希望の党の政策協定書には、安保法制や憲法改正についての言及、そして大きな争点にはなっていない外国人参政権への反対はあるが、同党設立の際、大きく報じられた「脱原発」の文字はない。小池代表の語る「原発ゼロ」がどこまで本気なのか疑問を持たざるを得ない内容だ。昨日3日の記者会見で小池代表は「2030年を目処に(原発を)フェードアウトを考えるのも国家の選択の一つ」と語りつつ、「原子力規制委員会が判断した(原発)再稼働に異論を唱えるつもりはない」と述べ、即時脱原発へとは舵を切らないことも明らかにした。

 希望の党の政策協定書に対しては、ツイッターなどネット上でも、疑問を呈する声が広がっている。言論統制を強いるような体質や、候補者に金を差し出せという姿勢への批判の他、これまで安保法制に強く反対しておきながら、希望の党に合流した民進党の前議員らが「踏み絵」を踏んだことへの批判もあった。

Fukushima operator can restart nuclear reactors at world’s biggest plant via The Guardian

Tepco, still struggling to decommission Fukushima Daiichi, gets initial approval to start two reactors at Kashiwazaki-Kariwa

The operator of Japan’s stricken Fukushima Daiichi nuclear power plant has been given initial approval to restart reactors at another atomic facility, marking the first step towards the firm’s return to nuclear power generation more than six years after the March 2011 triple meltdown.

Japan’s nuclear regulator on Wednesday approved an application from Tokyo Electric Power (Tepco) to restart two reactors at Kashiwazaki-Kariwa – the world’s biggest nuclear power plant – even as the utility struggles to decommission Fukushima Daiichi.

The Nuclear Regulation Authority (NRA) ruled that the No 6 and No 7 reactors, each with a capacity of 1,356 megawatts, met stringent new safety standards introduced after the Fukushima disaster. The authority’s five commissioners voted unanimously to approve the restarts at a meeting on Wednesday.

The decision drew criticism from anti-nuclear campaigners.

The governor of Niigata, Ryuichi Yoneyama, has said he will not decide on whether to agree to the restarts until Tepco completes its review of the Fukushima accident – a process that is expected to take at least another three years.

Fukushima evacuees voiced anger at the regulator’s decision.

“It looks like things are moving forward as if the Fukushima nuclear crisis is over,” Hiroko Matsumoto, who lives in temporary housing, told Kyodo news. Matsumoto, whose home was close to Fukushima Daiichi, said Tepco should “never forget that a serious nuclear accident can cause enormous damage”.

The prime minister, Shinzo Abe, has argued that reactor restarts are necessary for economic growth and to enable Japan to meet its climate change commitments. The government wants nuclear to provide about 20% of Japan’s energy by 2030.

But the newly formed Party of Hope, which has emerged as the main opposition to Abe’s Liberal Democratic party, wants to phase out nuclear power by 2030.

Opinion polls show that most Japanese people oppose nuclear restarts.

柏崎刈羽原発 反対派が抗議「福島事故終わってない」via NHK News Web

原子力規制委員会が開かれた東京・港区のビルの前では、柏崎刈羽原発の再稼働に反対する市民グループのメンバーらおよそ30人が集まり、審査書案の取りまとめに抗議していました。

メンバーらは「柏崎刈羽再稼働を認める審査書案に反対」などと書かれた横断幕を掲げ、「東京電力に原発を動かす資格はない」、「福島事故は終わってない」などと声を上げていました。

世耕経産相「原発ゼロは現実的でない」via NHK News Web

世耕経済産業大臣は閣議のあとの記者会見で、希望の党が原発ゼロの立場を示していることに対して、地球温暖化対策などを進めていくうえでゼロにするのは現実的ではないという認識を示しました。

3日の記者会見で世耕経済産業大臣は、希望の党が原発ゼロの立場を示していることについて「世界的な課題として二酸化炭素の削減に直面している。また現実的な問題として電気代は高くなっている。できるかぎり原発を減らすという判断はしているが、ゼロにするのは現実的ではないと思う」と述べました。

一方、政府は、原子力発電所を基盤となる電源という意味の「重要なベースロード電源」と位置づけ、原子力規制委員会が新たな規制基準に適合すると認めた原発に限って再稼働する方針です。

Japan nuclear stocks lukewarm after Tokyo governor denies parliament run via Financial Times

Japanese nuclear power companies were making only minor gains on Tuesday after the Tokyo governor who has called for phasing out nuclear energy by 2030 said she was “100 per cent” not running in the upcoming election.

Kansai Electric and Kyushu Electric were up just 0.6 per cent, while Tokyo Electric was up just 0.2 per cent and Chugoku Electric Power was off 0.1 per cent

Those same stocks had fallen around 5 per cent in response to Tokyo governor Yuriko Koike, whose Party of Hope will challenge prime minister Shinzo Abe’s Liberal Democratic Party in the upcoming snap election, declaring her support for phasing out nuclear energy by 2030.

Ms Koike, a conservative nationalist, stepped into the national spotlight in late September when Japan’s main opposition Democratic party, which governed from 2009 to 2012, said all of its members would instead seek nominations from her Party of Hope in the October 22 general election called by Mr Abe. If she does not stand, her party will likely struggle to explain who would be prime minister if it won.

東電に原発運転資格なしと抗議書 via Reuters

東京電力柏崎刈羽原発6、7号機(新潟県)の再稼働へ向けた動きを巡り、全国の118の市民団体は3日「東電に原発を運転する資格はない」「原子力規制委員会は柏崎刈羽原発の運転を認めるべきではない」などとする抗議書を規制委に提出した。

 118団体は新潟、福島両県など全国の反原発団体など。

 抗議書では、東電が事故対応拠点となる免震重要棟の耐震性不足を把握しながら規制委に報告していなかった問題などを挙げ「東電の安全性軽視の姿勢は明らか」と指摘した。

福島第1の廃炉作業現場を公開 東電とエネ庁 via 東京新聞

 東京電力と資源エネルギー庁は3日、福島第1原発の廃炉作業現場を報道陣に公開した。廃炉に向けた中長期ロードマップ(工程表)の改定で、1、2号機のプールに残る使用済み核燃料の取り出し開始を3年先送りした理由について、同庁の木野正登廃炉・汚染水対策官は「作業の障害になる強い放射線への慎重な対応が必要になったため」と説明した。

1号機は、原子炉格納容器の上部を覆うコンクリート製のふたが水素爆発の影響でずれていることが判明。隙間から内部の強い放射線が出ているとみられるが、ふたを本来の位置に容易に戻せない

Scientists find new source of radioactivity from Fukushima disaster via Phys.org

Scientists have found a previously unsuspected place where radioactive material from the Fukushima Dai-ichi nuclear power plant disaster has accumulated—in sands and brackish groundwater beneath beaches up to 60 miles away. The sands took up and retained radioactive cesium originating from the disaster in 2011 and have been slowly releasing it back to the ocean.

“No one is either exposed to, or drinks, these waters, and thus public health is not of primary concern here,” the scientists said in a study published October 2 in the Proceedings of the National Academy of Sciences. But “this new and unanticipated pathway for the storage and release of radionuclides to the should be taken into account in the management of coastal areas where are situated.”

The research team—Virginie Sanial, Ken Buesseler, and Matthew Charette of Woods Hole Oceanographic Institution and Seiya Nagao of Kanazawa University—hypothesize that high levels of -137 released in 2011 were transported along the coast by ocean currents. Days and weeks after the accident, waves and tides brought the cesium in these highly contaminated waters onto the coast, where cesium became “stuck” to the surfaces of sand grains. Cesium-enriched sand resided on the beaches and in the brackish, slightly salty mixture of fresh and beneath the beaches.

“No one expected that the highest levels of cesium in ocean water today would be found not in the harbor of the Fukushima Dai-ichi nuclear power plant, but in the groundwater many miles away below the sands,” said Sanial.

The scientists estimated that the amount of contaminated water flowing into the ocean from this source below the sandy beaches is as large as the input from two other known sources: ongoing releases and runoff from the nuclear power plant site itself, and outflow from rivers that continue to carry cesium from the fallout on land in 2011 to the ocean on river-borne particles. All three of these ongoing sources are thousands of times smaller today compared with the days immediately after the disaster in 2011.

“It is as if the sands acted as a ‘sponge’ that was contaminated in 2011 and is only slowly being depleted,” said Buesseler.

“Only time will slowly remove the from the sands as it naturally decays away and is washed out by seawater,” said Sanial.

“There are 440 operational nuclear reactors in the world, with approximately one-half situated along the coastline,” the study’s authors wrote. So this previously unknown, ongoing, and persistent source of contamination to coastal oceans “needs to be considered in nuclear plant monitoring and scenarios involving future accidents.”

福島県への教育旅行 震災後初の40万人超 via 教育新聞

修学旅行やクラブ合宿など「教育旅行」を目的に福島県に宿泊した人数が、東日本大震災後初めて40万人を超えたことが、同県の調べで分かった。同県が9月28日、平成28年度福島県教育旅行入込調査報告書で公表した。

同年度に同県に宿泊した小学生から大学生までの延べ宿泊者数は、前年比5万4022人(14.2%)増の43万5468人となり、震災後初めて40万人を超えた。

だが、約70万人だった震災前と比べると61.3%にとどまり、報告書では「教育旅行を取り巻く環境は依然厳しい状況にある」としている。

Proposal would give millions to cities storing nuclear waste via Chicago Tribune

A bill that could provide millions of dollars annually to cities throughout the country storing nuclear waste had its beginning in Zion.

U.S. Sen. Tammy Duckworth D-Ill., and U.S. Rep. Brad Schneider, D-Deerfield, spoke Sunday in Hosea Park to announce the proposed STRANDED (Sensible, Timely Relief for America’s Nuclear Districts’ Economic Development) Act, federal legislation which they said was developed with the help of Zion Mayor Al Hill.

The bicameral bill will be introduced by Schneider in the House and Duckworth in the Senate, and would pay communities storing nuclear waste $15 per kilogram annually. Currently, Zion has 1,020 metric tons of waste stored on its lakefront from the closed nuclear plant, which operated from 1973 to 1998. That would mean Zion would get more than $15 million a year under the proposal.

“Zion, simply put, is stranded,” Duckworth said.

Hill referred to the potential economic value of the lakefront property were it not for the waste.

“The 300-pound gorilla along the lakefront are the spent fuel rods which single-handedly prohibits future development of the site, and robs the Zion area of dollars, jobs and economic vitality,” Hill said.

In addition to the payments, the bill would commission a study by the Department of Energy to consider other options for land with stranded nuclear waste, a task force for such communities to help them find grants, tax credits for new homebuyers in those communities and business incentives for new companies to open in those communities.

According to Zion Director of Finance David Knabel, the total of federal payments to such cities effected by the STRANDED bill annually would be $94 million.

When the ComEd plant closed in 1998, Zion lost $19.5 million per year in property taxes, Knabel said. Currently Exelon, which bought ComEd, pays about $500,000 in taxes annually to Zion.

That loss of tax dollars, along with he inability to develop the lakefront, Knabel said, has caused Zion’s property tax to skyrocket to make up the difference. Currently the tax rate in Zion is 19.96 percent. This has caused homeowners to flee the city, driving property values down and resulting in Zion having a population composed of 60 percent renters.
