US to extend nuclear cooperation deal with Japan: official via Nikkei Asian Review

Agreement allows use of plutonium in reactors, likely to be renewed without renegotiation

TOKYO — U.S. Deputy Secretary of Energy Dan Brouillette on Wednesday expressed his country’s intention to extend the current nuclear cooperation agreement with Japan, which is due to expire next summer, without renegotiating it.

In an interview with The Nikkei and other media in Tokyo, Brouillette said there are no grounds for renegotiating the deal.

His remark indicates that the deal will not be overhauled, let alone terminated.

Because the Japanese government is demanding the extension, the deal is on track to be automatically extended now that the U.S. side has clarified its position.

The deal took effect in 1988 and will reach its 30-year time limit in July 2018.

It permits the peaceful use of plutonium, which can be used to produce nuclear weapons. This is the cornerstone of Japan’s nuclear fuel recycling policy, which uses plutonium reprocessed from spent nuclear fuel produced at nuclear power plants.

ジャクソン・ブラウンさん 来日公演 原発にかける保険ない 歌を通し、正しい情報伝えたい via 毎日新聞

米西海岸を代表するシンガー・ソングライター、ジャクソン・ブラウンさん(69)が17日夜、東京・渋谷のオーチャードホールから2年半ぶりの来日公演を開始する。米スリーマイル島原発事故後の1979年9月、初の反原発ロック・コンサート「ノーニュークス」を主導したブラウンさんが、過酷な原発事故を経験した唯一の被爆国・日本と「核なき世界」への思いを語った。 

 東日本大震災4年の一昨年3月11日に行われた東京公演では、核戦争を示唆する「ビフォー・ザ・デリュージ(大洪水の前に)」を「原発事故の被害と戦う人々にささげたい」と最後の曲に選んだ。

 「ノーニュークス」はドゥービー・ブラザーズやブルース・スプリングスティーンさんらが参加。

福島の事故後の夏、広島と長崎の原爆投下の日の間を選び、32年ぶりに反原発・救援コンサートを開くなど日本を気遣ってきた。「前回来日時には福島のことがよく報道されていて安心した。米国では昔、原発事故について口に出せないような雰囲気があったから」

 しかし、オバマ前大統領が掲げた「核なき世界」は、トランプ大統領の登場と北朝鮮の核・ミサイル問題により激しい逆流に直面している。福島第1原発では炉心溶融後の核燃料の状況さえつかめていないが、西日本では原発再稼働が進む。

 「政府と電力会社が賠償で合意しても、負担するのは結局、税金を支払う市民だ。原発にかける保険はない」。

[VIDEO] The robots helping to clear up Fukushima via BBC

Robots have become central to the cleaning-up operation at Japan’s Fukushima nuclear power plant, six years after the tsunami that triggered the nuclear meltdown.

It is estimated that around 600 tons of toxic fuel may have leaked out of the reactor during the incident.

The Tokyo Electric Power Company is using a variety of robots to explore areas too dangerous for people to go near.

韓国原発で冷却材漏れ 南東部、手動停止へ via 福井新聞

 【ソウル共同】韓国の原発運営会社「韓国水力原子力(韓水原)」は18日、南東部慶州にある月城原発3号機(70万キロワット)で冷却材が漏れていることが分かり、同日夜から運転出力を下げ、手動停止させると明らかにした。

韓水原は外部への放射能漏れなどはないと主張しているが、漏れ出す冷却材の量が増えており、1日当たり約110キロが漏れているという。

「福島型」に事故対策追加義務づけ 循環冷却など 規制委が基準改正へ via 日本経済新聞

原子力規制委員会は原子力発電所の再稼働の前提となる安全審査で、東京電力福島第1原発と同じ「沸騰水型」原発に対して新たな重大事故対策を追加する。原子炉格納容器の破壊を防ぐ新たな冷却システムの導入や放射性物質の飛散を防ぐ対策などを義務づける。近く案を示し、年内にも新規制基準を改正する。

こうした安全対策は東電が柏崎刈羽6、7号機(新潟県)で設置を提案し、規制委が有効性を認めた。規制委は東北電力女川2号機(宮城県)や中部電力浜岡4号機(静岡県)など他の沸騰水型原発でも対策を求める。

沸騰水型は審査が進む「加圧水型」に比べて格納容器が小さい。炉心溶融(メルトダウン)が起きると、冷却水が蒸発して容器内の圧力が高まりやすい。規制委は容器が壊れそうになった場合に備え、放射性物質をある程度取り除きながら水蒸気を外部に放出する「フィルター付きべント」の設置を義務づけた。

新しい冷却システムは熱せられた水を外部に抜き出し、熱交換器で冷やしてから格納容器に再び注水する。フィルター付きベントよりも効果が高いことから、最優先対策に位置づける。

WTO panel said to back Japan on Fukushima fish ban via Nikkei Asian Review

Tokyo has called South Korean restrictions on seafood imports unfair

GENEVA/SEOUL — A World Trade Organization panel has apparently ruled in Japan’s favor in a dispute over South Korean restrictions on imports of Japanese seafood imposed after the 2011 Fukushima nuclear disaster, according to a source familiar with the matter.

Both sides had been informed of the panel’s decision as of Tuesday. Tokyo declined to reveal the outcome but said it was “consistent with Japan’s position.” A final report is expected to be made public by next spring.

What happens next remains unclear. South Korea’s Yonhap News Agency reported that the import ban would stay in place until at least 2019.

A number of other countries have imposed similar restrictions on Japanese seafood for fear of radioactive contamination, so the ruling could have a broader impact.

福島産水産物の禁輸、韓国敗訴か=WTOが当事国に判定通知 via Chosun Online

2011年に発生した福島第一原子力発電所の事故以降、韓国政府が福島県とその周辺計8県の水産物の輸入を禁止したのは不当だとして、日本が世界貿易機関(WTO)に提訴した問題で、判定結果が16日(現地時間)、当事国に伝えられた。全加盟国に結果が回覧される前は非公開が原則だが、今回の判定報告書には韓国政府が敗訴したとの内容が盛り込まれているという。

韓国食品医薬品安全処の柳永珍(リュ・ヨンジン)処長は17日、国会で開かれた国政監査で判定結果が到着したことを明らかにし「秘密遵守のため申し上げることはできないが、肯定的ではない」と述べた。柳処長はまた「政府としては国民の健康が最優先の考慮事項であるため、WTOの最終判定結果がわが国民の健康保護の面で不当だと判断されれば上訴する」と述べた。

韓国政府は2011年、福島原発の事故を受けて福島とその周辺の農水産物の輸入禁止措置を取った。さらに13年には福島県を含む8県の水産物の輸入を禁じる特別措置を発表した。これに対し日本は15年、韓国の特別措置は日本の水産物に対する差別だとして「(セシウムなど以外に)ほかの放射性物質の検査を追加で要求するのは不当だ」とWTOに韓国を提訴した。

ただし一審に当たるWTOの紛争処理小委員会(パネル)の判定で敗訴したとしても、すぐさま日本の水産物が輸入されるわけではない。一審判定の後、当事国は60日以内に最終審に当たる上級機関に上訴することができる。

<福島・南相馬>東日本大震災・被災地支援活動のいま~ボランティア体験を通して(上) 大村一朗 via アジアプレス・ネットワーク

東日本大震災から6年が経過したいまも、被災地では多くのボランティアたちが汗を流している。とりわけ、原発事故による避難指示が昨年、今年と解除された福島県の市区町村では、帰還者への支援など、行政だけではカバーしきれない問題がたくさんあり、非営利団体(NPO)やボランティアが果たす役割は大きい。10月初旬、南相馬市を訪ねた。(大村一朗)

◆ボランティアに参加するまで
インターネットで検索すると、福島第1原子力発電所のある福島県浜通り(沿岸部)には、各地区の社会福祉協議会やNPOなど、ボランティアの活動拠点が複数あるようだった。その中で、ボランティア参加者数と活動内容を毎日欠かさずブログで発信していた「南相馬市ボランティア活動センター」が目に留まった。

NPO法人である南相馬市ボランティア活動センターは、昨年7月に避難指示が解除されたばかりの同市小高区に位置している。プレハブの本部と平屋建てのボランティア宿舎、それに屋根付きの広い機材置き場を擁する敷地には、朝8時を過ぎるとその日のボランティア参加希望者が集まってくる。

初参加の私は、まず「活動受付」で氏名住所を書き込み、ボランティア保険の加入手続きを済ませると、センター名の書かれた蛍光色のベストを着こむ。他に若い女性が2人と、中高年男性が4人。私を入れて計7人。団体やグループ参加が多い週末は、土日合わせて100人ほどの参加があるが、平日の参加者数はこの程度だという。

持ち場となったその民家にも人の気配はなかった。おそらく震災から6年のあいだ、無人だったのだろう。納屋に置きっぱなしの小型ショベルカーは錆と埃にまみれ、裏手のお社は朽ち果てようとしている。そして広い敷地を覆いつくさんばかり藪と草。それらを刈り取ることが仕事だ。

草刈りを依頼されたからといって、この家の住人がまもなく帰還するとは限らない。生い茂った草木を定期的に伐採しなければ、家は荒れ果てる一方だからだ。

草刈りには、小型エンジンを搭載した刈払機や、さらに強力な「ハンマーナイフ」(自走式草刈機)が使われる。刈払機は初日から、ハンマーナイフも3日目には任されたが、マニュアル車の運転を知っていればそれほど難しいものではない。深い雑草に覆われていた敷地がみるみる切り開かれてゆくのを目の当たりにすると、自分も少しは役に立てているのだと思えて嬉しかった。その日は軽トラックを運転し、刈り取った草を山のように荷台に積んで、15キロほど離れたクリーンセンター(ゴミ収集所)まで運び込んだ。

◆ボランティアには宿泊施設も
センター敷地内にはバストイレ付3DKの立派な宿舎があり、一泊500円を上限とする任意の寄付で泊まることができる。市民から無償で貸与されているものだという。
ところが、多くのボランティアたちは、ここから10キロほど離れた国道6号沿いの「道の駅・南相馬」に泊まる。彼らの多くは定年退職後、ライフワークとして足しげく被災地に通っている熟練ボランティアであり、私が今回出会った人たちは、自家用車に寝具一式積み込んで、関東近県から訪れていた。道の駅の近くには公衆浴場もコインランドリーも大型のスーパーも揃っている。宿泊所が混雑しているなら、気ままな車中泊も良いかもしれない。

EPA Says Higher Radiation Levels Pose ‘No Harmful Health Effect’ via Bloomberg Technology

In the event of a dirty bomb or a nuclear meltdown, emergency responders can safely tolerate radiation levels equivalent to thousands of chest X-rays, the Environmental Protection Agency said in new guidelines that ease off on established safety levels.

The EPA’s determination sets a level ten times the drinking water standard for radiation recommended under President Barack Obama. It could lead to the administration of President Donald Trump weakening radiation safety levels, watchdog groups critical of the move say.

“It’s really a huge amount of radiation they are saying is safe,” said Daniel Hirsch, the retired director of the University of California, Santa Cruz’s program on environmental and nuclear policy. “The position taken could readily unravel all radiation protection rules.”The change was included as part of EPA “guidance” on messaging and communications in the event of a nuclear power plant meltdown or dirty bomb attack. The FAQ document, dated September 2017, is part of a broader planning document for nuclear emergencies, and does not carry the weight of federal standards or law.

“According to radiation safety experts, radiation exposures of 5-10 rem (5,000-10,000 mrem or 50-100 mSv) usually result in no harmful health effects, because radiation below these levels is a minor contributor to our overall cancer risk,” EPA said in the document. That level is equivalent to as many as 5,000 chest X-rays or seven to 14 chest CT scans, according to a comparison with Food and Drug Administration data.

A 2007 version of the same document stated that no level of radiation is safe, concluding: “The current body of scientific knowledge tells us this.”

Even with those lower standards, the EPA had never before said that any level of radiation exposure is safe, according to Jeff Ruch, executive director of the Public Employees for Environmental Responsibility, a watchdog group of government workers and retirees. Ruch linked the EPA’s scientific views on radiation exposure to the skepticism of EPA Administrator Scott Pruitt that humans are the main contributor to climate change.

Scientific Consensus

“I knew that under Scott Pruitt EPA is in climate denial but now it appears to be in radiation denial, as well,” Ruch said. “This appears to be another case of the Pruitt EPA proclaiming conclusions exactly opposite the overwhelming weight of scientific research.”

The Obama administration finalized a document in its waning days increasing the amount of radiation exposure in drinking water during an nuclear emergency to 500 mrem before emergency officials were required to provide bottled water or other alternative drinking water sources.

The latest change for emergency personnel makes sense, given the state of scientific knowledge, according to the agency.

“Although current science suggests there is some cancer risk from any exposure to radiation, it is very hard to tell whether a particular cancer was caused by very low doses of radiation or by some other source,” the EPA said in an emailed statement.

Ruch said he was concerned the document signals that in the event of a “Fukushima-type” nuclear meltdown the EPA would allow public consumption of radiation-contaminated drinking water.

“Dr. Strangelove is alive and lurking somewhere in the corridors of EPA,” he said,

アウシュビッツ、チェルノブイリから福島の旧警戒区域まで……『ダークツーリズム入門』で巡る81カ所の「負の遺産」via 日刊サイゾー

“ダークツーリズム”とは、何か。

それは、戦争や災害をはじめとする悲劇が起きた現場を巡る旅のこと。代表的なものでいえば、アウシュビッツやチェルノブイリなどがある。『ダークツーリズム入門 日本と世界の「負の遺産」を巡礼する旅』(イースト・プレス)には、後世に残したいダークツーリズムスポットが、世界と日本で81カ所が網羅されている。入門書として、これまで“意識して”ダークツーリズムを体験したことがない人に向け、比較的アクセスしやすい場所が多く取り上げられている。

だが、このダークツーリズムは、まだまだ日本には浸透していない、新しい旅の形。本書に登場するダークツーリズムの第一人者である、観光学者の井出明氏は、東日本大震災から約8カ月後、「観光による被災地の復興」をテーマにした記事を発表した。その中で、「悲劇の記憶を見せることで復興に寄与する可能性がある」と伝えたものの、当時、ほとんど理解を得られなかった。「みんなで地域を盛り上げようとしているのに、なぜそんなことを言うんだ」「被災地の復興を阻む行為じゃないか」と。震災後には、被災した建物を残すべきか否かについても、大きな議論が巻き起こった。「つらい記憶がよみがえる」「後世の人々に恐ろしさを伝えたい」と、意見は真っ二つに割れた。

本書では、20名近くの執筆者に加え、旅好きで知られる作家の角田光代氏、バックパッカー界の重鎮である旅行作家の下川裕治氏も、自身の体験を語っている。一体、どんな場所へ行き、どんな衝撃を受けたのか。悲劇を繰り返さないように、後世に伝えるためにも訪れておきたいスポットや体験談が、この1冊に詰まっている。
