Nuclear waste shipment leaves Germany for Russia via BBC News

A shipment of 600 tonnes of depleted uranium has left a nuclear fuel plant in Germany bound for Russia, a Russian environmentalist group says.

Twelve rail cars left the Urenco plant in the town of Gronau, close to the Dutch border, on Monday 22 June, according to the Ecodefense group.

The waste will reportedly be moved by sea and rail to a plant in the Urals.

Urenco told the BBC its uranium would be further enriched in Russia and the process met environmental standards.

[…]

Why is the waste being sent to Russia?
According to the report (in Russian) by Ecodefense, some of the waste will be shipped by sea to Russia via the port of Amsterdam.

It will, the group says, eventually arrive at the Ural Electrochemical Combine in Novouralsk, 3,400km (2,500 miles) away in Russia’s Ural Mountains.

The group believes that nearly 3,000 tonnes of depleted uranium have already been shipped from Germany to Russia this year.

[…]

Urenco, which is a partnership between German, British and Dutch companies, said its representatives had inspected the facilities involved in the process and had found that they complied with “all internationally recognised logistics standards, which includes handling, storage, safeguarding and processing of nuclear material, as well as appropriate environmental standards”.

Why are environmentalists so concerned?
One of the big questions is how much of the waste is eventually returned to Germany, with activists arguing that most of it stays in Russia.

There are also fears of toxic pollution in the event of any spill.

[…]

On 15 June, a petition to stop the shipments was sent to Russian President Vladimir Putin and German Chancellor Angela Merkel. It was signed by environmental groups and activists from Russia, Germany and the Netherlands.

The petition calls for an end to the “colonial policy of moving hazardous cargoes from Europe to Russia’s Siberian and Ural regions”.

[…]

What risks are associated with depleted uranium?
Depleted uranium (DU) contains a reduced proportion of Uranium-235, which is an isotope used as fuel in nuclear power stations.

Reprocessing can allow fresh fuel to be produced, and the nuclear industry in Germany prefers to describe DU in this context as “recyclable material” rather than “nuclear waste”.

Typically taking the form of powder, DU can be disposed of as low-level radioactive waste if converted to chemically stable compounds, the US Nuclear Regulatory Commission (NRC) says.

It can be harmful if ingested or inhaled in sufficient amounts although “uranium is likely to become a chemical toxicology problem before it is a radiological problem”, according to the NRC.

Jacopo Prisco, CNN

Small modular reactor rhetoric hits a hurdle via Jim Green

The promotion of ‘small modular reactors’ (SMRs) in Australia has been disrupted by the Commonwealth Scientific and Industrial Research Organisation (CSIRO) and the Australian Energy Market Operator (AEMO).

The latest GenCost report produced by the two agencies estimates a hopelessly uneconomic construction cost of A$16,304 per kilowatt (kW) for SMRs. But it throws the nuclear lobby a bone by hypothesising a drastic reduction in costs over the next decade.

The A$16,304 estimate has been furiously attacked by, amongst others, conservative politicians involved in a federal nuclear inquiry last year, and the Bright New World (BNW) nuclear lobby group.

The estimate has its origins in a commissioned report written by engineering company GHD. GHD provides the estimate without clearly explaining its origins or basis. And the latest CSIRO/AEMO report does no better than to state that the origins of the estimate are “unclear”.

Thus nuclear lobbyists have leapt on that muddle-headedness and filled the void with their own lowball estimates of SMR costs.

Standing up to Rosatom via Beyond Nuclear International

Anti-nuclear resistance in Russia: problems protests, reprisals

The following is a report from the Russian Social Ecological Union (RSEU)/ Friends of the Earth Russia, slightly edited for length. You can read the report in full here. It is a vitally important document exposing the discrimination and fear tactics used against anti-nuclear organizers in Russia and details their courageous acts of defiance in order to bring the truth of Russia’s nuclear sector to light.

Rosatom is a Russian state-owned corporation which builds and operates nuclear power plants in Russia and globally. The state-run nuclear industry in Russia has a long history of nuclear crises, including the Kyshtym disaster in 1957 and Chernobyl in 1986. Yet Rosatom plans to build dozens of nuclear reactors in Russia, to export its deadly nuclear technologies to other countries, and then to import their hazardous nuclear waste.

Nuclear energy: failures and Lies

  • In the autumn of 2017, the International Atomic Energy Agency (IAEA) discovered a concentration of the technogenic radionuclide ruthenium–106 in the atmosphere of several European countries. A number of experts linked the ruthenium release to the Mayak plant in the Chelyabinsk Region2 3, but Rosatom continues to deny this.
  • On the 8th of August 2019, an explosion occurred during a test of a liquid rocket launcher at a marine training ground in Nenoksa Village of Arkhangelsk Region. The administration of the city of Severodvinsk, 30 km from the scene, reported an increase in radiation levels, but later denied the claim. The Ministry of Emergency registered an increase of 20 times (to2 μSv/h) around Severodvinsk, while the Ministry of Defense reported the radiation level as normal. Only two days later, Rosatom reported that five employees were killed and three were injured at the test site. According to media reports, two employees of the Ministry of Defense were also killed and three were injured, and medical personnel who helped the victims were not informed about the risk of radiation exposure.

Invisible Fallout via Beyond Nuclear International

New film helps us find it, measure it and understand it

By Linda Pentz Gunter

There are many ways to teach people about radiation. But if you want to make that lesson accessible, compelling and even moving, then this film is the way to do it.

Let’s go on a journey. A journey to learn about radiation exposure from fallout after a nuclear power plant accident. We have the perfect guide. It is the independent French radiation research laboratory known as CRIIRAD, and its director, Dr. Bruno Chareyron.

[…]

For those not familiar with CRIIRAD, our journey begins with a little history, and so does CRIIRAD’s brilliant new 45-minute film — Invisible Fallout (Invisibles retombées is the French title), which can be viewed in its entirety on YouTube and below. The film, written and produced by CRIIRAD staff and directed by Cris Ubermann, is in French and Japanese with English subtitles.

When the Chernobyl nuclear disaster hit in April 1986, the French government engaged in a notorious cover-up, claiming that France “has totally escaped any radioactive fallout.” The whole thing was a lie. Five days before the government denial, Chernobyl’s radioactive cloud had covered all of France.

As Invisible Fallout recounts, after Chernobyl, it took 15 years until the French government published accurate fallout maps of France. But the CRIIRAD laboratory, formed right after Chernobyl precisely to establish that France’s immunity was a myth, had already done the work that debunked the official line that the disaster was just a Soviet problem. French citizens not only got dosed by Chernobyl fallout, but would live in perpetual danger of a similar catastrophe at home, with a country almost 80% reliant on nuclear-generated electricity from its 58 reactors.

But Invisible Fallout does not linger long in the past. It segues quickly to the next nuclear catastrophe — the 2011 Fukushima-Daiichi meltdowns in Japan — and it is there that the CRIIRAD team, led by Chareyron, take us to learn about the effects of radiation exposure from nuclear power plants.

[…]

Quickly realizing that ingestion of radioactively contaminated foodstuffs was as much of a threat as external exposure, Iwata asked for ways to measure radiation in food. This would help the people who had stayed — or who had been forced to remain — in contaminated areas to make informed choices about the food they consumed. CRIIRAD brought over a device sensitive enough to detect radiation in food, then conducted a seminar for residents of Fukushima City on on how to use it. We too, as viewers, get the tutorial.

Indeed, all of these lessons in science are subtly woven into the film, but cleverly attached to the lived experiences of real people in Japan, making it relevant and relatable.

[…]

After an interlude for another lesson, this time on gamma rays, we are back to some chilling truths about their effects. In Fukushima City, we learn that at an elementary school there, children are asked to frequently change places in class so that the same children are not always sitting by the window where the radiation levels are higher.

This prompts CRIIRAD to remind us that, “when it comes to radiation protection, there is no threshold below which it is harmless.” And they point out that the Japanese decision to raise the annual allowable radiation dose from 1mSv to 20mSv, “means accepting a risk of cancer 20 times higher, and this applies equally to children and pregnant women” for whom such doses present a far higher risk.

CRIIRAD warns that people living in the contaminated region will be exposed for decades and across vast areas. They will be exposed to external radiation from powerful gamma rays emitted by the soil and contaminated surfaces. They will be exposed through inhalation of radioactive dust suspended every time the wind blows, and by activities such as sowing crops, ploughing and construction work. And they will be exposed through eating foodstuffs cultivated on contaminated land in contaminated soil.

But thanks to CRIIRAD, many of them will now know how to measure these levels, what they mean and how to protect themselves. It’s a lesson that’s well worth learning for all of us.

For more information, please see the CRIIRAD website, in its original French, and in English.
