ST. LOUIS – A Nobel Peace Prize nominee was in St. Louis Saturday to talk about nuclear waste that’s contaminated parts of our area.

Lois Gibbs is known for her extensive activism at Love Canal, a nuclear waste site in New York. On Saturday, she spoke at a community meeting in Maryland Heights organizers say was centered on educating people about the radioactive West Lake Landfill and Coldwater Creek.

“Of all of the site’s I’ve visited, and I’ve visited tons of sites across this country in the last 33 years, this is by far the worst,” Gibbs said of West Lake.

The landfill is owned by Republic Services and contains World War II-era nuclear waste. It’s adjacent to the Bridgeton Landfill, which has had an underground smoldering event for years.

The U.S. Army Corps of Engineers is already working to clean up Coldwater Creek. Meanwhile, the Environmental Protection Agency, which oversees West Lake, has repeatedly said the landfill poses no public health concern.

A group of protesters gathered outside Saturday’s meeting to rally against the calls to remove the nuclear waste. They were gone before NewsChannel 5’s crew arrived. But a reporter did talk to Molly Teichman, a spokesperson for the Coalition to Keep Us Safe. The group is sponsored by the owners of the landfill.

“Across the state there’s becoming more awareness to the idea that there may be alternatives to the long-held idea that the waste would need to be removed,” said Teichman. “And there are more people talking about, ‘Couldn’t it be mitigated there and what are the safety concerns about leaving it?'”

Activist Kay Drey has started petitions to the St. Louis Board of Aldermen and the St. Louis County Council to have the waste removed from the West Lake Landfill.

Just Moms STL and the Missouri Coalition for the Environment helped sponsor the meeting.

小渕経産相に刃物入り封筒 原発再稼働反対の手紙同封 via 産経ニュース

カッターナイフの刃などが入った小渕優子経済産業相宛の封筒が経産省に届いていたことが6日、捜査関係者への取材で分かった。封筒には、九州電力川 内原子力発電所(鹿児島県薩摩川内市)の再稼働に反対する内容の手紙も同封されていた。警視庁丸の内署が脅迫容疑などで捜査している。

同署によると、封筒は9月下旬に同省に届いた。消印は国内で、差出人の名前も記載されていたという。

福島は今、深刻な分断に直面しているといいます。二〇一一年九月、東京で

開かれた脱原発集会で、福島を代表して武藤類子さん(61)は「私たちとつなが

ってください」と呼び掛けました。私たちは、その振り絞る声に応えられたの

でしょうか。電力の消費地と被災地福島は、つながりあえるのか。武藤さんと考

えます。(聞き手・佐藤直子)

佐藤 3年前の「さようなら原発5万人集会」で語られた「私たちは静かに怒りを燃やす、東北の鬼です」という言葉は衝撃的でした。事故当時、福島県三春町で喫茶店「燦(きらら)」を営んでいた武藤さんはあのスピーチの後、福島原発告訴団の団長となって東京電力の当時の会長、社長ら33人の刑事責任を問う運動を始めます。東北の鬼の静かな怒りは、どう変わっていきましたか。

武藤 東北には鬼の踊りがたくさんあって、私は岩手の「鬼剣舞」が好きなんですね。勇壮というより、どこか悲しい感じで。鬼の面には角がなくて、「仏の化身」という解釈なんです。鬼は「悪者として迫害されながらも、大きな力にあらがおうとしている人」であり、福島の人たちの姿に重なったんですね。すべてを奪っていった原発事故への怒りそのものは消えません。この国のあり方がよく見えてきましたし。怒りは一層深く、静かになっています。

佐藤 対立する必要のない被害者同士が対立するのは、沖縄の普天間飛行場を名護市辺野古に移設しようとすることで、県民が分断させられているのと同じですね。移設に反対する人も、反対派の警戒につく人も、同じ県民、地元の人です。
 除染とワンセットになった住民の帰還政策は、福島の問題を複雑にさせています。住民の年間被ばく線量の基準を、事故前の1ミリシーベルトから20ミリシーベルトまで大幅に緩め、避難指示を解除し、補償を打ち切っていく。放射能の不安の残る所に帰還を促すことが、どんなに混乱させるか。避難先での生活費が続かず地元に戻った人は大勢います。「古里に帰りたい」という素朴な思いが政府に都合よく利用されているようで、報道の仕方も悩ましく思っています。

武藤 理不尽なことがたくさん起きています。被害者への賠償の範囲や金額を、加害者の東電が審査するのも、被害者があまりにもバカにされている。事故のことが何も解決されていないのに原発再稼働の話が出てきて、元通りの社会がつくられようとして。加害者の責任が問われていないのも原因だと思います。事故から1年たった12年3月に「福島原発告訴団」を立ち上げたのは、被害者が再び一つにつながり、声をあげ、力を取り戻したかったからです。
人を罪に問うのは、とても怖い。私に資格があるのかも悩みました。でも事故の真実を、責任を誰が取るべきかを明らかにさせるのは、被害に遭った者の責任ではないかと思いました。

佐藤 業務上過失致死傷容疑などでその年の6月に第1次告訴をしました。対象は東電の旧経営陣から政府関係者、学者まで33人。その異例の規模から、福島第一原発の事故をこの国の社会構造の問題として問うのだという覚悟を感じました。でも、事件は翌年9月9日に突然、合同捜査をしていた東京地検に移され、不起訴になる。東京五輪の招致が決まった翌日でした。

武藤 不起訴になったら福島の検察審査会に申し立てると決めていたので、東京でしかできないと分かったときは、がっかりしました。福島の検審だからこそ希望も持てると思ってましたから。それでも東京の人に訴えるリーフレットを作り、月に1回ほど東京の検審前で起訴を求めて訴え、東電前で自首してほしいと訴えました。

佐藤 東京第五検察審査会は今年7月末、勝俣恒久元会長ら東電旧経営陣3人について「危機管理が不十分だった」と判断し、「起訴すべきだ(起訴相当)」の議決をしましたね。

武藤 本当にうれしかったですね。希望になりました。11人いる審査員のうち8人以上の意見が一致しないと「起訴相当」にはならない。そういう感覚を都民の大多数が持っていてくれたということは、日本の市民の大多数が同じ感覚を持っているということですから。

佐藤 原発事故の後、東京の繁華街から消えたネオンはいつの間にか戻りました。原発を立地する自治体が過疎地にあり、そこで作られた電力を都会が消費するという構図は全国どこも同じです。3年前の集会で武藤さんは「私たちとつながってください。福島を忘れないでください」と呼び掛けました。私たちは本当の意味で福島とつながることができるのでしょうか。

武藤 東京という都会のありようにがっかりすることは、もちろんあります。あるけれど、その分断もまた、つくられてきたものだと思うんですね。原発はつながりを断ち切る最大のものです。私たちが分断される必要は全くないわけですね。事故後の福島第一原発では毎日6000人が働いていて、7割が福島県人。事故で仕事をなくした人もいます。被ばく労働がどんなに大変かということが、今になって分かってくる。

武藤 女たちの闘いは、特別なことではなく、ユーモラスで、日常感覚を大切にしてるんですね。歌ったり、ご飯を作ったり。
 運動は、ややもすれば相手をたたき伏せるまでやってしまいがちですが、女たちの目的は考え直してもらうことで、たたき伏せることではないんですね。
 私も、告訴団の団長になったときはこの役目は重いなって思ったのですが、私以上の私は生きられないですよね。
 原発事故があって、一人の人間としての殻をほんの少し破ったというか、一段上がったというか。私のささやかな夢も原発事故のせいでだめになってしまって。でも、神様がいるとしたら、「もっと前に進みなさい」と言われたのかなと、そう思ったのですね。

Gov’t audit raps Los Alamos over lax handling of radioactive waste via Fox News

A government report released this week blasted the safety procedures for handling radioactive waste at the Los Alamos National Laboratory in New Mexico, following a leak that prompted a shutdown in February.

Among the critical points made in the report, the DOE accused the laboratory of permitting the introduction of potentially incompatible materials in waste drums to be stored at WIPP, and a failure of the lab’s safety procedures to prevent this from occurring.

“Our review identified several major deficiencies in LANL’s procedures for the development and approval of waste packaging and remediation techniques that may have contributed to the radiological event,” said the report. “Of particular concern, not all waste management procedures at LANL were properly vetted through the established procedure revision process nor did they conform to established environmental requirements.”

There was also concern about how the lab was disposing of volatile mixtures of nitrate salts and organic matter which a 2000 U.S. Environmental Protection Agency report found to be “inherently hazardous.”

Fukushima to be Hit by Typhoon, Causing Ocean Contamination: Tepco via RIA

MOSCOW, October 4 (RIA Novosti), Ekaterina Blinova – Tepco, the Tokyo Electric Power Company, has revealed that the approaching typhoon could hit the damaged, decommissioned 40-year old nuclear power facility Fukushima No.1, which was severely affected during the earthquake and tsunami in 2011.

“The deluge would likely cause seawater to mingle with the radiation-tainted water accumulating in the basements of the reactor buildings at the six-unit plant, allowing 100 trillion becquerels of cesium to escape, according to an estimate that Tepco revealed Friday at a meeting of the Nuclear Regulation Authority,” the Japan Times reports.

According to the media outlet, tidal waves from the storm are likely to reach a maximum height of 26.3 meters or more. The storm is likely to strike the Fukushima No.2 nuclear plant as well, but “its idled reactors and fuel pools” are not expected to be destroyed, Tepco officials assert.

It should be noted that the 2011 tsunami reached a height of 15.5 meters when it hit the plant, which was followed by a 9.0  magnitude earthquake.

In order to minimize the impact of the hurricane, Tepco “will reduce the vast quantity of radioactive water” on the site, the Asahi Shimbun notes. Citing Tepco’s officials, the media source claims that the amount of contaminated wate, which is expected to spill into the ocean, could be decreased to 30 percent “by filling in trenches near reactors.”

The nuclear industry still has its secrets via The Guardian

The cold war may be over but many players are far from open or transparent in their dealings

One of the nuclear industry’s promises for the future is that it will turn its back on its cold war past and be more open and transparent about its dealings. So news last week that at least two of the officials assessing the safety case for new reactors at Hinkley Point C were on the pension roll of the scheme’s developers, EDF, was not encouraging.

The design assessment of the new European pressurised reactor (EPR) developed by EDF and its nuclear specialist Areva is important, because it is key to determining whether the public accepts the safety of Hinkley. It is disturbing that the few detailed answers obtained about who exactly undertook that review had to come by way of a Freedom of Information request, not by an immediate and voluntary statement from the Office for Nuclear Regulation (ONR).

Unsurprisingly, independent experts question how thorough the oversight really was – and whether a whole load of problems have been parked to one side to be tackled later on. A senior inspector at the Finnish nuclear regulator STUK, which has been struggling for much longer to assess an EPR reactor for a domestic plant, says pointedly: “I don’t know how they (the ONR) did it so fast.”

And for such fast movers, it is odd that the ONR could not provide data on whether any of its inspectors had previously worked for EDF or Areva on the groundsbecause the files were in “deep storage”. That excuse would not have passed muster during the cold war.

北電の泊原発事務棟で発煙 放射性物質の漏えいなし via 北海道新聞

5日午後2時45分ごろ、後志管内泊村の北海道電力泊原発敷地内の事務棟で発煙があった。煙はすぐに収まり、けが人はいなかった。事務棟は1~3号機とは別の建物。北電によると、放射性物質の漏えいはない。

事務棟は「総合管理事務所」と呼ばれ、当時は耐震補強工事のため、北電の協力企業が4階一室の鉄骨を露出させ、鋼材と溶接する作業をしていた。周囲に断熱材などがあったといい、地元消防が調べている。

野生キノコ基準値超え 静岡県東部3市の5検体 via 静岡新聞

県は3日、裾野市、御殿場市、富士市で採取された食用になる野生キノコ5検 体から、国の基準値(1キログラム当たり100ベクレル)を超える放射性セシウムを検出したと発表した。裾野市の野生キノコから検出されたのは初めて。県 は3市や関係事業者に当分の間、採取や販売、出荷を自粛するよう要請した。県民に食べないよう注意を呼び掛けている。
 

基準値を超えたのは裾野市のキハツタケ、アカモミタケ、御殿場市と富士市のハナイグチ、富士市のシロヌメリイグチ。いずれも9月末に県職員が任意に採取 し、1キログラム当たり110〜360ベクレルが検出された。県によると、いずれのキノコも、販売目的で栽培・出荷を行っている業者は確認されていないと いう。

「原発ゼロ」「再稼働反対」 全国で230カ所に 事故から3年半 定例行動広がる via しんぶん赤旗

原発ゼロ、再稼働反対などを訴える全国の定例行動が、230カ所にのぼることが3日、本紙の調べでわかりました。このうち、100回を超えるところは約3 分の1の76カ所になっています。2011年3月11日の東日本大震災と福島第1原発事故から3年半。国民の行動は草の根でねばり強く続けられています。  (各地の行動)

本紙は各地方総局、都道府県記者のネットワークを通じて、毎月1回以上定例でとりくまれている抗議行動やデモ、宣伝活動を調べました。本紙が確認で きただけでも、沖縄県を除く46都道府県で行動が続けられています。原発事故が起きた福島県では13カ所の行動のうち100回を超えているのは7カ所と なっています。九州電力川内(せんだい)原発をかかえる鹿児島県では10カ所のうち6カ所が100回を超えています。

毎週あるいは月2回など「金曜日行動」として定着しているのは全体の約6割にあたる135カ所。原発事故が起きたのが3月11日だったことから毎月11日におこなわれている行動もあります。

2012年3月29日に首都圏反原発連合が首相官邸前抗議行動を開始。その直後から大阪、名古屋、京都、北海道などで金曜日行動が始まりました。

Ontake should force Japanese to rethink nuclear push via Chicago Tribune

With the discovery of a 47th body on the slopes of Mt. Ontake, the volcano’s eruption is now Japan’s deadliest in 88 years. It’s impossible not to worry about an even bigger volcanic threat that lies just 90 miles from Tokyo: Mt. Fuji. All this has both seismologists and anti-nuclear activists asking anew whether the most earthquake-prone nation in the developed world should be restarting its 48 nuclear reactors, which have been offline since a record earthquake in March 2011 precipitated the Fukushima crisis.

I’m in the “no” camp, and not just because the public disapproves of Prime Minister Shinzo Abe’s coddling of the shadowy nuclear industry. My argument is as much about Japan’s economic future as the personal safety of the 126 million Japanese I live amongst.

The tragic explosion at Mt. Ontake showed the dark side of Japan’s geographic position, located along the so-called Ring of Fire. But it’s also a timely reminder that the country is more blessed than cursed when it comes to natural resources. As China and India choke on fossil fuels, Japan possesses an enviable mix of water, wind and, most importantly, geothermal resources to fulfill its energy needs.

Mt. Ontake obliterated the nuclear lobby’s argument that seismic sensors and global positioning technology can predict eruptions that may threaten reactors. This one came out of nowhere — like a huge bolt of lightning, survivors say. Even if we knew that one of Japan’s other 100-plus active volcanoes was about to blow, Tokyo Electric Power or Kyushu Electric Power can’t move reactors or toss huge protective domes over them. All Japanese authorities could do is evacuate surrounding areas to lop a zero or two off death-toll figures.

It’s time Japan started heeding the advice of environmentalists like David Suzuki to go geothermal. In 2012, the Canadian geneticist and author joined the board of the Japan Renewable Energy Foundation at the urging of Softbank founder Masayoshi Son (who has been investing big in renewable energy projects). Since then, Suzuki has rarely missed an opportunity to try and shame Tokyo into scrapping its reactors.

“Geothermal can be a huge source of energy and very quickly,” Suzuki told Bloomberg News in March 2013, on the second anniversary of the meltdown at Fukushima. “It is an opportunity being squandered in the drive to get the reactors up and running again.”

Back in 2012, Japan began talking big about a renewable energy push. In a report that year, Bloomberg New Energy Finance said Japan had 539 megawatts of geothermal capacity operating, amounting to just a quarter of wind and roughly 14 times less than solar. In May 2012, the Washington-based Geothermal Energy Association said Japan could produce 23,000 megawatts of geothermal power. And then, in December 2012, Abe’s Liberal Democratic Party returned to power. So did Japan’s single-minded focus on nuclear reactors.

Geothermal is a relatively steady source of energy that doesn’t fluctuate like wind or solar, and the means to tap it are readily available. The roadblock is money, period. What the corrupt nexus of defense contractors and government is to America, the nuclear industry is to Japan. The nation’s gargantuan investments in reactors and related business sectors have created powerful vested interests that make the country’s farm lobby seem quaint. Further bolstering this institutional aversion to renewables is one of the key pillars of Abenomics — cheap domestic energy and tax revenues from nuclear-technology sales abroad.
