Japanese A-bomb survivor and activists press nations to ratify nuclear ban pact via The Japan Times

A survivor of the atomic bombing of Nagasaki joined activists and diplomats Monday to press Japan and other countries to quickly ratify a landmark treaty banning nuclear weapons.

“None of them having (nuclear) weapons will contribute toward having peace,” Tokuko Kimura, 82, told an audience at a New York event. She was 10 when the United States dropped an atomic bomb over her city on Aug. 9, 1945, three days after detonating another device over Hiroshima.

The push has been given a lift by the awarding of the peace prize but the nuclear ban treaty cannot go into force until 50 nations ratify it. So far, over 50 have signed.

Shion Urata, whose grandfather was exposed to radioactive fallout, expressed disappointment with the Japanese government for not having backed the bombing survivors — known as hibakusha — and their call to endorse the ban treaty.

The 23-year-old, who is affiliated with a hibakusha project, nevertheless expressed hope that grass roots action can lead to change.

“The peoples’ power — they are each very small on their own but when they come together, (it) is a very huge and powerful drive,” she said.

Many, such as Chizuru Azuma, an actress from Hiroshima, noted the importance of the new conversations that have been prompted by the awarding of the prize to ICAN.

Monday’s event was held at U.N. headquarters in New York under the sponsorship of Japanese nongovernmental organization Peace Boat and the U.N. missions of Austria and Costa Rica, both staunch advocates of nuclear disarmament.

Support the Restricting First Use of Nuclear Weapons Act via The Seattle Times

The framers of the Constitution clearly did not want the president or the military to wage war on their own, without consent of the people, through the Congress that represents them.

In January, U.S. Sen. Ed Markey of Massachusetts and U.S. Rep. Ted Lieu of California introduced legislation that would prohibit the president of the United States from conducting a “first-use nuclear strike,” unless such an attack had been authorized by a prior declaration of war by Congress. At last check, nine senators (all Democrats or Independents) and 58 representatives (including one Republican) had signed on as co-sponsors. The bill, known as the “Restricting First Use of Nuclear Weapons Act of 2017,” was referred to the Senate Committee on Foreign Relations and the House Foreign Affairs Committee. Neither body has taken any further action.

One of Congress’ most solemn and crucial duties is to declare war (or not) against a foreign power. The Constitution places that responsibility squarely in the hands of Congress, and no one else. But Congress has been hesitant to exercise this authority. The years of war our nation has undertaken in Iraq, Syria, Afghanistan and elsewhere in the Middle East have all been carried out without a declaration of war. Instead, our military continues to fight under Congressional consent from a long-outdated “Authorization for the Use of Military Force” passed shortly after the Sept. 11 attacks. Congress has not revisited that action since, nor actually declared war on any nation, despite spending more than a trillion dollars to support those military actions.

In fact, the last declared war our troops fought and died in was World War II.

The framers of the Constitution clearly did not want the president or the military to wage war on their own, without consent of the people, through the Congress that represents them.

An offensive nuclear first strike — killing millions of innocent civilians — would certainly be understood by the world as a horrific war crime. And any leader who ordered such an attack would immediately become the world’s most despised war criminal.

Formally committing the United States to a No First Use policy will be one small step toward a safer, saner planet.

大飯原発1・2号機廃炉へ 関電、採算合わず via 日本経済新聞

関西電力は大飯原子力発電所1、2号機(福井県)を廃炉にする方針を固めた。東日本大震災後、小型の原発の廃炉が進み始めたが、大飯原発のような100万キロワット超の大型の廃炉が決まるのは東京電力福島第1原発を除くと初めて。安全対策の費用が膨らむなか、電力各社はすべての老朽原発の再稼働を前提とせず、大型炉でも採算重視で選別する時代に入る。

大飯1、2号機の出力は各118万キロワットで、廃炉は国内の原発で過去最大となる。関電は福井の地元自治体などと調整を進めており、今秋中にも最終決定する。

政府は震災後、原発の運転期間を原則40年と定めた。原子力規制委員会が認めれば最長60年まで延長が可能だが、安全対策で1000億円規模の投資が必要になる。

国内では震災前に電力の約3割が原発でまかなわれていたが、現在は数%。政府は現行のエネルギー基本計画で、30年の原子力比率を20~22%としているが、現状は大きく下回っている。

実現には関電や九州電力、四国電力の計5基にとどまっている原発の再稼働を30基程度まで増やす必要がある。ただ運転開始から30年を超えている原発も多く、いずれも近い将来に廃炉か運転延長を申請するかの選択を迫られる。

Kansai Electric may scrap two aging nuclear reactors at Oi plant via The Japan Times

The operator of the Oi nuclear power plant in Fukui Prefecture is considering scrapping two aging reactors at the complex as it may be too costly to make upgrades required to meet new post-Fukushima safety standards, a source said Tuesday.

Kansai Electric Power Co. will make a final decision by the end of the year over the Nos. 1 and 2 reactors at the four-reactor plant located on the Sea of Japan coast, which in 2019 will have been in operation for 40 years, the source said.

For the two Oi nuclear reactors to meet the requirements, an additional investment to the scale of ¥100 billion ($891 million) is needed, the source said.

The firm said Tuesday it is “studying from the technical and safety perspectives preparations” to apply to the Nuclear Regulation Authority for safety reviews of reactors 1 and 2 to resume their operations.

Of the 11 nuclear reactors Kansai Electric owns, two are currently in operation, seven are offline and two — reactors 1 and 2 at the Mihama nuclear complex — ceased operations in April 2015 and are set to be scrapped.

福島原発事故の真実 「おしどり」コンビが講演会 via 東京新聞

福島第一原発事故が起きてから、東京電力の記者会見に出席を続けているお笑い芸人コンビ「おしどり」のマコさんとケンさんの講演会が二十二日、八王子市東町の市生涯学習センタークリエイトホールである。

 子どもたちを内部被ばくから守るため食品や土壌の測定活動をしているボランティア団体「八王子市民放射能測定室 ハカルワカル広場」の主催。「自分で調べて、自分で考える、自分で判断する」をモットーに活動する「おしどり」に共感し、事故について語ってもらう講演会を企画した。

 ハカルワカル広場は二〇一二年の発足から五周年。「放射能の危険性を客観的な事実を通して伝える」と、測定結果をホームページなどで公表している。

福島第一原発集団訴訟 原告弁護団が控訴へ via NHK News Web

東京電力福島第一原子力発電所の事故で、福島県で暮らす住民などおよそ3800人が起こした集団訴訟で、原告の弁護団は国と東京電力の責任を認めた福島地方裁判所の判決について「一定の評価はできるが賠償額などの面で判決は不十分だ」などとして控訴する方針を決めました。

この裁判は、原発事故のあとも福島県内の自宅で暮らし続ける住民や、避難した住民などおよそ3800人が、生活の基盤が損なわれ精神的な苦痛を受けたとして、国と東京電力を相手取って慰謝料などを求めたもので、今月10日、福島地方裁判所は、国と東京電力の責任を認め、総額4億9000万円余りの賠償を原告のうちおよそ2900人に支払うよう命じました。

この判決について原告の弁護団は、「国と東京電力の責任を認め一定の評価はできるが、賠償額などが不十分だ」として、原告全員で仙台高等裁判所に控訴する方針を決めました。

福島県西部の会津地方などの原告に賠償が認められなかったことや、賠償が認められた原告でもその水準が低かったこと、さらに放射線量を事故前の状態に戻す訴えが認められなかったことなどを不服としているということです。

After observing the accident site, Onaga expressed his indignation to reporters, stating, “I am sad, frustrated, and angry.

” He also stressed that in regard to the military accidents which continue to occur despite protests from the Okinawa government, “This is a national disaster in that [the situation] is being forced upon Okinawa by the central Japanese government.”

In order to conduct a survey to see if radioactive or other hazardous materials are present at the site of the accident, the Okinawan Environmental Bureau requested entrance into the accident site, however it seems the request has not been granted.

As of 6:00 p.m. October 12, the survey has not been allowed to happen.

In 2004, there was also a helicopter crash at Okinawa International University, after which the Japanese and U.S. governments established guidelines for when a military vehicle crashes or makes an emergency landing outside of a U.S. military facility or designated area.

Okinawa requested the investigation in accordance with these guidelines, but it appears no such investigation is in sight.

Governor Takeshi indicated that with regards to Okinawa Police not being able to conduct an investigation due to the Japan-U.S. Status of Forces Agreement (SOFA), “The Japanese government has no say in the Japan-U.S. Joint Commission.

They can only ask to ‘Please make sure this does not happen again.’ It is about as effective as trying to nail down tofu.”

If Trump doesn’t want a nuclear war with North Korea, a ‘No First Use’ pledge might work better than threats via The Washington Post

Some analysts claim that MAD prevented nuclear war between the superpowers, although it did not prevent several non-nuclear proxy wars, supported by each side, elsewhere. The fact that none of the seven countries that have acquired nuclear weapons since the 1950s have used them — even between such rivals as India and Pakistan — would seem to validate MAD.

But this is a debatable claim. The world has seen several close calls, involving accidents and last-minute decisions not to launch nuclear weapons. We may just have been lucky so far.

An alternative might be for the United States to draw a bright line, requiring verifiable information that a nuclear attack has occurred, before nuclear weapons would be used. Such a policy of No First Use, or NFU, of nuclear weapons has long been advocated by many prominent government officials and foreign policy analysts, both during and after the Cold War.

To be sure, this might undermine U.S. ability to respond to an imminent nuclear attack, including from a major power like Russia. But because it can so powerfully strike back, especially from its relatively invulnerable nuclear-armed submarine force, the United States could credibly promise to retaliate, even against a massive first strike, with devastating force.

The logic of NFU has been recognized by three nuclear states: China, India, and Israel. Each has indicated, albeit with some qualifications, that it would not be the first to use nuclear weapons in conflict.

If the United States declared an NFU policy, that might well induce other nuclear states to adopt one as well. Such a domino effect might even persuade North Korea that using nuclear weapons would threaten its very existence. If more and more nuclear states adopted NFU policies, the world might banish the threat of nuclear war, bringing a new global equilibrium.

国の責任認定 原発福島訴訟 「元の生活を」決意新た via 東京新聞

東京電力福島第一原発事故を巡り、福島地裁が十日の判決で国と東電の責任を認めた訴訟は今後、国側と原告側双方の控訴が予想される。原告の一人で、四十年以上、原発に反対し続けてきた福島県相馬市の大内秀夫さん(81)は「国の責任が認められたのは第一歩だが、被災者救済のためにはまだ道半ば」と決意を新たにする。 (片山夏子)

 判決の日、大内さんは一枚の写真を手に福島地裁の法廷に入った。四十年前から原発反対で一緒に闘ってきた教員仲間の男性。原発事故後、避難先で「故郷に帰りたい」と漏らしていたが、その願いを果たせないまま病気で亡くなった。

原状回復が必要なのは放射線だけではない。原発事故で仕事を失った人もいれば、家族を亡くした人、家族がバラバラになった人もいる。「避難しても地元にとどまっても、みんなそれまでの安心して暮らせる生活や人生を奪われ、苦しんでいる。元の生活を返せというのは切実な願いだ」

 一九六〇年代、福島第一原発の建設が進む中、高校教諭だった大内さんは、同僚や地域の人と専門家を呼び、原発の勉強を重ねた。各地で反対運動が広がったが建設は止まらなかった。七五年には、住民四百四人で国に福島第二原発の設置許可取消を求めて提訴した。係争中にチェルノブイリ事故などが起き、危機感が高まる中で、最高裁まで争ったが敗訴した。

 二〇一一年三月。テレビで福島第一原発の1号機や3号機が爆発するのを見て恐怖を覚えた。「あの時、裁判に勝っていれば。国や東電が少しでも大地震や津波の危険性を訴えた私たちに耳を傾け、対策がとられていれば…」。悔しさと自責の思いが大内さんを襲った。その後、今回の訴訟の原告になった。

 大内さんはこの裁判で最高裁まで闘うことを覚悟している。「国と東電の責任を最後まで認めさせ、二度と原発事故が起きないようにしないと。未来の子孫のためにも、私の人生の大仕事だと思う」

米軍ヘリ炎上:中部市町村会、沖縄防衛局に抗議 via 沖縄タイムス

沖縄県東村高江で米軍普天間飛行場所属のCH53E大型輸送ヘリが炎上した事故を受け、中部地区10市町村でつくる中部市町村会(会長・島袋俊夫うるま市長)は16日午前、沖縄防衛局に抗議に訪れ、事故原因の究明がされるまでの同機種の飛行停止や事故原因の早期公表などを求めた。

県民の命の安全が担保されるような整備であってもらいたいし、そうではないものを飛ばしてほしくない」と訴えた。

沖縄防衛局の中嶋浩一郎局長は、事故の場所が民家近くだったことなどに触れ「重大な事故だと受け止めている。(要請に対して)しっかりと結果を出していきたい」と強調。機体の一部に放射性物質が使用されていることに「放射能については(住民に)非常に心配や不安を与えるものだと重々承知しており、しっかりと取り組まないといけない」と話した。
