「被ばくを強いられた」「避難したい」~親子86人が提訴 via OurPlanet-TV

福島県に住み続けている子ども24人が29日、居住する自治体に対し、放射線量の低い安全な環境で教育を受ける権利を求め、福島地裁に提訴した。また原発 事故当時、福島県に住んでいた親子86人が、国や県が十分な対策を怠ったことによって無用の被ばくさせられたとして、1人当たり10万円の慰謝料を求め た。

訴状によると、子どもたちは、今現在も、日常生活において低線量被曝の危険にさらされているとして、地元自治体の責任によって安全な地域に学校施設を確保 し、教育活動ができる態勢を整えるよう求めている。また国と県は、事故発生後、適切な情報を住民に提供せず、またヨウ素剤も配布しないなど、子どもたちに 無用な被曝をさせたとしている。

代理人の井戸賢一弁護士は、「3.11後の被曝対策が無為無策であって、子どもたちに無用な被曝をさせてしまった。国や東電に対する損害賠償裁判や刑事責 任の追及など、3.11事故そのものの責任追及は色々な形で行われているが、私たちが問題としているのは被曝の問題だ」とし、子どもたちを被曝させた国の 県の施策についてその責任を問いたいと述べた。

原告の母親は提訴の理由について、子どもの健康が悪化していることをあげ、何か行動しないといけないと思ったと声を震わせた。また別の母親も、事故後に子どもの健康が悪化したと述べ、「子どもを守れるのは親しかいない。人にとって命と健康が最も大切だ」と声を詰まらせた。

市内産米使用再開へ 相馬市教委 学校給食来春から via 福島民報

相馬市教委は平成27年度から、小中学校の学校給食で東京電力福島第一原発事故の影響で見合わせていた市内産米の使用を再開する方針を固めた。24日から10月にかけて、3方部で保護者向けの説明会を開く。

市内産を対象にしたコメの全量全袋検査で、放射性セシウムは食品衛生法の基準値(1キロ当たり100ベクレル)を下回っている。県内他地区でも給食に地元産の食材を使う動きが広がっていることも踏まえ、来春から使用を再開したい考え。

大江さんら、原発再稼働反対訴え 集会で「事故の反省ない」via 47 News

脱原発を求める「さようなら原発全国大集会」が23日、東京都江東区の亀戸中央公園で開かれ、作家の大江健三郎さんらが九州電力川内原発(鹿児島県薩摩川内市)の再稼働反対を訴えた。参加者は約1万6千人(主催者発表)。

呼び掛け人の一人の大江さんは「政府は地域住民の避難計画を十分つくらないまま川内原発の再稼働を進めている。安倍首相に福島の原発事故の反省がないのは明らかだ」と批判。

作家の沢地久枝さんも「再稼働などあってはならない。全部の原発を止めるべきだ」と呼び掛けた。

維新の党 原発再稼働に反対見解 via NHK

日本維新の会と結いの党が合流して結成した維新の党は、原子力発電所の運転再開について、原子力規制委員会の新たな規制基準には欠陥があり、高レベル放射性廃棄物の最終処分場のめども立っていないなどとして、認められないという党の見解をまとめました。

維新の党は、今月29日に召集される臨時国会に向けて、重要な政策課題に関する党の見解をまとめました。
それによりますと、原子力政策について、「原発即ゼロ」は政治的に責任ある対応とはいえないとしながらも、原子力規制委員会の新たな規制基準は、事故が起きた際の避難計画を審査対象としていないなどの欠陥があり、高レベル放射性廃棄物の最終処分場のめども立っていないなどとして、こうした問題が解決されるまでは、原子力発電所の運転再開は認められないとしています。
また、来年10月に予定されている消費税率の10%への引き上げについて、税率を8%に引き上げたことし4月以降、経済指標が悪くなっており、増税できる状況ではないとしたうえで、増税の前に国会議員の定数削減や公共事業の見直しなどの歳出削減に取り組むべきだとして、反対するとしています。
さらに集団的自衛権の行使容認に関連して、日本と密接な関係にある国が攻撃され、国民が被る犠牲が深刻なものになる場合、自衛権の行使は憲法解釈として許容されるとして、自衛権の範囲を再定義すべきだとしています。

Nuclear Threat Turned IAEA’s Atomic Peaceniks Into Police via Bloomberg News

The cost of keeping uranium out of the hands of terrorists and safe from natural disasters is sidelining nuclear energy, which officials once dreamed would power a Utopian future of cheap, almost limitless electricity.

The amount of power produced by nuclear reactors has dropped to a 32-year low, the International Atomic Energy Agency will tell its 162 member states meeting in Vienna today. The agency will also present lower forecasts for future output as governments in developed nations seek other sources of power.

“Where electricity markets are liberalized, nuclear is finding that it cannot compete on cost,” said Edwin Lyman, a physicist at the Cambridge, Massachusetts-based Union of Concerned Scientists. “The biggest external cost of nuclear power stems from its potential to be misused for nuclear weapons.”

With the shifting tides of history, the IAEA’s role has had to evolve. The agency’s budget to secure and verify nuclear material is rising while programs supporting power generation have been cut. After debunking false claims about an alleged nuclear-weapons program in Iraq before the 2003 war, the agency is now embroiled in Iran’s weapons investigation, pushing up the cost of operations.

科学技術担当相:IAEA総会演説 原発再稼働理解求める via 毎日新聞

山口俊一科学技術担当相は22日、ウィーンで開幕した国際原子力機関(IAEA)の年次総会で演説した。日本政府が4月に閣議決定した「エネルギー 基本計画」で、原子力発電を「重要なベースロード電源」と位置づけたことを説明。「この計画に基づき、我が国は確保していく原子力発電の規模を見極めてい く」と国際社会に表明した。

原発再稼働に関しては「原子力規制委員会の新しい安全基準に適合した場合には進めていく」と強調。九州電力川内原発(鹿児島県)は「安全性確保が確認された」とし「政府として同原発の再稼働を進める」と理解を求めた。

東京電力福島第1原発の汚染水漏れ問題では、汚染前の地下水をくみ上げて海に流す「地下水バイパス」の取り組みなどを紹介。「昨年の総会では、まだ方針しか定まらなかったが、今年は具体的な対策をいくつも講じた」と述べ、汚染水対策の「前進」をアピールした。

Global fears grow as Pakistan expands nuclear capabilities via Sydney Morning Herald

Islamabad: Pakistan is expanding its nuclear program, moving towards a sea-based missile capability and expanding its interest in tactical nuclear warheads, Pakistani and Western analysts say.

The development of nuclear missiles that could be fired from a navy ship or submarine would give Pakistan “second-strike” capability if a catastrophic nuclear exchange destroyed all land-based weapons.

However, the acceleration of Pakistan’s nuclear and missile programs is renewing international concern about the vulnerability of those weapons in a country home to more than two dozen Islamist extremist groups.

“A cardinal principle of Pakistan’s nuclear program has been: ‘Don’t worry; we separate warheads from launchers.’ Well, that is very hard to do at sea.”

Western officials have been concerned about Pakistan’s nuclear program since it first tested an atomic device in 1998. Those fears have deepened over the past decade amid political tumult, terror attacks and tensions with the country’s nuclear-armed neighbour, India, with which it has fought three wars.

In 2012, India test launched its first intercontinental ballistic missile, which it said has a range of more than 5000 kilometres.

In February, the Times of India reported that the missile, as well as the country’s first nuclear-powered submarine, could be deployed as early as next year.

In May, India also conducted its first test of a planned missile defence system.

Much of India’s ballistic technology appears aimed at boosting its defences against China, not Pakistan.

However, the Pakistani military has been shifting the focus of the country’s nuclear program over the past decade because of fears that Indian forces could use the threat of terrorism to launch a sudden cross-border strike.

India has a sizeable advantage in conventional weapons, and its army is more than twice the size of Pakistan’s force.

U.S. Ramping Up Major Renewal in Nuclear Arms via The New York Times

KANSAS CITY, Mo. — A sprawling new plant here in a former soybean field makes the mechanical guts of America’s atomic warheads. Bigger than the Pentagon, full of futuristic gear and thousands of workers, the plant, dedicated last month, modernizes the aging weapons that the United States can fire from missiles, bombers and submarines.

It is part of a nationwide wave of atomic revitalization that includes plans for a new generation of weapon carriers. A recent federal study put the collective price tag, over the next three decades, at up to a trillion dollars.

This expansion comes under a president who campaigned for “a nuclear-free world” and made disarmament a main goal of American defense policy. The original idea was that modest rebuilding of the nation’s crumbling nuclear complex would speed arms refurbishment, raising confidence in the arsenal’s reliability and paving the way for new treaties that would significantly cut the number of warheads.

Instead, because of political deals and geopolitical crises, the Obama administration is engaging in extensive atomic rebuilding while getting only modest arms reductions in return.

A Farewell to Arms

In the fall of 2008, as Barack Obama campaigned for the presidency, a coalition of peace groups sued to halt work on a replacement bomb plant in Kansas City. They cited the prospect of a new administration that might, as one litigant put it, kill the project in “a few months.”

The Kansas City plant, an initiative of the Bush years, seemed like a good target, since Mr. Obama had declared his support for nuclear disarmament.

The $700 million weapons plant survived. But in April 2009, the new president and his Russian counterpart, Dmitri A. Medvedev, vowed to rapidly complete an arms treaty called New Start, and committed their nations “to achieving a nuclear-free world.”

Five days later, Mr. Obama spoke in Prague to a cheering throng, saying the United States had a moral responsibility to seek the “security of a world without nuclear weapons.”

“I’m not naïve,” he added. “This goal will not be reached quickly — perhaps not in my lifetime. It will take patience and persistence.”

That October, the Nobel committee, citing his disarmament efforts, announced it would award Mr. Obama the Peace Prize.

At Los Alamos National Laboratory in New Mexico, birthplace of the atomic bomb, plans for a new complex to shape plutonium fuel emerged a decade ago with a $660 million price tag. But antinuclear groups kept publicizing embarrassing details, like the discovery of a geologic fault under the site. The estimated cost soared to $5.8 billion, and in 2012, the Obama administration suspended the project.

“In the current fiscal crisis,” Charles F. McMillan, the director of Los Alamos, told a nuclear conference last year, building large facilities “may no longer be practical.”

A different problem hit the Y-12 National Security Complex in Oak Ridge, Tenn. A $550 million fortress was erected there to safeguard the nation’s main supplies of highly enriched uranium, a bomb fuel considered relatively easy for terrorists to make into deadly weapons.

In 2012, an 82-year-old Roman Catholic nun, Megan Rice, and two accomplices cut through fences, splashed blood on the stronghold and sprayed its walls with peace slogans. The security breach set off major investigations, and the nun was sentenced to almost three years in prison.

Now, the site’s woes have deepened. As Oak Ridge prepared for an even bigger upgrade — replacing buildings that process uranium — the price tag soared from $6.5 billion to $19 billion. This year, the Obama administration scuttled the current plan, and the lab is struggling to revise the blueprint.

◇核兵器の怖さ、次世代に−−日本パグウォッシュ会議諮問評議会委員・益川敏英氏

世界の科学者が参加し、戦争廃絶を目指す「パグウォッシュ会議」=1=が戦後70年の来年11月、長崎市で開かれる。防衛と民生両用の技術開発の 動きが進む。準備を担うノーベル物理学賞受賞者、益川敏英さん(74)に科学者の責任を聞いた。【聞き手・千葉紀和、写真・森園道子】

−−戦後70年に「パグウォッシュ会議」を日本で開く意義は。

二つあります。一つは被爆70年に長崎で開催することで、改めて被爆を現実の問題として世界にアピールできる。もう一つは、若い世代への継承で す。戦後70年を迎え、戦争と核兵器の怖さを本当に知る世代が、科学者の中でも少なくなっています。ヒロシマ・ナガサキの後、太平洋での米軍の水爆実験で 日本の漁船員が被爆した事件(1954年)が起き、反核運動が高まります。そうした機運の中で、核兵器を生み出した科学者が自らの責任を問いかけ、核廃絶 と平和的な紛争解決を目指すパグウォッシュ会議が発足しました。日本からも高名な先生が参加し、若造だった私は手伝いました。ですから、その時代の雰囲気 を感じてきた世代なんですね。次の世代を引っ張り込み、受け渡す任務が我々にあります。我々が非常に重要だと思います。

−−安倍政権の国家安全保障戦略や防衛計画大綱では、安全保障分野の産官学連携や、防衛にも応用可能な民生技術(デュアルユース技術)で、大学との共同研究も期待されています。

私に言わせれば、なめられているんだと思います。そういう変なことは、以前ならつぶされたでしょう。今も個々人はおかしいと思っているかもしれま せんが、社会の中に勢力として顕在化しなくなりました。特に研究者は軍事研究に対するアレルギーがはっきりありました。でも、若い世代は抵抗感が薄くなっ ているのかもしれません。背景に、研究費の問題もあります。近年は競争的資金が増え、研究者が資金を獲得するために作文して、成果を出すようになりまし た。研究者は研究できないと食べていけない。お金の面で研究者の意識が変わるし、実質的にそうなっていますね。

−−研究者の意識、倫理観が改めて問われていると。

科学技術というのは使おうと思ったら何でも使えます。研究者の手をいったん離れたら、簡単には制御できません。防衛に限った共用は軍事研究ではな いという考え方もあるようですが、それは違います。例えば、レーダーに探知されにくいステルス技術の戦闘機は防衛とも言えますが、先制攻撃できる兵器で す。意識の問題は、研究者個人に期待してもダメだと思います。もっと全体の層として、あなた方はそれで良いのかという問いかけと、それに対する反応に期待 するしかありません。パグウォッシュ会議は間接的ですが、問いかけの機会になるでしょう。

−−福島第1原発事故は新たな核の被害者を生み出しました。

会議では「福島の教訓と科学者の社会的責任」も議題になる予定です。今、手っ取り早い答えは「原発はもう使うな」でしょう。私は危険性を十分理解 し、安全対策のためのコストも払って、覚悟を持って使うべきだと考えています。その間に、早く次の安全なエネルギー源を確立しましょうと。有限な化石燃料 を使いまくって、後は知らんよというのはないと思うからです。理論物理学者の大先輩、武谷三男(1911〜2000)は、安全性とは「許容量」だと言いま した。利益と不利益のバランスの問題で、社会の監視力が問われていると思います。ただし、原発利用はプルトニウムを生み出し、日本も核兵器を製造できる量 を保有しています。難しい問題だからこそ、正直に語り合うことが必要です。

Rockefellers, Heirs to an Oil Fortune, Will Divest Charity From Fossil Fuels via The New York Times

John D. Rockefeller built a vast fortune on oil. Now his heirs are abandoning fossil fuels.

The family whose legendary wealth flowed from Standard Oil is planning to announce on Monday that its $860 million philanthropic organization, the Rockefeller Brothers Fund, is joining the divestment movement that began a couple years ago on college campuses.

The announcement, timed to precede Tuesday’s opening of the United Nations climate change summit meeting in New York City, is part of a broader and accelerating initiative.

In recent years, 180 institutions — including philanthropies, religious organizations, pension funds and local governments — as well as hundreds of wealthy individual investors have pledged to sell assets tied to fossil fuel companies from their portfolios and to invest in cleaner alternatives. In all, the groups have pledged to divest assets worth more than $50 billion from portfolios, and the individuals more than $1 billion, according to Arabella Advisors, a firm that consults with philanthropists and investors to use their resources to achieve social goals.
