現場で今:参院選しまね 原発 稼働へ期待と不信 甘受してきた経済効果 /島根 via 毎日新聞
県庁から約8キロ離れた中国電力島根原発(松江市鹿島町片句)。平日の午後5時すぎ、警備員の立つゲー トからひっきりなしに車が出てくる。島根ナンバーが大半だが、中国、近畿各県や同じく原発を抱える福井、愛媛のナンバーもある。乗っている多くは作業着姿 の男たち。原発が労働者を引きつけている、昔ながらの光景だ。 「原発が動いとった時分はもっと多かった。特に定検の時は。生活道路なのに困るくらい」。近くの道路沿いで農作業をしていた80代の男性が手を休めて言った。生まれも育ちも鹿島。1号機の建設計画が浮上した頃から様子を見聞きしてきた。 「できる前はみんな『安全だ、安全だ』と言っていたけど、こんなことなら反対しちょったらよかったわね。一度『ポン』となったら終わりや」。東京電力福島第1原発事故後、原発への不信感は拭いきれないという。 ◇ 福島の事故後、全国の原発が停止した。島根原発でも点検・交換漏れ問題を受けて停止していた1号機に加え、2号機も昨年1月、定期検査に入った。「原発ゼロ」の状態が続く。 島根原発は、福島第1原発と同じ沸騰水型だ。2号機とほぼ完成した3号機は、8日に施行された国の新規 制基準に定められたフィルター付きベント(排気)装置工事が進められている。中国電は2、3号機の審査を国に早期に申請する方針だが、稼働までには相当の 時間がかかる見通しだ。 1号機の着工から43年以上。地域経済は、原発が生み出す雇用とそれに伴う経済効果を甘受してきた。 松江市に入る今年度の電源立地地域対策交付金は約27億3200万円。そこから市立幼稚園教諭と消防士らの人件費で約4億8300万円がまかなわれる。それぞれの人件費の2割程度を支える計算だ。 当初予算ベースで見ると、同交付金は市税収入の約1割にも相当するが、一般会計歳入額に占める割合は約2・8%にとどまる。島根原発は全国で唯一、県庁所在地にある原発で、財政規模の小さな他の立地自治体とは原発への依存度が異なるのも事実だ。 松江市の担当者は「(経済の中心は)原発だけではない。再稼働議論と経済はリンクしない」と話す。ただ、建設業界の関係者は、原発ゼロの長期的な影響について「経営が厳しくなる会社も出てくるだろう」と話す。 (略) 出雲大社(出雲市)の遷宮効果で観光需要が増えたため「今年の景気はトータルではプラス」だ。しかし、ビジネスと観光に加え、「原発」が松江市内のビジネスホテルにとって3本柱。「はやく元に戻すべきだ」と早期の運転再開を求める。 全文は 現場で今:参院選しまね 原発 稼働へ期待と不信 甘受してきた経済効果 /島根
値上げ増でも反対46.5% 伊方再稼働で県民世論調査 via 高知新聞
