How should the stable supply of electricity, which underpins people’s daily lives, be maintained? The pros and cons of utilizing nuclear power generation have become a major focal point in the coming House of Representatives election.

The Liberal Democratic Party has insisted it will utilize nuclear power plants as an important baseload power source. The ruling party insists on moving forward the resumption of nuclear power plant operations, taking into account the Strategic Energy Plan adopted by the Cabinet in 2014.

Komeito, the LDP’s junior coalition partner, has put forward the idea of disallowing the construction of new power plants, while pursuing a society that does not rely on nuclear power plants and bringing nuclear power generation to zero. Regarding restarting nuclear reactors, Komeito expressed willingness to keep in step with the LDP, saying, “We will make a decision after obtaining the understanding of related entities, including local governments, on the basis of meeting strict safety standards.”

Like the ruling parties, Kibo no To (Party of Hope) has announced a policy that approves of restarting nuclear power plants. However, the party has made clear it aims to reduce nuclear power generation to zero by 2030 by increasing the ratio of renewable energy to 30 percent and realizing an “eco-friendly society.”

Many former Democratic Party members have joined Kibo. The DP announced its target year for having no nuclear power plants in operation was “in the 2030s.” The DP abandoned the idea of moving up the target year to 2030 due to opposition from the Japan Trade Union Confederation (Rengo), a supporter of the party, but Kibo has clearly specified an end date for nuclear power plants. Kibo is also reportedly aiming at having its zero nuclear power policy written into the Constitution.

Nippon Ishin no Kai has expressed the view that existing nuclear power plants will phase out amid fierce market competition brought on by the further liberalization of electricity, and that the need to obtain approval from prefectures to restart nuclear reactors should be stipulated in law.

The Japanese Communist Party, the Constitutional Democratic Party of Japan and the Social Democratic Party are all opposed to resuming nuclear power plant operations. The JCP insists on entering into the process of decommissioning all nuclear power plants and increasing the ratio of renewable energy to 40 percent of total power generation by 2030.

Though the CDPJ was established by a contingent of former DP members, the party has clearly diverged from the DP on nuclear policy. The CDPJ said it will draw up a “zero nuclear power plant basic law” to achieve nuclear-free power generation as soon as possible.

Chairman of nuclear safety board secretly proposes to abolish it via USA Today

The chairman of a panel charged with protecting workers at nuclear weapons facilities as well as nearby communities has told the White House he favors downsizing or abolishing the group, despite recent radiation and workplace safety problems that injured or endangered people at the sites it helps oversee.

Sean Sullivan, a Republican appointee and former Navy submarine officer, told the director of the Office of Management and Budget in a private letter that closing or shrinking the Defense Nuclear Facilities Safety Board he chairs is consistent with President Trump’s ambition to cut the size of the federal workforce, according to a copy of Sullivan’s letter. It was written in June and obtained recently by the Center for Public Integrity.

The five-member Defense Nuclear Facilities Safety Board, chartered by Congress in 1988, has a staff of 120, and its warnings have helped persuade the federal government to impose tighter safety rules and regulations at most of the eight nuclear weapons sites – employing more than 40,000 workers – where nuclear weapons and their parts are produced or stored.

In recent years, the nuclear weapons complex has repeatedly experienced alarming safety problems, including the mishandling of plutonium, a radioactive explosive; the mis-shipment of hazardous materials, including nuclear explosive materials;  and the contamination of work areas and scientists by radioactive particles—shortcomings detailed in a recent Center for Public Integrity investigation.

Funding for the board’s operation in fiscal 2018 remains in versions of the defense funding bill, and in an effort to block Sullivan’s request, a Senate Democrat has added language to his chamber’s version that would bar the board’s elimination. But the bill is still being discussed between the Senate and House.

Eliminating the safety board entirely would annually save the government about $31 million a year in direct costs, while an alternative proposal to trim and disperse its personnel would save $7.2 million, Sullivan said in his June 29 letter to OMB director Mick Mulvaney, a former South Carolina Congressman. The larger sum amounts to less than a hundred-thousandth of Trump’s proposed $4.1 trillion federal budget for 2018.

使用済み燃料120トン増=川内など原発5基再稼働で via Jiji.com

2012年12月の安倍政権発足後に、停止中だった原発が再稼働したことで、使用済み核燃料が計約120トン増えたことが18日、電力各社などへの取材で分かった。再稼働する原発は増え続けているが、使用済み燃料から出る高レベル放射性廃棄物の処分場所は決まっていない。

原発では通常、原子炉に入っている核燃料の3分の1~4分の1程度を再稼働前の検査のたびに使用済みとして取り換えている。

12年12月以降に再稼働したのは九州電力川内原発1、2号機(鹿児島県薩摩川内市)と関西電力高浜原発3、4号機(福井県高浜町)、四国電力伊方原発3号機(愛媛県伊方町)の計5基。このうち、川内1、2号機で約40トン、高浜3、4号機で約60トン、伊方3号機で約20トンが使用済みとして新燃料と交換になった。

このほか、九州電力玄海原発3、4号機(佐賀県玄海町)と関西電力大飯原発3、4号機(福井県おおい町)が再稼働の前提となる原子力規制委員会の審査に合格しており、18年にも運転を始める見通し。運転開始から40年を超えて老朽化が指摘されている関電美浜原発3号機(福井県美浜町)と同高浜1、2号機も19年から20年にかけて順次再稼働する計画となっている。

これらの原発が動くと、使用済み燃料の量はさらに膨らむ。電気事業連合会の資料によると、今年6月末時点で全国の原発にある使用済み燃料の総量は1万4870トン。事実上の保管容量上限値の7割を超えている。

Australia’s nuclear testing before the 1956 Olympics in Melbourne should be a red flag for Fukushima in 2020 via The Conversation

The scheduling of Tokyo 2020 Olympic events at Fukushima is being seen as a public relations exercise to dampen fears over continuing radioactivity from the reactor explosion that followed the massive earthquake six years ago.

It brings to mind the British atomic bomb tests in Australia that continued until a month before the opening of the 1956 Olympic Games in Melbourne – despite the known dangers of fallout travelling from the testing site at Maralinga to cities in the east. And it reminds us of the collusion between scientists and politicians – British and Australian – to cover up the flawed decision-making that led to continued testing until the eve of the Games.

Australia’s prime minister Robert Menzies agreed to atomic testing in December 1949. Ten months earlier, Melbourne had secured the 1956 Olympics even though the equestrian events would have to be held in Stockholm because of Australia’s strict horse quarantine regimes.

The equestrians were well out of it. Large areas of grazing land – and therefore the food supplies of major cities such as Melbourne – were covered with a light layer of radiation fallout from the six atomic bombs detonated by Britain during the six months prior to the November 1956 opening of the Games. Four of these were conducted in the eight weeks running up to the big event, 1,000 miles due west of Melbourne at Maralinga.

Bombs and games

In the 25 years I have been researching the British atomic tests in Australia, I have found only two mentions of the proximity of the Games to the atomic tests. Not even the Royal Commission into the tests in 1985 addressed the known hazards of radioactive fallout for the athletes and spectators or those who lived in the wide corridor of the radioactive plumes travelling east.

At the time, the approaching Olympics were referred to only once in the Melbourne press in relation to the atomic tests, in August 1956. It is known that D-notices from the government “requesting” editors to refrain from publishing information about certain defence and security matters were issued.

The AWTSC published two scientific papers in 1957 and 1958 which flat out denied that any dangerous levels of radioactivity reached the eastern states. But their measurements relied on a very sparse scattering of sticky paper monitors – rolls of gummed film set out to catch particles of fallout – even though these could be washed off by rain.

Despite their clear denials in these papers, meteorological records show that prior to the Games there was rain in Melbourne which could have deposited radioactivity on the ground.

The AWTSC papers included maps purporting to show the plumes of radioactive fallout travelling north and west from Maralinga in the South Australian desert. The Royal Commission published expanded maps (see page 292) based on the AWTSC’s own data and found the fallout pattern to be much wider and more complex. The Australian scientist Hedley Marston’sstudy of radioactivity uptake in animals showed a far more significant covering of fallout on a wide swathe of Australian grazing land than indicated by the sticky paper samples of the AWTSC.

The 1985 Royal Commission report into British Nuclear Tests in Australia discussed many of these issues, but never in relation to the proximity and timing of the 1956 Olympic Games. Sixty years later, are we seeing the same denial of known hazards six years after the reactor explosion at Fukushima?

【衆院選特集(2)福島】清き一票はどこに吹き寄せられるのか? 惨事戒厳令の地・福島 via 人民新聞

2011年3月11日、東京電力福島第一核発電所の放射能放出事故の直後、時の菅首相が発令した原子力緊急事態宣言は、12月に野田首相が核事故の収束を宣言したにもかかわらず、6年半後の今も撤回されていない。

そして、文部科学省は事故のほぼ1か月後、4月19日付け文書「福島県内の学校の校舎・校庭等の利用判断における暫定的考え方について」を福島県知事・教育委員会あてに通達し、福島県内の子どもたちの年間被曝限度を20ミリシーベルトと定めた。

この特例措置を「国際的基準を考慮した対応」と言いつくろおうが、民間人の年間被曝限度を1ミリシーベルトと明記した電離放射線障害防止規則を無視する「超法規的」措置であり、根拠は事故後に届いた国際放射線防護委員会(ICRP)書簡だけである。

たとえば県境の南の茨城県では、公園の測定値が年間1ミリシーベルト限度を超える場合、立ち入りが規制されるが、福島県の市町村では除染事業が終了したとして、まったくお構いなし。福島県民は、憲法が保証する「法のもとの平等」を否定さている。

福島県は、ICRPをはじめ、国際原子力機関、世界保健機関、原子放射線の影響に関する国連科学委員会、放射線影響研究所など、国際原子力ロビーの治外法権地といっても過言ではない。

事故直後、放射能「安全」ならぬ「安心」を説いて回った山下俊一・長崎大学教授(福島県立医科大学の非常勤副学長を兼任)は、5000億円の医療利権を手土産に福島県入りしたという。廃炉・除染・復興など、巨大事業も利権の温床といって間違いないだろう。

いくつかの賠償訴訟を除いて、たいがいの福島県民は従順な姿勢を保っている。三代目だという若い商店主は筆者の出席した座談会で、「現在の放射線値は安全だという専門家がいます。危険だという学者もいます。わたしがどちらかに賛成すれば、『中立』じゃなくなっちゃうでしょ」と語った。

筆者は唖然として、「放射能汚染はあなた自身の問題であり、子どもの健康にかかわる事態です。あなた自身が第三者的な立場を捨てて行動すべきじゃありませんか」と諭したが、わかっていただけたかどうか、自信がない。

もうひとつ例をあげると、2012年夏以降、毎週挙行している「原発いらない金曜日!」郡山駅前フリートーク集会で、バナーを掲げていた若い女性に中年男が寄ってきて、「オメェ、どこに勤めているんだ」と脅したことがある。

教育委員会だけでなく、商工会、医師会、地元新聞社など、(放射能と同じく)目に見えない戒厳令体制の構成機関は、多岐にわたる。

子どもの被曝反対は一部野党のみ

余談だが、事故後に整備された郡山市内4か所の遊戯場について語りたい。外遊びの機会を奪われた子どもたちのために、市内各地に屋内遊戯場の設置が計画されていたが、「屋内の施設を作ることで、県外に誤った(郡山が危険だという)情報を発信することになる」という理由で、屋外遊戯場に変更された。

郡山市「2014年9月補正予算」は、子育て支援・教育振興関連経費として、整備事業の実施設計委託のために7100万円が計上されたが、反対討論に立ったのは共産党会派と市民会派だけであり、自民、民主、社民(!)各会派の賛成で可決された。 市議会レベルでは、保守と革新を問わず地縁・血縁のしがらみが強いようであり、このような事情も被曝地戒厳令体制を強固に支えている。

<’17衆院選>どうする原発 福島を直視しているか via 中日新聞

 衆院選公示直前の今月四日、原子力規制委員会は、東京電力柏崎刈羽原発が、3・11後の新基準に「適合」すると判断し、福島の事故を起こした東電に、原発を運転する「適格性」があると認めた。

 九月末、国と東電は廃炉への工程表を改定し、福島第一原発1、2号機のプール内に保管されている使用済み燃料の取り出しを三年間、延期した。

 メルトダウン(炉心溶融)で溶け落ちた燃料デブリ(固まり)の取り出しに至っては、その方法の決定すら一年先延ばしになった。

 公示の当日、福島地裁は、原発事故でふるさとを追われた福島県住民らの訴えを認め、国と東電に賠償を命じる判決を言い渡した。

 被害者への賠償が不十分との司法判断だ。

 事故処理の費用は総額二十二兆円に上ると見積もられ、さらに増大する見込みという。そのツケは国民にも回される。

 福島県からの避難者は、いまだ五万人以上に上る。

これだけを見ても、東電のどこに「適格性」があるのだろうか。廃炉や賠償の進展を上回るスピードで、福島の風化が進んでいるのではないか。危険である。

 3・11以降、各種世論調査では、原発依存からの脱却を求める声が常に過半数を占めている。

 福島を、原発をどうするか-。世界が、風力やバイオマスといった再生可能エネルギーへの切り替えを加速させていることなども考え合わせ、今回の選挙でも当然、重要な争点にされるべきである。

 自民党は原発維持、野党のほとんどが将来、または即座に原発ゼロ、与党の公明党も、将来的には原発ゼロ。維持かゼロかの対立軸は明らかにされている。

 にもかかわらず、首相は公示後の第一声を福島で上げながら「原発推進」を語らなかった。立地地域での議論も低調だ。これはおかしい。

Zuma is unpopular with many investors after sacking respected finance minister Pravin Gordhan in March, a move that hit South African financial assets and helped tip the country’s credit ratings into “junk” territory.

He changed six ministers in all on Tuesday, including those for home affairs, education and communications. Blade Nzimande, a fierce critic of Zuma whose South African Communist Party (SACP) is a key ally of the ruling African National Congress, was axed as higher education minister.

The appointment of David Mahlobo, formerly state security minister, to head the energy ministry will heighten speculation that the 75-year-old president is trying to push through the nuclear deal before his second term ends in 2019.

“The appointment of Mr Mahlobo to head up the energy department needs to be seen in the context of the President wanting to push ahead with the proposed nuclear energy program,” Jeffrey Schultz and Nic Borain, analysts at BNP Paribas South Africa said.

South Africa is preparing to add 9,600 megawatts of nuclear capacity — equivalent to up to 10 nuclear reactors — in a contract that could be worth tens of billions of dollars and would be one of the biggest nuclear deals anywhere in decades.

Companies including Russia’s Rosatom, South Korea’s Kepco, France’s EDF and Areva, Toshiba-owned Westinghouse, and China’s CGN are eyeing the project, which has been criticized by South African civil society groups and the opposition for lacking transparency.

Investors are also worried about the potential impact of the project on South Africa’s already strained public finances.

福島のお母さんが国連に訴えた 原発事故被害者への人権侵害 via Greepeace

病気、貧困、自殺、家庭崩壊、離婚、いじめ、地域社会の崩壊。これらは、 福島第一原発事故が生んだ目には見えない被災者たちの困難です。しかし、こうした問題が被災者の自己責任として扱われています。そのため、1万人以上の被災者が、日本政府と東京電力の責任を明らかにするため訴訟を起こしています。最小限の避難、最小限の補償、放射能は危なくないという原発事故に対する日本政府の対応が世界の常識になってはなりません。

一人息子をもつ母であり、今なお避難生活を続けている園田さん。国連に向けてスピーチをすると決断したのは、自分やご家族のためだけではありませんでした。多くの原発事故被害者、避難者の声、原発のない未来のために立ち上がってきた人たちの声、みんなの声を届けるために、そこにいらっしゃいました。

先週スイス・ジュネーブにある国連欧州本部で開かれていたのは、国連の人権審査の関連会合。国連人権理事会は、全加盟国の人権状況を定期的に審査します。今年は日本が審査される年で、原発事故被害者の人権問題に国際社会のスポットライトをあてる、4年に1度の貴重なチャンスです。

一般廃棄物処分でクリアランス制度適用申請 浜岡1、2号機で初 via 静岡新聞

 中部電力は17日、廃炉作業を進める浜岡原発1、2号機(御前崎市佐倉)で発生する廃棄物で、クリアランス制度を適用して処分するために必要な放射能濃度の測定や評価方法が妥当かどうかの確認申請を原子力規制委員会に対して行ったと発表した。
同制度は、放射能濃度が極めて微量で人の健康への影響が無視できるものは、一般の産業廃棄物やリサイクル品として処分できる仕組み。制度適用に向けた手続きは、旧低圧タービンロータの羽根が脱落した5号機で進めているが、1、2号機では初めて。廃炉段階に入った原発では全国でも日本原電東海原発(茨城県)に続き2例目になる。
中電によると、同制度を適用して処分を予定する廃棄物は約7万7千トン。今回は2018年度までに発生するタービン本体や主復水器など約6900トンが対象

ただ、クリアランス制度に対する社会の理解は進んでいないこともあり、中電は当面、敷地内の搬出待ちエリアで一時保管する。

米軍、機体撤去始める 東村議会が抗議決議 高江米軍ヘリ炎上 via 琉球新報

 米軍普天間飛行場所属の大型輸送ヘリコプターCH53Eが東村高江で不時着し、炎上した事故で、米軍は17日、機体の解体撤去作業を始めた。県警は、捜査員が初めて内周規制線内に立ち入り、米軍側から説明を受けたが、実質的な捜査に着手できていない。撤去作業が進めば日本側による原因究明は困難になる。内周規制線内に捜査のため入ることはこれまで米側が認めておらず、日米地位協定が再び壁になった。東、国頭、大宜味の3村と宜野湾市は、事故に対する抗議決議を可決した。

 県は内周規制線内に初めて立ち入り、沖縄防衛局と共に放射線調査をしたが、土壌の採取はできなかった。12日に東村の高江小学校などで実施した放射線調査の結果について「異常なし」だったと発表した。

東村議会(安和敏幸議長)は臨時会を開き、抗議決議と意見書を全会一致で可決した。決議で「満身の怒りをもって抗議する」とし、(1)事故原因の徹底究明と解明までのCH53Eの飛行中止(2)CH53Eの配備即時撤回(3)被害農家への補償、原状回復(4)米軍北部訓練場のヘリ着陸帯使用禁止(5)日米地位協定の抜本的見直し-などを求めた。国頭村議会は、世界自然遺産登録への影響が危惧されることや、水源地上空での飛行禁止を求めることを盛り込んだ。
