement.

Upon his release in 2004, Vanunu was slapped with a series of restraining orders, forbidding him from travel, contact with foreigners or speaking to the media.

He has twice been jailed for breaking those orders.

Vanunu converted from Judaism to Christianity shortly before being snatched by Mossad agents in Rome in 1986 and smuggled to Israel.

Israel is the Middle East’s sole if undeclared nuclear power, refusing to confirm or deny that it has such weapons.

福島原発事故 旧避難指示区域で女子大生ら稲刈り via 毎日新聞

東京電力福島第1原発事故に伴う避難指示区域が2年前に解除された福島県楢葉町で30日、首都圏の女子大生ら11人が稲刈りを手伝った。コメは放射性物質検査で安全が確認された後、14、15の両日に東京・六本木ヒルズで開かれる福島のPRイベントで無料配布される。

 町の魅力を伝えようと、住民の自治組織が企画。春の田植えに続き、学生らに参加を呼び掛けた。11人は秋晴れの下、長靴姿で鎌を振るい、約420キロを収穫した。

Australian Aborigines move to block shipments of Scottish nuclear waste via The Herald

ABORIGINES in South Australia are fighting a plan to ship nuclear waste from Scotland amid fears it will be dumped on land regarded as culturally and spiritually sacred.

Wallerberdina, around 280 miles north of Adelaide, has been earmarked as a possible location for Australia’s first nuclear waste dump despite claims that it is a priceless heritage site rich in archaeological treasures including burial mounds, fossilised bones and stone tools.

Some have claimed the impact would be similar to “building a waste dump at the heart of the Vatican”.

The waste transfer is part of a deal with saw spent fuel from nuclear reactors in Australia, Belgium, Germany and Italy processed at Dounreay – the nuclear facility in Caithness currently being decommissioned – to enable it to be safely stored after being returned to its country of origin.

The UK government has previously confirmed that “a very small quantity of Australian-owned radioactive waste” is currently stored in the country.

Scottish Government policy allows for the substitution of nuclear waste with a “radiologically equivalent” amount of materials from Sellafield in Cumbria.

The Herald understands that a shipment of such material is due to take place by 2020.

She has previously suggested the waste dump was “like me and my sisters going to the Vatican and saying we want to put a waste dump right under the pillar where they say St Peter is buried.”

Friends of the Earth Australia say they share concerns that the material due to be transferred could end up being stored in a facility at Wallerberdina against the wishes of local indigenous people. They encouraged those involved “to acknowledge that it is highly problematic that there is a real likelihood of the waste being foisted on an Aboriginal community that wants nothing to do with it.”

A Scottish Government spokesperson said: “We recognise that the management of nuclear waste must take full account of human rights and equality obligations. That includes the importance of ensuring that security and waste management arrangements protect public safety and avoid harmful environmental impacts.

“Any concerns expressed by indigenous peoples must be addressed in full and action taken, to ensure that vulnerable communities do not suffer future adverse impacts.”

全国で4番目、福島原発避難者訴訟が結審 判決は来年3月 京都地裁 via 産経ウエスト

 東京電力福島第1原発事故で避難生活を余儀なくされたとして、福島県などから府内に避難した57世帯174人が国と東電を相手取り、計約8億5000万円の損害賠償を求めた集団訴訟の口頭弁論が29日、京都地裁(浅見宣義裁判長)であった。原告側が「責任を認めて」と訴えて結審した。判決は来年3月15日。原告側弁護団によると、原発被災者の集団訴訟の結審は前橋、千葉、福島地裁に続き全国4番目。

3月に前橋地裁が国と東電の責任を認める判決を言い渡したほか、今月22日には千葉地裁が、事故前の生活を壊されたことに対する「ふるさと喪失」の慰謝料を認め、東電に賠償を命じる判決を出した。

京都訴訟の原告のほとんどは国の指示によらない自主避難者。争点は国や東電が津波を予見できたかの「予見可能性」(2)対策次第では事故を回避できたかの「結果回避可能性」(3)避難の正当性-などとなる。

原発おことわり三重の会 拒否決議30年で座談会 津で来月9日 /三重 毎日新聞2017年9月29日 地方版 社会一般 三重県 via 毎日新聞

熊野市での原発設置計画への反対運動を振り返る座談会「熊野原発を止めた町」が10月9日、アスト津(津市羽所町)で開かれる。原発に反対する市民団体「原発おことわり三重の会」が、1987年に熊野市議会で原発設置を拒否する決議が出されてから30年の節目に主催する。

 熊野市の海岸、井内浦(いちうら)では70~80年代に中部電力による原発誘致の動きがあり、安全性や漁業への影響懸念などから反対運動が起こった。座談会では、元市職員で運動を取りまとめた更谷令治さんら地元住民が当時の経験を語る。2015年から熊野市の原発反対運動を取材している神戸女学院大文学部の景山佳代子准教授が聞き手として参加する。

Expected WIPP roof collapse raises anxiety via The Santa Fe New Mexican

In the coming weeks, deep inside the Waste Isolation Pilot Plant in Carlsbad, large blocks of salt rock are expected to collapse inside a room containing six irradiated vehicles, each holding gasoline. The room is packed with radioactive waste, and the entrance has been sealed to prevent workers from entering.

It is expected to be the fifth rock fall event in the last year in an area of the underground storage facility, Panel 7, where maintenance has been neglected since a waste drum breached on Valentine’s Day 2014. The accident released radiation into parts of the waste facility and closed the site for nearly three years.

Officials from the U.S. Department of Energy said Thursday they are closely monitoring increasing movement in the walls and ceiling and keeping employees who work in the area informed about developments.

 The collapse is predicted in four to six weeks.

The salt mine is expected to “creep” over time and slowly encase radioactive waste inside. Rock falls are not uncommon. But unlike previous anticipated collapses — one of which was measured at half the length of a football field and 8 feet wide — this one threatens to occur as waste shipments have resumed in the area, increasing the number of workers present and the amount of waste being handled.

But Don Hancock, with the Southwest Research and Information Center in Albuquerque, said WIPP should be taking more measures to protect workers.

“They can’t prevent the ceiling from collapsing,” he said. “That is going to happen. But they should be keeping workers out around the time they expect it to happen, and until after it happens.”

WIPP is composed of a maze of carved salt tunnels, each with an offshoot of rooms used to permanently place transuranic waste. This includes materials like soil, gloves, tools and other equipment that have been contaminated by radioactive materials heavier than uranium at the Department of Energy’s nuclear weapons sites.

Since WIPP opened in 1999, Panel 7 has been one of the most problematic regions of the facility. It was there, inside Room 7 of Panel 7, that an improperly packed drum of transuranic waste from Los Alamos National Laboratory burst in 2014.

The radiation compromised the facility’s ventilation system, hampering workers’ maintenance efforts. As a result, regular repairs to the large bolts and steel mesh cage used to hold the salt mine in place have not been completed, making collapses more likely and frequent.

Hancock said there is a risk of further radiation exposure when Room 6 collapses, as well as the potential for fuel inside the vehicles to cause a small fire.

There are six vehicles in Room 6 that were irradiated when the drum burst next door, and they hold a collective 527 gallons of fuel.

WIPP officials initially planned to drain the fuel, Shrader told the New Mexico Environment Department, but the plan was abandoned when officials decided the risk of collapse was too great to re-enter the room.

Bruce Covert, president of Nuclear Waste Partnership, which manages WIPP, said during Thursday’s town hall that cloth and metal in the room should contain most of the radiation after the collapse, but officials anticipate some contamination to spread.

Meanwhile, officials said they planned to move forward with waste storage work in the area and hoped to begin mining a new panel by late October, with the assistance of a temporary ventilation system.

Since waste acceptance restarted in April, WIPP has received 68 shipments, and it anticipated taking 258 more shipments between August 2017 and August 2018.

WIPP has reached about 52 percent of its capacity and is expected to be full by 2026, according to a September report by the U.S. Government Accountability Office. But the Department of Energy is considering a plan to expand the type of waste WIPP can take, as well as a physical expansion of the plant.

Given past events, Hancock said, “I expect more problems. You have a dangerous situation and you have a contractor who has demonstrated that are not capable of operating this facility safely.”
